Read the entire temporary sign assembly, not just the largest word. First determine whether you are through traffic or local traffic, then follow every arrow, route marker and destination instruction until the detour reconnects with the original road. A LOCAL TRAFFIC ONLY sign may let you approach a closure to reach a property before it, but it never authorizes driving through the closed section. Barricades, flaggers, cones, signals and posted limits control the movement of traffic at the work site.
What a road construction detour is
The Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD) defines a detour as “a temporary rerouting of road users onto an existing highway in order to avoid a TTC zone.” The alternate road is therefore part of a temporary traffic-control plan. It is not an invitation to choose a shortcut around a barricade or to assume that a mapping app shows the route that the project permits.

Detour signs are intended to guide you through the whole temporary route and back to the original highway. They should remain in place only while the activity that required the detour is under way. When the work ends, the temporary signs should be removed and normal route guidance restored.
Access arrangements vary by project and jurisdiction. The signs at the site, physical traffic-control devices and the current notice from the responsible city, county or state transportation agency are more authoritative than an old map, a remembered route or an app’s suggested shortcut.

Read the sign assembly in the order it appears
Approach signs are designed to answer three questions: what is changing, where does it change, and which route should you take? Scan the complete assembly, including small distance plaques, street names, route shields, arrows and destination names.
- Identify the warning. A ROAD WORK or ROAD (STREET) WORK sign (W20-1) warns that a work space, restriction or detour is ahead. Under the current MUTCD, it is placed before the work space or detour. A side road or major driveway approach may receive its own advance warning.
- Look for the route instruction. A DETOUR sign (W20-2) tells you that the route will leave the current road and use another roadway or route. The arrow and any destination or street name identify the movement to make next.
- Find the access condition. ROAD CLOSED, ROAD CLOSED AHEAD and LOCAL TRAFFIC ONLY change who may proceed. Do not treat a plain DETOUR arrow as permission to continue toward a barricade.
- Track confirmation. On a long route, reminder or reassurance signs should confirm that you are still on the marked detour. At the far end, an END ROAD WORK or end-of-detour sign indicates that you have left the temporary-control area.
Work-zone warning signs commonly have black legends and borders on orange backgrounds. Temporary color and placement help distinguish them from permanent directional signs, but the wording and physical devices still govern your movement.
What each common sign means
| Sign or situation | Who may proceed | Where the restriction begins | What route is provided | How you reconnect or reach the destination |
|---|---|---|---|---|
| ROAD WORK (W20-1) | Traffic is warned that conditions ahead may change; the sign alone does not state that the road is closed. | Advance warning before the work space or detour; a side road or major driveway can have separate warning. | Continue only according to later signs, lane controls and instructions. | Follow subsequent guidance to the work-zone edge, a detour or an open lane. |
| DETOUR (W20-2) | Through road users must leave the current route as directed. | Usually in advance of the point where the alternate route begins. | A signed route over another roadway, with arrows, route markers and destination instructions. | Continue through the complete marked route until it rejoins the original highway or reaches the stated destination. |
| ROAD CLOSED / ROAD CLOSED AHEAD | General road-user flow cannot continue beyond the applicable closure point. Local access is not implied. | “Ahead” warns before the closure; a closure sign and barricade mark the controlled point. | Use the signed detour if one is provided; otherwise stop and obtain current agency instructions. | Either return to the original route through the detour or stop short of the closure. |
| LOCAL TRAFFIC ONLY (R11-3a or R11-4) | People traveling to a property or destination before the closure may proceed; through traffic must use the detour. | At the approach where through movement is restricted, with warning and detour signs normally accompanying it. | Proceed only as far as signs, barricades and other controls permit. There is no permission to pass the closed section. | Reach the local property before the closure, then leave by the permitted approach or another route directed by the agency. |
| Alternating one-lane control | Traffic may proceed when released by a flagger, signal or other lane-control device. | At the controlled work-zone segment rather than at a full closure. | Use the open lane in the indicated direction and obey stopping instructions. | Continue on the original road when released; this is not necessarily a detour. |
Through traffic or local traffic: make the right decision
Through traffic
You are through traffic when your destination lies beyond the closure or when you are simply using the road to reach another part of the network. Take the signed detour at the first instruction. Do not continue toward the closure hoping that a side street will provide a legal way through.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsLocal traffic
You are local traffic when you need a property, business, residence, service entrance or other destination before the closed section. If a LOCAL TRAFFIC ONLY sign is posted, you may proceed toward that destination, but only within the limits shown by the signs and barricades. The designation preserves access toward a closure; it does not turn a closed road into a through route.

Destinations beyond the closure
If the address is beyond the barricade, use the signed detour. If the detour appears unsuitable for your vehicle, or the destination is a construction site or restricted facility, contact the responsible agency or project representative for an approved access arrangement. Do not infer access from a property owner’s driveway, an unmarked shoulder or a route displayed by a navigation app.
Step-by-step: finding a permitted local access route
- Plan from the current notice. Before leaving, check the latest closure notice from the city, county or state transportation agency responsible for the road. Look for the closure limits, effective times, vehicle restrictions and any local-access instructions. A notice can change while work progresses.
- Approach slowly and read every panel. Leave enough distance to read the warning, detour, street-name and distance plaques without braking abruptly. Note whether the sign says ROAD CLOSED AHEAD, LOCAL TRAFFIC ONLY, a specific destination or a vehicle limit.
- Classify your trip. Decide whether you are going through the area or stopping before the closure. Through traffic should take the detour. Local traffic may approach the closure only when the posted signs preserve that access.
- Follow the first required turn. Use the arrow, route marker or named street shown. A bare DETOUR arrow means follow the marked route; it does not authorize improvising through a closed lane, parking lot or private drive.
- Stop at the control point when necessary. Obey flaggers, portable signals, lane-control signals, cones, drums and barricades. If a person or device tells you to stop, stop even if the map on your phone shows a shorter path.
- Check that the route is still confirmed. On a longer detour, look for reminder or reassurance signs. If the next expected sign is missing, do not guess at an intersection; pull over safely and verify the agency’s current instructions.
- Reach only the permitted side of the closure. For local traffic, turn into the named property or side street before the barricade. For through traffic, remain on the detour and do not cross the closure to rejoin the original road early.
- Complete the detour. Continue following arrows, destination names and route markers until the signs direct you back to the original highway. An apparent return to familiar pavement is not enough if temporary signs still direct you elsewhere.
- Confirm the end. An END ROAD WORK or end-of-detour sign, followed by normal route guidance, indicates that you have left the temporary-control area. Keep obeying any permanent speed, weight, height and lane rules.
How to follow a long detour without losing the route
Use the whole sign sequence
Detour signing is a chain, not a single arrow. The first sign announces the change; later signs make the turns; reassurance signs confirm progress; the final sign points you back to the original roadway. Missing one panel can make an otherwise legal route appear to end, so stop in a safe location rather than making an unsignaled turn.
Use destinations, not just road names
When several streets intersect, match the destination name or route marker on the sign to the next instruction. A street that looks parallel to the closed road may not be part of the approved detour, and a local street may have a weight, height or access restriction that is not visible on a general map.
Expect temporary conditions to change
Work stages can move the closure, alter the open lane or change the approved approach. The current field signs and the agency’s current closure notice should be treated as controlling for that trip. If they conflict with an earlier notice, follow the on-site control and report the discrepancy to the responsible agency when you can do so safely.

What “ROAD CLOSED” does and does not tell you
A ROAD CLOSED sign marks a point beyond which general road-user flow cannot continue. ROAD CLOSED AHEAD provides advance notice that the controlled point is farther along. Neither wording, by itself, promises that a side street, driveway, business entrance or residence remains reachable.
Look for a separate LOCAL TRAFFIC ONLY message, a destination-specific access sign or instructions from a flagger. If none is present, treat the closure as applying to your movement and take the detour. Never move a barricade, drive around its end, cross a closed lane or use a shoulder to bypass it.
Controls that override an apparent opening
- Barricades and cones: They define the physical channel and closure boundary. Their placement controls even when pavement beyond them appears clear.
- Flaggers: Follow the flagger’s stop, slow and proceed commands. Do not pass a flagger or assume that a gap between work vehicles is an open lane.
- Portable signals and lane-control devices: Obey the displayed indication and wait through the complete red interval where applicable.
- Weight, height and width limits: A detour can be legal for a passenger car but unsuitable for a heavy, tall or wide vehicle. Read every posted limit and seek an agency-approved route when your vehicle exceeds it.
- Temporary lane markings: Follow the markings and channelizing devices in the work zone rather than familiar permanent lanes that have been covered or superseded.
When signs are missing, contradictory or unsafe
- Reduce speed and move to a safe stopping location outside the travel lane.
- Do not proceed past a barricade or choose an unmarked local street solely to keep moving.
- Compare the visible signs with the current closure information from the responsible city, county or state transportation agency.
- Ask the agency for the approved access arrangement if your destination is inside or beyond the closure, especially for deliveries, emergency service, mobility needs or large vehicles.
- Report missing, damaged or contradictory signing to the agency or road authority. Federal guidance calls for temporary traffic-control signing to be coordinated with appropriate authorities, which may include state-agency or qualified traffic-engineering assistance.
If a condition presents an immediate danger, prioritize getting out of the travel lane and follow emergency directions rather than stopping to photograph or investigate the sign setup.
Finding access to a home, business or job site
Destination before the closure
Approach on the signed side of the road and look for LOCAL TRAFFIC ONLY or a destination-specific access message. Continue only to the driveway, side street or property entrance that the signs and barricades leave open. If workers or a flagger redirect you, follow their instruction even when the entrance normally used by the property is visible.

Destination beyond the closure
Use the full detour unless the agency has posted another approved access route. A contractor, property manager or delivery recipient may know that a gate exists, but private knowledge does not override public traffic control. Contact the responsible agency for a current arrangement rather than attempting to cross the work space.
Deliveries and service vehicles
Check vehicle dimensions, axle or gross-weight limits, turning restrictions and time windows before entering a detour. If a sign does not state that commercial or construction access is allowed, ask the agency or site contact for written or on-site direction. Do not block a lane while waiting for an answer.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Walking, cycling and mobility-device access
A vehicle detour is not automatically a safe or legal pedestrian, bicycle or mobility-device route. Look for a separately signed accessible path, temporary sidewalk, crossing or cycle route. If the path is blocked, narrowed or lacks a usable surface, stop before the obstruction and seek the agency’s designated alternative. Do not enter a travel lane, work space or closed sidewalk simply because the vehicle detour appears short.
Examples of common sign situations
Example 1: ROAD WORK, then DETOUR with a right arrow
You are approaching a work zone and the through route is being moved to another road. Turn where the arrow directs, then follow subsequent detour signs and reassurance panels until the route returns to the original highway. The first right turn is not necessarily the end of the detour.

Example 2: ROAD CLOSED AHEAD and LOCAL TRAFFIC ONLY
A resident whose driveway is before the barricade may proceed toward the property. A driver heading to a destination beyond the barricade must turn onto the detour. Neither driver may pass the barricade or continue through the closed section.
Example 3: ROAD CLOSED with no local-access wording
Assume that general access ends at the closure. Do not infer permission to reach a visible business or side road. Check the agency notice or ask the authority whether a separate access arrangement exists.
Example 4: Detour arrow but no next sign
Do not improvise at the next intersection. Pull over safely, verify the route with the current agency notice and return only when you can do so without crossing a control device or entering the closed area.

The responsible road authority is normally the city, county or state transportation agency that owns or manages the roadway. The project may also have a designated public-information contact. Ask for the current closure limits, local-access policy, detour map, vehicle restrictions and expected times of change. Federal guidance recognizes that jurisdictions can seek state-agency or qualified traffic-engineering assistance when temporary traffic control needs coordination.
Because arrangements are project-specific, no general rule can guarantee that a particular address remains reachable. Use the notice and signs for the date and direction of your trip, and allow extra time for a route that may change between visits.
Quick Recap
Quick decision checklist
- Have you read every sign panel, plaque, arrow and destination name?
- Are you through traffic or local traffic going to a destination before the closure?
- Does a LOCAL TRAFFIC ONLY or destination-specific sign actually preserve your approach?
- Are you obeying the barricade, cones, flagger, signal and vehicle limits?
- Are you following the detour’s full sequence, including reassurance signs and the return to the original road?
- If signs conflict or are missing, have you stopped safely and checked the current city, county or state agency notice?
- If you are walking, cycling or using a mobility device, have you found a separately signed accessible route?
