Start with the sound path, not a product. Close and seal the opening that leaks the most noise, move sleeping or work activities to the quietest practical room, and ask the construction team to control noise at its source. If a window remains the weak link, compare an interior window insert (secondary glazing) with a replacement acoustic window; the right choice depends on your existing frame, available depth, ventilation needs and installation quality. No household treatment can promise a fixed decibel reduction in every home.
This guide covers construction traffic, trucks, machinery and related site activity reaching your rooms. Building layouts, window assemblies, work methods and local rules differ, so treat the steps as a way to diagnose and reduce your exposure rather than as a guaranteed soundproofing formula.

1. Find the route the noise is taking
Noise is usually loudest where the exterior envelope is weakest. The Federal Highway Administration (FHWA) identifies window openings as a weak link and lists sealing existing elements, sealed windows and doors, and insulation among possible receiver-side measures. A new window will not solve a dominant path through a leaky door, a wall vent, a roof junction or another room. See FHWA’s receiver-side construction-noise guidance.

- List the rooms in which trucks, reversing alarms, loading, breaking, piling or other work is most intrusive.
- In each room, stand beside every window, exterior door, trickle vent, exhaust fan and service penetration. Note where the sound is clearest and whether you can feel moving air around a gap.
- Compare the same room with windows open and closed when it is safe and practical. A large change points toward the window opening or glazing; a small change suggests that sound is also arriving through walls, doors, the roof, ventilation paths or the building structure.
- Repeat the check at different times. A truck route, crane position or demolition task can change the dominant path from hour to hour.
Do not confuse the loudest place in the room with the only transmission path. Reflections can make a wall or ceiling sound loud even when the original leak is at a window. A short recording and written notes can help you compare rooms, but a phone app is not a substitute for a calibrated acoustic survey or a legal noise measurement.

2. Use low-disruption steps first
Close windows during the noisiest periods
Closing a window removes the direct open-air path, but it also reduces natural ventilation and can make a room hot or stale. Use this step only when indoor air quality, temperature, occupancy and any medical or safety requirements allow. If you must keep a window open, concentrate on sealing other openings and ask the project team whether the noisiest tasks can be scheduled for times when the room is unoccupied.
Seal clear gaps around windows and doors
Removable weatherstripping, compression seals or an appropriate sealant can reduce sound leaking through a visible perimeter gap. Fit the product continuously around the frame, including corners and the meeting rail, and make sure the door still latches without excessive force. A seal targets air leakage; it does not stop sound that travels through the glass, frame, wall or structure. The Building Performance guidance from New Zealand’s Ministry of Business, Innovation and Employment explains the distinction between reducing transmission through an opening and treating sound inside a room: Reducing noise.
- Clean and dry the contact surfaces before applying adhesive-backed weatherstripping.
- Replace compressed, cracked or missing seals rather than layering incompatible products.
- Do not permanently block a required emergency egress window, combustion-air opening or code-required ventilation path.
- For rented homes, choose a reversible product and obtain permission before drilling or caulking.
Use the quietest practical room
Distance and intervening walls can reduce exposure. Move sleep, study or remote work to a room farther from the active work face, preferably one without a street-facing or site-facing window. This is a practical application of distance and shielding, not a guaranteed measured reduction; the construction layout and building structure determine the result. The Health and Safety Executive (HSE) describes source reduction, barriers and work practices as the primary controls for construction noise: Construction physical ill-health risks: Noise.

3. Choose a window treatment by condition and constraints
If the window remains the weak point after gaps are sealed, compare the whole installed assembly rather than shopping by glass thickness alone. FHWA discusses interior glass sash, temporary clear vinyl curtains, full replacement acoustic windows and exterior storm sash. It notes that an interior sash can be cost-effective when the existing window and frame are in decent condition and have enough depth; damaged frames may make replacement more appropriate.
| Option | Most suitable when | What it can address | Important limits and questions |
|---|---|---|---|
| Interior insert or secondary glazing | The existing frame is sound, reasonably airtight and has enough reveal depth for a second sash or insert. | Adds another sealed air space and glazing layer without removing the original window. | Measure the available depth, check for condensation and cleaning access, and ask for tested performance of the complete installed assembly. It may be unsuitable where the frame is warped, rotten or too shallow. |
| Replacement acoustic window | The existing frame or sash is damaged, badly leaking or approaching the end of its service life. | Can address the opening, frame and glazing together when properly designed and installed. | Higher disruption is possible; verify ventilation, emergency egress, condensation control and the performance of the exact configuration rather than a generic product rating. |
| Exterior storm sash | Building rules and the exterior façade allow an additional outer layer and the existing window is otherwise serviceable. | Adds a second barrier outside the original window. | Requires suitable exterior fixing, drainage and maintenance. Confirm that the façade and local permissions allow it. |
| Temporary clear vinyl curtain | A short-term, reversible measure is needed for a particular opening. | May reduce some direct leakage when fitted continuously. | Thin flexible material is not equivalent to a sealed secondary window; do not assume it will block low-frequency truck or machinery noise. |
The reviewed public guidance does not establish a universal price, a universal ranking or a guaranteed decibel result for these options. Obtain an assessment and quotation for your actual opening, and require the installer to state what was tested, under which standard and whether the result applies to the complete installed window rather than the glass alone.
Questions to ask before ordering
- Is the existing frame square, structurally sound and capable of carrying the proposed insert or replacement?
- How much clear depth is available for a secondary sash, including handles, blinds and insect screens?
- What is the tested acoustic performance of the exact frame, sash, seals and glazing combination?
- How will the work affect opening lights, emergency escape, cleaning and condensation?
- Will the room need a different ventilation or heating-and-cooling arrangement after the window is kept closed more often?
4. Plan ventilation, heat and indoor air quality
A quieter envelope changes how a room receives fresh air. FHWA cautions that envelope treatment can require HVAC changes. UK government guidance also highlights the living-condition impact when mitigation depends on keeping windows closed much of the time: Noise.

Before sealing or replacing several windows, record when the room is occupied, how it is ventilated now, and whether cooking, bathing, combustion appliances or high humidity create additional air requirements. Ask a qualified professional about background ventilators, mechanical extract, balanced ventilation or heating and cooling changes appropriate to your building and jurisdiction. Never disable a required bathroom or kitchen exhaust fan to make the room quieter, and never obstruct a combustion-air or safety vent.
5. Understand what interior acoustic panels can and cannot do
Fabric, mineral-fibre or foam panels absorb reflections after sound is inside the room. They can reduce reverberation and make speech or television easier to hear, but they generally do not stop construction noise entering through a window. New Zealand Building Performance specifically distinguishes absorptive finishes from measures that reduce outdoor transmission. Read the ministry’s noise guidance before treating wall panels as a window-soundproofing solution.
Use absorption only for the problem it can solve: a hard, echoing room in which indoor noise is being reflected. Put the budget first into the leaking opening or source control when the unwanted sound is clearly coming from outside.

6. Ask the construction team to control noise at the source
Receiver-side work is often less direct than changing the activity that creates the noise. HSE prioritizes eliminating or reducing noise at source and lists quieter equipment, barriers and work practices. Contact the project manager, site office or local authority process with specific information rather than a general complaint.
Provide useful information
- Your address or unit and the rooms affected.
- Dates and clock times, including whether the problem is continuous, intermittent or linked to reversing, loading, breaking or deliveries.
- The type of activity you observed and whether windows were open or closed.
- The effect on sleep, work, school or the use of a particular room.
- Short recordings or a log, labelled with date, time and location, if local rules permit recording.
Requests that can be evaluated on site
- Schedule the loudest tasks outside agreed quiet periods or at times when affected rooms are unoccupied.
- Select quieter equipment or alternative methods where technically feasible.
- Maintain plant, mufflers and reversing-warning systems so faults do not add avoidable noise.
- Route trucks and deliveries away from the nearest homes when the site layout allows.
- Place a solid, sufficiently high barrier close to the source and maintain it as the work face moves.
- Keep gates, panels and barrier joints closed and sealed as far as practical.
Singapore’s National Environment Agency explains that effective worksite barriers need suitable material, close placement, sealed gaps and enough coverage; it states that netting and thin tarpaulin or canvas do not provide effective noise reduction because they are too thin and lack the needed absorptive properties. See Guidance on Noise Mitigation Measures for Construction Work. A barrier that is far from the source, stops below the line of sight or has open gaps may deliver little benefit.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute7. Match the remedy to the symptom
| What you observe | Likely first action | Escalate when |
|---|---|---|
| Noise drops markedly when a window or door is closed. | Inspect and seal the perimeter; then compare an insert or replacement if glazing remains the dominant path. | The frame is damaged, the opening cannot be sealed, or the room must stay ventilated. |
| Closing windows makes little difference. | Check doors, vents, walls, ceiling, roof junctions and structural vibration; use a quieter room. | You need an acoustic professional to identify flanking or structure-borne transmission. |
| The room sounds less echoey but outdoor work is still loud. | Keep absorption as a comfort measure, not the main barrier; return attention to openings and source controls. | You are considering expensive treatment without evidence of the actual path. |
| Noise varies with equipment location or truck movement. | Log the times and ask for routing, scheduling or barrier changes. | The project does not respond or local limits appear to be exceeded. |
8. Verify installation instead of trusting a promise
Ask for the installer’s method statement, product test documents and details of the seals, frame and ventilation provisions. Check that the installed unit operates, latches and drains correctly. Look for continuous contact seals, unfilled perimeter gaps, cracked joints, blocked vents and rattling hardware. A poorly fitted high-specification window can perform worse than a simpler assembly that is airtight and correctly installed.

FHWA warns that receiver-side mitigation outcomes can be unpredictable and require case-specific evaluation and verification. Its guidance states: “Even after mitigation measures have been applied, the outcome may still be unpredictable with no guarantees that the implemented methods achieve expected results.” Read the full discussion at FHWA’s construction-noise handbook. Treat any quoted reduction as a tested result for a defined assembly and condition, not as a promise for every room in your home.
9. Keep records and use local complaint channels
Noise hours, permits, construction phases and enforcement contacts vary by jurisdiction. Keep a dated log of the activity, room, window position, weather and effect on occupants. Save correspondence and note any agreed schedule or barrier change. Ask the project team which person handles noise complaints and whether a notice explains permitted working hours.
If informal contact fails, use the environmental health, building-control or other authority named by your local government. Do not assume that a rule from another country applies to your address; the UK, Singapore, New Zealand and United States guidance cited here illustrates principles, not a universal legal standard.
10. A practical decision sequence
- Map the path: compare rooms and openings, and test open versus closed windows when safe.
- Stop obvious leakage: close openings during peak work and install suitable removable seals without blocking required ventilation or egress.
- Reduce exposure: move sleep or focused work to the most shielded room and use the project schedule to plan quiet periods.
- Address the source: give the site specific times and activities, and request quieter methods, scheduling, routing and close, continuous barriers.
- Upgrade the window only if justified: select an insert, storm sash or replacement based on frame condition, depth, ventilation, disruption and tested whole-assembly performance.
- Verify and monitor: inspect the installation, continue the noise log and reassess when the work face or equipment changes.
Common mistakes that waste money
- Installing thick foam panels while leaving a visibly leaky window or door untreated.
- Assuming a heavier curtain will block low-frequency truck or machinery noise without a sealed air space.
- Buying glass by a headline rating without checking the frame, seals and installed assembly.
- Sealing every vent and then creating condensation, overheating or unsafe combustion conditions.
- Demanding a specific decibel reduction when no case-specific test supports it.
- Complaining without dates, rooms and activities, making it difficult for the site to identify a controllable source.
When to obtain an acoustic assessment
Seek an independent acoustic professional when the dominant path is unclear, the building has multiple façades or shared walls, you are considering major window replacement, or sleep and health impacts continue despite basic measures. Request a site-specific assessment that distinguishes airborne sound through openings from flanking and structure-borne transmission, and that addresses ventilation and condensation as well as acoustic performance.
