How to Plan Temporary Classrooms During a School Building Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan temporary classrooms as a decant and construction-logistics package, not as a last-minute purchase of cabins. Start with the construction sequence and a room-by-room accommodation schedule; decide whether a phased on-site decant or an off-site relocation is safer and more workable; then prove the site, secure approvals, procure the complete life-cycle service, commission the facilities and plan their removal before pupils move in.

This approach keeps teaching operating while demolition and construction proceed, while making safeguarding, accessibility, fire safety, traffic, utilities and reinstatement explicit responsibilities.

1. Set the decant strategy against the construction programme

Temporary accommodation only works when it matches the main project’s sequence. Put enabling works, demolition, new-build stages, service commissioning, handover and removal on one programme. Show when each existing room becomes unavailable and when each temporary room must be ready. A Northern Ireland procurement notice illustrates the scale possible: an approximately 2,500 m² modular village supporting decant phases into and out of the village, phased demolition, new construction, equipment transfers, commissioning and removal after completion.

Build the phase-by-phase demand

For every phase, count pupils and staff and identify the rooms and non-teaching functions that must remain available:

Compare on-site and off-site options using the same tests

Decision factor On-site phased decant Off-site decant
Educational continuity Usually keeps pupils in their catchment and avoids a daily transport operation. Requires a complete relocation plan and dependable transport or walking arrangements.
Construction interface Uses school land and demands strict separation between pupils and works. Gives the contractor a cleaner site and reduces the live-site interface.
Land and facilities Consumes some play, parking, circulation or community space. Needs a suitable site with temporary utilities, safeguarding arrangements and enough teaching and outdoor provision.
Risk to assess Construction traffic, deliveries, cranes, hoardings, dust, noise and emergency access beside an operating school. Travel time, traffic exposure, community impact, lease or land availability and the reliability of a second location.

Score both options for total cost, programme duration, educational disruption, safeguarding and traffic risk, planning feasibility, utilities, weather resilience, accessibility and reversibility. Do not select on the module hire price alone. The lowest capital quote can become the most expensive option if it requires long transport contracts, extensive ground works or a second set of services.

2. Write an accommodation brief that describes a school, not a row of boxes

Create a room schedule before requesting prices. For each space, state occupancy, area and use; furniture and loose equipment; ICT and telephony; storage; acoustic privacy; ventilation; thermal comfort; daylight; power and data; cleaning; maintenance; security; and accessibility. DfE employer’s requirements provide a technical manual, pattern book, schedule of places and schedule of spaces for school projects. DfE’s design collection addresses acoustics, fire safety, ventilation, thermal comfort and indoor air quality.

Include specialist and inclusive provision

Generic classrooms do not replace a laboratory, practical room or SEND base. State the specialist loads, sinks, worktops, extract requirements, robust finishes, quiet rooms and sensory or medical needs that apply. Identify rooms requiring acoustic privacy for confidential conversations and rooms where hearing support, visual alarms or controlled lighting is necessary.

Define the technical baseline

Ask the design team and supplier to identify the building regulations, accessibility standards, fire strategy, electrical and mechanical standards that apply in the project’s jurisdiction. Confirm:

  • Finished floor levels, ramps, handrails and accessible thresholds.
  • Accessible toilets, sanitary capacity and changing or medical facilities where required.
  • Accessible evacuation routes, refuge arrangements and evacuation equipment.
  • Audible, visual or hearing-loop alarm provisions.
  • Safeguarding sightlines, staff supervision points and secure storage.
  • Heating, cooling, ventilation rates, indoor-air-quality monitoring and controls.
  • Lighting levels, glare control, acoustic separation and reliable data and power.

Set measurable acceptance criteria in the brief. For example, require a documented ventilation test, alarm test, temperature-control demonstration, accessibility inspection and defects list before occupation rather than accepting a supplier’s general statement that a module is compliant.

3. Test the site before committing to modules

Prepare a constraints plan and survey the proposed compound. DfE guidance calls for safe and inclusive access, parking and turning, active travel, environmental assessment and fire-risk planning. Its wording is direct: “When siting temporary buildings, responsible bodies need to be mindful of maintaining sufficient parking and turning areas, safe and inclusive access, and active travel opportunities.”

Check movement and separation

  • Provide a continuous, accessible pupil route from arrival points to every temporary room.
  • Keep pupils separate from construction vehicles, deliveries, cranes, hoardings, contractor welfare and plant.
  • Preserve emergency access and fire-appliance approach routes, including turning space.
  • Protect drop-off, parking, cycle storage, pedestrian crossings and active-travel routes.
  • Set delivery windows that do not conflict with arrival, break, lunch or dismissal.
  • Use secure fencing, controlled gates, lighting and clear wayfinding without creating hidden corners.

Confirm ground, environmental and service constraints

  • Locate power, water, drainage, data, heating and cooling connections, and specify backup arrangements.
  • Investigate flood zones, watercourses, drainage capacity, trees, soil bearing and compaction.
  • Assess air quality, noise, dust, vibration, lighting and effects on neighbours.
  • Measure the loss of playing fields, play space and community facilities and provide an operating plan for what remains.
  • Check the delivery, crane and removal route, lifting setup, temporary road loading and reinstatement requirements.

DfE guidance advises avoiding flood zones 2 and 3 where possible. If avoidance is impossible, the design must provide safe access, escape and flood-risk controls. A flood-resilient floor level without a safe route to it is not an adequate solution.

Apply route-specific planning limits carefully

England’s 2023 Class CB permitted-development route for temporary buildings associated with RAAC remediation has specific conditions: a building cannot be within 5 metres of residential land, cannot exceed two storeys or 9 metres, cannot exceed 125% of the vacated floor area, and must be removed when the affected buildings are remediated or by 24 October 2026, whichever is earlier. These figures apply to that England route and purpose only. Obtain current planning and building-control advice for the jurisdiction, project type and planning route you actually use.

4. Create an approvals and risk-control register

Assign an owner, submission date, decision date and evidence record for every approval. The register should cover:

  • Planning permission or permitted-development confirmation.
  • Building-control approval and inspection stages.
  • Fire and rescue consultation, fire strategy and emergency planning.
  • Highways, access, traffic management and any road or parking changes.
  • Drainage, utilities, environmental constraints and tree or ground permissions.
  • Landlord, trustee, local-authority or governing-body consent.
  • Insurance, warranties and any grant or funding conditions.

Update the fire-risk assessment, emergency plan and site traffic plan for the temporary buildings and changed movement patterns. The construction management plan should show fenced interfaces, controlled gates, visitor procedures, delivery windows, pupil routes, supervision, emergency communication and a clear stop-work process when conditions become unsafe.

Make safeguarding operational

Nominate staff who control the school side of the interface and a contractor representative who can stop an activity. Brief temporary staff and contractors on prohibited routes, photography and access rules. Keep a daily check that fencing, gates, hoardings, lighting, signage and routes remain as designed after weather, deliveries or a work-front change.

5. Procure the whole life, not just the hire period

Issue performance requirements before asking for prices. Require each tender to identify assumptions, exclusions, interfaces and programme dates for:

  • Surveys, design, structural calculations and approvals support.
  • Ground investigation, foundations, drainage and surface-water control.
  • Manufacture, delivery, lifting, assembly, weatherproofing and connections.
  • Ramps, paths, fencing, lighting, signage and external works.
  • Furniture, ICT and telephony interfaces, testing and commissioning.
  • Cleaning, planned maintenance, reactive repairs, security and insurance.
  • Relocation, dismantling, service disconnection, waste handling and land reinstatement.

State who owns temporary works, who carries the risk of ground conditions and utility capacity, and who pays if a phased move changes. Require a defects-response time, spare-parts plan, escalation route and records that transfer to the school.

Use frameworks without losing project-specific control

The UK framework for temporary and semi-permanent buildings allows schools to hire or buy modular classrooms and related facilities, including design, project management, installation and ongoing maintenance. Its page lists Provider Reference Y21018 and an expiry date of 30 September 2026; verify that the framework remains available and suitable before relying on it.

Victoria’s School Building Authority describes “temporary capital works accommodation (decanting)” as modular classrooms required for short-term accommodation during capital works. Its programme treats the decant as a capital-project cost and states that supplied modular buildings are asbestos-free and code compliant. Those are useful procurement principles, not automatic requirements elsewhere: verify local codes, contracts, certification and hazardous-material obligations.

6. Integrate construction logistics with school operations

Draw the temporary village, work zones and school routes on the same plan. Show every gate, crossing, delivery bay, emergency route, crane position, welfare compound, waste route and muster point. Freeze the plan only after a walk-through with the headteacher, safeguarding lead, contractor, design team, facilities staff and, where appropriate, the local authority and fire service.

Sequence noisy and disruptive work

Agree working hours, high-noise activities, dust controls, vibration limits, shutdowns and notification periods. Schedule utility isolations and deliveries outside teaching transitions whenever possible. Provide a rapid communication method for a failed alarm, loss of heating or air-quality concern, and define when a room is evacuated or teaching is relocated.

7. Commission before pupils occupy the rooms

Commissioning is a controlled handover, not the day a delivery truck leaves. Use this sequence:

  1. Verify foundations, levels, ramps, paths, drainage, guarding and external lighting against the approved drawings.
  2. Inspect internal finishes, doors, ironmongery, furniture, storage, sanitary fittings and specialist equipment.
  3. Test electrical supplies, data, telephony, heating, cooling, ventilation, hot and cold water and drainage.
  4. Test fire detection, alarms, emergency lighting, extinguishers, compartmentation and accessible evacuation arrangements.
  5. Complete accessibility checks, safeguarding sightline checks and route inspections with the people who will operate them.
  6. Clean the rooms, remove construction waste, label controls and issue operating and maintenance information.
  7. Record every defect, owner and due date; accept occupation only when life-safety and access defects are closed and residual issues have an agreed control.

Run a planned move

Publish a move schedule for pupils, staff, books, equipment, records and pupil work. Label every crate with its destination and responsible owner. Commission ICT and telephony before the teaching day, test printing and safeguarding systems, and provide orientation for staff and pupils covering entrances, toilets, alarms, evacuation, arrival routes and reporting defects.

8. Operate with a live issues log

Review the temporary accommodation at a fixed rhythm during the first weeks and after each significant construction change. Log defects and trends in:

  • Noise, vibration, dust and odour.
  • Temperature, condensation, ventilation and indoor air quality.
  • Water, drainage, power, data and heating or cooling interruptions.
  • Access, trip hazards, lighting, alarms and emergency routes.
  • Safeguarding, visitor control, traffic conflicts and supervision gaps.
  • Cleaning, waste, pests, security and damage.

Give each issue a priority, immediate control, responsible person and closure evidence. Compare actual room use with the accommodation schedule; a timetable change can create an unnoticed overload in a small-group room or welfare facility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Plan handback and removal from the beginning

Temporary buildings are successful only when the school can leave them safely. Before the new building opens, agree the commissioning sequence, cleaning and infection-control arrangements, storage and archive moves, furniture reuse, ICT transfer, service disconnections, dismantling, lifting and ground reinstatement.

Contract documents should assign responsibility for each step and for making good external areas. Photograph and survey the site before installation, record buried services and agree the condition standard for handback. Schedule removal so that cranes, trucks and demolition do not conflict with pupils returning to the completed building. Close the project only when certificates, asset records, warranties, maintenance information, waste documentation and reinstatement sign-off are complete.

10. Budget the decisions that are easy to miss

Use a cost plan with separate lines for the temporary rooms, external works and the operating burden. Include:

  • Design, surveys, planning, building control and specialist consultancy.
  • Foundations, drainage, utility upgrades, meters, backup systems and connections.
  • Delivery, cranes, assembly, ramps, paths, fencing, lighting and traffic management.
  • Furniture, ICT, telephony, storage, teaching equipment and relocation labour.
  • Cleaning, maintenance, security, insurance, inspections and energy.
  • Phased moves, contingency rooms, transport or off-site leases.
  • Dismantling, haulage, waste, service disconnection and reinstatement.

Budget the decant as part of the capital project. That is the principle behind Victoria’s treatment of temporary capital-works accommodation and the integrated modular-village approach shown in the Northern Ireland notice.

11. Common failure modes and practical corrections

Ordering modules before the timetable is stable

Symptom: rooms arrive before the site is ready or are too small for a later phase. Correction: freeze the phase schedule and accommodation matrix, then procure by release dates with a documented change process.

Treating every room as a standard classroom

Symptom: laboratories, SEND, welfare, storage or administration are squeezed into unsuitable spaces. Correction: issue a room-by-room brief with specialist loads, privacy, acoustics, equipment and accessibility requirements.

Leaving traffic and safeguarding until site setup

Symptom: pupils cross delivery routes or staff cannot see gates and blind corners. Correction: approve the combined pupil, emergency and construction-traffic plan before mobilisation and rehearse it.

Relying on a planning shortcut without checking its conditions

Symptom: a proposed building exceeds a route-specific height, distance, floor-area or time limit. Correction: obtain written planning and building-control advice for the exact jurisdiction and route; record conditions in the approvals register.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting a building without operational commissioning

Symptom: teaching starts with untested alarms, poor ventilation, missing data or inaccessible routes. Correction: use witnessed tests, accessibility and safeguarding inspections, a defects log and a signed occupation decision.

12. A decision checklist for governors and project boards

  • Is the decant option demonstrably safer and more workable than the alternative?
  • Does every construction phase have enough teaching, specialist, SEND, welfare, administration, storage and outdoor provision?
  • Are pupil, accessible, emergency and construction routes separated and maintainable?
  • Are flood, ground, drainage, utilities, weather, noise, dust and neighbour effects assessed?
  • Are planning, building control, fire, highways, environmental, land, insurance and funding approvals assigned?
  • Does the tender include design, installation, connections, furniture and ICT interfaces, maintenance, security, removal and reinstatement?
  • Are commissioning tests, staff and pupil orientation, defect closure and emergency procedures scheduled before occupation?
  • Are handback dates, ownership, records, dismantling and making-good obligations contractual?

When these questions have named owners, dates and evidence, temporary classrooms become a controlled part of the school project rather than an improvised compromise.
