Most small construction companies enter federal work through a prime contractor rather than by contracting directly with an agency. To qualify, identify the North American Industry Classification System (NAICS) code that describes the subcontracted work, verify the size standard for that code (including affiliates when required), submit current and accurate business representations, make the company easy for primes to find, and then satisfy the prime’s trade, capacity, safety, insurance, bonding, licensing and contract-specific requirements.
You do not automatically need the same registration as a federal prime. The prime, the transaction and the subcontract terms determine whether you need a Unique Entity Identifier (UEI), full System for Award Management (SAM) registration or another onboarding step. Confirm those requirements before responding to an opportunity.

Understand the subcontractor route
The legal and commercial relationship is different from prime contracting. The U.S. Small Business Administration (SBA) explains that “Unlike prime contractors, subcontractors do not work directly with the government, but instead work for other contractors.” Read the SBA’s distinction on its Prime and subcontracting page.

A small firm may pursue subcontracts under a large prime’s small-business subcontracting plan. Being a subcontractor does not turn you into the federal awardee, and the prime remains responsible for administering its own contract and subcontracting plan.

Define the construction work you can actually deliver
Before looking for a notice, write a precise description of the work you can perform. A prime needs to match a subcontractor to a defined scope, place and schedule, not merely to a broad statement that the company is “in construction.”
Document your trade and project fit
- State the trade or trades you perform, such as concrete, electrical, plumbing, site preparation, roofing, structural work or another specialty.
- List the states, regions and travel distance your crews can cover, including any restrictions on remote or secure sites.
- Describe the project types and approximate sizes you have completed. Distinguish commercial, industrial, public, vertical and civil work where that difference affects fit.
- Identify available crews, supervisors, equipment, facilities and production capacity. Give realistic start dates and peak workload limits.
- Keep a project list with customer, location, scope, contract value or size, dates and your role. A prime may request references or performance records.
These facts are not a universal government form. Each prime decides what evidence it needs for a particular package of work, so organize the information in a format you can update quickly.
Separate capability from eligibility
A strong portfolio does not by itself establish small-business status, and a qualifying size status does not prove that you can perform a technically demanding package. Treat the legal representation, the trade qualifications and the delivery capacity as separate parts of your submission.
Use the NAICS code assigned to the subcontract
Small-business status for a subcontract is tied to the work being acquired, not automatically to the code you use most often. Under FAR Subpart 19.7, the prime determines the NAICS code that best describes the product or service acquired through the subcontract. Review the rule at Acquisition.gov’s FAR Subpart 19.7.
Ask which code governs before representing size
- Read the prime’s request for quotation, scope sheet or supplier instructions.
- Ask the buyer which NAICS code it has selected for your specific subcontract package if the documents do not state it.
- Look up the current employee- or receipts-based size standard for that code on SBA’s Size standards page.
- Compare your company’s measured size with that standard using the method SBA specifies for the code.
- Keep the code and standard in your internal bid file so the representation can be traced to the offer.
SBA size standards vary by NAICS code. Your primary NAICS code in a directory does not settle size status for every subcontract; the code assigned to the particular scope does.
Include affiliates when the rules require it
Affiliation can change the calculation. When SBA’s affiliation rules require related entities to be counted, evaluate the employees or receipts of the affiliates together rather than checking only the legal entity submitting the quote. Ownership, control and other relationships can be relevant, so obtain professional advice if the structure is complex. Do not represent the company as small until the applicable standard and affiliation analysis support that conclusion.
Make written representations current and accurate
For a subcontract covered by the small-business subcontracting rules, FAR 19.703 allows a prime, unless it has reason to question the information, to rely on a subcontractor’s written size and socioeconomic representations that are current, accurate and complete as of the offer date. That reliance makes stale or overstated information a serious contracting risk. The governing text is in FAR Subpart 19.7.

Build a representation control
- Record the date, NAICS code and size standard used for each offer.
- Review ownership, control, affiliates and receipts or employee counts when your company changes.
- Represent only socioeconomic categories for which the business is eligible. A directory entry or marketing label is not a substitute for the applicable program’s requirements.
- Give the prime a written response in the format it requests, and retain the submitted version with the quote.
- Tell the prime promptly if a change makes an earlier representation inaccurate.
Do not copy a prior proposal’s certification page without checking the new scope and offer date. The same company can be small for one NAICS code and not small for another.
Do you need SAM registration or only a UEI?
There is no single answer for every federal subcontract. SBA’s Get started with contracting guidance identifies full SAM registration as a prerequisite for prime contracting and discusses UEIs, NAICS codes and size standards. SBA also distinguishes transactions in which a UEI may be sufficient, such as certain sub-award reporting situations.
Confirm the requirement with the actual prime
- Ask the prime’s contracting or supplier-onboarding contact whether your subcontract requires an active SAM registration, a UEI only, or a record in the prime’s own portal.
- Ask whether the requirement applies before quote submission, before award, or before payment.
- Check the solicitation, subcontract template, agency supplements and any clauses the prime says will flow down.
- Use the exact legal name and address consistently across the information you provide.
- Do not assume that a UEI-only transaction authorizes you to bid directly to an agency, and do not assume that a prime’s internal vendor number replaces a federal identifier when one is required.
Registration status is a transaction-specific compliance question. The prime can tell you what its contract and payment systems require; the solicitation and flowed-down clauses control what must be performed.
Build a profile primes can find and evaluate
SBA recommends maintaining a complete Small Business Search (SBS) profile. Its Prime and subcontracting guidance identifies the practical elements buyers use to screen firms.
Recommended Free Tools
Complete the high-value profile fields
- Capability narrative: Describe the exact construction scopes, methods, crew size and geographic reach you offer. Lead with the work a prime is likely to buy.
- NAICS codes: List codes that accurately describe your services. Do not add unrelated codes merely to appear in more searches.
- Keywords: Use the terms a construction buyer would search for, including trade names, facility types and installation methods that genuinely apply.
- Performance history: Include completed projects, customer references and your role. Explain whether you were a prime, subcontractor or lower-tier firm.
- Eligible representations and certifications: Keep socioeconomic information current and supportable.
Review the profile whenever your service area, equipment, key personnel, ownership or eligibility changes. A precise profile can generate a lead, but the prime will still qualify you against the individual project.
Find federal construction subcontracting opportunities
Search SUBNet
SBA’s SUBNet subcontracting opportunities page is a place to view subcontracting notices posted by primes. Search by trade, location and solicitation details, then read every instruction in the notice. SBA notes that posting availability can change, so treat SUBNet as one source rather than a complete inventory.
Identify primes with subcontracting plans
Use SBA’s Directory of federal government prime contractors with subcontracting plans to identify primes whose federal contracts include small-business subcontracting objectives. Research each company’s supplier-registration page, outreach calendar and trade-specific contact process. A directory listing does not promise an opening or imply that the prime accepts unsolicited quotes.

Match outreach to a real package
Send a short, scope-specific introduction when you can show a fit. Include the trade, location, approximate capacity, relevant project examples, NAICS codes, representations requested by the prime and your preferred contact. Ask which onboarding documents and deadlines apply. A generic company brochure without a defined capability is harder for a buyer to route internally.
Pass the prime’s technical and responsibility review
Federal responsibility guidance at FAR 9.104-3 addresses a contractor’s ability to obtain the resources needed for performance. For a construction subcontract, the prime translates that principle into project-specific checks. The exact list depends on the trade, place, contract and solicitation.
Prepare evidence for the likely review areas
| Review area | What a prime may ask you to demonstrate |
|---|---|
| Technical scope | Trade qualifications, methods, drawings or specifications understood, licenses and named supervisors or specialists. |
| Capacity and schedule | Available crews, equipment, facilities, subcontracted support, production rates and ability to meet mobilization and milestone dates. |
| Safety and quality | Safety program information, incident or training records when requested, quality procedures and evidence of managing similar work. |
| Financial and commercial readiness | Insurance certificates, bonding capacity, payment terms, banking or financial information where the prime’s process requires it. |
| Past performance | Comparable project references, completion history, change-order experience and the customer’s contact information. |
| Site and security conditions | Licenses in the project jurisdiction, site access information, background or badging documents and compliance with labor or agency rules that flow down. |
This is a preparation framework, not a universal federal checklist. A prime may request less for a small purchase or substantially more for a secure, complex or high-value package. Never claim that a document is a government requirement unless the subcontract or solicitation says so.
Understand the construction limitations on subcontracting
FAR 52.219-14 is frequently misunderstood by prospective subcontractors. The current clause shown by Acquisition.gov with Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026, limits what a covered small-business prime may pay to non-similarly-situated subcontractors. Read the clause at FAR 52.219-14.
| Covered prime contract work | Maximum share payable to non-similarly-situated subcontractors | Materials |
|---|---|---|
| General construction | 85% of the amount paid by the government to the prime for the contract, under the clause’s calculation. | Cost of materials is excluded from the percentage calculation. |
| Construction by special trade contractors | 75% under the clause’s calculation. | Cost of materials is excluded from the percentage calculation. |
The percentages are prime-level limitations for covered awards, not a universal qualification threshold for every subcontractor. They do not mean that every subcontractor must personally perform 85% or 75% of its package, nor do they establish a general 15% or 25% self-performance rule for a firm seeking work under a prime. SBA’s Guidance for federal contracting officials provides additional applicability context.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAsk the prime whether the clause applies to the particular award, whether you are similarly situated under the contract’s definitions, and which costs it includes in its compliance calculation. The prime must manage the limitation; you should provide truthful information about your ownership, status and role so it can do so.
Compare subcontracting with pursuing prime awards
Neither path is universally better. Choose based on the work you can deliver, the compliance burden you can carry and the relationships you can build.

| Size determination | Use the NAICS code the prime assigns to your subcontract scope and apply the relevant standard, including affiliation rules. | Apply the NAICS code and size standard in the agency solicitation. |
| Opportunity discovery | SUBNet, prime directories, outreach and supplier portals. | Agency solicitations and federal contracting systems. |
| Proof of capacity | Meet the prime’s technical, schedule, safety, insurance, bonding and flow-down requirements. | Meet the agency’s responsibility and solicitation requirements, then manage the full award. |
Starting as a subcontractor can let a firm focus on a defined trade package while learning federal site, documentation and payment practices. It also means accepting the prime’s commercial terms, schedule controls and approval process. Read the proposed subcontract before committing.

Using the company’s primary NAICS code automatically
Problem: The firm sends a size representation based on its favorite or historical code without checking the package.
Correction: Ask the prime for the code assigned to the acquired work, verify the current SBA standard and document the calculation for that offer.
Assuming SAM is always required—or never required
Problem: The company either spends time registering for an irrelevant transaction or misses a prime’s required onboarding step.
Correction: Obtain the prime’s written instruction and compare it with the subcontract, solicitation and payment process. Distinguish a UEI-only transaction from authority to pursue a prime award.
Leaving representations unchanged for years
Problem: Ownership, affiliates, receipts, employees or socioeconomic eligibility has changed, but the old statement is reused.

- Scope the offer: Record the trade, location, project type, approximate value or quantity, schedule and your role.
- Validate size: Confirm the NAICS code, current SBA standard and any required affiliate analysis.
- Prepare representations: Sign only statements that are current, complete and accurate on the offer date.
- Update visibility: Refresh the SBS profile, capability narrative, keywords, NAICS codes and performance history.
- Find a buyer: Search SUBNet and the SBA prime-contractor directory, then follow the identified prime’s own procedure.
- Confirm identifiers: Ask whether the transaction requires a UEI, SAM registration or a prime-specific vendor record.
- Assemble proof: Gather licenses, insurance, bonding information, safety and quality materials, references, crew and equipment details requested for the scope.
- Read the subcontract: Check flow-down clauses, payment terms, schedule, change procedures, site rules and any applicability of FAR 52.219-14 before signing.
Recheck official pages and the actual solicitation whenever you bid. SBA size standards, opportunity postings and contracting guidance can change, and the FAR clause cited above is current as displayed with FAC 2026-01 on March 13, 2026.
