Yes, you can still reach the Annapolis waterfront during construction, but the dependable route depends on the day, weather and the work zone in effect. Walk only on signed pedestrian paths; use the free downtown trolley when its weekend spring-and-summer service is running; look for the reported Magenta Shuttle Dock Street stop or weekend electric carts from Mills Hillman Garage; and treat a water taxi as a seasonal option that requires confirmation before you leave.
Construction is changing access around City Dock, Ego Alley and Dock Street in stages. City schedules are forecasts, not guarantees, so do not assume that a familiar entrance, boardwalk or dock is open without checking current City notices and signs when you arrive.

What is open, and what is under construction?
“City Dock” describes more than one place. The Dock Street business corridor, City Dock Park, the Ego Alley boardwalk and the Maritime Welcome Center have different construction milestones. A closure at one feature does not mean every downtown approach is closed.
The City of Annapolis said in an August 25, 2026 construction update that work was ahead of schedule. The following dates are the City’s projected milestones at the time of that release:
#1 Best Overall
| Feature or phase | City forecast | What it means for visitors |
|---|---|---|
| Barry Gate at the U.S. Naval Academy | Expected to reopen in December 2026 | Foot traffic is expected to return to the Dock Street business corridor through that connection. |
| Ego Alley boardwalk | Expected to reopen to pedestrians in March 2027 | The boardwalk itself remains subject to construction restrictions until the reopening. |
| City Dock Park and Maritime Welcome Center | Expected to open in July 2027 | These are separate from the wider Dock Street business area and have their own opening forecast. |
| Revised Phase Two plan | Expected from summer 2027 through spring 2028 | Limited closures are projected along Upper Dock Street, the top of Ego Alley and Compromise Street. |
| Overall project | Continuing into early 2028 | Access conditions can change as later work areas open or close. |
Because these are projected months rather than guaranteed completion dates, plan around the conditions posted for your actual visit. A route that worked last month may be redirected by fencing, utility work or a revised traffic pattern.
Is City Dock still reachable during construction?
In practical terms, visitors can still reach the surrounding downtown and business corridor, but no single route can be described as permanently open for every approach. The City has installed wayfinding banners on construction fencing along Upper Dock Street and has adjusted local circulator service to help visitors reach Dock Street.
Use the area’s signs as your final authority. Stay outside fenced work areas, obey temporary pedestrian crossings and do not step onto a closed boardwalk to reach Ego Alley. If your destination is a restaurant, shop or attraction on Dock Street, identify that business first: its entrance may be open even when City Dock Park, the boardwalk or another nearby feature is not.

Walking to City Dock
What walking is like during the work
Walking remains a practical way to reach downtown from nearby approaches, but the cited City information does not provide one verified pedestrian route from every garage, street or neighborhood. Construction fencing and temporary crossings can change the best path. Follow the City’s posted wayfinding banners and any temporary signs rather than relying on an old map or memory.
A safe walking procedure
- Check the current access notice before departure. Look for the City’s latest construction and visitor-access information for the date of your trip.
- Identify the exact destination. Decide whether you are going to a Dock Street business, the Ego Alley boardwalk, City Dock Park or the Maritime Welcome Center. They do not share the same construction status.
- Enter only through signed pedestrian approaches. If a familiar sidewalk is fenced, follow the marked detour instead of passing through a vehicle lane or work area.
- Use the banners on Upper Dock Street as orientation points. They are intended to help visitors navigate the construction fencing.
- Stop and reassess at every temporary crossing. A closed segment may require returning to the last signed junction and taking a different approach.
Accessibility and step-free travel
The available City material does not establish a single live, step-free route to every City Dock destination. If you need a guaranteed accessible path, contact the City or check its current access information before traveling and confirm conditions on site. Do not infer that a signed detour is step-free merely because it is marked for pedestrians; grades, curb transitions and temporary surfaces can change during construction.
Using the free downtown trolley
Published service window
The City’s Annapolis Current Free Trolley page describes Saturday and Sunday service from 11 a.m. to 5:30 p.m. during the spring and summer season. Vehicles loop approximately every ten minutes, and passengers can flag one down and ride at no charge. Verify the posted schedule for your specific date because the page’s seasonal window does not establish service on every day of the year.
Rank #2
Dock Street loop
The Dock Street loop connects Mills Hillman Garage, Dock Street businesses, the Naval Academy’s Barry Gate, Main Street and Market Space. This is the most directly relevant loop for visitors approaching from Mills Hillman Garage or wanting to reach the business corridor without walking the entire way.
Maryland Avenue loop
The Maryland Avenue loop links Gotts, Whitmore and Calvert Street garages with Maryland Avenue and State Circle. It can be useful when your parking approach is on the State Circle side of downtown, but you should still follow current pedestrian signs for the final segment to your destination.
Weather limits and the construction reroute
The trolley is open-air and will not operate during inclement weather, including heavy rain, snow, ice or temperatures below 40°F. The City says the temporary change from Eastport to City Dock is due to construction. That change is why an older route description may not match the current service pattern.
How to use it
- Confirm that your visit falls within the current Saturday-or-Sunday spring/summer service period.
- Check the day’s weather, especially if temperatures may fall below 40°F or precipitation is expected.
- Go to a signed stop or a visible point along the loop and flag down the trolley when safe to do so.
- Tell the operator your Dock Street, Main Street, Market Space or State Circle destination if you need help choosing the correct loop.
- After getting off, follow construction wayfinding to the specific business or attraction rather than assuming the nearest waterfront feature is open.
Magenta Shuttle and weekend electric carts
The City’s August 25, 2026 construction update says the free Magenta Shuttle was rerouted in March to add a dedicated Dock Street stop. The same update reports that electric carts ran from Mills Hillman Garage to Dock Street on weekends when weather permitted.
Rank #3
These services can fill the gap when walking is inconvenient, but the cited release does not give shuttle hours, a live timetable or a guarantee of daily operation. Treat the Dock Street stop and weekend carts as reported access measures, not as a reservation or a fixed departure promise.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPractical approach
- Ask at the garage or a clearly marked stop whether the Magenta Shuttle is operating that day.
- For the electric carts, confirm that weather and staffing allow service before depending on them for a time-sensitive appointment.
- Allow extra time to transfer from the drop-off point to your final destination because construction fencing may require a signed detour.
Taking a water taxi
Where and when it operates
The City’s Regional Travel information says Annapolis Harbor water taxis operate during warmer months and may board passengers at City Dock and other public or commercial shoreline destinations. That makes the service useful for shoreline-to-shoreline travel, but it is seasonal rather than a year-round guarantee.
How to confirm a trip
- Call the water-taxi dispatcher at 410-263-0033 before setting out.
- If you use marine radio, contact the service on VHF channel 68.
- Ask whether a boat can collect you at the intended shoreline, whether City Dock boarding is available on your date and what the expected operating window is.
- Confirm the fare directly. The City page cited here does not state a trip-specific schedule or fare.
- Keep a land-based backup, especially outside peak season or when weather may affect harbor operations.
Do not assume that a particular City Dock landing will remain usable throughout construction. The City describes boarding at City Dock, while the construction program and shoreline work can change. Dispatcher confirmation is the safest way to resolve that uncertainty.
Which option should you choose?
| Option | Best use | Operating information | Main limitation |
|---|---|---|---|
| Walk on signed routes | Short trips into the surrounding downtown or Dock Street business corridor | Use current wayfinding and temporary pedestrian signs. | Fencing and detours can change; no single verified route or universal step-free map is established. |
| Free downtown trolley | Weekend daytime travel between garages, downtown streets and Dock Street | Saturday and Sunday, 11 a.m.–5:30 p.m. in spring and summer; about 10-minute loops; free. | Open-air service stops for heavy rain, snow, ice or temperatures below 40°F; verify the date’s schedule. |
| Magenta Shuttle | Connecting to the reported Dock Street stop | City says a dedicated Dock Street stop was added in March. | The cited update gives no hours or live timetable. |
| Weekend electric carts | Short connection from Mills Hillman Garage to Dock Street | Reported by the City as operating on weekends when weather permits. | Not a guaranteed daily service; weather and availability can interrupt it. |
| Harbor water taxi | Scenic shoreline-to-shoreline travel or an approach from another harbor landing | Warmer-month operation; dispatcher 410-263-0033; VHF 68. | Seasonal, with no trip-specific schedule or fare stated on the City page; confirm the landing and service. |
For most visitors, the decision is straightforward: walk if the signed route is clear and your destination is nearby; choose the trolley when its weekend seasonal service fits your schedule; investigate the Magenta Shuttle or carts when starting at Mills Hillman Garage; and use the water taxi only after a dispatcher confirms the trip.

Planning for your visit date
If you are visiting before December 2026
Do not count on Barry Gate access being restored. Use the pedestrian route currently signed by the City and allow time to navigate around fencing near Upper Dock Street and the Naval Academy approach.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →If you are visiting between December 2026 and March 2027
The City forecasts Barry Gate’s reopening in December 2026, but the Ego Alley boardwalk is not forecast to reopen until March 2027. You may be able to use the Dock Street corridor while still being unable to walk the boardwalk.
If you are visiting after March 2027
Check whether the projected Ego Alley boardwalk reopening occurred as planned. City Dock Park and the Maritime Welcome Center have a later July 2027 forecast, so do not treat a boardwalk reopening as proof that those facilities are open.
If you are visiting during Phase Two
The revised Phase Two plan is projected to run from summer 2027 through spring 2028, with limited closures along Upper Dock Street, the top of Ego Alley and Compromise Street. Recheck the exact closure map or notice for your date because a “limited closure” can still affect the final block of your route.

The sidewalk you expected is fenced
Return to the last signed pedestrian junction and follow the posted detour. Do not walk through the work zone or improvise a crossing in traffic. Use a trolley, shuttle or cart connection if one is operating and you are near an indicated stop.

Check whether the day falls outside the spring/summer weekend window or whether weather has stopped the open-air service. Continue on the signed pedestrian route, ask about the Magenta Shuttle, or verify weekend cart availability at Mills Hillman Garage.
You need a water taxi at a particular time
Call 410-263-0033 or use VHF channel 68 before leaving your starting point. Ask about both the departure shoreline and the City Dock landing; a general statement that water taxis serve City Dock is not a reservation or a live operating confirmation.
You are meeting a business at “City Dock”
Get the street address or entrance name from the business. “City Dock” may refer to the wider waterfront, while the boardwalk, park and Welcome Center have separate construction schedules.
Why reaching the businesses matters
The City’s August 25, 2026 release emphasizes that continued customer visits are important to the waterfront businesses during the project. Mayor Jared Littmann said, “More than any grant or loan program can do, sustained sales will help these businesses survive and thrive.” Plan the route to the business you intend to visit, follow the temporary signs and allow extra time rather than treating a construction detour as a reason to abandon the whole waterfront.
Quick Recap
Final decision checklist
- Check the City’s current construction and access notices for your date.
- Confirm whether your destination is a Dock Street business, Ego Alley boardwalk, City Dock Park or the Maritime Welcome Center.
- Use signed pedestrian routes and never enter fenced work areas.
- For the free trolley, verify Saturday/Sunday spring-or-summer service and weather conditions.
