Contact the road-project contractor or public agency before work reaches your entrance. Give them a written description of vehicle, pedestrian, delivery, emergency and accessibility needs, then request the phase schedule, advance notice of changes and the project’s plan for keeping the entrance usable or providing a safe temporary route. Do not place cones, barricades or signs in a public work zone yourself; ask the project team to manage traffic control under its approved plan.
Why driveway access must be handled as a project-planning issue
A driveway affected by road work is not merely a private maintenance problem. Excavation, paving, utility work, lane shifts and temporary closures change how residents, visitors, delivery drivers and emergency responders reach the property. The responsible contractor and road agency need those impacts in their traffic-control and communication plans.

Federal Highway Administration (FHWA) training says residential access should be maintained where possible and residents should be kept informed as a project begins and progresses. For work that significantly affects a neighborhood, the transportation management plan should include ways to inform residents and limit how long access is disrupted. See the FHWA Module 5 training workbook.
The Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, Part 6, dated December 2023, treats safety and accessibility as high priorities in temporary traffic-control zones. It calls for a plan proportionate to the work’s complexity, qualified oversight when the plan changes, clear guidance for road users, and assessment of the needs of abutting residents and property owners.

Those documents are planning guidance, not a promise that every driveway will remain open or that a temporary entrance will be built. The project team must decide what is feasible at the site and what local requirements apply.
Start with the project contact, not a hardware purchase
Look for the project sign, mailed notice, public-agency webpage or neighborhood bulletin. Identify both the public agency and the contractor or project manager. A sign may list a general information number rather than the person who controls daily access; ask for the access or traffic-control contact if the first person cannot answer.
Make contact before the phase that affects your entrance begins. Written communication creates a common record of your needs and the response. If construction is already underway, contact the project immediately rather than attempting to move barriers or direct traffic yourself.
- Identify the work and property. State the project name or road segment, the property address and which entrance is affected. Include a photo or simple description if several driveways look alike.
- Describe essential movements. Explain ordinary vehicle trips, pedestrian access, deliveries, school transportation, mobility-device use, caregiver visits and emergency access. State any timing that matters, such as a daily medical trip or a delivery that cannot use a narrow route.
- Request the phase schedule. Ask when each activity will reach the entrance, whether access will be continuously available, temporarily restricted or shifted, and the expected duration of each restriction.
- Ask how changes will be announced. Request advance notice for phase changes, overnight work, paving, concrete placement and any closure that differs from the announced sequence. Obtain the name and contact method for updates.
- Ask for a site-specific access arrangement. If the normal entrance will be obscured or unusable, ask whether a temporary entrance, alternate access point, clear wayfinding or another accommodation is appropriate for the site.
- Confirm the response in writing. Send a short message summarizing what you understood, including dates, route, restrictions and the contact responsible for corrections.
FHWA’s Work Zone Impacts Management Strategies describes project-level options such as relocating an access point or clearly signing an obscured entrance. It also emphasizes matching strategies to the project type, traffic conditions, anticipated impacts, constraints and construction phasing. These are possible planning measures, especially in business-access situations; they are not an automatic entitlement to a particular driveway treatment.
Give the team an access brief it can act on
A vague request to “keep the driveway open” may not tell the crew what safe access requires. Provide a concise access brief with facts that can be checked against the staging plan.
Vehicle information
- How many household vehicles normally use the entrance and whether any are unusually wide, long or low.
- Whether a moving van, fuel delivery, waste collection vehicle or other large vehicle must reach the property.
- Whether vehicles need turning space rather than simply a narrow passage.
People and mobility needs
- Whether residents walk from the street, use a wheelchair, walker, cane or other mobility device, or need a level, firm route.
- Whether children, older adults, visitors or caregivers use the entrance at predictable times.
- Whether a temporary route would require crossing moving traffic, loose aggregate, a trench or a steep grade.
Deliveries and emergency access
- Regular delivery windows and any delivery that cannot be left at the street.
- Where an ambulance, fire apparatus or other emergency responder would approach if the usual entrance is blocked.
- Any gate, keypad, narrow bridge, drainage crossing or other feature that limits an alternate route.
Do not disclose more personal information than the project needs. Describe the functional requirement—such as a firm, step-free passage—rather than assuming a particular product or construction method.

Understand what may happen in each construction phase
Ask the project contact to explain access phase by phase. A route that works during earthwork may not be available during paving or curing. The following framework helps you compare the proposed arrangement without assuming that one solution fits every site.
| Phase or condition | What to confirm | Potential project-managed response |
|---|---|---|
| Work beside the roadway while the driveway remains physically open | Safe separation from equipment, pedestrians and moving traffic; hours when trucks enter or leave | Maintain the existing entrance with clear guidance and monitored work-zone changes |
| Normal entrance temporarily obscured | How visitors will find the property and whether the route remains usable for all residents | Clear wayfinding or an alternate access point, as site conditions allow |
| Excavation, grade change or materials across the entrance | Exact start and end times, surface condition, vehicle limits and pedestrian route | A temporary entrance or other engineered accommodation selected by the project team |
| Paving, concrete placement or curing | When vehicles must stay off the surface and how deliveries or emergency access are handled | Advance notice and a planned alternate route or timing arrangement |
| Full or partial closure unavoidable | Length of interruption, notice of extensions and who can authorize a change | Phased closure, alternate access or another measure documented in the traffic-control plan |
The project may not be able to provide uninterrupted vehicle access during every operation. Your objective is a clear, safe and accessible arrangement for each phase, with a named person responsible for updates.
Check safety and accessibility before accepting a temporary route
Walk through the proposed route in the same conditions in which it will be used. A route can be technically open yet unsafe or unusable for a resident with a disability, a child, a delivery driver or an emergency responder.
- Continuity: Can vehicles and pedestrians reach the property during the specific phase, or is there a gap at a trench, curb, gate or work shift?
- Surface and grade: Is the path stable and reasonably level for the people and vehicles that need it? Ask how loose material, mud, standing water or an abrupt edge will be managed.
- Separation: Are people protected from moving traffic, reversing equipment, open excavations and stored materials?
- Visibility: Can a first-time visitor identify the route at night or when the normal entrance is hidden?
- Emergency movement: Can responders locate and use the route, and does the arrangement change outside normal crew hours?
- Accessibility: Does the route support the mobility devices and assistance needs you described without forcing a dangerous crossing?
If a proposed route fails one of these checks, describe the specific obstacle—such as a missing curb transition, an impassable trench crossing or a sign that directs drivers into equipment—and ask for the project’s traffic-control or accessibility contact. The MUTCD requires attention to safe and accessible movement and qualified oversight of changes to temporary traffic-control plans; it does not authorize a resident to redesign the work zone.
Do not install traffic-control devices in the public work zone yourself
Cones, channelizers, barricades, signs and barriers can change how drivers and pedestrians interpret a work zone. An item placed by a homeowner may conflict with the approved traffic-control plan, block sight lines, create a trip hazard or direct vehicles into an unsafe path. Ask the contractor or agency to supply, place and maintain any device needed for the project.

If construction blocks the driveway or the promised route is unsafe
When the entrance is unexpectedly closed
Stay out of the active work area. Photograph the condition from a safe location, note the time and contact the project’s access representative or public agency. State whether the problem prevents vehicle access, pedestrian access, emergency access or an accessibility need, and ask what route is authorized now and when the condition will be corrected.
When a temporary entrance does not work
Explain the functional failure rather than arguing about a specific device. For example, say that a wheelchair cannot cross the loose surface, that a delivery vehicle cannot make the turn, or that the route is hidden after dark. Request an on-site review by the person responsible for traffic control or accessibility and ask for written confirmation of the revised arrangement.
When access changes repeatedly
Keep a dated log of each change and the notice you received. Send a concise summary to the project contact and the agency, identifying the phase, the promised arrangement and the actual condition. Ask who has authority to approve a correction and how future changes will be announced.

Document the entrance and communications
Documentation helps the project understand conditions and preserves a factual record if you later need to ask about damage or a local remedy. Before work reaches the driveway, photograph the approach, pavement edge, curb, drainage features, gate, retaining elements and visible landscaping. Use the same viewpoints after each major phase. Keep originals with their dates rather than relying only on edited images.
Save notices, emails, text messages and call notes. A useful log records:
- Date and time of the contact or site condition.
- Name, role and organization of the person contacted.
- What access was promised, for which phase and for how long.
- What actually happened, including the location of an obstruction.
- Photographs or other documents you supplied.
- The requested correction, response and next follow-up date.
The cited federal guidance does not establish a particular damage-claim process, compensation rule or notice period for your property. Ask the responsible agency or jurisdiction how to report pavement, curb, drainage, landscaping or other damage, which deadlines apply and what evidence it requires. Do not assume that documenting a condition guarantees payment.

Questions to ask at the first project contact
Use these questions to turn a general notice into an actionable access plan:
Free tools Windows power users keep installed

- Which phase will affect this entrance, and what are the planned start and finish dates?
- Will vehicles, pedestrians and mobility-device users have continuous access during each phase?
- If access moves, where exactly is the alternate entrance and how will it be identified?
- What conditions would close the route temporarily, such as excavation, paving or curing?
- How much advance notice will residents receive if the sequence or duration changes?
- Who is the day-to-day access contact, and who is the agency contact for unresolved problems?
- How will emergency responders be informed of the route?
- Who will inspect and maintain the temporary route, signs and separation from traffic?
- What should a resident do if the route becomes unsafe outside normal working hours?
- How should damage or a missed access commitment be documented and reported under local procedures?
Ask the contact to identify assumptions that could change—for example, weather, utility conflicts or a revised staging sequence—so you know which events trigger a new notice.
How federal guidance fits with local rules
The MUTCD is a national reference for temporary traffic control, but the exact requirements governing a particular street depend on the responsible jurisdiction, project funding and local permits. FHWA’s regulation page states that the Work Zone Safety and Mobility and Temporary Traffic Control Devices Rules were published on November 1, 2024, with an effective date of December 2, 2024; the relevant subpart is described as applying to Federal-aid highway projects. That scope should not be generalized to every municipal or private road project. See FHWA Regulation and Policy.
Local officials or the project agreement may control questions such as required notice, legal access rights, permitted working hours, responsibility for a private approach and the process for a damage claim. Ask the agency or jurisdiction for those answers rather than relying on a general online statement. If the project is on a private road, a homeowners’ association property or a driveway shared with neighbors, also identify the party authorized to coordinate access for that road.
Common mistakes that create more risk
Waiting until the driveway is already closed
Late notice leaves fewer options for staging and deliveries. Contact the project when you first see the notice or sign, even if the scheduled phase appears weeks away.

Accepting “it should be open” without a phase plan
Access can change several times in one block. Ask what happens during excavation, material placement, paving and curing, and request notice of changes.
Putting out personal cones or signs
Unapproved devices can contradict official directions and expose people to traffic or equipment. Report a missing or confusing device to the project team instead.
Assuming a temporary entrance is guaranteed
FHWA identifies temporary entrances, relocated access points and clear signs as possible strategies, but suitability depends on the site, project plan and local authority. Ask for an evaluation rather than promising yourself a particular accommodation.
Leaving an access problem undocumented
A dated description and photograph give the agency something specific to investigate. Record the condition and the response while events are fresh.
A simple decision framework for comparing proposed arrangements
When the project offers more than one route or schedule, compare each option against the same five questions:
| Criterion | What a satisfactory answer addresses | Warning sign |
|---|---|---|
| Continuity | Whether the property remains reachable by the required users in every phase | A route is described only for normal work hours or only for vehicles |
| Duration | Start, expected end and notice of an extension | No phase dates or no contact for schedule changes |
| Safety and accessibility | Stable movement, separation from work and usable passage for people with disabilities | A trench, steep grade, loose surface or traffic crossing is left unresolved |
| Clarity | Wayfinding for residents, visitors, deliveries and responders when the usual entrance is hidden | Drivers must guess which opening is active |
| Responsibility | A named contractor or agency person who can correct conditions | Residents are told to manage devices or find a solution themselves |
Choose the arrangement that the project can describe, maintain and update—not merely the one that looks open at the moment you inspect it.
What a well-managed access plan looks like
A workable plan identifies the affected entrance, maps each construction phase, states whether access is open or shifted, and explains the route for vehicles and pedestrians. It provides advance notice of changes, clear wayfinding when the normal entrance is obscured, and a contact who can respond to an unsafe condition. It also considers emergency movement and accessibility rather than treating them as afterthoughts.
Recommended Free Tools
Your role is to supply accurate needs, review the proposed route, report specific failures and keep a written record. The contractor and agency remain responsible for implementing traffic control under the project plan. If the arrangement cannot meet a stated need, escalate through the project manager and the responsible public agency, then ask what local administrative or legal process applies.
Practical takeaway
Protecting a driveway during nearby road construction starts with early, specific communication. Identify the project contact, describe every required kind of access, obtain the phase schedule and notice procedure, and ask the team to evaluate a temporary entrance or alternate route if the normal one will be hidden or unusable. Check the proposed route for safety and accessibility, never add your own traffic-control devices, and document promises, changes and damage. Federal guidance supports this planning approach, while the local agency must answer the questions of legal access, notice and claims for your particular project.
