A worker may remain exhausted, increasingly cynical or irritable, anxious, helpless, unmotivated, unable to sleep or concentrate, and less able to function at work or home. Those signs justify a private check-in and a review of safety and working conditions; they do not prove a diagnosis. Early response combines support for the person with changes to the job that is draining them.
What burnout is—and what the signs can and cannot tell you
The Centers for Disease Control and Prevention (CDC) describes workers experiencing burnout as often exhausted and cynical, and describes burnout as a long-lasting state. Burnout can affect functioning both at work and outside work. A hard day, a short-term reaction to overtime or ordinary tiredness after a project does not by itself establish burnout.

Burnout also is not the same thing as fatigue, anxiety, depression, substance use or a suicidal crisis. These conditions can overlap, and one can worsen another, but they require different assessments and responses. A foreman, coworker or employer should describe observable changes and connect the worker with qualified help rather than applying a label.
- Look for a cluster: several changes occurring together are more concerning than one isolated complaint.
- Look for persistence: symptoms that continue across shifts, jobs or weeks deserve attention.
- Look for a change from the person’s usual pattern: a normally engaged worker who becomes withdrawn, short-tempered or careless may need a check-in.
- Look at functioning and safety: trouble concentrating, sleeping or regulating emotions can affect decisions around equipment, vehicles, heights and other hazards.
Only a qualified health professional can assess whether a mental-health condition is present. Your role is to notice, ask, make work safer, offer routes to help and follow up.

Why construction work can increase strain
Construction is not a single work environment, and these factors do not affect every worker. CDC/NIOSH identifies seasonal work, time away from family, workplace injuries and chronic pain, lack of paid sick leave and demanding schedules as potential mental-health pressures. An OSHA construction release dated September 6, 2022, also identified remote work and travel away from home and support systems, long hard days, completion schedules and serious-injury risks.
These pressures can compound one another. A worker traveling to a remote project may lose normal sleep, family contact and access to a trusted clinician while facing a fixed completion date. Someone managing pain after an injury may have no paid sick leave and feel unable to turn down overtime. Treat these as questions to explore, not assumptions about a particular person.
Questions that reveal work-related contributors
- Has the schedule changed to longer, overnight or rotating shifts?
- Is the worker traveling or staying away from home more often?
- Have deadlines, staffing levels or production targets changed?
- Does the worker have any control over sequencing, breaks, start times or how a task is done?
- Is pain, a recent injury or fear of reporting an injury affecting attendance or performance?
- Is there bullying, harassment, retaliation or conflict on the crew?
- Can the worker take sick leave, recover between shifts and obtain confidential care?
Signs to watch for on a crew
CDC lists the following work-stress symptoms. None is a diagnostic test. Use the examples as prompts to check in, especially when several appear together or represent a sustained change.

| Possible sign | What it might look like at work | How to interpret it responsibly |
|---|---|---|
| Irritation, anger or denial | Snapping at coworkers, arguing over routine issues, rejecting every concern or insisting nothing is wrong | Ask about the change without accusing the person of having burnout. |
| Uncertainty, nervousness or anxiety | Repeatedly seeking reassurance, appearing tense, avoiding a task or worrying about ordinary decisions | Check whether a work hazard, schedule or personal crisis is contributing. |
| Helplessness or powerlessness | Saying that nothing will improve, stopping suggestions or appearing unable to influence the job | Explore what control, resources or support are missing. |
| Low motivation | Withdrawing from normal tasks, arriving disengaged or no longer taking part in planning | Compare with the person’s usual behavior and ask what has changed. |
| Exhaustion or feeling overwhelmed | Moving slowly, struggling to keep up, taking unusual amounts of recovery time or saying the workload is unmanageable | Check fatigue and immediate safety before discussing performance. |
| Sadness or depressed mood | Loss of interest, tearfulness, flat affect or pulling away from coworkers | Do not diagnose depression; offer professional support. |
| Poor sleep | Reporting insomnia, dozing, repeated late arrivals or difficulty staying alert | Sleep loss can make safety-sensitive work unsafe and needs prompt attention. |
| Poor concentration | Forgetting steps, losing track of instructions, making unusual errors or needing directions repeated | Treat reduced attention as a possible fatigue and safety issue, not simply a discipline problem. |
| Cynicism or detachment | Expressing contempt for the job or people, refusing normal cooperation or showing that work no longer matters | Persistent cynicism is one part of CDC’s description of burnout, not proof of it. |
Changes outside work can provide context—such as withdrawing from family or abandoning activities—but do not give an employer permission to investigate private life. Ask only what is needed to support the worker and protect safety.
A practical early-response sequence
The order matters: protect immediate safety, speak privately, identify changeable work conditions, offer qualified support and follow up.

1. Notice a pattern and prepare a private conversation
Write down specific, work-related observations rather than conclusions: “You have missed the pre-task briefing twice this week and seemed unable to stay focused during the lift plan,” not “You are burned out.” Choose a private, non-rushed setting away from the crew. OSHA recommends making mental health a recurring conversation and building psychological safety rather than waiting for a crisis.
Use a calm opening:
“I have noticed you seem more exhausted and distracted than usual over the last two weeks. I want to check in. How are you doing, and what would make work safer or more manageable?”
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Listen without interrupting. Do not demand a diagnosis, an explanation of private events or a promise to “tough it out.” Thank the person for speaking and explain what you can and cannot keep confidential.
2. Check immediate safety and fatigue
Ask whether the worker feels able to perform the next safety-sensitive task safely. OSHA notes that demanding or irregular schedules can increase fatigue, stress and concentration problems, and that construction is among the occupations where irregular and extended shifts are common.
If the worker is too tired or unfocused for a task involving heavy equipment, driving, electrical work, excavation, heights or another serious hazard:

Burnout can develop when demands exceed available resources. Ask practical questions: “Which part of the schedule is hardest?” “Would a predictable start time, a different sequence or a recovery day help?” “Do you have the authority, tools and crew support to complete this safely?”
Explore workload, staffing, deadlines, travel, job control, breaks, bullying, injury accommodations and time away from home. Do not frame the solution as better individual resilience when the job itself is creating excessive demands.
4. Offer routes to confidential, qualified help
If the employer has an employee assistance program (EAP), explain how to access it and what confidentiality limits apply. CDC includes EAP access among possible supports. Offer time or logistical help to contact a healthcare professional or other qualified mental-health provider, consistent with policy and applicable leave or accommodation rules.
Never promise absolute secrecy. Explain that you will share information only with people who need it for safety, legal obligations or arranging support, and that an immediate danger may require emergency action.

5. Agree on one or two next steps and follow up
End with a concrete plan: a schedule adjustment, a safety reassignment, an EAP contact, a medical appointment or another approved support. Set a follow-up date rather than assuming one conversation solved the problem. Ask whether the adjustment occurred and whether the worker can safely continue the assignment.
OSHA recommends repeated, visible attention to workplace mental health. If nothing changes, escalate the work-condition problem through the safety, human-resources or management process instead of placing responsibility entirely on the worker.
When a supervisor should act immediately
Some situations require more than a routine check-in:
- The worker is about to perform a hazardous task while unable to stay awake, focus or follow instructions.
- The worker reports an injury, severe pain, medication effect or other condition that may make the task unsafe.
- The worker says they may harm themselves, cannot stay safe or has a suicide plan.
- There is an overdose, medical emergency, violence or another imminent threat.
For an immediate emergency in the United States, call 911 or follow the site’s emergency plan. For suicidal distress or a mental-health crisis, call or text 988 in the United States for the Suicide & Crisis Lifeline; do not leave the person alone while arranging urgent help. OSHA’s September 2022 construction release described 988 as free, confidential and available 24/7. Confirm current access instructions when publishing or posting workplace materials.

What employers can change instead of asking workers to cope harder
CDC recommends changing workplace policies and practices, addressing excessive demands and bullying, increasing flexibility and control, training supervisors and offering EAP access. No single intervention works for every site. Choose actions that match the cause, protect safety and can be sustained and reviewed.
| Action | Primary purpose | Implementation example | What to monitor |
|---|---|---|---|
| Reduce excessive demands | Address a root cause | Reassess staffing, sequencing, overtime and completion dates before adding another extended shift | Hours, missed recovery periods, errors, near misses and turnover |
| Increase flexibility and control | Give workers more influence over recovery and task planning | Provide predictable schedules, reasonable break timing, task rotation or input into sequencing where safety allows | Schedule changes, break use, worker feedback and fatigue reports |
| Improve supervisor capability | Make early conversations safer and more consistent | Train supervisors to notice changes, ask nonjudgmental questions, protect privacy and use referral procedures | Training completion, referral use and whether workers report psychological safety |
| Address bullying and retaliation | Remove a preventable stressor | Enforce a clear reporting route, investigate promptly and protect people who raise concerns | Complaint response times, repeat incidents and retention |
| Provide confidential support | Connect workers with qualified care | Publicize EAP instructions, health-plan behavioral-health benefits and leave or accommodation contacts | Whether workers can find the service and access it without stigma |
| Build recovery into remote work | Reduce isolation and time-away strain | Plan reliable contact with home, adequate lodging and transportation, and realistic rotations | Travel days, sleep complaints, absenteeism and requests to leave a project |
| Review after action | Make improvements durable | Revisit adjustments with the worker and crew after an agreed interval | Whether the original hazard or workload has actually changed |
Stress-management education can complement these steps, but it cannot substitute for fixing chronic understaffing, unsafe schedules, harassment or lack of control. Employers should protect medical privacy and avoid collecting unnecessary diagnostic details.
What the available construction statistics do—and do not—show
There is no construction-specific burnout prevalence figure established by the sources summarized here. Do not substitute a statistic about healthcare workers or the general workforce.
A CPWR bulletin published in September 2024 analyzed National Health Interview Survey data from 2021 and reported that 15.4% of construction workers reported anxiety or depression. That is an anxiety-or-depression measure, not a burnout rate. Among construction workers in that measure, 15.7% reported seeing a mental-health professional in the prior 12 months. Across all construction workers, CPWR reported 4.8% had seen a mental-health professional in that period. CPWR also reported that 84.3% of construction workers identified through symptoms or medication as having anxiety or depression did not see a mental-health professional in the prior 12 months.
These are population estimates from 2021 data, not a diagnosis of any individual worker and not proof of unmet need. CPWR notes that 2020 collection and sample sizes were affected by the pandemic and that a survey redesign means estimates before and after 2018 may not be directly comparable. The same September 2024 bulletin reported that more than half of construction firms surveyed by Dodge Construction Network in 2023 wanted more information or training on mental health, suicide and overdoses; that is a firm-survey result, not worker prevalence.
How workers and coworkers can help without becoming clinicians
If you are a coworker
- Choose a private moment and name the specific change you noticed.
- Ask what support would make the next shift safer or more manageable.
- Listen and avoid jokes, labels, diagnoses and promises that everything will stay secret.
- Encourage an EAP, healthcare professional, union or other qualified support route available to the worker.
- Tell a supervisor or safety lead when fatigue creates an immediate hazard, following site policy.
- Check back later; practical companionship can help, but it does not replace treatment or organizational action.
If you are the worker
Persistent exhaustion, cynicism, anxiety, low motivation, sleep problems or concentration trouble are reasons to speak with a healthcare professional, especially when they interfere with work or life. Tell a supervisor which work conditions are affecting safety or recovery and ask about schedule changes, leave, accommodations and confidential benefits. You do not have to prove that you are “burned out” before asking for help.
Quick Recap
Common mistakes that delay effective action
- Waiting for a breakdown: persistent changes are easier to address before a serious incident or crisis.
- Calling someone burned out in public: labels can create shame and discourage disclosure.
- Treating a safety issue as poor attitude: fatigue and concentration problems may require an immediate task change.
- Offering only resilience training: individual coping cannot correct excessive demands, bullying or inadequate recovery.
- Promising secrecy: explain privacy limits before a crisis occurs.
- Assuming one conversation is enough: follow-up shows whether the work actually changed.
- Using unrelated statistics: anxiety, depression and professional-care measures cannot be presented as burnout prevalence.
A simple site-level checklist
- Do supervisors know the signs CDC lists and the site’s fatigue and emergency procedures?
- Can a worker report exhaustion, injury, bullying or unsafe scheduling without retaliation?
- Are schedules, overtime, travel rotations and recovery time reviewed for fatigue risk?
- Do workers know how to reach an EAP, behavioral-health benefit or other qualified provider?
- Are private conversations held away from the crew and documented only as policy requires?
- Does every concern have a named owner, a next step and a follow-up date?
- Are urgent crisis instructions, including current 988 access information in the United States, visible and maintained?
