A school bond measure authorizes a district to borrow up to a stated principal amount; it is not a bill for that amount divided among homeowners. To estimate your share, identify the measure’s tax-rate units, use your property’s official assessed or taxable value, and check whether the disclosure describes an increase, a total levy, an average, a maximum, or a projection.
The calculation is only an illustration of the measure’s assumptions. Your eventual tax can change with assessment rolls, bond-sale timing, debt-service needs, existing levies, and state-specific rules. The exact answer comes from the official ballot materials, district estimate, governing law, and assessor record for your jurisdiction.

What a school bond measure actually authorizes
A school general-obligation bond measure asks voters to authorize borrowing for specified capital purposes. If approved, the school district can issue debt—often in several sales—rather than collecting the entire project cost immediately. It then repays principal and interest over time.

In California’s general-obligation framework, repayment is secured by ad valorem property taxes. The California State Treasurer’s Office, in its California Debt Financing Guide, describes the mechanism this way:
“The agency issuing a GO bond is authorized to levy (via the county treasurer) ad valorem property taxes at the rate necessary to repay the principal and interest of the bonds.”
That statement is specifically about California school general-obligation bonds. Other states can use different ballot language, assessment definitions, approval rules, and disclosure requirements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRead the measure in the order that matters
1. Identify the issuer, measure and election
Write down the school district or other issuing agency, the proposition or measure number, the election date, and the state and county. A district can place more than one proposition before voters, and similarly named measures can appear in different elections. Do not calculate from a campaign flyer until you have matched it to the official ballot title and jurisdiction.
2. Read the complete authorization
The short title may mention classrooms, safety, technology, laboratories, transportation or renovations, but the full authorization controls. Look for:
- the maximum principal amount;
- the facilities, equipment or other capital purposes that bond proceeds may fund;
- any project list, prioritization language or restrictions;
- whether separate propositions authorize separate categories of work; and
- oversight, audit, reporting or citizens’ committee provisions.
A bond authorization normally permits borrowing; it does not guarantee that every listed project will be built, that all bonds will be sold at once, or that the maximum amount will be issued.
3. Find the tax disclosure and identify its type
Locate the “estimated tax impact,” “tax rate statement,” “assessed valuation” discussion or equivalent disclosure. Copy the rate exactly and record the unit. Common forms include dollars per $100,000 of assessed value, dollars per $100 of assessed value, or cents per $100.
Then determine what the number represents:
- An added rate or increase: the amount attributed to the measure above an existing levy or debt-service rate.
- A total levy: the full rate for a category of debt, not merely the incremental amount.
- An average rate: a calculated average over the bond’s repayment period; individual years can differ.
- A maximum rate: a ceiling allowed under the measure or applicable law, not necessarily the rate charged every year.
- A projection: an estimate based on assumptions about future assessed value, bond sales, interest and debt service.
Never multiply until you know which of these you are reading. A total levy and an increase can look similar in a table but answer different questions.

4. Check the governing state rules
Approval thresholds and permitted uses are not national standards. California’s Proposition 39 framework, for example, uses a 55% approval threshold for qualifying school and community-college district bonds and includes eligible-use, oversight and tax-rate provisions. Those requirements do not automatically apply to a measure in Missouri, Texas or another state. Read the state-law explanation and the district’s official materials together.
Use the correct property value
The tax calculation uses the value named in the disclosure—not automatically the home’s sale price or a current online market estimate. Depending on the jurisdiction, the relevant figure may be called assessed value, taxable value or assessed valuation.
A California county voter guide expressly cautions that its estimates use assessed value on the official tax rolls, not market value. A home purchased for $600,000 could therefore have a very different assessed value for the calculation. Other states may reassess property differently or apply assessment ratios, exemptions and caps.
Obtain the figure from the county assessor, tax bill or other official tax record that applies to the measure. If the ballot says “assessed valuation,” do not substitute appraised or market value unless the jurisdiction’s instructions explicitly equate them.
Convert the disclosure into a property estimate
Match your property value to the rate’s denominator before multiplying. These formulas produce an annual illustration:
| Rate stated in the measure | Annual illustration | Unit check |
|---|---|---|
| Dollars per $100,000 of assessed value | (assessed value ÷ 100,000) × stated rate | Express the property value in $100,000 units. |
| Dollars per $100 of assessed value | (assessed value ÷ 100) × stated rate | Express the property value in $100 units. |
| Cents per $100 of assessed value | (assessed value ÷ 100) × stated cents, then divide cents by 100 to obtain dollars | Keep cents and dollars distinct until the final step. |
For a budgeting approximation only, divide the annual result by 12. Property taxes are usually billed on the jurisdiction’s schedule, so a monthly figure is not a promise that the tax collector will make twelve equal charges.
Illustrative calculation using a per-$100,000 rate
Suppose an official disclosure—not a particular current ballot—states an added rate of $25 per $100,000 of assessed value, and your official assessed value is $320,000:
- $320,000 ÷ $100,000 = 3.2 units.
- 3.2 × $25 = $80 per year.
- $80 ÷ 12 ≈ $6.67 per month as a budgeting equivalent.
If the disclosure calls the $25 figure an average or projection, the $80 is an estimate under that description, not a guaranteed annual bill.

Illustrative calculation using a per-$100 rate
If a measure states $0.40 per $100 of assessed value and the official assessed value is $250,000:
- $250,000 ÷ $100 = 2,500 units.
- 2,500 × $0.40 = $1,000 per year.
This result is intentionally shown to demonstrate the unit conversion. It is not a forecast for any unnamed district. A rate of $0.40 per $100 is equivalent to $400 per $100,000, so confusing the denominators would produce a 1000-fold error.
Worked historical example: St. Joseph School District, Missouri
A historical page for St. Joseph School District’s Proposition 2 stated that the proposal would increase the debt-service levy by $0.60 per $100 of assessed valuation. Its example used a residential home with a $100,000 appraised value, an assessed value of $19,000, and an annual levy increase of $114.

The arithmetic is:
$19,000 ÷ 100 × $0.60 = $114 per year.
The example demonstrates why the appraised figure is not the number multiplied by the rate: the page first supplied the property’s assessed value. It also demonstrates why a state’s assessment relationship should not be exported to another jurisdiction.
The page labels the proposal as failed in April 2025 and preserves the material as a historical record. It is not a current proposal, a current Missouri rate, or a universal 19% assessment rule. Use it only as an example of how to read a disclosure.
Why the official estimate can change
A district’s published rate is generally built from assumptions. Compare the disclosure with the measure and look for:
- Assessed-value projections: If the tax base grows or falls differently from the forecast, the rate needed to raise debt service can change.
- Bond-sale timing: A maximum authorization may be issued in stages. Interest and principal begin according to each sale, not necessarily on election day.
- Debt-service schedule: Principal maturities, interest costs and refinancing choices affect annual requirements.
- Existing debt or levies: A new measure may add to, replace or interact with an existing debt-service rate. The disclosure should say which.
- Legal limits and procedures: State law can cap rates, prescribe uses or require oversight without making the projected annual amount fixed.
When a document gives both an estimated rate and a maximum, record both and label them separately. Do not present the maximum as the expected first-year charge or treat an average as a yearly cap.

| Comparison question | What to record | Why it matters |
|---|---|---|
| What is being authorized? | Principal ceiling and detailed purposes | A larger authorization does not automatically equal a larger personal tax, while different project scopes can have different issuance plans. |
| What would this property pay? | Annual estimate using the official assessed or taxable value | Comparisons are meaningful only when the tax base and units match. |
| Is the number an increase or a total? | Added rate, total levy, average, maximum or projection | It determines whether you are measuring new cost or an entire levy. |
| How long is the comparison? | Stated bond term, rate period or average horizon | A one-year estimate cannot be compared directly with a lifetime total. |
| Does it add to existing debt? | Current levy, replacement language and interaction with prior bonds | Two measures with similar new rates can produce different total tax burdens. |
| What accountability applies? | Oversight committee, audits, reporting and project controls | These provisions describe how proceeds and compliance will be monitored. |
For California measures, Proposition 39’s specified framework is one comparison point. For a Missouri or Texas measure, use that state’s own ballot language and district disclosure instead of importing California terminology.

California
California school and community-college districts may use the Proposition 39 framework, which the California Treasurer’s guide describes as including a 55% voter-approval threshold, eligible uses, oversight duties and specified assessed-value tax-rate limits. Those provisions are California-specific. The same guide’s local general-obligation discussion explains that the county treasurer levies the ad valorem tax needed to repay principal and interest.
A historical statistic in the guide, attributed to the California Debt and Investment Advisory Commission, reports that 801 of 818 K–14 bond elections approved by California voters between November 2002 and November 2015 were approved under Proposition 39—97.9%. This is an issuance-history statistic for that period, not a current national pass rate and not a prediction of any particular measure.

The St. Joseph example uses a debt-service levy stated as dollars per $100 of assessed valuation and supplies a separate appraised-to-assessed example. Its historical status and local assessment terminology are essential parts of the example; neither should be generalized to another Missouri district without checking that district’s documents.
Texas
A Texas 2026 guide separates the legally required ballot warning from the district’s projected rate impact. Read both portions: the warning may describe authorization or legal consequences, while the district’s estimate addresses the expected tax effect under its assumptions. Do not treat the warning alone as the annual rate for your property.
Common mistakes and how to correct them
Dividing the principal by the number of homeowners
Why it fails: Bonds are repaid through the applicable tax base and debt-service rate, not an equal household invoice.
Correction: Start with the official rate statement and your property’s qualifying assessed or taxable value.
Recommended Free Tools
Using market value because it is easier to find
Why it fails: The measure may use an assessor’s value, a taxable value or another statutory base.

Correction: Retrieve the value from the relevant tax record and confirm the jurisdiction’s definition.
Dropping “per $100” or “per $100,000” from the calculation
Why it fails: The denominator changes the result by orders of magnitude.
Correction: Write the denominator beside the rate, convert your property value into those units, and show the arithmetic.
Confusing an increase with a total levy
Why it fails: Adding an already-total rate to the existing levy double-counts the same charge.
Correction: Mark each figure as “new,” “total,” “average,” “maximum” or “projected” before comparing it with your current bill.
Treating a projection as a guaranteed bill
Why it fails: Assessed values, issuance timing, interest and debt-service requirements can differ from the forecast.
Correction: Preserve the assumptions and the date of the estimate, then check updated official materials if the measure passes.

A printable checklist for election materials
- Record the issuer, measure name or number, election date and jurisdiction.
- Copy the maximum principal amount and every stated purpose from the full authorization.
- Note whether other propositions authorize separate projects or debt.
- Find the tax-rate statement or estimated tax impact section.
- Write down the exact denominator: $100, $100,000 or another unit.
- Label the figure as an increase, total levy, average, maximum or projection.
- Record the period covered and any stated bond-sale or debt-service assumptions.
- Obtain the property’s official assessed or taxable value, not just its market price.
- Convert the value to the disclosure’s units and show the multiplication.
- Divide by 12 only if you want a clearly labeled monthly budgeting equivalent.
- Check whether existing debt, levies, exemptions or assessment rules affect the result.
- Confirm state-specific approval, eligible-use and oversight requirements in official materials.
What an exact answer requires
There is no single nationwide school-bond tax rate or universal personal estimate. An exact calculation requires four items: the jurisdiction, the specific measure, the official tax disclosure and the property’s relevant assessed or taxable value. Without those, the responsible result is a method and an explicitly labeled illustration—not a promised future bill.
