For noise, keeping windows shut is the fastest reversible measure; your home also needs a safe way to stay ventilated and comfortable. These steps reduce exposure but do not replace the road contractor’s required dust and noise controls.
Use the plan below to protect occupied rooms, decide which equipment is worthwhile, and escalate persistent nuisance through the correct local authority.

Why nearby roadwork affects indoor air and sound
Road construction creates loose soil, aggregate and other outdoor particles that can be carried toward a house. Particles enter through open windows and doors, but they can also move through small cracks and crevices around frames, thresholds and other envelope gaps. The U.S. Environmental Protection Agency (EPA) advises closing windows when outdoor pollution is high because reducing the opening between outdoors and indoors reduces particle entry.

Noise follows a different path. Traffic diversions, milling, excavation, reversing alarms and delivery vehicles transmit sound through open windows and the building structure. New Zealand Transport Agency (NZTA) guidance says closed windows can significantly reduce road-traffic noise indoors. It also identifies ventilation and cooling systems that allow windows to remain closed as a common form of acoustic treatment. The result depends on the building, the window assembly and the work, so no universal decibel reduction should be assumed.

Household measures are supplemental. They cannot guarantee that every pollutant is removed, and an air cleaner does not make construction noise disappear. The contractor and road authority remain responsible for controlling emissions and nuisance at the work site.
A practical plan before the noisiest or dustiest work
- Identify the rooms that matter most. Prioritize bedrooms, nurseries, rooms used by people with asthma or allergies, and any room where someone works or studies. Decide which rooms can remain closed and which must stay accessible.
- Check how the home is ventilated. Note whether you have mechanical ventilation, air-conditioning or another system that can operate with windows closed. Confirm that the system can run safely with doors and windows shut; do not block vents or combustion-air openings.
- Check filters and supplies. Verify the size and type of your HVAC filter, whether the system accepts a higher-efficiency filter, and where replacement filters are available. If you plan to use a portable air cleaner, confirm that its room suitability and replacement filters are clear from the manufacturer’s instructions.
- Set a cleaning routine. Keep damp cloths, suitable floor-cleaning equipment and vacuum bags or filters available before dust enters. Cleaning small amounts regularly is easier than allowing a heavy layer to accumulate.
- Record the work pattern. Note when dust clouds, truck movements or loud operations occur. A simple dated log helps you adjust window-closure periods and gives a local authority or project contact specific information if controls appear inadequate.
Keep construction dust from entering
Close the openings during dusty periods
Shut windows and exterior doors when dust is visibly elevated, when earthmoving or demolition is occurring nearby, or when local air-quality information indicates high outdoor particle pollution. Close them before the dust cloud reaches the building rather than waiting for dust to settle indoors. Keep doors closed between entries and exits, and avoid propping an exterior door open during deliveries.
EPA guidance treats this as a first-line exposure reduction measure because outdoor particles enter through openings. It is not necessary to keep every window closed continuously if conditions are clean and the home needs airing; use the work pattern and available air-quality information to choose the periods when closure matters most.
Reduce leakage at ordinary gaps
Check for obvious drafts around window sashes, door edges and thresholds. Properly fitted weatherstripping or a door sweep can reduce air movement through those gaps. This is a general air-sealing improvement, not a measured guarantee of road-dust reduction for any particular consumer product. Do not seal over required ventilation openings, combustion-air inlets or safety equipment.
Choose a clean room
If one room can be kept relatively isolated, close its door and use it as a lower-dust refuge during the worst operations. Keep fabric items, children’s toys and food covered or stored in closed containers. This does not stop infiltration into the whole house, but it limits the surfaces that need cleaning and gives occupants a cleaner place to spend time.

Use filtration as a supplement, not a promise
Portable air cleaners
EPA lists portable air cleaners as an option for reducing indoor particulate matter. Place a suitable unit in the occupied room where dust is most likely to be noticed, and operate it according to the manufacturer’s instructions while windows are closed. Before buying or moving a unit, check:
- Whether the manufacturer says it is suitable for the room’s size.
- Replacement-filter type, availability and recurring cost.
- Noise at the speed you expect to use, especially in a bedroom or study.
- Clearance around the intake and outlet, and a safe location away from trip hazards and moisture.
- Cleaning and filter-change instructions, including any indicator or schedule.
No cited EPA guidance ranks brands, sets one universal room-size rating or promises elimination of construction dust. A cleaner captures some airborne particles; it cannot remove dust that has already settled on floors and furniture, and it does not control noise.

EPA also identifies higher-efficiency HVAC filters as a way to reduce indoor particulate matter. Check system compatibility before installing one: a filter that is too restrictive for the equipment can reduce airflow or cause operating problems. Follow the equipment and filter manufacturer’s maintenance directions, and replace the filter when it is due or visibly loaded. A filter only helps while air is passing through the HVAC system; it does not seal leaks around windows or doors.
| Measure | What it can do | What to check | Important limit |
|---|---|---|---|
| Closed windows and doors | Reduces direct entry of outdoor particles and outside road noise. | Indoor temperature, ventilation and safe operation of other systems. | Does not stop infiltration through every crack or remove dust already indoors. |
| Portable air cleaner | Reduces some airborne indoor particulate matter. | Room suitability, filter supply, noise and maintenance instructions. | Does not remove settled dust or guarantee removal of every pollutant. |
| Higher-efficiency HVAC filter | Captures particles in air that passes through the HVAC system. | Equipment compatibility, airflow and replacement schedule. | Cannot compensate for an incompatible filter or unsealed building gaps. |
Clean settled dust without putting it back into the air
Damp-wipe hard surfaces
Use a damp cloth on window sills, shelves, tables and other hard surfaces. Damp wiping captures settled material instead of sending it airborne as dry dusting can. Rinse or replace the cloth as it becomes dirty, and clean from higher surfaces toward lower ones so that you do not soil areas you have already finished.
Vacuum carpets and furniture carefully
A vacuum fitted with a HEPA filter can help keep some vacuumed dust from escaping back into the room. Follow the vacuum maker’s instructions for filter installation, bag or canister emptying and maintenance. Move slowly enough to collect material rather than repeatedly passing over the same area at high speed.

EPA cautions that people with asthma or allergies should leave the area being vacuumed. Vacuuming can stir dust during the operation even when the machine captures much of it. Return occupants after the task is complete and disturbed dust has had time to settle.
Use a repeatable schedule
During active dusty work, inspect high-touch and horizontal surfaces daily or whenever a visible film appears. Clean floors and furnishings that occupants use most, then expand to less-used rooms. Do not dry sweep a dusty floor if a damp method or suitable vacuum is available.

Start with closed windows
Closing windows is the quickest reversible noise measure identified by NZTA. Keep them shut during milling, breaking, excavation, reversing and truck movements when those operations are loudest. Closing exterior doors at the same time prevents a large opening from undermining the benefit.
Keep the home ventilated safely
A closed-window strategy only works if the home remains adequately ventilated and occupants can stay comfortable. Use an existing mechanical ventilation or cooling system designed for closed-window operation, following its normal instructions. NZTA describes this arrangement as a common form of acoustic treatment, not as a guarantee for every dwelling.
If rooms become uncomfortably hot, humid or stale, use the quietest safe period to ventilate, or ask a qualified building professional to assess a longer-term solution. Do not tape over vents, disable required ventilation or run improvised exhaust fans as a general response. Ventilation changes can affect combustion safety and may draw dusty air through unintended paths.

Separate immediate measures from building changes
| Approach | When it helps | Decision points |
|---|---|---|
| Close windows and doors | Immediately during loud operations or traffic movements. | Whether indoor temperature and ventilation remain acceptable. |
| Operate existing ventilation or cooling with windows closed | When the system is designed to provide air exchange or cooling without open windows. | System condition, maintenance and safe operation. |
| Building-specific acoustic or ventilation treatment | For recurring noise where short-term closure is impractical. | Property-specific assessment, cost, permissions and the ability to keep rooms ventilated. |
NZTA’s guidance supports the first two principles but does not establish a universal performance figure for glazing, seals or a particular ventilation product. A professional assessment is appropriate when the dwelling cannot remain usable with windows closed.
What not to do
- Do not describe ordinary road dust as silica or toxic without project-specific evidence. The composition of dust varies with the material and activity. Ask the project contact or authority for relevant information if a specific contaminant is suspected.
- Do not expect an air cleaner to eliminate dust. It supplements source control, closed openings and cleaning.
- Do not tape over vents or combustion-air openings. This can create ventilation and combustion-safety risks.
- Do not use renovation-containment tactics as a roadwork recipe. EPA guidance about isolating areas, exhaust and lead-paint controls addresses work inside a home. It is not a universal method for controlling a neighboring road project.
- Do not dry-sweep settled dust when a damp method is suitable. Sweeping can redistribute particles through occupied rooms.
When the project’s controls appear inadequate
Start with the project contact or road authority
For recurring dust clouds, blocked access, unusually loud operations or work outside announced hours, contact the road authority or project contact listed on public notices, the project website or signs near the site. Give the location, date, time, activity, weather, visible dust or noise pattern, and the effect on your home. Ask what dust suppression, vehicle-cleaning, operating-hour and noise measures are in place.
UK route: local authority Environmental Health Department
In the UK, the Health and Safety Executive (HSE) directs people concerned about construction dust or noise nuisance to their local authority Environmental Health Department. HSE notes that local authorities may set operating-hour limits, sometimes through planning conditions. Environmental health is the appropriate route for a public-nuisance concern; HSE’s worker-safety role is distinct.
Keep your dated log, photographs of visible dust where lawful, copies of correspondence and details of any missed operating-hour limits. The local authority can explain its evidence requirements and whether the project has planning conditions or other enforceable controls.
Elsewhere: use the equivalent local office
Outside the UK, complaint routes vary. The relevant body may be a municipal environmental-health office, planning-enforcement team, transport agency or regional pollution authority. Start with the road authority and ask which office handles construction dust and noise nuisance in your jurisdiction. Do not assume that a worker-safety regulator, planning office and environmental regulator have the same powers.
Understand the contractor guidance
Highways England’s dust-control guidance, published in 2013 and updated in 2016, sets minimum and desirable requirements for preventing ill health and environmental nuisance on major road schemes. It is written for project delivery partners and contractors, not as a household DIY checklist. You can use it to understand that source control belongs at the project, but householders should not try to reproduce contractor methods with improvised fans, sealed rooms or altered ventilation.
A simple decision checklist
- Dust is visible outdoors: close windows and exterior doors, protect the priority room, and run compatible filtration.
- Dust has settled indoors: damp-wipe surfaces and use a properly maintained HEPA-filter vacuum; keep people with asthma or allergies out while vacuuming.
- Noise is intrusive: close windows and doors during the loud operation, then ventilate during a suitable quieter period or use existing closed-window ventilation.
- Filters need replacing: follow the HVAC or air-cleaner manufacturer’s maintenance directions and confirm compatibility before changing filter type.
- The nuisance persists: record dates and activities, contact the project or road authority, and use the appropriate environmental-health or equivalent local route.
Questions to ask before buying equipment or escalating
For an air cleaner, ask whether it is intended for the room, how often its filter must be replaced, what replacement filters cost and whether the operating noise is acceptable. For an HVAC filter, ask whether the equipment manufacturer permits the proposed efficiency and whether airflow will remain within the system’s requirements. For noise treatment, ask whether the home can stay ventilated with windows closed and whether a qualified professional should assess the building rather than relying on a generic product claim.
