How to Read a Commercial Building Permit Before Starting a Construction Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not start by reading only the permit number. A commercial building permit is one part of an approval package. Before mobilizing, match the permit to the address and scope, read the approved drawing set and all conditions, use the inspection card to sequence work, confirm separate approvals, and ask the issuing building department or responsible design professional about any change from the approved documents. The permit is jurisdiction-specific; an issued permit does not automatically clear every zoning, fire, utility, environmental, or preconstruction requirement.

What a commercial building permit actually authorizes

A permit records what a particular authority having jurisdiction (AHJ) reviewed and allowed for a defined project, at a defined property, under the codes and procedures adopted there. Its legal effect is limited to that jurisdiction, project description, approved documents, listed conditions, and any time or phase limits printed on the record. It is not a universal construction license and it is not a substitute for the approved plans.

As an Amazon Associate I earn from qualifying purchases.

Read these items as one package:

  • The issued permit record or permit card.
  • The stamped, digitally approved, or otherwise identified plan set.
  • The inspection card and inspection instructions.
  • Permit notes, conditions, deferred-submittal requirements, and special-inspection assignments.
  • Separate approvals from other agencies, utilities, fire authorities, environmental programs, or site-work reviewers.

Phoenix describes plan review against approved preliminary site plans, project conditions, checklists, and applicable codes. New York City’s project-specific materials likewise identify additional agency approvals, supporting documents, and special or progress inspections. Those examples show why a permit number alone cannot tell a project team that every prerequisite is complete.

Read the permit in the right order

The sequence below turns a permit packet into a start-work decision. Record what you find in the project schedule or a permit log, and keep a copy of the current approved set available to the field team.

1. Identify the permit and the exact project

Start with the identity block. Confirm the street address, suite or tenant area, parcel if shown, permit or job identifier, applicant, owner, and issuing department. Then read the work description word for word. A description such as an interior alteration, a change of occupancy, a shell building, or a site-work phase may cover only the listed portion of the project.

Compare the permit record with the contract, the notice to proceed, and the construction schedule. If the contract includes demolition, exterior work, utility relocation, signage, fire-alarm work, grading, or another activity not described on the permit, stop and determine which permit or approval covers it. There is no nationally standardized permit-card layout, so use the issuing department’s record or legend for field definitions rather than assuming a familiar label means the same thing everywhere.

2. Confirm the approved scope before mobilizing

Make a side-by-side scope check. The New York City Department of Buildings commercial alteration checklist puts the issue plainly: “Make sure Department-approved drawings clearly convey the project scope and the contracted work reflects the approved and full scope of work.” Use that principle even when your project is outside New York City.

Compare What to verify Decision if it does not match
Permit description and contract Every contracted phase and trade appears in an approval that covers this address and area. Ask the AHJ which additional permit, revision, or separate approval is required before that work.
Permit description and drawings The drawings show the same occupancy, boundaries, work type, and construction scope described on the permit. Do not build the unshown portion until the discrepancy is resolved in writing.
Drawing revisions Sheets on site carry the revision, approval stamp or electronic status, and date associated with the issued set. Remove superseded sheets from field use and obtain the current approved set.
Schedule and conditions Planned activities occur only after their listed prerequisite approvals and inspections. Resequence the schedule or obtain the missing prerequisite.

3. Locate the approved drawing set and sheet index

The plan set is part of the authorization. Find the sheet index first, then identify the sheets relevant to the work: architectural, structural, civil, mechanical, electrical, plumbing, fire protection, accessibility, energy, or other disciplines named in the permit.

Check every sheet’s title, number, revision, date, and approval identifier. Written dimensions, keyed notes, schedules, legends, and details control the interpretation of a scaled view. Portland’s commercial plan guidance requires a recognizable sheet size and a scale that allows details to be shown; it also mentions a minimum printed text size of 3/32 inch for dimensions and notes. Those are Portland document requirements, not a national standard.

An architect’s scale ruler can help you read a drawing when a dimension is not printed, but it cannot prove that a design complies with code or authorize a field deviation. If a measured graphic conflicts with a written dimension or approved detail, follow the project’s design-document protocol and ask the responsible design professional before proceeding.

4. Read notes, conditions, and deferred items

Search the permit record and plan set for conditions of approval, plan-review comments incorporated into the approval, deferred submittals, deferred design elements, expiration or renewal information, and limitations on work. Make a checklist with an owner and due date for each item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Conditions may require another agency’s sign-off, a document before a particular phase, or a special or progress inspection. New York City materials describe project-specific requirements of this kind; the timing depends on the project and the applicable rule. Treat an item as open until the required document or sign-off is actually accepted, not merely requested.

5. Use the inspection card to build the work sequence

The inspection card is a field-management document, not paperwork to file away. Portland’s commercial permit guidance states: “The inspection card lists all the inspections you will likely need during your construction project, and what work needs to be done first.” Read each inspection name, prerequisite, responsible party, and call-in method. Transfer the sequence into the look-ahead schedule.

  • Identify inspections that must occur before work is concealed, covered, backfilled, energized, or enclosed.
  • Separate routine department inspections from assigned special inspections.
  • Confirm who is authorized to request each inspection and the notice period or booking method.
  • Keep the inspection card current with approval numbers, dates, results, and corrections.

A passed inspection does not approve unrelated work or a later change. It confirms the condition observed at that inspection stage under that jurisdiction’s process.

6. Verify the site-document requirements

Before the first inspection, follow the local direction for displaying the inspection card and retaining approved plans. Portland instructs applicants to display the inspection card visibly and keep printed approved plans at the site for inspector visits. Other jurisdictions may permit an electronic set or impose different posting rules, so verify the actual permit instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give the superintendent and trade foremen access to the same current set. Mark approved revisions using the project’s document-control procedure, and archive superseded sheets so they cannot be mistaken for the issued documents.

7. Check preconstruction approvals before disturbing the site

Ground-breaking is not always the first legally permitted activity. Portland identifies approvals such as erosion control or tree protection that may be needed before ground-disturbing work. Depending on the site, also check the permit’s references to civil work, right-of-way use, utility connections, fire access, environmental controls, or other agency reviews.

Do not infer that a building permit covers these matters. Confirm the status of each approval with the agency named in the permit or conditions, and tie the approval to the exact activity in the schedule.

How to tell whether work can begin today

Use a documented go/no-go review rather than relying on the fact that a permit number has been issued. Work can normally begin only to the extent that the following checks are satisfied under the AHJ’s rules:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The address, permit identifier, work description, and phase match the site and contract.
  • The field team has the complete current approved plan set and can identify the controlling sheets.
  • All listed conditions and prerequisite agency approvals for the planned activity are complete or expressly cleared to proceed.
  • The inspection card is posted or available as required, and the first required inspection can be scheduled at the correct stage.
  • Required special inspectors, testing agencies, or design professionals are engaged before their work is covered.
  • Any site-specific erosion, tree-protection, right-of-way, utility, fire, or environmental prerequisite is satisfied.

If one of these checks fails, limit activity to work that the AHJ and design team have confirmed is covered. Do not treat mobilization, material delivery, layout, demolition, excavation, or temporary utilities as automatically exempt; the permit and local rules determine what may proceed.

What to do when the plans or scope change

A change in layout, dimensions, materials, equipment, occupancy, structural system, egress, accessibility features, energy systems, or exterior work can change the approved scope. Pause the affected work and compare the proposed condition with the issued drawings and permit description.

  1. Describe the change precisely. Identify the sheet, detail, location, quantity, material, and reason for the proposed change. Include photographs or marked-up drawings when useful.
  2. Ask the responsible design professional for a code and document review. The designer can determine whether the change is consistent with the design intent and prepare revised documents when needed.
  3. Ask the issuing authority whether an amendment, revision, deferred submittal, or new permit is required. Get the answer through the department’s designated process, not solely through an informal field conversation.
  4. Hold the affected work until the required approval is accepted. Protect completed work from being covered if an inspection or revised approval is pending.
  5. Distribute the approved revision. Update the sheet index, field set, inspection plan, schedule, and subcontractor instructions; remove superseded sheets.

New York City guidance says to verify whether scope modifications need an amendment and notes that some minor variations may be allowed under its rules. That allowance is jurisdiction-specific and is not permission to generalize. A minor change in one city may require an amended permit elsewhere.

How to coordinate inspections and special inspections

Routine department inspections

Call for each inspection when the work is ready and still visible in the condition the inspector must evaluate. The inspection card or department instructions control the sequence. A failed inspection usually identifies corrections and a reinspection process; record the correction, responsible trade, completion date, and reinspection request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Special and progress inspections

Some projects require inspections by an approved special inspector or other designated professional in addition to ordinary department inspections. Read the permit conditions and approved documents for the item, frequency, qualifications, reporting, and submission path. Arrange the inspector before the relevant concrete, steel, fireproofing, soil, structural connection, or other work is concealed. A department inspection does not replace a separately assigned special inspection.

Final inspection and sign-off

Do not treat substantial completion as permit closeout. Portland describes calling for a final inspection after required inspections are approved. New York City’s closeout checklist also requires final sign-off. Confirm that correction notices are cleared, special-inspection reports are submitted, required tests are complete, and the department’s record shows the final status required for occupancy or use.

Common misreadings that cause avoidable problems

Misreading Why it is unsafe Better practice
“Issued” means every approval is complete. Separate agency approvals, conditions, and special inspections may remain. Read the conditions and verify each prerequisite with the named authority.
The permit description covers the whole contract. Permits can cover a phase, tenant area, trade, or defined scope only. Compare the contract and schedule with the permit and drawings line by line.
The most recent drawing in the project folder is approved. A later consultant revision may not have been accepted by the AHJ. Use the revision and approval identifiers on the issued set.
A scale ruler can resolve any drawing question. Graphic scale does not override written dimensions or authorize a deviation. Use written dimensions and ask the design professional about conflicts.
An inspection can be requested after work is covered. The inspector may be unable to observe the required condition. Schedule at the card’s stated stage and leave work accessible.
A small field change never needs approval. Change procedures differ by jurisdiction and the technical effect of the change. Ask the AHJ before installing the changed work.
A passed inspection closes the permit. Final sign-off and outstanding reports or corrections may still be required. Track the formal closeout status, not just individual passes.

A field-ready permit-reading checklist

Document control

  • Address, suite, parcel, permit number, and job number match the project.
  • Work description matches the phase and contract.
  • Approved sheet index, revisions, dates, and approval identifiers are recorded.
  • Superseded sheets are removed from active field sets.

Scope and conditions

  • Architectural, structural, civil, mechanical, electrical, plumbing, fire, and other applicable sheets are present.
  • Written dimensions, notes, schedules, and details have been reviewed.
  • Every condition, deferred item, and supporting document has an owner and due date.
  • Separate zoning, fire, utility, environmental, right-of-way, erosion-control, or tree-protection approvals are confirmed where listed.

Inspections and site readiness

  • Inspection card is displayed or retained as the local instructions require.
  • Routine and special inspections are mapped to the construction schedule.
  • Inspectors and testing agencies are engaged before relevant work is concealed.
  • Approved plans are available for inspector visits.
  • Final inspection, correction clearance, special reports, and sign-off are assigned for closeout.

Who should answer an unresolved permit question?

Use the right source for the right question. The issuing building department controls how its permit, inspection, amendment, and closeout procedures operate. The responsible design professional interprets the approved design, documents technical changes, and coordinates design-related responses. A special inspector or testing agency addresses its assigned inspection scope. Other agencies control their own approvals. A contractor or owner should not substitute a generic internet answer for a written direction from the authority that issued the permit.

When asking, provide the permit number, address, affected sheet and detail, photographs or marked-up plans, the proposed sequence, and the date the work must occur. Ask specifically whether the activity is covered, whether an amendment or separate approval is required, and what inspection must occur before the work is concealed. Keep the response with the permit log.

Jurisdiction differences you must preserve

Municipal examples illustrate the workflow but do not create a national permit standard. Phoenix’s review references approved preliminary site plans, project conditions, checklists, and applicable codes. Portland publishes requirements for recognizable plan sizes and scales, visible inspection cards, printed approved plans, and inspection sequencing. New York City’s materials emphasize approved scope, additional agency approvals, special or progress inspections, amendments, and final sign-off. Seattle and other authorities may use different labels, portals, posting rules, inspection names, or change procedures.

Use those examples to know what to look for, then follow the permit, adopted codes, and instructions of the AHJ for the actual property. If the permit record is incomplete, unreadable, inconsistent with the approved set, or missing a condition referenced by the reviewer, resolve that discrepancy before relying on it in the field.

Closeout: prove the permit is finished

At the end of construction, reconcile the field work with the final approved documents. Complete every department inspection and assigned special inspection, submit required reports, clear corrections, and request the final inspection through the local process. Obtain the required final sign-off or occupancy-related approval and retain the closeout record with the project documents.

A clean closeout file should show the permit identity, final approved drawings, inspection results, special-inspection reports, accepted revisions, condition sign-offs, and final status. That record helps the owner, tenant, future contractor, insurer, and AHJ understand what was actually approved and built.

Frequently Asked Questions

Do I need to keep approved plans on site?

Keep the approved plans available in the form and location required by the issuing authority. Portland instructs applicants to keep printed approved plans at the site for inspector visits, while another jurisdiction may specify a different format. Follow the actual permit instructions.

Can I start construction if the plans or scope changed?

Do not start the affected changed work until the responsible design professional and issuing authority confirm whether revised drawings, an amendment, a deferred submittal, or another approval is required. A minor-change allowance in one jurisdiction does not apply everywhere.

What does the permit inspection card mean?

It identifies inspections likely required during the project and, in Portland’s wording, what work needs to be done first. Use it to schedule inspections before work is concealed and to coordinate any separate special inspections.

Does an issued building permit cover zoning, fire, utilities, and environmental approvals?

Not automatically. The permit package may list separate approvals or conditions controlled by other agencies. Verify each prerequisite for the activity you plan to perform.
