A pre-approved standard plan is not a permit, a 60-day statutory review period is not a 60-day project schedule, and the 750-square-foot impact-fee exemption is not a construction-cost estimate.
California’s Department of Housing and Community Development (HCD) describes ADUs and junior ADUs (JADUs) as “an innovative and effective option for adding much needed housing in California.” The practical question for a Los Angeles homeowner is whether a particular parcel can support the desired unit, access, utilities, and budget under current City and state rules.

1. Confirm the jurisdiction and understand the property before drawing a plan
Start by verifying that the address is inside the City of Los Angeles. A nearby property may instead be governed by another city or an unincorporated Los Angeles County department, which changes the zoning, forms, fees, and review counter. Use the agency that has authority over the parcel before paying for a design based on City of Los Angeles assumptions.
Collect the parcel information
Assemble the address, assessor or parcel identification, prior permits, available plans, and any records describing easements or other restrictions. Compare the records with what is actually on the ground. An old fence, retaining wall, or driveway edge is not proof of a legal lot line.

LADBS expects a site or plot plan to identify the lot dimensions, existing buildings, proposed work areas, setbacks, driveways, and parking. Show the primary residence, garages and other accessory structures, utility routes that you know about, and the proposed ADU footprint. Mark dimensions from the proposed walls to the apparent property lines rather than relying on a sketch that only shows the building outline.
When a survey is necessary
If the boundary location is uncertain, budget for a survey by a registered land surveyor or civil engineer. LADBS may require that survey to establish the property lines. A consumer laser distance measurer can help you make an early layout diagram, but it cannot establish a legal boundary and does not replace a survey when the department requests one.
Make a site-constraint checklist
- Confirm which structures are legally recognized and which have open or unresolved permits.
- Measure the usable yard or interior conversion area after accounting for setbacks and access.
- Locate driveways, walkways, gates, trees, slopes, retaining walls, pools, and other features that affect construction access.
- Identify how water, sewer, electrical, gas, stormwater, and telecommunications currently reach the house and where an ADU could connect.
- Check whether the proposed foundation area is level and whether excavation, drainage, or soil conditions could complicate construction.
- Record the existing parking arrangement and the route emergency responders and occupants would use to reach the unit.
- Look for recorded easements, hillside or other special-area rules, and neighborhood conditions that may require additional review.
Do not assume that a layout permitted on another Los Angeles lot will be permitted on yours. The parcel’s dimensions, existing structures, access, setbacks, parking arrangement, and foundation conditions determine the viable footprint and review path.

2. Match the ADU type and layout to the intended use
Los Angeles recognizes several ways to create an ADU: converting space within an existing home or accessory structure, attaching a new unit to the primary residence, or constructing a detached backyard unit. A converted garage is one common example. The best choice depends on who will use the space, how independent the occupants need to be, and what the site can physically support.
Define the occupants and daily pattern first
Write down whether the unit is for a family member, a long-term tenant, guests, or a future change in household needs. Then answer practical questions before selecting room sizes:
- Does the occupant need a private entrance, step-free route, or direct outdoor access?
- Will cooking be occasional or daily, and where will groceries and waste move?
- Is a separate bedroom essential, or would an open studio make better use of the available area?
- How much acoustic separation is needed between the ADU and the main house?
- Where will laundry, storage, mechanical equipment, and utility meters go?
- Will residents use an existing driveway, a new path, or a shared entry?
These answers affect plumbing locations, window and door placement, fire and egress details, privacy screening, and the cost of adapting an existing structure.

Conversion, attached, or detached construction
- Existing-space conversion: A garage or other eligible space can reduce the need for a new exterior shell, but the existing slab, ceiling height, insulation, windows, moisture control, utilities, and legal status must be checked. A garage conversion also changes how parking and vehicle access function on the lot.
- Attached ADU: Sharing a wall or roof with the primary residence can use the site efficiently. It requires careful separation of fire-rated assemblies, sound control, entrances, utilities, and construction sequencing around the occupied home.
- Detached ADU: A backyard unit offers the clearest separation and can preserve privacy, but it consumes yard area and requires a practical route for workers, materials, utilities, drainage, and future maintenance.
Understand the JADU distinction
A JADU is not simply a smaller ADU. Los Angeles City Planning’s summary of state law describes a maximum JADU size of 500 square feet and allows its bathroom to be shared with the main home under that state-law summary. A conventional ADU and a JADU therefore have different eligibility and design implications. Confirm which category applies before finalizing the floor plan.
Test the layout against the real site
Place the proposed footprint on a measured site plan, then test every edge: setbacks, doors and windows, utility connections, driveway turning, drainage, construction access, and the foundation line. For an interior conversion, draw the existing walls and openings first and identify which elements are structural. For a detached unit, reserve space for a walkway and service access rather than filling the entire apparent backyard.
A concept that fits on paper may fail when the foundation, sewer slope, electrical route, or required access is drawn at the same scale. Resolve those conflicts before asking a designer to develop a full permit set.
3. Decide between an LADBS standard plan and a custom design
LADBS’s Standard Plan Program contains plans prepared by private licensed architects and engineers. LADBS says those plans are checked for building, residential, and green-code compliance. That pre-check can shorten parts of plan-check review, but it does not approve the plan for a particular parcel.
LADBS still evaluates whether the selected design fits the property’s zoning and site conditions and whether its foundation approach is appropriate. Site-specific drawings, adaptations, and review remain necessary.
| Decision factor | Standard plan | Custom design |
|---|---|---|
| Site fit | Works when the published footprint and arrangement suit the lot after site review. | Can be shaped around unusual dimensions, existing structures, slopes, or access. |
| Room arrangement | Uses the rooms and circulation of the selected pre-approved design. | Can prioritize the occupants’ accessibility, privacy, storage, and outdoor connection. |
| Foundation and structural response | Still requires site-specific confirmation and any required adaptation. | Designed directly for the observed soil, grade, existing construction, and structural conditions. |
| Code and zoning adaptation | Pre-checked elements do not remove parcel-specific zoning and building review. | Developed around the parcel’s applicable requirements from the outset. |
| Professional scope | Requires a licensed professional to prepare the site-specific material and adaptations the application needs. | Requires a licensed professional to develop the complete custom permit set. |
| Cost or schedule outcome | The available sources do not establish that standard plans are always cheaper or faster overall. | The available sources do not establish a universal cost or schedule advantage. |
Use a standard plan only after a fit check
- Measure the parcel and identify the likely building area.
- Compare the standard plan’s footprint, entrances, windows, utilities, and foundation assumptions with that site.
- List every required change, including mirrored layouts, altered openings, site walls, grading, utility runs, and accessibility adjustments.
- Ask the architect or engineer what site-specific drawings and calculations will be submitted to LADBS.
- Choose the standard plan only if the adaptation scope remains sensible for the intended use; otherwise commission a custom design.
4. Apply the current Los Angeles and California rules
Los Angeles has a local ADU ordinance in addition to applicable California law. The City ordinance is Los Angeles Municipal Code section 12.22A.33. HCD’s ADU Handbook was updated in March 2026 and includes an addendum describing changes effective January 1, 2026. Check the current LADBS, City Planning, and HCD material before relying on an older checklist, form, fee schedule, or online article.

Rules can change while a project is being designed. Ask the design professional to identify the version of the code and handbook used for the drawings, and confirm that the submittal forms and fee schedules are current on the date of application.
5. Follow the permit path in the right order
Permitting is more than submitting a floor plan. LADBS describes plan review for construction documents, online submission through ePlanLA, permit issuance after approval, and construction-stage inspections. Treat each stage as a gate: do not begin construction work before the permit is issued.
- Prepare the site information. Complete the plot plan, existing-condition drawings, proposed floor plans, elevations, sections, structural information, energy and green-code documentation, and any survey or specialist report required for the parcel.
- Resolve preliminary questions. If the concept has unusual site or code issues, use LADBS preliminary plan-check assistance or obtain professional advice before producing a final permit set.
- Submit for plan review. Use the current LADBS submission method, including ePlanLA when applicable. Include the site-specific documents needed to show zoning placement, foundation design, utilities, and code compliance.
- Respond to comments. Track every correction, revise the drawings consistently, and resubmit the complete response. A change to a wall or opening may require corresponding updates to structure, energy, plumbing, electrical, or elevations.
- Obtain permit issuance. Construction authorization begins only after the required approvals and permits are issued. A standard plan’s pre-approval is not this authorization.
- Schedule inspections during construction. Coordinate the required inspections with the inspector and keep approved plans available on site.
Know what inspections cover
LADBS identifies inspection stages that can include excavation, foundation, framing, electrical, plumbing, roofing, and waterproofing. The exact sequence depends on the work. Do not cover work that needs inspection, pour concrete before the excavation or foundation inspection, or close walls before rough systems have been approved.
Interpret the 60-day rule correctly
Los Angeles City Planning summarizes state law as requiring covered ADU and JADU applications to be approved or denied within 60 days. That is a statutory decision period for a covered permit application. It is not a promise that design, surveying, corrections, permit issuance, procurement, construction, and final approval will all occur within 60 days. Missing information, corrections, site complications, or work outside the covered application can extend the overall schedule.
6. Build a useful budget without inventing a citywide price
No reliable, comparable Los Angeles-wide construction-cost range was established for this topic. A price-per-square-foot number without a defined scope can mislead you, especially when a garage conversion, attached addition, and detached unit have very different foundations, utility work, demolition, and site access. Request a project-specific proposal instead.
Require a line-by-line scope
Give each bidder the same drawings, site information, and written assumptions. A useful estimate should identify:

HCD’s March 2026 handbook states that an ADU with 750 square feet or less of interior livable space is exempt from impact fees imposed by local agencies, special districts, and water corporations. For an ADU larger than 750 square feet, those impact fees are proportional to the ADU’s square footage relative to the primary dwelling.
| Figure | What it means | Source and date |
|---|---|---|
| 750 square feet | Interior-livable-space threshold at or below which the specified local-agency, special-district, and water-corporation impact fees are exempt under the stated rule. | California Department of Housing and Community Development, 2026 handbook. |
| 500 square feet | Maximum size stated for a JADU in Los Angeles City Planning’s summary of state law; it is not a general ADU maximum. | Los Angeles City Planning, page accessed October 2026. |
| 500 square feet | HCD says school districts may charge impact fees for ADUs larger than this size. | California Department of Housing and Community Development, 2026 handbook. |
| 60 days | Approval-or-denial period summarized for covered ADU and JADU permit applications; it is not a total design or construction schedule. | Los Angeles City Planning summary of state provisions effective January 1, 2020. |
The 750-square-foot rule is one budget input, not a total-project-cost guide. School-district impact fees are a separate issue: HCD says a school district may charge them for an ADU larger than 500 square feet. Confirm the actual charges with the relevant City schedules, agencies, water providers, and school district for the parcel and project date. The thresholds do not tell you the dollar amount that will apply.
Turn the concept into a decision-ready estimate
- Freeze the intended use and approximate size so every proposal prices the same functional program.
- Provide the measured site plan, existing-condition photos, known permit records, and any survey to the design and construction team.
- Separate hard construction, professional services, governmental fees, utility work, finishes, and contingency in the estimate.
- Ask each proposer to state exclusions and assumptions in writing.
- Update the estimate when plan review reveals foundation, access, drainage, or utility changes.
- Keep a record of allowances and owner selections so a change in finishes is not confused with an unforeseen site condition.
7. Common planning mistakes and how to correct them
Assuming a standard plan is already approved for the lot
Symptom: The published design appears code-compliant, but its footprint conflicts with setbacks, access, or foundation conditions. Correction: Treat the plan as a pre-approved design resource and have the site-specific zoning, foundation, and construction documents reviewed by LADBS.
Using a fence as the property line
Symptom: The proposed wall is dimensioned from an old fence, and a later measurement changes the available width. Correction: Obtain a survey when the boundary is uncertain; LADBS may require one by a registered land surveyor or civil engineer.
Quick wins for a faster PC:

Symptom: The plan has an attractive room arrangement but no workable storage, privacy, access, or kitchen strategy for the actual occupant. Correction: Define the intended use and daily movement first, then test the room arrangement against the site.

Pricing only the building shell
Symptom: A construction quote omits design, utility connections, permit charges, site work, appliances, or restoration. Correction: Require a written scope with inclusions, exclusions, allowances, and contingency before comparing totals.
Starting work after plan approval but before permit issuance
Symptom: Demolition, excavation, or foundation work begins while issuance or corrections remain outstanding. Correction: Wait for permit issuance and schedule the required inspections before covering inspected work.
Treating the 60-day period as a guaranteed completion date
Symptom: Financing, contractor mobilization, or a move-in date is based on 60 days from the first design meeting. Correction: Reserve time for design, survey, submission, corrections, issuance, procurement, construction, inspections, and final approvals; the stated period applies to approval or denial of covered applications.
8. A practical go/no-go test for your project
Proceed to detailed design when the property is confirmed to be under LADBS jurisdiction, the apparent lot lines and existing structures are documented, the intended occupant and access needs are clear, and at least one feasible footprint survives the setback, utility, parking, foundation, and construction-access checks.
Pause and resolve the issue before spending on a final permit set if the boundary is uncertain, the existing structure’s legal status is unclear, the sewer or electrical route has no plausible connection, the standard plan requires extensive changes, or the estimate excludes major categories. Once those issues are addressed, submit a coordinated site-specific package, wait for permit issuance, and use inspection milestones to control construction.
