It is a quantified, independently verified life-cycle assessment (LCA) disclosure prepared under product-category rules. To read one responsibly, first align the product, PCR and version, declared or functional unit, life-cycle boundary, geography, data period and verification status; only then interpret global-warming potential (GWP) or compare alternatives.
What an EPD tells you—and what it does not
An EPD reports calculated environmental impacts for a defined product and scope. ISO 21930:2017 describes the principles, specifications and requirements for EPDs for construction products and services; that edition was reviewed and confirmed in 2023. The document normally presents results from an LCA, the assumptions behind the model and the rules used to calculate each result.
As an Amazon Associate I earn from qualifying purchases.
An EPD is therefore evidence of transparency, not a pass/fail label. The U.S. General Services Administration states that an independently verified EPD “does not imply that the declared product is environmentally superior to alternatives.” A product can have an EPD with a high or low GWP; the declaration itself does not set a target or rank the product.
Nor does an EPD answer every sustainability question. It quantifies environmental impacts such as climate change, but it does not by itself establish ingredient hazards, indoor-air performance, labor conditions, biodiversity effects, durability, circularity or responsible sourcing. Use the document that matches the decision: an EPD for environmental-impact data, and a material-health or ingredient disclosure when chemical content or health is the issue.

Start with the document identity
Before reading any impact number, record the information that defines what the declaration covers. A declaration that combines several variants or factories may not represent the exact item being specified.
- Declaration owner and manufacturer: identify the legal entity responsible for the data.
- Product name and variants: note dimensions, finishes, grades, coatings and other inclusions or exclusions.
- Manufacturing scope: record every facility or the stated industry-average scope.
- Publication and expiry dates: an expired declaration may not satisfy a current project requirement.
- Program operator and verifier: note the EPD program, independent verifier and verification date.
- EPD identification number: retain it in the project record so the exact document can be retrieved.
- Geographic coverage and data period: electricity mix, transport patterns and production year can materially change results.
If the document does not clearly identify the declared product, manufacturing sites or validity period, stop the comparison and request clarification from the declaration owner.
Find the Product Category Rule (PCR) first
A PCR is the rulebook for modeling a category. It defines the unit, permitted life-cycle stages, data requirements, allocation approach, impact methods and reporting format. Two EPDs can both be verified and still be incomparable when they follow different PCRs.

Record the PCR title, edition, issuing program and version number. Also check whether a newer version applies at the time of procurement.
Declared unit versus functional unit
A declared unit describes a quantity of product, such as one tonne, cubic metre, square metre or piece. A functional unit describes the service delivered, such as a defined area of wall meeting a specified performance for a specified period. A tonne of steel and a square metre of cladding are not interchangeable bases. A functional comparison requires equivalent structural, thermal, fire, acoustic or service-life performance—not merely similar weight.

Check the PCR’s permitted scope
Read the PCR for required and optional modules, cut-off rules, transport assumptions, allocation rules and treatment of co-products and recycled material. If an EPD departs from the PCR, the deviation should be identified and justified. A difference in method can be more important than a difference in the reported GWP number.
Read the life-cycle boundary and modules
Life-cycle modules show which stages are included. A cradle-to-gate A1-A3 result covers the product stage only; it does not automatically include delivery to the site, installation, use, replacement or disposal.

| Module | What it generally covers | Question for the reader |
|---|---|---|
| A1 | Raw-material supply and extraction | Are ore, scrap, minerals, chemicals and upstream energy included? |
| A2 | Transport of materials to manufacturing | Are supplier distances and transport modes documented? |
| A3 | Manufacturing | Does the data represent the actual plant, an average or a modeled facility? |
| A4 | Transport from the factory to the construction site | Is project-specific delivery modeled or is a default distance used? |
| A5 | Construction and installation | Are site energy, packaging, waste and installation losses included? |
| B modules | Use stage, including maintenance, repair, replacement and operational effects where relevant | Does the assumed service life match the project specification? |
| C modules | End-of-life processing, transport and disposal | Are demolition, recycling, reuse or landfill scenarios stated? |
| D | Benefits or loads beyond the system boundary | Are exported recycling benefits reported separately rather than mixed into product-stage impacts? |
EPA criteria require the minimum boundary—such as cradle-to-gate A1-A3—to be explicit and any deviation to be explained. When one EPD reports A1-A3 and another reports A1-A5 or A1-C, do not treat the larger-looking total as a direct ranking; first align the boundary or compare only the common modules.
Interpret GWP without losing its context
Global warming potential is normally expressed as kilograms or tonnes of carbon-dioxide equivalent (CO2e) per declared or functional unit. The number is meaningful only with its unit, modules, data period, geography and product scope attached.
- Keep the denominator visible: “kg CO2e per tonne” is not comparable with “kg CO2e per square metre” unless you can convert both products to an equivalent functional basis.
- Keep the boundary visible: an A1-A3 value excludes stages that an A1-A5 or A1-C value may include.
- Check the scenario: electricity mix, transport distance, recycled-content assumptions and end-of-life routes can shift the result.
- Review all reported impact categories: climate change is important, but water use, resource use, acidification, eutrophication and other categories may reveal trade-offs.
A lower GWP is not automatically a better choice when the products deliver different performance or when one declaration omits stages included by the other. Treat a GWP figure as a result of a defined model, not as an intrinsic property of a material.

A practical, repeatable reading sequence
- Confirm the product. Match the EPD’s product name, grade, dimensions, finish, variant and factory to the item in the specification.
- Record validity. Capture publication date, expiry date, program operator, verifier and identification number.
- Identify the PCR and version. Verify that both documents use the same category rules or document the reason a different rule is appropriate.
- Write down the unit. Copy the declared or functional unit exactly, including mass, area, volume, piece count or performance basis.
- Map the modules. Mark whether A1-A3, A4-A5, B, C and D are included, optional or absent.
- Read the GWP line with its scope. Record the value, CO2e unit, modules, data year and geography in the same note.
- Inspect data quality. Determine whether measurements are facility-specific, an industry average or a proxy; review electricity assumptions, allocation and transport data.
- Check verification. Confirm the independent verifier, verification date and program requirements.
- Test comparability. Align function, unit, PCR, modules, geography, data period, recycled-content basis and service-life assumptions before drawing a conclusion.
- File the evidence. Keep the full EPD and a comparison worksheet with the specification so substitutions can be audited later.
Steel requires additional checks
Steel EPDs often cover different products and manufacturing routes, so the headline material name is not enough. Record the product form—plate, beam, bar, reinforcing steel or fabricated product—and whether the declaration covers a finished fabricated assembly or only mill product.

Production route and facility
Identify the steel-making route and the plant represented. Facility-specific data usually provides finer resolution than an industry average. Canadian guidance calls for the highest-resolution EPD or life-cycle-inventory data available and requires A1-A3 steel disclosure; where available, facility-specific steel-making data should be used.
Mass basis and recycled content
Check whether impacts are reported per tonne of hot-rolled steel, per tonne of a particular product form or on another mass basis. Record recycled-content percentages, scrap assumptions and whether the figure is post-consumer, pre-consumer or a combined value. Recycled content cannot be interpreted separately from the allocation rule used for scrap and co-products.
Structural-steel PCR
The American Institute of Steel Construction identifies Smart EPD® Part B Product Category Rules for Designated Steel Construction Products, Standard 1000-008, version 3, published April 3, 2025, for structural-steel products on its cited page. Check the program library for a newer applicable version when procuring steel; a project should specify the PCR edition it accepts.
Separate GHG-intensity metrics
Global Steel Climate Council technical guidance notes that PCR allocation rules can differ from its steel standard and that certification may require a separate, verified steel-product GHG-intensity value in tonnes CO2e per tonne of hot-rolled steel. Treat that intensity metric and an EPD’s impact results as method-dependent outputs. Record the method and allocation approach instead of combining figures from different systems as if they were one score.

How to compare two building-material EPDs
A defensible comparison is a controlled alignment exercise. Use the following worksheet fields before looking at which number is lower.
| Comparison axis | What to align or disclose | Why it changes the conclusion |
|---|---|---|
| Product function and performance | Same structural, thermal, fire, acoustic and durability performance | A lighter or lower-impact product may not provide the same service. |
| PCR and version | Same category rule, edition and program requirements | Calculation and allocation rules can differ. |
| Unit | Common declared or functional basis | Mass, area, volume and piece bases are not interchangeable. |
| Life-cycle modules | Common A, B, C and D scope | Omitted transport, use or end-of-life stages can make a value appear lower. |
| Geography and electricity | Manufacturing region, grid mix and transport assumptions | Energy and logistics emissions vary by location. |
| Data period and representativeness | Year of data, facility-specific versus average, and proxy use | Recent plant data may not be comparable with an older average. |
| Recycled content and allocation | Scrap definition, allocation method and co-product treatment | The same recycled percentage can produce different modeled impacts. |
| Verification | Independent verifier, date and program status | Verification confirms conformance to stated rules, not superiority. |
| Service life and end of life | Declared reference service life, replacement cycles and disposal scenario | Durability and replacement can dominate whole-life results. |
If an axis cannot be aligned, state the limitation and make only a conditional observation—for example, that one product reports a lower A1-A3 GWP under its stated unit and geography. Do not publish a universal ranking from mismatched declarations.
How EPDs fit into rating systems and labels
LEED v4 describes EPDs and material-ingredient tools such as Health Product Declarations (HPDs) as transparency resources for architects and designers. The rating-system manual determines whether a document earns a particular credit, contributes to an optimization path or is only disclosure. Check the version and jurisdiction of the applicable manual before assigning project points.
An EPD and an HPD answer different questions. The EPD quantifies environmental impacts over a modeled life cycle. An HPD or Declare-style ingredient document addresses product contents and hazard information. Neither should be treated as a substitute for the other, and neither alone proves that a product is “green.”

Comparing unlike units
Error: comparing a tonne-based steel EPD with a square-metre wall product. Correction: convert to a common functional basis only when equivalent performance and conversion data are documented.
Calling A1-A3 “cradle to grave”
Error: assuming a product-stage result includes site delivery, use or disposal. Correction: read the module table and label the result cradle-to-gate when that is the stated boundary.
Treating verification as an environmental award
Error: reading third-party verification as proof of superiority. Correction: use verification as evidence that the declared method and data were checked against the program rules.

How to use the information in a project decision
- Set the decision basis in the specification. State the accepted PCR, minimum disclosure modules, unit, verification requirement and data recency.
- Request the complete EPD. Do not rely on a marketing table that omits assumptions, variants or module boundaries.
- Screen for equivalence. Confirm that proposed products meet the same technical performance and service-life requirements.
- Normalize the comparison. Build a side-by-side record of unit, modules, geography, data year, facility, recycled content and allocation.
- Evaluate trade-offs. Review GWP alongside other reported impact categories, durability, maintenance, transport and end-of-life scenarios.
- Document uncertainty. Mark industry averages, proxies, default distances and unreported modules rather than presenting them as measured project facts.
- Coordinate with the rating-system administrator. Confirm whether the EPD qualifies for the intended LEED or procurement pathway under the current rules.
This process turns an EPD from a standalone carbon number into auditable evidence for a specific design and procurement decision.
