How to Reduce Energy and Water Use in a Multiuse Community Building

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The fastest, least disruptive way to cut utility costs in a multiuse community building is to measure whole-building energy and water use, correct schedules and operating faults, then reduce lighting and other loads before replacing HVAC equipment. Treat water as a metered system—not just a plumbing issue—and rank every capital project by savings, payback, comfort, maintenance, resilience, and fit with each room’s actual schedule.

This approach works for buildings that combine offices, meeting rooms, classrooms, gyms, kitchens, event spaces, and other uses. Their varied occupancy makes a single “building schedule” inaccurate, so the plan below separates spaces, establishes a defensible baseline, and verifies whether each change delivers.

1. Benchmark the whole building before buying equipment

Benchmarking means measuring energy use (and, when available, water use), then comparing performance with a building’s history, similar buildings, or a reference level. The U.S. Environmental Protection Agency (EPA) describes benchmarking as the first step because it shows whether a proposed project addresses the largest end use or merely an easy-to-see symptom.

ENERGY STAR Portfolio Manager can record energy, water, greenhouse-gas emissions, and costs for one building or a portfolio. Enter at least 12 consecutive months of utility data, floor area, operating hours, major space types, and occupancy information. Keep copies of bills and meter identifiers so a later change in billing account or rate does not break the baseline.

Use the best data available

  • Start with whole-property electricity, fuel, district energy, and water data. If tenants’ utility accounts are unavailable, benchmark common-area consumption rather than abandoning the exercise.
  • Record weather, event dates, unusual closures, and major changes in occupancy alongside monthly consumption. A gym with extended evening hours or a weekend festival can otherwise look like a control failure.
  • Where meters permit it, add submeters for kitchens, irrigation, pools, cooling towers, and high-use tenant areas. Separate data turns a building-wide spike into a diagnosable process.
  • Use monthly energy and water intensity to find trends, then inspect daily or interval data when a meter or utility portal provides it. A high overnight base load often points to schedules, refrigeration, pumps, or ventilation that never shuts down.

For multifamily-style properties, ENERGY STAR provides 1–100 energy and water scores when sufficient whole-property data are available. A score is a comparison tool, not proof that a particular retrofit will pay back. A community building should use its score, historical trend, and end-use breakdown together.

Build an end-use inventory

List every significant load: air-handling units, boilers or heat pumps, pumps, domestic-hot-water equipment, refrigeration, cooking equipment, lighting, plug loads, elevators, laundry, irrigation, and specialty equipment. Note capacity, controls, operating hours, and the room or program served. This inventory prevents a small but visible fixture replacement from displacing a larger opportunity such as an air-handling unit running all night.

2. Create schedules that match real occupancy

Operations and maintenance changes can reduce energy without significant capital investment. In a multiuse building, the key is to stop treating every room as occupied whenever the building is open.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make a schedule for each use

Create separate occupied, setup, unoccupied, and shutdown periods for offices, meeting rooms, gyms, kitchens, classrooms, and event spaces. Include cleaning, deliveries, rehearsals, sports practices, and recurring rentals. Give a responsible staff member authority to approve temporary overrides and a definite time for those overrides to expire.

Program optimal start and stop where controls support it: start systems early enough to reach conditions at opening, but not hours earlier. Use night setback for heating and setup for cooling when equipment and freeze-protection requirements permit. Sequence multiple boilers, chillers, or heat pumps so only the capacity required by the current load operates.

Run a nighttime audit

  1. Walk the building after the final scheduled activity, carrying the current room schedule and a flashlight.
  2. Record lights, ventilation fans, kitchen equipment, water heaters, pumps, displays, and computers that remain on without a documented reason.
  3. Check thermostats and time clocks for overrides, extreme setpoints, and clocks that do not match actual time.
  4. Review the next morning’s startup. Equipment that starts simultaneously can create a peak demand or comfort complaint even when its daily energy use appears reasonable.
  5. Assign each finding to an owner, correct it, and repeat the walk after unusual events such as tournaments, festivals, or late meetings.

ENERGY STAR’s operation and maintenance guidance states: “The number one way to waste energy is to leave equipment and lights on when they could be off.” The practical response is a documented schedule, a short override process, and periodic verification—not simply a reminder poster.

Recommission controls and equipment

Calibrate sensors, verify damper and valve operation, tune control loops, inspect belts and filters, and confirm that heating and cooling do not operate against each other. Review economizer operation, chilled- and heating-water resets, supply-air temperature resets, and lighting sweeps. Retro-commissioning is especially useful when a building has changed tenants, controls contractors, room uses, or operating hours since its original design.

3. Repair leaks and maintenance faults before major upgrades

A leaking faucet, failed valve, blocked filter, damaged insulation, or drifting sensor wastes resources every hour. Correct these faults while collecting baseline data so savings can be attributed to a specific action.

  • Repair dripping faucets, running toilets, leaking flush valves, hose connections, and irrigation components promptly. EPA’s checklist notes that a dripping hot-water faucet can leak hundreds of gallons per year.
  • Inspect domestic-hot-water recirculation, insulation, mixing valves, and storage temperatures within applicable health and safety requirements.
  • Replace clogged filters and repair duct, pipe, and valve insulation. Confirm that outside-air dampers close when systems are off and modulate as intended when occupied.
  • Check refrigeration door gaskets, ice-machine drains, dishwasher spray arms, steam traps, and pump seals in kitchens.
  • Document every repair with date, location, observed fault, and post-repair meter or runtime change.

4. Reduce loads before resizing or replacing HVAC

ENERGY STAR recommends reducing building loads early so HVAC systems can be sized more accurately and may be smaller. A new system cannot compensate for lights left on, uncontrolled outside air, leaking ducts, or an overcooled room.

Use a load-reduction sequence

  1. Retro-commissioning: restore schedules, sensors, dampers, valves, sequences, and maintenance conditions.
  2. Lighting: replace inefficient lamps and remove unnecessary heat and wattage.
  3. Supplemental loads: address plug loads, refrigeration, domestic hot water, kitchen equipment, and process ventilation.
  4. Air distribution: seal ducts, correct balancing, improve fan control, and verify outside-air quantities.
  5. Heating and cooling: only then evaluate replacement, right-sizing, or major plant upgrades.

For existing systems, examine optimal start/stop, night setback or setup, economizer enablement, chilled- and heating-water temperature resets, supply-air resets, and equipment sequencing. Confirm that minimum ventilation remains adequate for occupancy and indoor-air quality; energy savings that create stale air or excessive humidity are not successful.

Match HVAC control to room use

A classroom that is full for six hours, a gym with evening practices, and an office occupied during weekdays need different ventilation and temperature schedules. Demand-controlled ventilation may be appropriate where occupancy varies and sensors are maintained correctly. Event spaces need a clear preconditioning rule so an occasional late booking does not force the entire building into an all-day occupied mode.

5. Upgrade lighting while preserving comfort and safety

Replace incandescent, halogen, high-intensity-discharge, and T12 fluorescent lamps with ENERGY STAR certified LEDs when the application and controls are appropriate. LED selection is not only a wattage decision: verify light level, color quality, glare, dimming range, emergency operation, fixture temperature, and access for future maintenance.

Capture savings beyond the lamp

  • Use daylight where it can offset electric lighting without glare or excessive solar heat.
  • Install occupancy or vacancy controls in intermittently used meeting rooms, classrooms, storage areas, and restrooms; commission timeout settings so they do not switch off during normal activity.
  • Use task lighting rather than lighting an entire room to the highest level needed at one workstation.
  • Remove unnecessary lamps in over-lit areas after checking maintained illuminance and safety requirements.
  • Schedule exterior and common-area lighting with astronomical or time-clock controls, then verify seasonal changes.

ENERGY STAR reports that turning lights off when they are not needed can reduce lighting expenses by 10% to 40%. That range is an operational estimate, not a guarantee for every building; the result depends on current hours, lamp type, controls, and electricity price.

Evaluate an LED project correctly

Compare lamp or fixture cost, installation access, controls compatibility, color quality, expected operating hours, maintenance labor, and heat added to cooling loads. A low-cost lamp that cannot dim or fit an emergency circuit may create more work than it saves. Include disposal requirements for removed lamps and a plan for documenting which rooms were changed.

6. Manage water as a measured system

WaterSense recommends a water-management program that combines planning, benchmarking, staff and occupant education, equipment operation and maintenance, retrofit choices, and calculations of potential water, energy, and dollar savings. Water use also carries energy for pumping, heating, treatment, and wastewater, so a water project can affect both utility accounts.

Meter first, then investigate

Track total water use by month and, where practical, by process. Submeter kitchens, irrigation, pools, cooling towers, and high-use tenant areas. Compare overnight and weekend flow with expected occupancy. Continuous flow during a closed period is a strong leak signal; a sharp increase during events may indicate a process or scheduling issue rather than a fixture defect.

Choose efficient fixtures during normal replacement

When replacing faucets, toilets, urinals, showers, or similar equipment, select WaterSense-labeled products and verify the label on the exact product listing. Confirm pressure, flow, flush performance, accessibility, vandal resistance, and compatibility with existing valves and supply piping. A fixture that saves water but causes repeated user workarounds will not deliver its rated performance.

Teach occupants and staff what affects water use

  • Post concise instructions near unusual controls, such as pre-rinse spray valves or mop sinks.
  • Train custodial and kitchen staff to report leaks immediately and to avoid leaving taps running during setup or cleanup.
  • Include irrigation, restroom, and kitchen checks in opening and closing checklists.
  • Share monthly performance with staff in a way that identifies actions, not individual blame.

7. Target kitchens and other process loads

Kitchens often combine hot water, refrigeration, cooking, ventilation, and drainage, making them a high-value area for measurement. Compare equipment by throughput and duty cycle, not by efficiency label alone. A low-use warming kitchen may not justify the same equipment configuration as a continuously operating food-service operation.

WaterSense reports that ENERGY STAR certified commercial dishwashers, ice machines, combination ovens, and steam cookers are at least 10% more water-efficient and 15% more energy-efficient than standard models. The WaterSense page was updated in March 2024; the percentages describe the specified equipment categories relative to standard models, not guaranteed savings for a particular kitchen.

Reduce kitchen waste without slowing service

  • Measure gallons and energy per operating day or meal period where process meters are available.
  • Repair spray valves, booster heaters, steam traps, and door seals before replacing sound equipment.
  • Coordinate dishwasher, hood, makeup-air, and HVAC schedules so ventilation is available during cooking but not running for an empty kitchen.
  • Use only the capacity required by actual throughput; oversized equipment can spend more time in standby.
  • Train staff on startup, shutdown, and cleaning sequences that avoid unnecessary idling and running water.

8. Rank projects with a whole-life scorecard

Simple payback is useful for screening, but it can favor a cheap measure that needs frequent maintenance or harms comfort. Score each option against the factors below and document assumptions.

Decision factor Questions to answer
Baseline and savings Which meter or runtime establishes current use? How will post-project savings be measured?
Capital and whole-life cost What are equipment, installation, commissioning, maintenance, replacement, and disposal costs?
Payback and utility value What simple payback results from the building’s actual tariffs, demand charges, and water rates?
Schedule and occupancy fit Will the measure work for offices, classrooms, gyms, kitchens, and occasional events with different hours?
Controls and maintenance Who will maintain sensors, filters, valves, software schedules, and override permissions?
Comfort and indoor-air quality Will temperature, humidity, ventilation, lighting quality, noise, and accessibility remain acceptable?
Reliability and resilience Does the project reduce failure risk, preserve essential operations, or depend on a single control component?
Water-energy interaction Will reduced hot-water use lower heating energy? Could a water-saving change increase pumping, cleaning, or treatment needs?
Incentives and timing Are utility rebates or capital-renewal opportunities available, and what documentation do they require?

EPA’s sustainable-building principles emphasize integrated design, optimized energy performance, water conservation, indoor environmental quality, lower materials impacts, and resilience. Apply those principles together rather than approving a project solely because it has the shortest payback.

9. A practical implementation roadmap

First 30 days: establish control

  1. Gather 12 months of energy, fuel, and water bills and enter them into a consistent tracking system.
  2. Map rooms, schedules, meters, major equipment, and known comfort complaints.
  3. Perform an after-hours audit and repair obvious leaks and control faults.
  4. Freeze undocumented overrides and assign responsibility for approved exceptions.

Days 31–90: tune and verify

  1. Calibrate sensors, correct time clocks, and implement room-by-room schedules.
  2. Review HVAC sequences, economizers, resets, fan control, and ventilation settings.
  3. Install or validate submeters for the largest water and process loads.
  4. Remove unnecessary lighting, adjust controls, and identify LED replacements with clear operating-hour benefits.
  5. Compare current monthly use with the baseline and investigate unexplained changes.

Months 4–12: deliver capital projects

  1. Score lighting, plumbing, kitchen, distribution, and HVAC proposals using the whole-life criteria.
  2. Bundle work with planned renovations to reduce access, labor, and disruption costs.
  3. Commission every completed project, train operators, and record final settings.
  4. Review utility data at 30, 90, and 365 days, adjusting schedules when occupancy changes.

10. Verify savings and protect the gains

Verification is part of the project, not paperwork afterward. Record baseline period, weather or occupancy adjustments, operating hours, tariff assumptions, and the exact date a measure became active. Compare both total consumption and relevant intensity measures, such as energy per occupied hour or water per meal period.

Investigate a disappointing result in this order: confirm the meter and billing period, check whether occupancy or event hours changed, verify that schedules and controls remained active, inspect equipment for faults, and then reassess the savings calculation. A failed sensor or a permanent override can erase an otherwise sound retrofit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ENERGY STAR cites estimates that comprehensive multifamily energy management can improve efficiency by 15%–30% and save $3.4 billion in utility costs across that sector, while its small- and medium-office guidance says low- or no-cost measures can reduce energy consumption by up to 30%. These are sector estimates, not promises for an individual community building. Use them to set an ambition level, then rely on the building’s measured baseline and verified results.

Common pitfalls to avoid

  • Replacing HVAC first: load reduction and recommissioning may allow a smaller, less expensive system and avoid locking in oversized equipment.
  • Using one schedule for every room: varied programs make separate schedules and controlled overrides essential.
  • Buying fixtures by label alone: confirm duty cycle, throughput, pressure, controls, maintenance access, and user acceptance.
  • Ignoring common areas when tenant data are missing: common-area benchmarking still reveals actionable trends.
  • Cutting ventilation to save energy: maintain required outside air, humidity control, and indoor-air quality.
  • Failing to verify: without post-project measurement, a building cannot distinguish real savings from weather, occupancy, or billing changes.

Bottom line

Measure whole-building energy and water first, then act in this order: schedules and maintenance, leaks and controls, lighting and other load reductions, water fixtures and process equipment, and finally major HVAC work sized to the reduced load. A room-by-room operating plan, targeted submetering, and post-project verification let a community building lower bills while preserving comfort, air quality, reliability, and the flexibility required for changing programs.
