How to Reduce Embodied Carbon in a Steel Building Design

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most reliable way to cut embodied carbon in a steel building is to avoid or retain structure first, reduce the tonnes of steel required second, and select verified low-GWP steel only after the design is lean. Set a carbon target at concept stage, test reuse of existing foundations and frames, compare structural grids and systems, iterate quantities and life-cycle assessment (LCA) in BIM, then procure steel against comparable environmental product declarations (EPDs). Recycled-content percentages alone cannot establish the lowest-carbon option.

Use a demand-first hierarchy

Steel’s embodied carbon is driven by both the amount of material and the emissions associated with producing, fabricating, transporting, coating and eventually processing it. A lower-carbon grade or mill cannot compensate for unnecessary tonnes created by an inefficient layout. WBCSD’s practical categories provide a useful project brief: create a carbon policy; set targets and transparency requirements; prioritize circularity; optimize the design; and procure low-carbon products.

As an Amazon Associate I earn from qualifying purchases.

  1. Avoid new material demand: retain an existing building or reuse serviceable foundations, frames, slabs or components where code, safety and the brief allow.
  2. Reduce demand: choose efficient load paths, grids, spans, floor systems, lateral systems, member sizes and connections.
  3. Measure while decisions are still flexible: extract quantities from BIM and run consistent LCA iterations before the structural scheme is fixed.
  4. Procure verified products: replace early assumptions with the selected mill or facility’s EPD and reconcile delivered quantities with the final LCA.

This order matters. Changing the frame or grid during concept design can remove far more carbon than changing a material label after tender.

1. Set the carbon boundary and target before designing

A steel carbon target is meaningful only when its boundary is explicit. Record the reporting standard, functional or declared unit, product category rules (PCR), geography, data period, electricity assumptions, transport, fabrication, coatings and end-of-life treatment.

Choose the lifecycle modules

  • A1-A3: raw-material supply, transport to the manufacturer and manufacturing (the product stage).
  • A4 and A5: transport to site and construction or installation, including relevant site losses and processes.
  • B modules: use-stage replacements, maintenance or operational effects where the project standard requires them.
  • C modules: demolition, transport, waste processing and disposal.
  • Module D: potential benefits or loads beyond the project system boundary, such as future recycling. Report it separately when the chosen standard requires that treatment.

Do not combine an A1-A3 value from one EPD with a cradle-to-grave result from another and call the comparison like-for-like. State whether a figure is cradle-to-gate, whole life or an additional-module scenario.

Write the target into the project brief

Set a whole-building or structural-package target in tonnes of carbon dioxide equivalent (tCO2e), define the reference design, and identify the milestones at which alternatives will be compared. Require each option to show steel mass, module scope, data geography and confidence in eventual supply. WBCSD’s 2021 framework places transparency and targets alongside design optimization and procurement because a target without traceable quantities cannot guide decisions.

2. Test retention, reuse and circularity first

The lowest-carbon tonne is normally the tonne of new steel that is not required. Begin with a measured survey of the existing structure rather than assuming demolition and replacement.

Assess what can remain

  • Verify foundations, columns, beams, bracing, slabs and connections, including hidden deterioration and previous alterations.
  • Check load capacity, deflection, vibration, fire resistance, seismic or wind performance, durability and robustness against the proposed use.
  • Confirm that existing floor-to-floor heights, cores, services and accessibility can support the programme.
  • Document strengthening, protection or partial replacement so those impacts are included in the comparison.

Retention is not automatic: a frame that requires extensive strengthening, replacement or hazardous-material treatment may not outperform a new efficient scheme. Compare complete options on the same safety, performance and programme requirements, and include the carbon of any remedial work.

Design for future adaptability

Where new construction is required, regular grids, accessible connections, removable components and allowance for future loads can extend service life and make later reuse more practical. Treat adaptability as a performance criterion alongside strength and cost, not as an unquantified aspiration.

3. Reduce steel demand through structural design

SCI P449 frames the objective as designing steel structures “more efficiently to reduce demand for steel without compromising safety and creativity.” The following decisions usually have the greatest influence on tonnage.

Compare complete framing systems

At concept stage, compare the structural schemes that meet the same fire, vibration, acoustic, robustness, architectural and construction requirements. Options may include steel frame types, composite floors, alternative lateral systems, different transfer arrangements or a hybrid solution. Use the same functional area and performance criteria for every option; a lighter frame that adds substantial concrete, finishes or temporary works is not necessarily lower carbon at building level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rationalize the grid and spans

  • Align columns and walls vertically so loads travel directly to foundations.
  • Avoid isolated transfers, discontinuous columns and irregular geometry unless they provide a quantified project benefit.
  • Test span-to-depth ratios rather than assuming that longer spans are inherently better. A longer span can increase beam depth, floor weight, vibration control and connection demand.
  • Coordinate the grid with façade modules, parking, services and partitions to prevent late structural changes.

Choose floor systems with the frame

Floor construction affects beam spacing, composite action, vibration, fire protection and total material. Compare the complete floor-and-frame assembly, including decking, topping, reinforcement, fire protection and penetrations. Where composite action is used, model the actual shear connection and construction sequence instead of claiming a generic benefit.

Size members and grades to the real demand

Check governing combinations, buckling lengths, lateral restraint, fire design, fatigue where relevant and serviceability. Avoid blanket oversizing caused by uncoordinated design loads or conservative assumptions that can be refined. Higher-strength steel may reduce section mass, but its production route, availability, welding requirements and EPD must be assessed with the specific product; a stronger grade is not automatically lower carbon per building.

Optimize lateral systems, transfers and connections

Lateral systems can dominate tonnage in tall or wind-sensitive buildings. Compare braced, moment-resisting, core-assisted and dual systems for the complete building, including collectors, diaphragm forces, foundations and fire protection. Keep transfer structures to the minimum needed for the plan. Detail connections for efficient force paths, standard components, shop fabrication and erection access; a theoretical section saving can disappear through heavier plates, stiffeners, welds or site rework.

Design for fabrication and erection

  • Standardize section sizes and connection details where repetition reduces cutting, setup and handling.
  • Minimize offcuts, cope complexity, unnecessary weld length and site modifications.
  • Coordinate bolt access, lifting weights, transport limits and erection sequence in the model.
  • Use realistic fabrication wastage and coating requirements in the carbon calculation.

Constructability is a carbon variable: predictable shop work and fewer site changes reduce both material losses and replacement steel.

4. Iterate quantities and LCA in BIM

Carbon assessment should run alongside structural option studies, not after the tender package. Extract steel tonnage and other material quantities from a coordinated BIM model, map them to a consistent LCA dataset, and rerun the assessment after each meaningful change to geometry, grid, system, member size or specification.

A practical iteration cycle

  1. Model the baseline: record geometry, member types, grades, connections where known, floor build-up and major non-steel materials.
  2. Validate quantities: remove duplicate objects, confirm section weights and lengths, and identify items represented only by allowances.
  3. Apply one LCA method: keep declared units, modules, PCR, geography and data period consistent across options.
  4. Test alternatives: compare grids, spans, floor systems, lateral schemes, transfer arrangements and member strategies.
  5. Record assumptions and uncertainty: distinguish measured quantities from provisional allowances and identify which decisions still have a supplier-dependent outcome.
  6. Freeze a design basis: carry the selected quantities and assumptions into the specification and procurement review.

WBCSD’s 2025 alignment guidance addresses consistency between BIM quantities and carbon assessments. The practical implication is to define object classification, quantity take-off rules, units and exclusions before comparing schemes; otherwise a lower result may reflect a modelling difference rather than a better design.

5. Use EPDs correctly at each project stage

An EPD reports environmental impacts for a defined product, facility or industry dataset under specified rules. It is not a universal carbon score. The appropriate dataset changes as procurement information improves.

Project stage Appropriate evidence How to state the assumption
Concept and early option studies Industry-wide or regional consumption-average EPD for the relevant structural-steel product Identify the region, data period, product scope, declared unit and lifecycle modules; label it as a provisional factor.
Design development before the mill is selected Current industry-wide dataset, supplemented by supplier information where available Show sensitivity to production route, electricity mix, fabrication and transport rather than implying a guaranteed value.
After supplier or facility selection Manufacturer- or facility-specific EPD covering the delivered product Replace the provisional factor and confirm that section range, grade, coatings, fabrication and geography match the order.
Handover and reporting Final supplier EPD, delivery records, fabricated quantities and approved substitutions Reconcile actual tonnes and modules with the as-built LCA; explain deviations from the design estimate.

Check comparability before ranking EPDs

  • Same PCR and verification approach.
  • Same declared or functional unit.
  • Same lifecycle modules and treatment of Module D.
  • Comparable product scope, section range and fabrication boundary.
  • Comparable geography, electricity mix and data year.

AISC recommends that construction specifications include an EPD-disclosure requirement. Its published tables also caution against indiscriminate direct product comparisons; use them to understand data, not to rank products with different boundaries.

6. Interpret production route and recycled content

Recycled content is useful context but not a substitute for reported global warming potential (GWP). AISC states that electric-arc-furnace (EAF) steelmaking is, on average, 75% less carbon intensive than basic-oxygen-furnace (BF/BOF) production. It also reports that hot-rolled wide-flange shapes processed in all-electric facilities contain more than 92% recycled content. Those figures describe stated industry conditions, not a guarantee for every section, mill, electricity mix or project.

Question Why it matters Evidence to request
Which furnace route produced the steel? EAF and BF/BOF have different energy and feedstock profiles. Facility-specific EPD and production-route disclosure.
What electricity supplied the process? EAF results vary with grid and purchased-power assumptions. Electricity mix, location and accounting method in the EPD.
What feedstock was used? Scrap availability and virgin inputs affect impacts and regional supply. Recycled-content definition plus product GWP.
Does the EPD cover the ordered product? Mill averages may not represent the section, grade or facility delivered. Product and facility scope, section range, validity and verification.

Choose the option with the lower comparable GWP for the required product and performance. Do not award a lower-carbon claim solely because a supplier advertises a higher recycled-content percentage.

7. Include fabrication, transport, coatings and end of life

Steel mill impacts are only part of the result. Add the project-relevant processes that the selected reporting method requires.

8. Put measurable requirements in the specification

A performance-based clause can preserve competition while making carbon information auditable. Adapt the wording to the project’s standard and contract:

  • Require a valid, independently verified EPD for structural steel before approval of the material source.
  • Specify the required PCR, declared unit, lifecycle modules, geography and data period.
  • Require product- or facility-specific GWP after the supplier is selected, with an industry-wide or regional factor permitted only for early design estimates.
  • Require disclosure of production route, electricity assumptions, recycled-feedstock definition, fabrication boundary, coatings and transport assumptions.
  • Require approval of substitutions using the same structural performance and comparable GWP evidence.
  • Require final reconciliation of delivered tonnes, fabrication losses, coatings and supplier EPD data with the as-built LCA.

Set an information deadline that aligns with procurement. Asking for a facility-specific EPD after the steel has already been ordered cannot change the source and only creates paperwork.

9. Compare options with a balanced decision matrix

Carbon should lead the decision, but not be isolated from buildability and risk. For every structural or procurement option, record:

Decision axis What to measure
Material demand Total steel mass, section mix, connection steel, wastage and other materials displaced or added.
Carbon result Whole-building and structural-package GWP by lifecycle module, with assumptions visible.
EPD quality Facility specificity, verification, PCR, validity, geography and data period.
Supply profile Production route, electricity mix, recycled feedstock and confidence that the stated product will be delivered.
Construction Fabrication complexity, transport, lifting, erection sequence, programme and rework exposure.
Performance Strength, fire, vibration, robustness, durability, adaptability and code compliance.
Future value Accessible connections, disassembly potential and credible reuse or recycling pathways.

Use a documented weighting or decision rule so a small carbon advantage cannot conceal a major safety, programme or supply risk.

Common failure modes and corrections

“We selected recycled steel, so the design is low carbon.”

Correction: verify comparable GWP in an EPD, then check production route, electricity, product scope and tonnes. Recycled-content percentage is not a proxy for embodied carbon.

“The frame is optimized, but the LCA still looks high.”

Correction: inspect whether connections, transfers, fire protection, coatings, fabrication waste, transport or non-steel materials were omitted. Confirm that BIM quantities are not duplicated and that every option uses the same modules.

“We used a mill EPD before choosing the supplier.”

Correction: use a regional or industry-average dataset while the source is unknown, label the assumption, and replace it with the selected facility EPD after procurement.

“Module D makes the result negative, so recycling cancels production emissions.”

Correction: report Module D separately and describe it as a conditional future benefit or load. Keep product-stage A1-A3 visible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Longer spans reduce columns, so they must reduce carbon.”

Correction: compare the complete system, including deeper beams, floor weight, vibration control, connections, fire protection and foundations.

“Carbon was checked after the design was frozen.”

Correction: move the target and option comparison into concept design, when grids, systems, spans and member strategies can still change.

Evidence-based benchmarks to handle carefully

Figure Qualification
75% lower average carbon intensity for EAF steelmaking than BF/BOF AISC, 2025; an average production-route comparison, not a project-specific guarantee.
More than 92% recycled content in hot-rolled wide-flange shapes processed in all-electric facilities AISC, 2025; applies to the stated product and facility context.
More than 10% embodied-carbon decrease in AISC’s October 2025 hot-rolled structural-steel industry EPD compared with its 2021 predecessor AISC, 2025; a change between two industry EPD editions, not a universal reduction for every supplier.
1.74 tCO2e/t for UK-average structural steel A1-A3; 0.81 tCO2e/t including the cited Module D value BCSA 2021 factors reproduced by SteelConstruction.info; UK averages with different lifecycle scope.

A concise project checklist

  • Carbon target, reference design and lifecycle boundary approved.
  • Retention and reuse survey completed, with strengthening impacts included.
  • Structural systems, grids, spans, floors and lateral schemes compared on equal performance criteria.
  • BIM quantity rules, units and exclusions documented.
  • Steel tonnage and whole-building GWP iterated before design freeze.
  • Early EPD dataset identified as industry-wide or regional, with assumptions stated.
  • Specification requires EPD disclosure, comparable GWP and substitution control.
  • Selected facility EPD checked for PCR, modules, geography, data period, product scope and electricity assumptions.
  • Fabrication, transport, coatings, wastage and end-of-life treatment included.
  • Final delivered quantities and supplier evidence reconciled with the as-built LCA.

The practical test is simple: can the project team show both fewer tonnes and credible, comparable GWP for the steel that will actually be delivered? If not, the design is not yet demonstrating a lower-carbon outcome.
