How to Reduce Construction Noise in a Brooklyn Apartment

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The fastest way to make construction noise more tolerable in a Brooklyn apartment is to identify how it enters: through a window, around a door, as room reverberation, or through the building structure. Then use a reversible measure aimed at that path—heavy lined curtains for some window-borne sound, a properly fitted door seal for gaps, and furnishings or acoustic treatment for echoes. If the work is in your building, ask management for the Tenant Protection Plan (TPP). If noise occurs before, after, or during permitted hours, report it through NYC311; permitted hours have exceptions, and a report does not guarantee an immediate stop or penalty.

Start by finding the sound path

Construction noise is not one problem. A jackhammer heard through a closed window, a whistle around an apartment door, a reverberant room, and impact transmitted through concrete require different responses. NYC Department of Environmental Protection (DEP) residential guidance identifies windows and doors as weak points in a facade, while sound can also travel through walls, floors, ceilings, and the structural frame.

As an Amazon Associate I earn from qualifying purchases.

Walk through the apartment while the work is active. Stand beside each window, the entry door, party walls, the ceiling, and the floor. Note where the sound is loudest and whether it changes when a window or door is opened. A treatment that absorbs reflections inside the room will not block a construction site outside, and a curtain will not stop vibration traveling through the structure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Airborne sound through a window: prioritize sealing and glazing.
  • Air leaks at a door: inspect perimeter and under-door gaps.
  • Room echo: add absorption to reduce reflections after sound is already inside.
  • Impact or structure-borne sound: expect that apartment furnishings may provide limited relief; building-level work may be needed.

Make a simple location map before buying anything. Record whether the strongest sound is a broad rumble, voices and alarms, intermittent drilling, or sharp impact. This does not replace a professional acoustic assessment, but it helps you explain the problem to management and choose a measure that addresses the actual route.

Also distinguish a temporary annoyance from a recurring condition. Note the date, approximate start and stop times, room, window or wall involved, and whether closing a window changes the level. A pattern can show whether the problem tracks a particular work shift or a building element, and it gives NYC311 a more precise description if you later report it.

Low-commitment measures for renters

Use heavy curtains at noisy windows

DEP’s Residential Noise Control Guidance Sheet, dated June 29, 2016, lists draperies as a possible residential measure. Heavy materials such as wool or velvet generally perform better than lightweight sheers, and a vinyl layer can add mass. Install the curtain so it covers the full window and overlaps the surrounding wall as much as practical; close it before the loudest work begins.

Keep the curtain close to the window rather than leaving a large open edge. If the window has more than one operable sash, make sure each sash is fully latched and that the existing weather seal is not visibly torn. A curtain is supplementary; it cannot correct a loose frame or an opening that allows direct air leakage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is an improvement for some airborne noise, not a promise of soundproofing. Curtains cannot seal a loose sash, stop a jackhammer’s structure-borne vibration, or guarantee a particular decibel reduction. No independently published Brooklyn-specific percentage reduction or typical household result was established for curtains, so treat the benefit as site-dependent.

Seal an obvious door gap

For noise leaking through an apartment entry door, DEP identifies quality rubber or vinyl gasketing around the frame and a seal beneath the door as options. Check for visible daylight, a draft, or a strip of paper that slides easily through the closed door. Use a removable draft stopper only if it does not interfere with egress or the door’s self-closing function.

Ask the landlord, co-op, or condominium board before attaching weatherstripping, drilling, or changing hardware. A fire-rated apartment door must continue to operate correctly, and an improvised seal should never prevent emergency exit. Do not wedge the door open during construction or disable a closer to make a temporary seal easier to use.

Reduce reflections inside the room

Hard floors, bare walls, and glass surfaces can make an already intrusive sound seem sharper because they reflect it repeatedly. Thick rugs with padding, upholstered furniture, bookcases filled with books, and full curtains can reduce reverberation. DEP also discusses carpeting with thick padding for reverberant noise.

Acoustic panels can absorb excess reverberation within a dwelling. DEP cites a noise reduction coefficient (NRC) of 0.7 or greater as a recommended target for panels used for this purpose. NRC describes absorption of reflected sound; it is not a rating for blocking a construction site. Foam or decorative panels should therefore be described as echo control, not soundproofing.

Place absorption where the room is most reflective, such as large uncovered wall areas or a hard floor between parallel surfaces. Keep fire exits, radiators, sprinklers, and electrical equipment accessible. A panel that improves the room’s liveliness may make speech or television easier to hear, but it does not demonstrate that the construction source has become quieter.

Use scheduling and room choice as temporary relief

If the contractor’s loudest activities follow a predictable schedule, move work, sleep, or calls to the room farthest from the source during that period. Close the most exposed window and use the room with the fewest hard parallel surfaces. This is a comfort strategy, not a substitute for correcting an opening or addressing structure-borne vibration, and it depends on the actual work schedule.

Window upgrades and other permanent work

When replacement glazing may help

DEP’s guidance identifies replacement double- or triple-pane windows, or a storm window, as more substantial options for outdoor noise. A larger air gap between panes can provide more noise reduction. The result depends on the existing frame, installation quality, glass configuration, and the frequency of the construction noise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Window replacement is normally an owner or board decision, not a casual renter project. Obtain written approval and confirm building rules, permits, facade requirements, and who is responsible for maintenance before ordering anything. If the dominant sound is vibration through the walls or floor, new glazing may leave the main problem untouched.

Ask whoever is evaluating the window to inspect the entire opening, including the frame, sash, seals, and surrounding wall. A high-performing pane cannot compensate for a substantial unsealed path around the frame. Request that proposals describe the intended sound path and the test metric being used, rather than relying on a general “soundproof” label.

Wall, ceiling, and floor interventions

Resilient flooring underlayment can reduce some noise transfer through floors, but installing it is a building intervention rather than a simple consumer purchase. New wall or ceiling assemblies, resilient channels, additional mass, and carefully sealed penetrations can address transmission through an assembly, yet they consume space and can affect electrical, plumbing, fire-safety, and permit requirements.

Do not remove a ceiling, open a party wall, or alter a floor assembly to chase a temporary construction project without a plan for the building’s rules and the work’s consequences. Penetrations for outlets, pipes, ducts, and fixtures can become weak points if they are not detailed correctly. A treatment that works on one wall may not help if the vibration is entering through the slab, columns, or another connected assembly.

DEP advises consulting a qualified acoustical professional before spending on permanent work. Its warning is practical: “Specific noise control options and solutions should be carefully considered and implemented, otherwise it is very easy to fail in achieving the desired noise reduction.” — New York City Department of Environmental Protection, Residential Noise Control Guidance Sheet, June 29, 2016.

Choose measures by the metric that actually applies

Metric or measure What it describes What it does not prove
NRC How much reflected sound an acoustic material absorbs; DEP’s cited panel target is NRC 0.7 or greater. It does not measure blocking of construction noise entering from outside.
STC Airborne sound isolation of a building element or barrier under a test method. It does not describe floor-impact insulation or guarantee the result in your apartment.
IIC Impact-noise insulation for floor and ceiling assemblies. It is not interchangeable with NRC or STC.
Heavy curtain or door seal A path-specific, usually reversible treatment for some airborne leakage. Neither is a universal soundproofing solution or a guaranteed decibel reduction.

DEP’s categories are different by design. Compare a product or construction proposal only with the metric relevant to the sound path you identified. An NRC number on a wall panel does not tell you how well a window blocks a drill, and an STC claim for a barrier does not predict how a floor assembly handles impact.

Ask for the test standard and the assembly to which a rating applies. Laboratory performance for a complete wall, window, or barrier is not automatically the field performance of an older Brooklyn building with flanking paths, gaps, or connected structure. A qualified consultant can help interpret a proposal before you commit to work.

What to ask building management

If the construction is in your own occupied building, ask the managing agent, owner, or board for the project’s Tenant Protection Plan. The NYC Department of Buildings (DOB) requires a TPP when at least one dwelling unit is occupied and the permit work qualifies. Each qualifying construction, alteration, or partial-demolition permit requires its own plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The TPP must address egress, fire safety, health requirements, housing standards, structural safety, noise restrictions, and essential services. Its noise section should identify measures intended to limit noise under the Noise Control Code and state the construction days and hours. Ask for the plan applying to the specific permit and request the current work schedule in writing.

Ask which permit or phase the plan covers, because a building can have more than one qualifying permit. If the schedule changes, request an updated notice rather than assuming that a previous schedule still applies. Keep management’s responses with your dated noise log so you can distinguish an announced activity from work that appears outside the stated hours.

A TPP for your building does not establish that a separate neighboring construction site is covered by that plan. For an adjacent site, ask that site’s management or contractor about its schedule and mitigation measures instead. Do not assume that a neighbor’s permit, barrier, or plan applies to your building.

Repairs and alterations in a residential unit must comply with applicable city laws, codes, rules, and permits. Check with the landlord or board before permanent work, and use a qualified acoustical consultant when the proposed fix involves windows, walls, ceilings, or floors.

Know Brooklyn’s ordinary construction hours and exceptions

NYC311 describes the general residential construction window as 7 a.m. to 6 p.m. on weekdays. It lists a limited weekend allowance of 10 a.m. to 4 p.m. for alterations or repairs to existing one- or two-family owner-occupied dwellings, convents, or rectories. Commercial, street, and highway construction are also generally listed as weekdays, 7 a.m. to 6 p.m.

Those are general rules, not an automatic judgment about every noisy event. NYC311 describes exceptions for emergency work necessary for public safety, work that cannot be performed during normal hours, and work authorized by a city variance. Confirm the current rule for the particular site and activity before concluding that work is unlawful.

The type of project matters. A weekday jackhammer at a commercial site, weekend work at an eligible owner-occupied one- or two-family dwelling, emergency stabilization, and variance-authorized work can fall under different rules. When you contact 311, identify the site and activity instead of relying only on the time of day.

How to report construction noise through NYC311

  1. Record the basics. Note the address or nearest intersection, date, start and stop times, type of activity (such as jackhammering), and whether the work is in your building or next door.
  2. Check the applicable schedule. Compare the event with the general weekday and limited weekend windows, while allowing for emergency or variance exceptions.
  3. Submit the service request. Use NYC311’s construction-noise service online or call 311. The city accepts reports for construction during allowed hours, jackhammering, and construction or jackhammering before or after hours.
  4. Describe the condition precisely. Include repeated dates, the exact location, and whether the noise is airborne, impact-like, or accompanied by other conditions. Keep the request number for follow-up.
  5. Understand the evidence rule. NYC311 says photographs and videos are informational. An inspector must observe a condition in person for DEP to issue a summons or a Commissioner’s order. A complaint may therefore document a problem without immediately stopping work or producing a penalty.

Report each materially different episode rather than submitting one vague description of “constant noise.” State whether the work is occurring before 7 a.m., after 6 p.m., on a weekend, during ordinary hours, or under circumstances you cannot identify. This gives the city a usable account while leaving the inspector to determine whether a violation exists.

The city’s noise-measuring app is not the channel for filing a construction-noise complaint; use NYC311 instead. An app reading, photograph, or video can help explain what you experienced, but it does not substitute for an in-person observation when DEP enforcement requires one.

Construction-site protections that affect nearby apartments

DEP’s current construction rules say covered construction sites must adopt and implement noise-mitigation plans for specified devices or activities. People affected by nearby construction are directed to call 311 or report online.

Where DOB rules require a perimeter construction barrier and the site is within 200 feet of a receptor or receiving property, DEP says the barrier must achieve STC 30 or greater under ASTM E90. It must be tall and long enough to block line of sight, with gaps filled. This is a site and contractor requirement; apartment residents should not try to build or modify the required barrier themselves.

The barrier criterion concerns a required site control, not the sound isolation of your apartment window or wall. If you can see open gaps, a short section, or an unblocked line of sight, mention the site location and condition in a 311 report rather than entering the work area or attempting a repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A DEP notice effective April 21, 2026 adds monitoring conditions for a defined subset of projects using alternative mitigation plans: qualifying new buildings of at least 200,000 square feet, within 50 feet of residential receptors, with an alternative noise-mitigation plan filed for 30 or more days, subject to the notice’s exceptions. That is an uncommon large-project case, not a blanket monitoring obligation for every Brooklyn site.

A practical decision plan

If the noise is mostly at the window

  • Close and latch the window; check for failed weather seals.
  • Use full, heavy curtains during work.
  • Ask the owner about a storm window or double- or triple-pane replacement if the problem is persistent.
  • Use an acoustical consultant before approving expensive glazing.

If the noise is concentrated at the entry door

  • Inspect the perimeter and threshold for gaps.
  • Ask management about compatible rubber or vinyl gasketing.
  • Do not compromise fire-door operation, egress, or required clearances.

If the room sounds loud after the noise enters

  • Add rugs with thick pads, upholstered furnishings, books, and lined curtains.
  • Consider panels with an NRC of 0.7 or greater when the goal is reverberation control.
  • Do not mistake absorption for isolation from the construction site.

If you feel vibration through walls or floors

  • Do not expect curtains or foam to solve the main transmission path.
  • Ask management about the building’s construction details and TPP.
  • Get qualified acoustical advice before wall, ceiling, or floor work.
  • Report qualifying site activity through NYC311 while documenting dates and times.

If the source changes during the day

  • Log which room and surface are loudest during drilling, demolition, deliveries, or other phases.
  • Use the least exposed room for calls or rest during the predictable peak.
  • Reassess the treatment when the work phase changes; a window measure may not address a later structural-impact phase.

What not to assume

  • A loud activity outside the general hours is not automatically unlawful; emergency and variance exceptions exist.
  • A permitted-hour activity is not automatically immune from a complaint; NYC311 accepts reports during allowed hours too.
  • A photo, video, or app reading alone does not guarantee a summons.
  • A curtain, foam panel, white-noise device, or consumer product should not be marketed or described as complete soundproofing.
  • No verified statistic establishes typical Brooklyn apartment noise reduction, prevalence, or a guaranteed curtain performance; avoid promises of a specific decibel result.
  • A Tenant Protection Plan for your building does not govern an unrelated neighboring site.
  • NRC, STC, and IIC describe different acoustic properties and cannot be substituted for one another.
  • Residents should not alter a required construction barrier or enter a work area to investigate it.

Frequently asked questions

Will heavy curtains stop jackhammer noise?

They may improve some airborne sound entering through a window, especially when made from heavy material such as wool or velvet and installed to cover the opening. They will not stop vibration transmitted through walls, floors, ceilings, or the building frame, and no fixed decibel result should be promised.

Is acoustic foam the same as soundproofing?

No. Acoustic panels or foam can absorb reverberation inside the apartment. DEP cites NRC 0.7 or greater as a panel target for that purpose. NRC does not measure how well a wall or window blocks construction noise from outside.

Can I install a storm window as a renter?

Ask the landlord, co-op, or condominium board first. DEP identifies storm windows and replacement double- or triple-pane windows as more substantial options, but installation can involve building rules, permits, facade requirements, and maintenance responsibilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What are normal construction hours in Brooklyn?

NYC311 describes general residential construction as permitted on weekdays from 7 a.m. to 6 p.m. It lists a limited 10 a.m. to 4 p.m. weekend allowance for alterations or repairs to existing one- or two-family owner-occupied dwellings, convents, or rectories. Emergency work, work that cannot be done during normal hours, and variances are described exceptions.

Can I report noise that occurs during permitted hours?

Yes. NYC311 accepts reports about construction noise during allowed hours as well as before- or after-hours construction and jackhammering. A report does not guarantee that work will stop or that a penalty will result; an inspector must observe a condition in person for DEP enforcement action.

What should I ask for if construction is inside my building?

Ask management for the Tenant Protection Plan applying to the specific permit. When at least one dwelling unit is occupied and the work qualifies, DOB requires a plan addressing egress, fire safety, health, housing standards, structural safety, noise restrictions, and essential services. Its noise section should state mitigation measures and construction days and hours.

Does a construction barrier outside my window have a required rating?

For certain sites where DOB rules require a perimeter barrier and the site is within 200 feet of a receptor or receiving property, DEP says the barrier must achieve STC 30 or greater under ASTM E90, block line of sight, and have gaps filled. That is a contractor and site requirement, not a do-it-yourself apartment project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I use the city’s noise-measuring app to complain?

No. The app is not the filing channel for a construction-noise complaint. Use NYC311 online or call 311, and provide the location, dates, times, activity, and whether the work is in your building or at a neighboring site.

Frequently Asked Questions

What is the first step when construction noise is overwhelming?

Identify the path: window, door gap, room reverberation, or wall, floor, ceiling, or structural transmission. Match the treatment to that path before buying anything.

Are curtains a guaranteed noise solution?

No. DEP lists heavy draperies as a possible measure for some outdoor airborne noise, but they do not promise soundproofing or a specific decibel reduction.

When should I hire an acoustical consultant?

Consider one before paying for window replacement, wall or ceiling construction, floor work, or another permanent intervention. DEP cautions that poorly selected solutions can fail to deliver the desired reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What information helps with an NYC311 complaint?

Provide the address or nearest intersection, dates, start and stop times, activity such as jackhammering, whether the work is in your building or next door, and whether it occurs during or outside the general schedule. Photos and video are informational; an inspector must observe a condition for enforcement.

Does my building’s TPP cover a neighboring construction site?

No. A TPP applies to qualifying work under the specific permit for your occupied building. A separate site has its own obligations and schedule.

The Bottom Line

Start with the sound path, then choose the least permanent measure that addresses it. Heavy curtains and approved door gasketing can help with some airborne leakage; rugs, furnishings, and NRC-rated panels mainly reduce room reverberation; structural vibration usually requires building-level evaluation. Ask for the applicable TPP when work is inside your occupied building, check NYC311’s weekday and limited weekend rules plus exceptions, and report concerns through 311 with precise dates and times. Treat STC, NRC, and IIC as different measurements, and get qualified acoustic advice before committing to permanent work.
