How to Read a Condo Association’s Budget and Reserve Study

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the budget to see how the association pays for this year’s operations, then read the reserve study to see whether it is setting aside enough for major common-element repairs and replacements. The decision is not whether one reserve-contribution number “looks high”; it is whether the study’s assumptions, project schedule, cash balances and funding plan fit the property, the adopted budget and the law that governs the condominium.

What the two documents are supposed to show

A condominium budget is an annual plan. It forecasts recurring income and spending such as utilities, insurance, management, routine maintenance, administration and amenity operations. It may also show the amount transferred to the reserve fund. Compare the adopted budget with the latest financial statements so you can see what the association actually collected and spent, not just what it intended to do.

A reserve fund is intended for major repair or replacement of common elements and other association assets. The exact definition of an eligible reserve expense, whether a separate reserve account is required, and whether contributions are mandatory depend on the declaration, bylaws and local condominium law. Do not import a rule from another province or state merely because the documents use the same words.

Document or section Question it answers Items to locate
Annual operating budget What will the association collect and spend during the coming fiscal year? Assessment revenue, utilities, insurance, management, contracts, administration, routine repairs, amenities and reserve transfer
Reserve-study component schedule Which major assets may need work, and when? Component description, association responsibility, condition, remaining useful life, projected cost and anticipated work year
Reserve cash-flow projection Will cash remain available as projects occur? Opening balance, contributions, interest, expenditures, ending balance and the lowest projected balance
Financial statements What cash and obligations exist now? Bank balances, restricted reserve cash, payables, special assessments, loans and recent actual spending
Declaration, bylaws and rules Who is responsible for each item and how may money be used? Common-element definitions, maintenance duties, voting, assessments, borrowing and reserve-use restrictions

In Ontario guidance, routine utilities, maintenance contracts, general repairs and administration are operating costs, while major common-element work belongs in the reserve fund. That description is an Ontario example, not a universal classification. Confirm the treatment of items such as roofs, windows, balconies, roads, elevators, boilers and parking equipment in your own governing documents.

Prepare before opening the spreadsheets

Collect the current package rather than relying on an old resale disclosure or a summary prepared for a meeting. You generally need:

  • the proposed or adopted annual budget and the prior year’s budget;
  • the most recent balance sheet, income statement, bank reconciliation and reserve-account statements;
  • the complete reserve study, including the inspection narrative, component inventory, assumptions, cash-flow tables and selected funding scenario;
  • minutes, engineering reports, bids and notices referring to projects since the study date;
  • the declaration, bylaws, rules and any local statutory guidance that assigns responsibility or limits reserve use.

Write down the fiscal year, the reserve-study date, the date of the latest financial statements and the date of any major inspection. A projection can appear precise while already being stale if a roof replacement, insurance change, leak investigation or structural project occurred after the study was prepared.

Step 1: Read the operating budget as a plan for one year

Separate recurring income from unusual money

Start with total assessment revenue and other recurring income. Identify one-time income, insurance proceeds, grants, developer payments or a temporary special assessment. A budget that balances only because of a nonrecurring receipt may not support the following year’s expenses. Check whether owner-fee changes are explained and whether the assessment calculation agrees with the declaration’s allocation formula.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test each operating line against the property

Relate large lines to physical facts. A high-rise with elevators, pumps and a parking garage should have contracts and utility costs that reflect those systems. A low operating line may mean a genuine efficiency, an unpaid invoice, deferred maintenance or an omitted contract. Compare the budget with the previous year’s actual results and investigate large percentage changes rather than accepting a favorable variance at face value.

Find the reserve transfer

Locate the line that moves money from common-expense revenue into the reserve account. It may be labeled “reserve contribution,” “capital contribution” or “transfer to replacement fund.” Confirm that it is shown separately from routine repairs and that the amount in the budget matches the contribution used in the reserve-study cash-flow scenario. If the budget and study use different amounts, record the difference before drawing any conclusion about adequacy.

Look for operating stress that can drain reserves

  • Insurance premiums or deductibles that have risen sharply.
  • Utilities, payroll or management contracts that are materially below recent actual spending.
  • Repeated “miscellaneous” or “general repairs” lines with no explanation.
  • Unpaid assessments, growing accounts receivable or vendor payables.
  • Projects described in meeting minutes but absent from both the operating budget and reserve schedule.

Operating deficits can force a board to delay reserve contributions or use restricted money improperly, subject to the governing law. Treat a balanced budget as a starting point, not proof that the association can fund its capital plan.

Step 2: Work through every reserve-study component

Read the component schedule line by line. For each item, capture the following fields in your own worksheet:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field How to interpret it Question to ask
Component and location The physical asset being modeled Is the description specific enough to distinguish phases, buildings or systems?
Association responsibility Whether the association, an owner or another party pays Does the declaration or statute assign this duty differently?
Condition and inspection date The observer’s assessment at a particular time Has deterioration accelerated since the inspection?
Remaining useful life An estimate of years before repair or replacement is expected Is it an estimate rather than a guaranteed failure date?
Future cost A modeled repair or replacement amount What scope, quantities, inflation date and exclusions support it?
Projected work year The year used in the cash-flow model Does it match bids, engineering advice or board discussions?
Recommended contribution The amount needed under the selected funding scenario Is that amount actually in the adopted budget?

Useful life is not a deadline

A remaining-life figure is a planning assumption. Weather, installation quality, maintenance, code changes, water intrusion and access conditions can move a project earlier or later. A cost estimate is also not a contractor bid. Ask whether the study uses current quantities, includes design and permitting, allows for mobilization and escalation, and distinguishes a patch from a full replacement.

Check for omissions and completed work

Match the schedule to the property’s actual inventory: roofs and waterproofing, exterior walls and balconies, elevators, fire-protection systems, plumbing, electrical equipment, generators, paving, pools, mechanical plants, security systems and other shared assets as applicable. Mark components that were repaired or replaced after the study date. A completed project should not still consume the same future allocation, while an approved project missing from the schedule can make the funding path look safer than it is.

For certain Florida buildings, the structural integrity reserve study must identify visually inspected property items and state estimated remaining useful life and replacement cost or deferred-maintenance expense. That formal requirement applies only within the scope of Florida law; it does not establish a universal checklist for every condominium.

Step 3: Read the study’s assumptions and opening balance

Record the study’s scope and date

Note whether the document is an initial study, a full update or a limited update; who performed the inspection; which buildings and components were visited; and the forecast period. Ontario’s regulator describes a reserve-study projection commonly spanning 30 years. A shorter schedule may still be useful, but it will not show the same distant obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand inflation and investment assumptions

Inflation increases future construction costs in the model, while assumed interest earnings reduce the contributions needed to reach a target balance. Neither assumption is guaranteed. Compare the rates with the association’s actual investment policy, account yields and permitted investments. A high assumed return or low inflation rate can postpone contributions on paper while leaving owners exposed when actual results differ.

Reconcile the starting cash

Find the opening reserve balance used by the study and compare it with the reserve bank statements and the latest balance sheet for the same date. Reconcile outstanding checks, transfers in transit, restricted accounts, accrued interest and any reserve money committed to a project. If the figures cannot be matched, ask whether the study used a prior year-end, excluded an account or treated a payable as already paid.

Ontario’s financial guidance expressly recommends reconciling the study’s opening balance to recent financial statements. The principle is useful elsewhere even though Ontario’s regulatory process does not govern every association.

Step 4: Follow the cash flow year by year

Do not judge funding from the annual contribution alone. Trace the sequence shown in the study:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write down the opening reserve balance for each year.
  2. Add scheduled owner contributions and stated interest or investment income.
  3. Subtract every projected repair, replacement and deferred-maintenance expense in the year shown.
  4. Verify that the resulting ending balance becomes the next year’s opening balance.
  5. Circle the lowest projected balance and the years in which large projects cluster.

The lowest balance is a practical stress point. A positive balance does not automatically mean the plan is safe: the model may omit a component, use optimistic assumptions or place a project later than its condition warrants. A negative balance signals that the selected plan requires a change in contributions, timing, financing or scope; it is not a prediction that a particular assessment will definitely be imposed.

Compare the selected scenario with the adopted budget

Many studies show more than one funding path. For each scenario, compare:

Comparison Why it matters
Components included A scenario that excludes near-term work can look inexpensive while transferring risk to owners.
Opening balance and assumptions Different inflation, interest or starting-cash inputs can change the result more than the contribution number.
Year-by-year ending balance Shows whether cash survives the years with concentrated projects.
Owner-cost path Reveals gradual increases versus a sharp assessment or loan payment.
Reliance on special assessments or borrowing Identifies costs that are not covered by regular contributions.
Project timing Moving work later may reduce short-term contributions but increase condition and price risk.

If the budget follows a different path, identify the reason in writing: a newer study, a completed project, a changed schedule, a special assessment, borrowing or a board decision to contribute less. For covered Florida associations, the applicable statute links reserve funding for specified structural-integrity components to the latest study and the current funding plan. That is a Florida-specific legal rule, not a general test for every jurisdiction.

How to decide whether the plan is plausibly funded

Use a combined test rather than a single reserve-per-unit ratio. A plan is more credible when:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the opening reserve cash reconciles to financial statements;
  • the component list reflects the property and known projects;
  • useful-life and cost assumptions are dated, explained and consistent with current conditions;
  • the lowest projected balance remains workable under a realistic scenario;
  • regular contributions in the adopted budget match the selected study path; and
  • any gap has a documented source of money, timing and owner approval.

Be cautious when a plan depends on several favorable events at once: high investment returns, low construction inflation, every component lasting to the end of its estimated life and a special assessment that has not been approved. Ask the board to show a sensitivity case using earlier work, higher costs or lower earnings. That is a decision tool, not a promise that the alternative will occur.

What an underfunded plan can mean for owners

When contributions do not keep pace with the work schedule, the association may need higher regular assessments, a special assessment, a loan or line of credit, or a changed project schedule, if permitted by its documents and local law. Ontario guidance discusses additional contributions, special assessments and loans. Florida’s statute identifies regular assessments, special assessments, lines of credit and loans for specified structural-integrity components. The board’s authority, voting requirements, notice and repayment terms must be checked in the governing documents and current law.

Deferring a project can create more than a financial problem. Water intrusion, failed life-safety equipment, unsafe balconies or a damaged structural element can cause emergency work, insurance disputes, loss of use and higher borrowing costs. Conversely, advancing a project may protect the building but require owners to pay sooner. The documents should explain why the selected timing is technically and financially defensible.

“WAIVING OF RESERVES, IN WHOLE OR IN PART, OR ALLOWING ALTERNATIVE USES OF EXISTING RESERVES MAY RESULT IN UNIT OWNER LIABILITY FOR PAYMENT OF UNANTICIPATED SPECIAL ASSESSMENTS REGARDING THOSE ITEMS.”

Ontario and Florida: examples of why jurisdiction matters

The following examples illustrate different legal frameworks. They are not interchangeable rules, and a building’s governing documents and current statute control.

Point Ontario example Florida example
Study timing The Condo Authority of Ontario’s 2024 guide describes an initial study within the first year after registration and later studies at least every three years, with alternating update classes after the initial class 1 study. Section 718.112 requires a structural integrity reserve study at least every 10 years for covered residential condominium buildings at least three habitable stories high.
Review or distribution The guide describes 120 days for directors to review a received study and propose a future funding plan. The statute provides 45 days for an association to distribute or make a received study available to unit owners.
Scope The guide discusses a reserve fund for major repair and replacement and a projected funding plan. The statute specifies structural-integrity components, inspection and professional-qualification requirements, useful-life and cost estimates, and a funding plan.
Source Condo Authority of Ontario, CAO Guide on Condo Finances (2024) Florida Statutes §718.112

Requirements also vary across other jurisdictions. The Community Associations Institute’s compilation can provide context, but it is an industry resource rather than controlling law: Reserve Study Resources, June 2025.

A practical question list for the board or manager

  • What is the study’s effective date, update type and inspection scope?
  • Which buildings, phases and common elements did the provider inspect?
  • Does the opening reserve balance equal the latest financial-statement balance after outstanding items are reconciled?
  • Which projects were discussed, approved, repaired or discovered after the study date, and where are they shown?
  • What inflation and investment-earnings assumptions drive the forecast?
  • What is the lowest projected reserve balance, and in which year does it occur?
  • Does the adopted budget use the study’s selected contribution path? If not, what changed?
  • How will any shortfall be funded, and what approvals, notices or repayment terms apply?
  • Which components are the association’s responsibility under the declaration and local law?
  • When will the next study or update be commissioned?

Ask for the answer and supporting schedule in writing. A verbal assurance that “the reserves are fine” does not identify the assumptions, project timing or source of funds.

When to obtain specialist help

Consider a qualified reserve-study provider, engineer, accountant or condominium lawyer when the study is outdated, the component inventory is incomplete, the opening balance will not reconcile, a structural or building-envelope issue is involved, or the board is considering a special assessment or loan. Ontario guidance treats reserve studies as specialist work, and Florida law specifies qualified professionals for covered structural-integrity studies. A professional should be engaged for the specific gap; a generic budgeting tool cannot replace the current study, financial records and governing documents.

Owners evaluating a purchase should make the review a condition of the decision where possible. Request the complete study, latest financial statements, meeting minutes and notices of pending assessments, then ask a construction or building professional about visible condition and a legal or financial professional about responsibility and funding authority. The purchase price is only one part of the cost if major work is approaching.

A repeatable worksheet for each annual review

  1. Enter the fiscal year, study date, latest statement date and current reserve cash.
  2. List every component, responsibility, remaining life, modeled cost and work year.
  3. Mark items completed, newly identified or moved since the study.
  4. Reconcile the study’s opening balance to bank and accounting records.
  5. Copy the study’s annual contributions, interest, expenses and ending balances into a separate sheet.
  6. Highlight the lowest balance and all years with multiple major projects.
  7. Compare the selected contribution with the adopted budget and explain every difference.
  8. Document the funding decision, required notices and the date for the next update.

Keep the worksheet with the minutes and financial records so the next board can see what changed. A reserve plan is useful only when it is updated as the building, prices, laws and project decisions change.

Bottom line

The reliable way to read a condo budget and reserve study is to connect four things: the property’s actual components, the study’s assumptions, the year-by-year cash flow and the budget that owners are actually being charged. Reconcile the opening cash, include known work, find the lowest projected balance and require a clear funding explanation for any gap. Then verify responsibility, study timing and reserve-use rules under the condominium’s own documents and current local law.
