A compliant framework bid starts with the rules, not the method statement. Confirm which procurement regime applies, establish whether you are seeking a place on a framework or competing for a call-off, then turn every instruction into an owned check. Your response must satisfy mandatory participation conditions, answer each scored criterion in the published order, reconcile its programme and price with the promised delivery, and reach the required portal before the stated deadline.
This guide is UK-centred and focuses on frameworks and call-offs under the Procurement Act 2023 (PA23). Scotland, Wales, Northern Ireland, utilities, defence, below-threshold work and older frameworks can have different rules. The live notice, framework agreement, invitation, schedules, clarifications and applicable legislation always control your particular bid.

A framework place is not a project award
Section 45(2) of the Procurement Act 2023 defines a framework as a “contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers.” A successful framework tender gives your organisation access to a future purchasing route; it does not promise a construction project, volume of work or revenue.
Later contracts, known as call-offs, are awarded under the framework’s stated mechanism. A call-off may be made through a competition between framework suppliers or, where the framework permits it and the circumstances are defined, without a further competition through an objective allocation method. For a competitive selection, the authority must use some or all of the framework award criteria, refined only as the Act and framework documents allow.

Read the correct document for each stage
| Stage | Documents to control your response | What you are trying to secure | What is usually evaluated |
|---|---|---|---|
| Joining a framework | Framework notice, procurement documents, lot descriptions, framework terms, schedules and pricing instructions | Admission as a supplier for one or more lots | Participation conditions, technical capability, quality responses, commercial offer and any published award criteria |
| Competing for a call-off | Call-off invitation, scope, specification, call-off terms, selection instructions, schedules and formal clarifications | The specific works contract | The criteria and weighting established by the framework and refined in the invitation, plus any permitted call-off conditions |
| Direct or objective call-off | Framework allocation rules, order form, scope and any conditions of participation | An order placed under the framework without a mini-competition | Compliance with the objective mechanism and contract-specific requirements |
The Government Commercial Function’s Framework Practice Guide says users should verify the regulatory regime before making a call-off. Do that even when your business already holds a place: a legacy framework may have been established under an earlier regime, and its own terms may continue to govern awards.
Confirm regime, scope and eligibility before spending bid time
Identify the legal route
Look in the notice and procurement pack for the legislation and procedure named by the authority. Record whether the opportunity is under PA23, an earlier procurement regime, or a special regime. Do not assume that a familiar portal, authority or framework name tells you which rules apply. Keep the applicable legislation, framework terms and current government guidance together in the bid record.
Check the opportunity fits your business
- Work type: confirm that the lot covers the construction, refurbishment, civil engineering, maintenance or specialist services you actually deliver.
- Geography: check regions, sites, travel expectations and any local delivery requirements.
- Supplier category: establish whether the lot is open to your size and type of organisation, including any specialist or subcontractor provisions.
- Capacity: test the stated workload, programme, mobilisation date, personnel, plant, supply chain and concurrent-project assumptions against real availability.
- Experience: verify that you can evidence the required project values, complexity, sectors, dates and client references in the specified form.
- Commercial fit: review insurance, warranties, liability, payment, retention, bonds, performance requirements, indexation and termination provisions before committing to a response.
For a call-off, check the additional conditions of participation expressly allowed by the framework. A buyer may, for example, ask for a contract-specific insurance level or other capability check. Treat each condition as a gateway: a strong narrative cannot cure a missing mandatory document.

Make a disciplined bid/no-bid decision
A realistic decision protects delivery capacity and prevents a rushed, non-compliant submission. The Government Commercial Agency supplier guidance recommends asking whether the bid can realistically be won and delivered, whether the team has the skills and time, what competitive advantage exists, and whether minimum requirements are met. The Construction Playbook also says procurement effort should be proportionate to the opportunity’s size and complexity; unnecessary complexity can reduce bidder participation.
| Question | Evidence to inspect | Decision trigger |
|---|---|---|
| Can we pass every gateway? | Legal, financial and technical participation conditions; declarations; certificates; insurance and accounts | Any condition that cannot be met in the required form or by the deadline is normally a no-bid unless the authority formally changes it |
| Can we deliver the work? | Scope, programme, site constraints, resource plan, plant, supply chain and mobilisation requirements | Do not bid on a promise that depends on unavailable people, unconfirmed subcontractors or unrealistic production rates |
| Can we prove our claims? | Comparable projects, references, competence records, outcomes, safety and quality data | Replace generic assertions with verifiable evidence or mark the gap for clarification |
| Can we fund and price it? | Pricing schedule, payment terms, bonds, cash-flow exposure, inflation rules and commercial risk allocation | Escalate unmanageable risk before drafting; do not hide it in an unexplained contingency |
| Is the effort proportionate? | Response length, number of lots, clarification window, specialist inputs and internal review time | Proceed only when the bid team can complete, check and submit a compliant response |
Write down the decision, assumptions, owner and date. If the opportunity covers several lots, make a separate decision for each lot rather than allowing an attractive project description to obscure a poor fit.

Turn the tender pack into a compliance matrix
Create the matrix before writing prose. Use one row for every requirement, question, schedule, declaration and procedural instruction. Copy the authority’s wording and clause reference so a reviewer can trace each response to its source.
| Matrix field | What to record |
|---|---|
| Source | Document name, version, page or clause and any formal clarification that changes it |
| Requirement type | Mandatory instruction, participation condition, scored award criterion, pricing item, contract commitment or information request |
| Response method | Portal field, template, upload, declaration, spreadsheet, signed form or prescribed file format |
| Assessment | Weighting, pass/fail threshold, sub-criteria, scoring descriptors and any stated minimum score |
| Evidence | Project reference, CV, certificate, policy, programme, calculation, drawing, risk record or supplier confirmation needed |
| Owner and reviewer | Named contributor, commercial or technical reviewer and final approver |
| Limit | Word, page, character, file-size, table or attachment limit, including whether headings and captions count |
| Status | Not started, drafting, evidence requested, reviewed, approved and submitted |
| Deadline | Internal evidence date, review date, clarification cut-off and portal closing time with time zone |
At minimum, include supplier declarations and core information; legal, financial and technical conditions; lot, geography and experience requirements; quality and technical questions; pricing schedules and adjustment rules; insurance, warranties and performance commitments; social, environmental and safety requirements; clarification instructions; naming conventions; submission route; and the final deadline.
Keep gateways separate from scored answers
Participation conditions test whether your organisation has the legal and financial capacity or technical ability to perform. Award criteria score the tender you submit. A polished method statement does not compensate for an omitted accounts form, expired certificate or failed experience threshold. Mark gateway items in a distinct colour or filter and obtain a separate sign-off for them.
Build substantiated evidence before drafting
For every material claim, identify the record that proves it. Useful evidence can include:
- Comparable construction projects with client, value, dates, scope, complexity and your precise role.
- Named project, design, commercial, quality and health-and-safety personnel with relevant competence and availability.
- Programmes, mobilisation plans, logistics arrangements and interfaces with occupants, utilities or other contractors.
- Risk registers, temporary-works controls, design reviews, permits, inspection and test plans, and change-control procedures.
- Quality, environmental and safety systems, incident-learning records and supply-chain assurance.
- Measured outcomes requested by the question, such as programme performance, defects, waste, carbon, social value or client satisfaction.
- References or certificates in the exact format and time period specified by the buyer.
Explain what your team did, how that work relates to this lot or call-off, and what the authority can reasonably infer about future delivery. Do not claim a certification, performance percentage, named person’s availability or client outcome that your records cannot verify. If evidence is confidential, identify the permitted redaction or alternative proof rather than inventing a number.

Draft answers to the published assessment method
Mirror the question and its scoring logic
Use the tender’s question order and terminology. If the authority supplies sub-questions or scoring descriptors, use matching subheadings so assessors can locate the answer. Do not assume that a familiar quality format, such as a particular acronym, is required unless the pack says so.
Free tools Windows power users keep installed
One-click scans. No signup required.
- Answer the requirement first. State the proposed outcome or control in the opening sentence, using the authority’s terminology.
- Describe the method. Set out sequence, interfaces, resources, records, hold points and escalation routes rather than a generic policy statement.
- Name responsibility. Identify the role accountable for each activity and how management will check it.
- Apply it to this work. Refer to the lot, site, programme, constraints, stakeholders and outcomes in the invitation.
- Prove it. Add a concise, relevant project example or document reference and explain the result.
Allocate words to the marks or weighting where the pack provides them. Put the highest-value, best-evidenced material first; remove company history that does not answer the criterion. Respect the exact word, page and file limits. An authority may disregard a tender that breaches a stated procedural requirement, including a prescribed word count.
Make delivery promises operational
Replace “we will manage risk proactively” with the action, owner, timing and record: for example, who maintains the risk register, when it is reviewed, what triggers escalation, and how the authority receives the decision log. Link the method statement to the programme, inspection plan, logistics plan and supply-chain commitments so the answer can be priced and delivered.
Reconcile price, programme and contract commitments
Technical, commercial and delivery sections must describe the same deliverable. Conduct a cross-check in which the estimator, project lead and commercial reviewer compare:
- Quantities, specifications, exclusions and interfaces against the scope and drawings supplied.
- Labour, plant, materials, preliminaries, overhead, risk allowances, fees and taxes against the pricing schedule.
- Milestones, access dates, shift patterns, design responsibility and commissioning activities against the programme.
- Named staff, subcontractors and suppliers against actual availability and procurement lead times.
- Risk controls, insurance, bonds, warranties, defects obligations and performance measures against the contract terms.
Complete the buyer’s schedules exactly as instructed. Put assumptions only in the permitted section and form; do not bury qualifications in a narrative answer or attach an alternative commercial offer when the rules prohibit it. Check any framework pricing mechanism, ceiling, discount, indexation or refresh rule in the documents. There is no universal rule that the lowest price wins or that a particular price weighting applies: the invitation’s evaluation method governs.

It can support estimating practice, but it is not a substitute for the live procurement documents or current procurement law.
Use clarifications and independent review properly
Ask through the formal route
Submit questions through the named portal or contact channel before the stated cut-off. Quote the document and clause, describe the ambiguity precisely, and avoid revealing your pricing strategy or confidential solution unnecessarily. Record the answer and every issued addendum in the matrix. Recheck affected responses, schedules and calculations after each formal update.
Informal conversations do not amend the procurement documents. Treat only the authority’s published clarification or formal amendment as controlling, unless the pack expressly provides another mechanism.
Use a reviewer who did not draft the answer
Give the reviewer the final pack, matrix and evidence folder, not just a polished narrative. Ask them to:
What’s actually slowing this PC down?

- Trace every mandatory item to a completed response, attachment and signature.
- Check that each scored answer addresses the criterion and assessment method directly.
- Test names, dates, project values, certificates, references and calculations against source records.
- Compare programme, staffing, supply chain, risk controls and price for contradictions.
- Confirm word counts, page limits, file formats, naming conventions and portal fields.
- Check that assumptions and qualifications appear only where the instructions permit.
Submit correctly and preserve the record
- Complete the portal account, supplier profile and declarations early; resolve validation errors before the final day.
- Use the required file types, naming conventions, signatures, encryption or version labels.
- Upload the response, pricing schedules, evidence and every required attachment; open the uploaded files to confirm they are readable and complete.
- Allow time for large-file transfer, portal throttling, authentication problems and receipt processing.
- Review the portal’s final summary against the matrix, including optional-looking fields that are actually mandatory.
- Submit before the stated date and time, noting the time zone. Do not rely on an upload that is still processing at the deadline.
- Save the confirmation, receipt number, submitted files, hashes or version records, final pricing workbook and the clarification log.
The authority’s competitive tender guidance expressly warns that a bid may be disregarded for procedural breaches such as lateness or exceeding a word limit. A saved receipt and immutable copy of what you submitted are therefore part of bid governance, not administrative extras.

Common failure modes and recovery actions
| Failure | Why it damages compliance | Recovery before submission |
|---|---|---|
| Writing before reading all schedules | A later instruction, attachment or clarification can contradict the draft | Freeze drafting, version the complete pack and rebuild the matrix from the controlling documents |
| Confusing a framework place with guaranteed work | The response may promise capacity or revenue that the framework does not provide | Describe access and capability accurately; assess call-off demand as an opportunity, not a commitment |
| Blending gateway and quality responses | A persuasive answer can hide a missing pass/fail condition | Run a separate participation-condition checklist and obtain evidence sign-off |
| Generic company prose | Assessors cannot see how the method meets this authority’s scope or outcome | Replace background text with role, action, timing, record and relevant project proof |
| Unsupported metrics or credentials | An unverifiable claim creates credibility and contractual risk | Verify against records, qualify the evidence accurately or remove the claim |
| Unpriced promises | Programme, staffing or social-value commitments may be impossible at the submitted price | Reconcile narrative, resource plan, risk allowances and schedules with the delivery lead |
| Hidden assumptions | The authority may evaluate a different scope or treat the bid as non-compliant | Place assumptions only in the permitted field and ask a formal clarification where needed |
| Last-minute upload | Portal, file or authentication failure can make a complete bid late | Set an internal submission deadline and retain a receipt and final file set |
Compare frameworks or lots on evidence, not reputation
If you can pursue more than one framework or lot, use the documents to compare the following dimensions:
| Comparison axis | Questions to answer |
|---|---|
| Scope and geography | Does the lot cover your actual construction disciplines, project size, region and site constraints? |
| Eligibility | Can you meet every legal, financial, technical, insurance and capacity condition in the required form? |
| Term and call-off route | How long does the framework run, who may use it, and are awards competitive, objective or both? |
| Assessment | Can you produce strong, specific evidence for the stated criteria, thresholds and weightings? |
| Pricing and risk | Are rates, fees, adjustment rules, payment, liability, bonds and warranties acceptable? |
| Effort and capacity | Can your team prepare, review and submit without compromising live projects? |
| Strategic fit | Does the framework permit the kinds of call-offs, clients and delivery models you want? |
Official material explains framework structures and lots but does not establish a universal ranking or win probability. Make the decision from each opportunity’s current documents, your evidence and your delivery capacity.
UK scope, currency and further guidance
The Government Commercial Function states that a large proportion of UK public procurement spending—about £400 billion in its 2026 Framework Practice Guide—is channelled through frameworks. That figure covers public procurement overall, not construction-only expenditure, and should not be used as a forecast of work available on any particular framework.
