damp and mould

How to remove mould safely while waiting for your landlord to make repairs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are in England, treat mould removal as a temporary health and safety measure, not a repair. Photograph and describe the problem first, report it to your landlord or managing agent in writing, and ask for the damp source and repair plan. You may clean only a very small amount on a hard surface with an appropriate mould and mildew product used exactly as its label directs. Larger areas, mould on porous or damaged materials, recurring growth, or an uncertain cause should be assessed and handled by qualified professionals.

Do not make a bleach mixture or combine cleaning products. Surface cleaning cannot stop mould returning if a leak, condensation problem, structural defect or inadequate ventilation remains.

What to do first: protect your health and preserve evidence

Damp and mould can release allergens, irritants, spores and other toxins. The health effects described in England government guidance include cough, wheeze, shortness of breath, infections and worsening of some allergic or respiratory conditions. Children, older adults and people with certain health conditions can face more severe effects. If anyone in the household is worried about symptoms, obtain advice from a healthcare professional rather than trying to diagnose the cause yourself.

Before moving, wiping or spraying anything, record the condition of the room. This gives the landlord useful information about the source and preserves a dated account of what you found.

  • Keep copies of every report, email, message, photograph and reply in one folder.

Photographing and documenting the area before removal is specifically recommended in the government guidance where possible. Do not delay an urgent report simply because you cannot create a perfect record.

Report the mould and request the repair plan

Notify the landlord or managing agent in writing as soon as you identify the problem. A phone call can be useful for speed, but a written follow-up creates a clear record of what was reported and when. Describe facts rather than assigning a cause you cannot prove.

Include these details in your report

  • The property address and the exact room, wall, ceiling, window area or fitting affected.
  • The approximate size and appearance of the mould, whether it is spreading and whether it has returned.
  • Any leak, water ingress, damp smell, damaged plaster or joinery, failed seal, or ventilation issue you have observed.
  • The dates of your photographs and a short description of affected belongings or health concerns.
  • A request for investigation of the underlying cause, the proposed repair, who will carry it out and the expected timescale.
  • A request for professional assessment or removal if the affected area is large, porous, damaged, recurrent or difficult to identify safely.

England government guidance says landlords should assess reports urgently, tackle underlying causes and tell tenants what steps and timescales are expected. Ask for an appointment in writing and keep the response. If an inspection is arranged, make the affected areas accessible and show the photographs and your log.

Decide whether a small amount is suitable for interim cleaning

The practical boundary in the England guidance is narrow. A tenant may reasonably remove a very small amount on a hard surface with an appropriate mould and mildew product. Larger areas should be dealt with by qualified professionals. If you cannot confidently place the problem in the small, hard-surface category, pause and request an assessment instead of experimenting.

What you find Safer course while repairs are pending Why
Very small patch on an intact, hard surface If you choose to clean it, use an appropriate mould and mildew product exactly as labelled, without mixing products. This is the limited situation for which the guidance describes interim tenant cleaning.
Large, widespread or rapidly expanding growth Do not tackle it yourself; ask the landlord for qualified professional assessment and removal. The guidance directs larger areas to qualified professionals.
Mould on plasterboard, insulation, carpet, soft furnishings, timber or other absorbent material Report the material and request professional advice about removal or disposal. Absorbent materials can retain contamination and may need disposal if mouldy.
Recurring mould after earlier cleaning Stop treating recurrence as a cleaning task and press for investigation of the moisture source. Surface cleaning does not correct the condition that feeds regrowth.
Unknown cause, active leak, major dampness or damaged building fabric Keep people away from the affected area where practical and request an urgent professional inspection. The cleaning decision cannot safely be separated from finding the building defect or leak.

The table is a practical interpretation of the England guidance, not a measurement standard. A landlord, contractor or qualified assessor may judge the extent differently after inspection.

How to clean a very small hard-surface patch

Only follow these steps when the mould is genuinely a very small amount on an intact hard surface and no urgent leak or serious hazard requires immediate professional attention. Cleaning should not postpone your written report.

  1. Document first. Finish the photographs and notes before disturbing the patch.
  2. Check the surface and extent. If the material is porous, damaged or the patch is larger than a very small amount, stop and request professional handling.
  3. Choose the correct product category. England government guidance prefers mould and mildew products to bleach for health and safety reasons. It does not approve a particular brand or product.
  4. Read the label completely. Follow its instructions for application, contact time, ventilation, surface compatibility, protective measures and disposal. The label controls how that product is to be used.
  5. Never mix cleaning products. In particular, do not create a bleach recipe or combine bleach with another cleaner. Mixing can produce dangerous fumes and is not recommended by the guidance.
  6. Use only the amount and method stated on the label. Do not turn a small spot treatment into an attempt to strip a whole wall, ceiling or room.
  7. Stop if the surface deteriorates or the problem spreads. Photograph the change, update the landlord and request a professional assessment.
  8. Record what you did. Note the product category, date, treated location and result in your repair log, then monitor for recurrence without repeatedly scrubbing the same area.

Cleaning is an interim measure. It does not prove that the room is safe, establish the cause, or transfer the landlord’s repair responsibility to you.

Why mould returns unless the damp source is fixed

Damp means moisture building up in a property. The government identifies varied causes, including condensation, leaks and building deficiencies. Possible building-related problems include structural defects, water entering from outside, plumbing failures and inadequate ventilation. A visible patch may therefore be the symptom rather than the whole defect.

The official guidance states: “Simply removing surface mould will not prevent the damp and mould from reappearing.” The sentence is from government guidance, not a quotation attributed to an individual. If growth returns, tell the landlord when it returned and whether it appeared in the same or a different location.

Questions the landlord’s investigation should answer

  • Is there an active plumbing, roof, window or external-wall leak?
  • Is water entering through a structural or exterior defect?
  • Is condensation being caused or worsened by inadequate ventilation or a building design problem?
  • Has damp affected plaster, insulation, timber, flooring or other absorbent materials?
  • What repair will remove the moisture source, and what remediation will deal with contaminated material?
  • Who is responsible for each stage and what date is expected for completion?

Do not accept repainting or wiping as a complete remedy when the moisture source has not been identified. The tenant guidance says landlords must tackle dampness, including necessary structural or exterior repairs, and ensure that a property is properly ventilated. That responsibility does not mean a tenant should attempt structural work or alter building systems without permission.

When professional remediation is the safer choice

Ask for qualified professionals rather than cleaning alone when the affected area is large, when mould is on porous or damaged materials, when it keeps returning, or when the source is uncertain. A professional can assess the building condition, identify moisture pathways and determine whether absorbent materials need disposal. The landlord should coordinate investigation, repair and any necessary removal.

Signs that should end a do-it-yourself attempt

  • The patch extends beyond a very small spot or there are multiple affected areas.
  • Growth is on plasterboard, insulation, carpet, soft furnishings, timber or another absorbent material.
  • The wall, ceiling, floor or joinery is wet, crumbling, stained or otherwise damaged.
  • There is an active leak, water ingress or a strong persistent damp smell.
  • Mould returns soon after cleaning or appears in a pattern you cannot explain.
  • A household member has respiratory symptoms or belongs to a higher-risk group.
  • You are unsure whether the product or surface is suitable.

Do not bag, remove or discard building materials on your own merely to make the room look better. Tell the landlord what is affected and ask how contaminated materials will be assessed and handled.

What to do if the landlord does not act

Continue creating a dated record after your first report. Send a polite written follow-up that identifies the original report, notes any change and asks for a firm inspection and repair timetable. Keep every response, including missed appointments or instructions that address only the visible mould.

Escalate a serious unresolved hazard in England

England government tenant guidance identifies the local council as a route when a serious hazard has not been addressed. The council may assess hazards and take action, but the outcome and procedure depend on the facts. Contacting the council is not a guarantee of a particular enforcement result, compensation, a rent reduction or a deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When contacting the council, provide the tenancy address, your landlord’s contact details, the dates and content of reports, photographs, repair responses, evidence of recurrence and any professional or healthcare correspondence you are able to share. Ask which housing or environmental-health service handles hazards in rented homes and follow its evidence and inspection instructions.

The guidance discussed here applies to England. It does not establish the reporting route, legal deadlines or remedies for Scotland, Wales, Northern Ireland or another country. Individual rights and the best next step depend on the tenancy, the seriousness of the hazard and the evidence available; obtain independent housing or legal advice if you need advice about compensation, withholding rent, ending a tenancy or a specific claim.

Health precautions while you wait

Keep a record of symptoms and tell a healthcare professional if anyone develops or experiences worsening cough, wheeze, shortness of breath, infections or allergic or respiratory problems. Children, older adults and people with certain health conditions may be more vulnerable to severe effects. A clinician can advise on symptoms; the clinician cannot repair the building, so continue the landlord report separately.

Do not present a cleaned surface as proof that exposure has ended. If the area is large, the material is porous, or dampness remains, request professional assessment and ask the landlord whether the room should be taken out of use during work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes that make the problem worse

  • Cleaning before photographing: this removes evidence about the original extent and location.
  • Using bleach recipes: the guidance prefers mould and mildew products to bleach and warns against unsafe product combinations; no mixture should be improvised.
  • Scrubbing a large or porous area: this is outside the narrow small-hard-surface situation and can spread contamination or damage material.
  • Reporting only by phone: without a written record, dates and requested actions are harder to establish.
  • Accepting cosmetic treatment as a repair: paint or surface cleaning cannot correct a leak, structural defect, condensation problem or inadequate ventilation.
  • Blaming yourself for a building defect: report observable facts and ask for an investigation rather than assuming the cause.
  • Repeatedly cleaning recurrence: a returning patch is evidence that the moisture source still needs attention.
  • Assuming one national process: the reporting and council guidance described here is for England, not automatically every UK nation.

A simple decision path

  1. See mould. Protect household members who may be more vulnerable and note any symptoms.
  2. Document it. Take dated photographs and record the location, extent, smells, leaks, damage and recurrence.
  3. Report it in writing. Ask for the cause, repair, remediation and expected timescale.
  4. Classify the material and extent. Very small on an intact hard surface may qualify for labelled interim cleaning; anything larger, porous, damaged, recurrent or uncertain calls for professionals.
  5. If cleaning is appropriate, use one suitable mould and mildew product as labelled. Do not mix products or make a bleach recipe.
  6. Monitor and update. Record recurrence or spread and tell the landlord promptly.
  7. Escalate a serious unresolved hazard. In England, contact the local council route identified in tenant guidance and provide your evidence.

The safest objective while waiting is not a spotless wall. It is a documented report, a suitable temporary response to a very small hard-surface patch when appropriate, and a landlord-led investigation that removes the moisture source and arranges professional remediation where needed.
