How to Plan Emergency Water Storage and Backup Supply at Home

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with a simple minimum: multiply the number of people in your household by the number of days you want to cover and by one gallon. A four-person home therefore needs 12 gallons for the three-day baseline and 56 gallons for a two-week target. The Centers for Disease Control and Prevention (CDC) recommends at least one gallon per person per day for three days and trying to build a two-week supply when possible. Add water for pets and extra needs caused by pregnancy, illness, hot weather, or other conditions.

The reserve only works if the water remains safe and you can reach it during an outage. Use unopened bottled water or FDA-approved food-grade containers, sanitize containers before filling, protect them from contamination, replace self-filled water every six months, and maintain a separate safe supply even if your home has a cistern. During an actual advisory or disaster, follow current instructions from your local health department.

The one-gallon figure is a planning minimum, not a guarantee that every household will have enough for every climate, illness, or emergency. CDC guidance says the supply can cover drinking, cooking, brushing teeth, and other essential uses. The Federal Emergency Management Agency’s Ready.gov checklist also uses at least one gallon per person per day for at least three days as the basic emergency-kit baseline. CDC encourages households to work toward two weeks if they can.

Household size Three-day minimum Two-week starting target
1 person 3 gallons 14 gallons
2 people 6 gallons 28 gallons
4 people 12 gallons 56 gallons
6 people 18 gallons 84 gallons

These figures are arithmetic applications of the CDC rate, not separate household statistics published by CDC. Count everyone who may be sheltering at home, including an infant who needs prepared formula and anyone who could have difficulty obtaining water during an outage.

Adjust the starting number for your household

  • Pets: Add a separate reserve for each animal based on its normal drinking requirement, then increase it for heat, illness, or unusual exertion. Keep pet water clearly separate so it is not accidentally consumed by people or contaminated by feeding equipment.
  • Pregnancy, illness, and medical care: CDC specifically advises storing more for pregnant people and people who are sick. Ask a clinician how much additional water is appropriate when a condition, medication, tube feeding, or other treatment changes fluid needs.
  • Hot climates and heat events: The one-gallon baseline may not cover increased drinking or cooling needs. A local emergency-management office or health department can provide region-specific advice.
  • Longer disruptions: A two-week reserve is a planning goal, not a requirement to buy everything at once. Build from the three-day baseline, then add containers as storage space and handling capacity allow.

Separate drinking water from non-drinking water

Label containers intended for drinking, cooking, brushing teeth, and making ice. If local officials identify a water supply as unsafe, use only bottled, boiled, or otherwise approved treated water for those uses. Water reserved for toilet flushing or other non-contact tasks should be unmistakably labeled so it cannot be confused with potable water.

Choose containers that protect the water

CDC states that “Unopened, commercially bottled water is the safest and most reliable source of water in an emergency.” Factory-sealed bottles are a practical first layer of protection, especially for a short outage. For water you fill yourself, CDC prefers FDA-approved food-grade water-storage containers.

Option When it fits What to verify
Unopened commercial bottles Fastest way to establish a clean, portable reserve Keep the package sealed and follow the product’s expiration date
FDA-approved food-grade container Best choice for a larger self-filled reserve Confirm the manufacturer identifies it as food-grade and intended for water
Other durable container Fallback when a food-grade container is unavailable Tight-closing lid, unbreakable material, and a narrow neck or opening if possible
Glass or chemical container Do not use Glass can break; any container that held toxic chemicals is unsuitable

Check the material and closure

A suitable container should be durable, unbreakable, and able to close tightly. A narrow opening can make pouring easier to control and reduce the chance of hands, dust, or insects entering the water. Ask the manufacturer if you cannot determine whether a container is food-grade.

Never reuse a container that held liquid or solid toxic chemicals, including pesticides or bleach. Washing such a container does not make it appropriate for drinking water. Do not rely on a loose cover, a cracked vessel, or a container that cannot be safely carried when full.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Plan where the containers will go

Choose a clean, covered location that household members can reach without entering a damaged area. Keep containers away from direct sunlight, fuel, solvents, pesticides, and other chemicals. Arrange the reserve so that the oldest water can be used first and newer water can be placed behind it. Store enough in more than one accessible location if a single room could be blocked by flooding, fire, structural damage, or a fallen object.

Water is heavy: one U.S. gallon weighs about 8.3 pounds before the container is added. Place large containers only where the floor, shelf, or cabinet is designed to support the load, and keep individual containers small enough for the people who may need to carry and pour them. Do not create a lifting hazard in a stairwell or behind an exit door.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare and fill self-filled containers

Sanitize every self-filled container before adding water. Container sanitizing is different from disinfecting an unsafe water source; the bleach solution below is for cleaning the empty vessel.

  1. Wash the container with dish soap.
  2. Rinse it completely so no soap remains.
  3. Mix one teaspoon of unscented liquid household chlorine bleach containing 5%–9% sodium hypochlorite with one quart (four cups) of water.
  4. Pour the solution into the container, close it, and shake so it touches every inside surface.
  5. Wait at least 30 seconds, then pour the solution out.
  6. Leave the container open to air-dry, or rinse it with safe water before filling.
  7. Fill with safe water, close the lid tightly, and label the container with the fill date.

Use only unscented bleach for this container-sanitizing step. Do not mix bleach with ammonia, acids, detergents, or other cleaners. Keep the bleach bottle and the prepared solution away from children and pets.

Label for quick decisions

Write the fill date, intended use (“drinking/cooking” or “non-drinking”), and the next replacement date on each self-filled container. If a container is opened, mark it as opened and use it promptly according to local guidance rather than returning it to long-term storage. Keep a written inventory showing the total gallons, location, and any special water reserved for medication, formula, or animals.

Maintain the reserve over time

Self-filled stored water should be replaced every six months, according to CDC guidance. Commercially bottled water should be kept sealed and used by the expiration date printed on the product. A date on a container is not a substitute for inspecting the water and the packaging.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Six-month maintenance checklist

  • Check that every lid is tight and every container is intact, clean, and free of leaks, swelling, unusual odor, or visible contamination.
  • Confirm that labels remain readable and that the drinking-water total still meets the household calculation.
  • Replace self-filled water when its six-month date arrives. Use the old water for an appropriate non-drinking purpose only if it has remained clean and local conditions make that use acceptable.
  • Rotate unopened commercial bottles before their expiration dates and replace any package that is damaged or unsealed.
  • Verify that stored water is still reachable if a power outage, storm, or blocked entrance limits access to part of the home.
  • Recalculate after a move, a new household member, a pet adoption, a pregnancy, or a change in medical needs.

Keep a small-use kit separate

A few bottles or a small food-grade container can be kept where household members shelter, while the larger reserve remains in its protected storage area. This reduces unnecessary handling of the main supply. Do not open the bulk reserve for routine use unless you have a rotation plan that replaces what you consume.

Build a backup plan for unsafe or unavailable water

During an emergency, use bottled, boiled, or treated water as directed by local officials. The correct response depends on whether the hazard is germs, cloudiness, flooding, fuel, or a toxic chemical. A method that kills germs does not remove every other hazard.

If officials issue a boil-water advisory

  1. Use unopened bottled water if you have it.
  2. If you must use tap or other source water and officials permit boiling, make clear water reach a rolling boil for one minute.
  3. At elevations above 6,500 feet, boil for three minutes.
  4. Allow the water to cool.
  5. Transfer it to a clean, sanitized container with a tight cover.
  6. Follow the advisory’s instructions about how long to continue boiling and which activities require treated water.

Boiling is intended to kill germs. It does not remove fuel, toxic chemicals, or radioactive contamination. If the advisory gives different instructions, the local direction controls.

If the water is cloudy

Let suspended material settle, then pour the clearer water through a clean cloth, paper towel, or coffee filter before boiling. Filtering improves clarity; it is not, by itself, proof that the water is safe. Continue with the approved disinfection method and keep the treated water covered.

If fuel or toxic chemicals may be present

Do not drink the water and do not try to make it safe by boiling, adding bleach, or running it through an ordinary portable filter. CDC warns that water containing fuel or toxic chemicals cannot be made safe by boiling or disinfecting. Use bottled water or another source that officials have identified as safe, and contact the local health department for instructions about the source, cleanup, and disposal.

Use treatment products only for the hazard they address

Water-disinfection tablets, household bleach, filters, and other products differ in active ingredient, concentration, contact time, and the contaminants they can remove. Read the product label and match it to current CDC and local-health instructions. Do not present a universal bleach recipe for source water when household concentrations and contamination circumstances vary. An ordinary portable filter should never be assumed to remove every germ, chemical, fuel, or heavy metal.

Homes with cisterns need a separate reserve

A cistern can provide an important water source, but it is not a substitute for separately stored emergency drinking water. CDC notes that open connections can admit storm debris or floodwater. After a disaster, a cistern may be contaminated even if the water looked clean before the event.

During and after a storm

  • Use only clean, treated water for drinking, cooking, making ice, washing dishes, bathing, brushing teeth, and cleaning until officials confirm the cistern is safe.
  • Keep the separate emergency reserve sealed and untouched while the cistern is evaluated.
  • Ask local health officials about cistern cleaning, disinfection, inspection, and testing. Do not restart normal use based only on appearance or taste.
  • Record the cistern’s access points and any open connections so responders can identify possible contamination routes.

Store enough sealed water to cover the initial three-day period even when a cistern normally supplies the home. Extend that reserve toward two weeks if your location is prone to flooding, isolation, or delayed utility restoration.

Match the plan to the type of interruption

Situation Use first Do not do
Short power outage with safe tap water Sealed stored water if pumps or treatment systems are unavailable; monitor utility updates Assume a running faucet is safe when officials have issued an advisory
Boil-water advisory Bottled water or water boiled for the time specified by officials Use untreated tap water for drinking, cooking, ice, brushing teeth, or other restricted uses
Floodwater or storm-debris intrusion Sealed bottled water or a separately stored safe reserve Drink from an open cistern or visibly dirty source without official clearance
Possible fuel or chemical spill Alternative bottled source and local health-department instructions Try to fix the problem with boiling, bleach, or a basic filter
Stored supply exhausted Follow emergency distribution notices, shelters, and public-health directions Collect water from an unverified stream, pool, tank, or neighbor’s system without assessing the hazard

Common planning failures and fixes

Failure: buying containers without calculating gallons

A stack of bottles can look substantial while falling short of the household’s actual need. Calculate the three-day amount first, then mark the two-week goal and the additional pet or medical reserve.

Failure: using a container that previously held chemicals

Toxic residues can remain even after washing. Discard that container for drinking-water storage and choose a food-grade vessel or unopened commercial bottles.

Failure: forgetting the replacement date

Self-filled water is not a “fill it once” project. Date every container and put the six-month replacement on a calendar with a second reminder. Keep commercial bottles sealed until needed and follow their printed expiration date.

Failure: treating every hazard as a germ problem

Boiling and disinfection address germs under the right conditions. They do not make fuel- or chemically contaminated water safe. Identify the hazard from the advisory before choosing a treatment method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failure: storing everything in one inaccessible place

One blocked basement, garage, or utility room can eliminate the whole reserve. Divide water between clean, reachable locations and keep enough in a container size that household members can safely handle.

Failure: relying on a cistern alone

Floodwater and debris can enter through open connections. Keep a separate sealed reserve and wait for health-official guidance before resuming cistern use after a disaster.

A practical setup sequence for a household

  1. Count people and animals. Record everyone who may need water at home and note pregnancy, illness, hot-climate, or other factors that call for extra storage.
  2. Set two targets. Calculate the three-day minimum and a two-week goal using the one-gallon-per-person-per-day planning rate.
  3. Acquire the safest first supply. Start with unopened commercial bottles, then add FDA-approved food-grade containers for a larger reserve.
  4. Prepare self-filled containers. Wash, rinse, sanitize with the specified bleach solution, air-dry or rinse with safe water, fill, close, and label.
  5. Place the water safely. Keep it covered, protected from chemicals and sunlight, distributed across accessible locations, and positioned where the supporting surface can carry the weight.
  6. Write the maintenance dates. Schedule six-month replacement for self-filled water and track the expiration date of commercial bottles.
  7. Pack treatment backups. Keep a clean pot or approved boiling setup, appropriate treatment products, and the current contact information for local health officials. Follow product labels and official instructions.
  8. Practice the decision. Make sure every adult knows where the safe reserve is, which containers are for drinking, and where to check for boil-water, flood, or chemical-contamination instructions.

This sequence creates a reserve that is measurable, protected, and usable under stress. Recheck it whenever the household, season, water system, or local hazard changes.
