How to Plan Safe, Accessible Routes Through a Busy School Campus

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with how people actually arrive, where they need to go, and what happens during the busiest minutes of the school day. A safe campus route plan maps every arrival point and destination, follows students and visitors in the field, keeps accessible paths connected to ordinary circulation, and resolves conflicts with cars, buses, deliveries, and queues. It is not a generic diagram or a sign package: it is an operating plan based on observed conditions, user needs, applicable standards, and assigned maintenance.

What a complete school route plan must accomplish

A useful plan answers four practical questions:

  • Can each person reach the destination they need from the arrival point they use?
  • Does the route remain continuous, understandable, and usable for people with different mobility needs?
  • Where do walking movements intersect with cars, buses, deliveries, and service traffic?
  • Who will operate, maintain, explain, and periodically recheck the route?

Plan the campus as one circulation system rather than treating the front entrance, parking lot, sidewalks, and play areas as separate projects. A route that looks acceptable on a quiet map may fail when a dismissal queue blocks a crossing, a delivery vehicle turns across a walkway, or a temporary barrier removes the only accessible connection.

Assemble the people who know and use the campus

Before drawing alternatives, form a working group with authority to observe operations and make changes. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • School operations, facilities, and site-maintenance staff.
  • The district transportation lead and, where appropriate, local traffic or public-works staff.
  • An accessibility professional familiar with the standards and local requirements that apply to the project.
  • Families, students, and staff who use different arrival modes.
  • People with disabilities, including those who use wheelchairs, walkers, canes, service animals, or visual and auditory navigation strategies.

Invite users into the route review itself, not only into a meeting about a finished map. A person who uses the campus daily can identify a gate that is routinely locked, a curb cut blocked by vehicles, or a crossing that is technically present but impossible to see during dismissal.

The Federal Highway Administration’s Safe Routes to School process is organized around gathering information, identifying issues, selecting solutions, making a plan, acting, and evaluating it. Its broader safety principle is: “One of the basic tenets of pedestrian and bicycle safety is that to be effective, safety programs must be comprehensive – involving engineering, education, enforcement and evaluation.”

Build a base map of the whole movement system

Use a current site plan or aerial base, then verify it in the field. Mark every place people enter, leave, cross, wait, or change mode.

Arrival points

  • Public sidewalks and streets adjoining the site.
  • Transit stops and school-bus arrival areas.
  • Accessible parking spaces and passenger-loading zones.
  • Parent drop-off and pick-up approaches, including overflow or informal stopping areas.
  • Staff, visitor, service, and emergency-vehicle entrances.
  • Gates used before school, after school, or during events.

Destinations

  • Every building entrance, with accessible entrances identified.
  • Classroom buildings, administration, health rooms, and student services.
  • Gyms, auditoriums, libraries, cafeterias, and other shared facilities.
  • Fields, playgrounds, courts, gardens, and outdoor teaching areas.
  • Accessible parking, passenger loading, and any routinely used visitor destination.

Movement and conflict features

  • Sidewalks, internal paths, stairs, ramps, curb ramps, and changes in level.
  • Marked and unmarked crossings, refuge areas, gates, and desire lines students actually follow.
  • Vehicle entries, turnarounds, loading docks, bus bays, fire lanes, and delivery routes.
  • Queue storage, pick-up staging, waiting areas, bicycle or scooter parking, and places where people gather.
  • Lighting, landscaping, fences, signs, parked vehicles, dumpsters, construction fencing, and other visibility constraints.

Draw the routes people use, not only the routes the original designer intended. A narrow shortcut across a service drive may be the dominant pedestrian path. It belongs on the problem map even if it is not an approved route.

Apply accessibility as a connected network

The ADA Standards address routes from a site’s covered arrival points to the accessible building or facility entrances they serve. Covered arrival points include accessible parking and passenger-loading zones, public streets and sidewalks, and public transportation stops. The Standards also require at least one accessible route connecting accessible buildings, facilities, elements, and spaces on the same site, subject to stated exceptions.

In practical terms, trace an uninterrupted route from each relevant arrival point to the destination, then between accessible destinations that people use together. Check the complete path, including crossings, gates, doors, curb transitions, ramps, and the approach to the final entrance. A compliant segment is not enough if a blocked gate or vehicle crossing breaks the connection.

Keep the accessible route with ordinary circulation

The U.S. Access Board’s Chapter 4: Accessible Routes — ADA Standards Guide states: “Accessible routes must coincide with, or be in the same vicinity as, general circulation paths (§206.3).” Do not send wheelchair users or others with mobility limitations behind a building, through a service yard, or to an entrance visitors do not understand while everyone else uses the main walk. The accessible route should be visible, logical, and part of the campus’s normal wayfinding.

Review the route during the same conditions that affect general circulation. A path can be technically connected yet unusable when a dismissal line, trash container, snow pile, event barricade, or delivery vehicle occupies it. Include temporary operating conditions in the plan and assign someone to restore the path after each activity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the vehicular-way exception carefully

The standards describe an exception when the only connection between covered site elements is a vehicular way without pedestrian access. That exception does not automatically excuse a route where the vehicular way provides pedestrian travel. The Access Board explains that when people are expected to walk along or across such a way, the accessible-route requirements still matter. Have the accessibility professional and the authority responsible for the project confirm how the rule applies to the actual site.

These federal sources provide general requirements and guidance, not a campus-specific compliance determination. Confirm the applicable federal, state, and local standards, ownership boundaries, permits, and approval responsibilities before adopting a design.

Observe the campus during real operating conditions

A map is a starting point. Conduct walkabouts and walking or bicycling audits during the periods that create the conflicts: morning arrival, dismissal, bus loading, deliveries, recess changes, after-school activities, and large events. Repeat the review in poor weather or low light when those conditions materially change visibility or footing.

What to record at each route segment

  • Continuity: Does the path connect to the next path, crossing, gate, and entrance without an informal detour?
  • Obstructions: Note parked cars, waste containers, signs, vegetation, snow, construction fencing, standing water, and objects that narrow or block movement.
  • Surface and level changes: Record broken, uneven, slippery, or steep sections and transitions that are difficult to detect or use.
  • Crossings: Identify crossing location, approach, markings, signal or stop control, sight distance, turning movements, and whether a waiting person is visible to drivers.
  • Visibility: Document blind corners, queue lines, landscaping, glare, darkness, and vehicles that conceal a person or crossing.
  • Vehicle interaction: Record every point where a car, bus, delivery truck, or service vehicle crosses or shares the walking route.
  • Usability: Ask users with different mobility, sensory, and communication needs what makes the route difficult or uncertain.

Photograph or sketch conditions with time and location notes, but protect student privacy. Record near misses and recurring unsafe behavior without treating a lack of reported crashes as proof that a location is safe.

Analyze drop-off and pick-up as a circulation problem

Drop-off and pick-up are short, high-demand operating periods with different movements from the rest of the day. Analyze them separately rather than assuming the regular daytime route remains workable.

Map the vehicle operation

  1. Trace each car and bus approach from the public street to the queue, loading position, and exit.
  2. Mark where vehicles turn, merge, reverse, wait, or cross a pedestrian path.
  3. Record where passengers get out, where adults wait, and how students reach the building after leaving a vehicle.
  4. Measure the practical queue length during the busiest interval by observing where vehicles spill back or block other access.
  5. Identify locations where a queue, parked vehicle, or bus masks a crossing or forces people into a travel lane.
  6. Check how deliveries, staff arrivals, emergency access, and accessible passenger loading interact with the parent operation.

Map the walking operation at the same time

  • Where do students cross the vehicle stream?
  • Do pedestrians have a direct route from the loading area to the intended entrance?
  • Can a driver see a child, wheelchair user, or person using a mobility aid before turning?
  • Do people wait in a protected area, or do they stand in a queue or roadway?
  • Are buses and cars using the same edge, crossing each other, or making conflicting turns?

FHWA provides dedicated Safe Routes to School guidance on student drop-off and pick-up, but it does not establish one universal campus layout. Match a proposed change to the observed problem: a visibility issue may need a different treatment from an overloaded queue, and neither is solved merely by drawing a new arrow on a map.

Develop route and traffic-control options that solve observed problems

Use the audit record to draft more than one workable option when the site allows it. Options may change a walking route, vehicle movement, crossing location, loading sequence, access control, or the time and responsibility for a delivery. FHWA guidance identifies route maps and traffic-control plans as tools for identifying school-related pedestrian improvements and emphasizes accessibility, connections between schools and sidewalks or crossings, and matching treatments to the problem.

Typical option categories

  • Network connection: Repair or complete a missing walk, connect a gate to the building entrance, or provide a continuous route between facilities.
  • Conflict reduction: Move a crossing, relocate loading, separate bus and car movements, or schedule deliveries outside peak walking periods.
  • Visibility improvement: Remove or manage sight obstructions, clarify the crossing, or reposition waiting areas so pedestrians and drivers can see each other.
  • Operational control: Assign staff, establish an arrival sequence, define queue boundaries, or close a vehicle movement during student crossings.
  • Communication: Publish a route map and explain entrances, crossings, loading rules, and accessible paths to families, students, staff, and visitors.

A sign or painted marking is a communication tool, not evidence that the underlying route is safe or accessible. Consider a crossing or wayfinding sign only after the campus assessment identifies a specific communication need, and check the proposal with the district and the responsible local or state traffic authority before purchasing or installing anything.

Compare route options with a transparent decision framework

When two or more alternatives remain, compare them against the same questions. The axes below are practical planning criteria synthesized from accessibility requirements and Safe Routes to School guidance; they are not a formal agency scoring formula.

Decision area Questions to ask Evidence to collect
Continuity and accessibility Does the option connect every relevant arrival point and destination without a break? Does it stay in the same vicinity as general circulation? Field trace with users who have different mobility needs; list of gates, crossings, entrances, and transitions.
Vehicle exposure How many times do pedestrians cross or share vehicle paths, especially during queues and deliveries? Observed turning, loading, reversing, and queue movements during peak periods.
Visibility and legibility Can students, families, visitors, and drivers understand who has priority and see one another in time? Sight-line observations, photographs, lighting conditions, and user feedback.
Usability for diverse users Does the route work for wheelchair users, people with limited stamina, visual or hearing disabilities, young children, and visitors unfamiliar with the site? Walk-throughs with representative users and a record of barriers or confusing decisions.
Operations and maintenance Can the school run arrival, dismissal, deliveries, events, and emergency access without blocking the route? Assigned staff, schedules, queue assumptions, maintenance tasks, and contingency procedures.
Implementation constraints What approvals, property boundaries, construction, funding, or jurisdictional controls affect the option? District and agency review, site ownership, permits, and a realistic implementation sequence.

Test the leading option in the field before approval. Walk it at arrival and dismissal, ask users to navigate without coaching, and record every point where someone hesitates, leaves the route, or encounters a vehicle conflict. Revise the plan rather than expecting users to compensate for a poor layout.

Specify what belongs on the final route map

A route map should communicate the approved operating pattern clearly enough for a new family, substitute staff member, delivery driver, or visitor to use it. Include:

  • Site boundary, adjacent streets, public sidewalks, and transit stops.
  • All approved pedestrian entrances and accessible entrances.
  • Accessible parking and passenger-loading locations.
  • Continuous walking routes, crossings, gates, ramps, and connections between buildings and outdoor destinations.
  • Parent drop-off and pick-up approaches, bus areas, staff parking, visitor parking, delivery access, and prohibited movements where relevant.
  • Crossing controls, waiting areas, queue limits, and locations where staff supervision is required.
  • A clear legend, north arrow, date or revision identifier, and a contact for route questions.
  • Temporary conditions such as construction detours, event closures, or seasonal access arrangements, with an owner and review date.

Use plain language and a format that works for printed handouts, the school’s website, mobile viewing, and people who need enlarged or otherwise accessible information. A map should not imply that a route is available when a gate is locked or a path is routinely obstructed.

Assign operations, maintenance, and accountability

Implementation fails when the map has no operating owner. Write responsibilities into the plan:

  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
  • Who opens and secures gates?
  • Who keeps crossings, curb ramps, and accessible loading clear during arrival and dismissal?
  • Who directs queues and stops vehicle movements when pedestrians cross?
  • Who coordinates deliveries, contractors, construction barriers, and event changes?
  • Who inspects surfaces, lighting, markings, signs, and vegetation?
  • Who receives reports from families, students, drivers, and staff?

Define a response for predictable disruptions. If construction closes a walk, the temporary route must preserve the necessary connections and be communicated before the closure. If a delivery vehicle blocks a crossing, staff need a procedure that prevents the obstruction rather than relying on a student to walk around it.

Communicate and launch the plan

  1. Share the approved map and plain-language route instructions with students, families, staff, transportation providers, visitors, and regular delivery drivers.
  2. Explain the reason for changed entrances, loading rules, crossings, or queue limits; people are more likely to follow a route they understand.
  3. Walk staff through their responsibilities and practice the arrival and dismissal sequence.
  4. Use consistent names for gates, entrances, loading areas, and crossings across signs, announcements, web pages, and staff directions.
  5. Provide the route information in accessible formats and offer a way for users to report barriers or confusing conditions.
  6. Observe the first operating days and correct unexpected conflicts immediately.

Evaluate and update the route after implementation

Evaluation is part of the plan, not a one-time inspection. Recheck after construction, changes in enrollment, a new bus or delivery pattern, a change in adjacent streets, events that alter circulation, or reports of barriers and near misses. Compare the intended route with what people actually do.

Useful review questions

  • Are people using the approved route, and if not, what makes the informal route more attractive?
  • Did queues, buses, or deliveries create a new crossing or visibility problem?
  • Does every accessible connection remain open and usable during the busiest period?
  • Can new students and visitors find the right entrance without staff intervention?
  • Were maintenance and supervision tasks completed as assigned?
  • What user feedback, near misses, or operational changes require a revision?

Keep a dated record of observations, decisions, responsible staff, and corrective actions. The map is a living operating document; revise it when the campus or its users change.

What this process cannot decide by itself

No generic campus diagram can select a safe route geometry for a particular school. Before approval, establish the site’s boundaries and ownership, actual arrival and dismissal patterns, student ages and access needs, existing barriers, crash or near-miss concerns, and the federal, state, and local requirements that apply. Confirm which district and transportation authorities must approve changes.

FHWA school-site resources address school location, campus circulation, access, and site design, while its Safe Routes to School resources provide process guidance rather than a design for a specific campus. Use those principles alongside a site survey and the advice of qualified accessibility, traffic, and civil professionals when the project requires technical or regulatory determinations.

A field-ready checklist

  • All arrival points, entrances, destinations, paths, crossings, gates, and vehicle areas are mapped.
  • Accessible routes connect covered arrival points to the entrances they serve and connect accessible facilities and spaces on the site.
  • Accessible paths are in the same vicinity as ordinary circulation and are not hidden detours.
  • Arrival, dismissal, bus loading, deliveries, events, and poor-weather conditions have been observed.
  • Obstructions, surface problems, visibility limits, vehicle crossings, queues, and near misses are documented.
  • People with disabilities and other regular users have tested the routes in the field.
  • Options have been compared for continuity, vehicle exposure, visibility, usability, operations, maintenance, and approvals.
  • The final map identifies routes, crossings, entrances, loading areas, controls, responsibilities, and temporary conditions.
  • Students, families, staff, drivers, and visitors have received clear, accessible instructions.
  • An owner, review schedule, and process for correcting barriers are in place.
