Check the responsible highway authority’s current roadworks notice before you leave, allow extra time, and follow the temporary diversion signs and traffic controls. Do not rely on an old notice, a map preview or a route planner to prove that a closure is inactive. A diversion that works for a car may not work for a lorry, bicycle or wheelchair user, so confirm the arrangement for your mode of travel. If signs are missing or conditions no longer match the instructions, stop in a safe, legal place and reassess; never enter a closed work area or make a sudden manoeuvre.
This guidance is based on UK practice. The Department for Transport’s roadworks-sign guidance covers England, Scotland and Wales, but the live arrangement is set by the relevant highway authority, road operator and works contractor. Local notices take priority for the closure location, operating times, permitted access and signed route.

Start with the live closure information
Find the responsible authority
Identify which organisation controls the affected road: usually the local highway authority, but sometimes a national road operator or another roads body. Search that organisation’s current roadworks, road-closure or travel-disruption notices and check the notice date. For a major trunk-road project, also check the operator’s project page. National project notices can include a closure, a named diversion, temporary speed limits and the hours when restrictions apply.
Use the notice for the exact road, junction and direction you need. A general “roadworks nearby” message may cover several phases, while a sign on a different approach may refer to another restriction. Record the closure’s start and end points, dates, daily hours, vehicle restrictions and any statement about local or business access.

Confirm whether the closure is active when you travel
Roadworks change as crews move through phases. Check the authority’s latest update on the day of travel, particularly after severe weather, an incident or an overnight change. An older social-media post, a cached web page or a journey preview cannot establish that a temporary closure has ended. If the notice gives a date range but no daily hours, treat the restriction as potentially active throughout that period unless the authority says otherwise.
Allow time for the actual diversion
Advance roadworks signs are intended to give drivers time to allow for delay, choose an alternative route or make other arrangements. Add time for the signed route itself, queues at temporary signals and the possibility that a second set of works affects the alternative. If arriving at a fixed time matters, plan a conservative departure and identify a safe place where you could stop to review updated information.
Match the plan to your mode and vehicle
Driving a car or motorcycle
Check that the published diversion uses roads suitable for your vehicle and destination. A route that looks shorter on a map may include a width restriction, a low bridge, a weight limit, a one-way section or a turn that is difficult to make safely. Follow any temporary speed limit, lane arrangement or signal shown on the approach.

Large or specialised vehicles need more than a simple distance comparison. Professional design guidance says rerouting should consider all vehicle types, including public-service vehicles. Check height, width, weight, turning space, gradients and access for loading or servicing. If a published route is unsuitable for your vehicle, contact the authority or operator named in the notice before setting out; do not assume that a private shortcut is authorised.
Walking, using a wheelchair or mobility aid
A carriageway closure does not automatically describe the footway arrangement. Check whether a pavement, crossing, pedestrian zone or access to a property is closed, narrowed or moved. Look for a temporary pedestrian route, a temporary crossing or a signed alternative. Consider surface quality, kerbs, gradients, lighting and the ability to pass other people safely. If you need step-free access, confirm that the temporary route is genuinely accessible rather than inferring it from a vehicle diversion.

Cycling
Check separately for cycle-lane or cycle-track closures. Traffic Signs Manual Chapter 8 operational guidance says cycle facilities should remain open where possible or have an acceptable alternative, and that changes should be signed well in advance. A long or poorly designed detour can tempt people to ride against traffic or use a footway, creating a new hazard. Plan a legal route that keeps you away from the work area and follows the temporary signs.
Read what the temporary signs and barriers mean
| What you see | What it tells you | What to do |
|---|---|---|
| Advance roadworks or closure information | The location of works, an expected delay, a closure or a temporary restriction ahead. | Reduce speed, read the complete instruction and decide early whether to follow the signed diversion or make an authorised alternative plan. |
| Temporary direction or diversion arrows | The route selected for traffic around the works. | Follow each sign in sequence; do not assume one arrow remains valid after a junction. |
| Temporary speed-limit sign | A legally enforceable temporary limit may apply through the works or diversion approach. | Slow to the displayed limit and continue observing lane shifts, signals and workers. |
| Cones, barriers or a road-closed sign | A section of highway or work area is restricted. Barriers can close an area to vehicles and pedestrians. | Stop before the restriction if necessary and use the permitted route. Never move a barrier or pass through a signed closure as a shortcut. |
| Temporary pedestrian route or out-of-use crossing sign | The normal footway or crossing is unavailable or has moved. | Use the signed temporary route and check every crossing point before stepping into the carriageway. |
| Works-traffic or construction-site access sign | Access intended for authorised works vehicles, not a public diversion. | Do not treat the entrance as an alternative public route unless the authority explicitly permits it. |
The Highway Code includes diversion and emergency-diversion sign categories. Temporary signs may use a different colour or layout from permanent direction signs, so read the instruction rather than navigating by habit. At complex junctions, position early and signal clearly without crossing a closed lane.

A practical planning sequence
- Mark the closure. Write down the road, junctions and direction affected, not just the town or postcode.
- Read the current notice. Confirm the active dates, hours, restrictions, permitted access and authority contact.
- Choose the correct route type. Determine whether the notice gives a vehicle diversion, pedestrian route, cycle alternative or temporary crossing.
- Check vehicle suitability. Review height, width, weight, turning, access and any restrictions for your vehicle or mobility equipment.
- Build in time. Allow for the diversion, temporary signals, queues and a safe stop if you need to re-check instructions.
- Prepare navigation. If using a sat-nav or phone, set the destination beyond the closure and treat its route as advisory. It may not know about a newly installed barrier.
- Save a safe fallback. Identify a legal stopping place before the works, not a hard shoulder, live lane or private entrance.
- Recheck immediately before departure. Look for an authority update or a changed phase of the works.
Follow the diversion safely on the road
Approach the first sign early
Scan well ahead for temporary signs, lane arrows, cones, traffic signals and workers. Reduce speed before a lane shift rather than braking sharply beside the taper. Keep a safe following distance because vehicles ahead may stop to read a sign or merge.
Stay within the temporary layout
Observe the displayed speed limit, lane lines, stop-and-go signals, priority arrangements and no-entry signs. A temporary layout can differ from the permanent road markings. Give works vehicles room when instructed and expect people or machinery near the carriageway.
Keep the route in view
Temporary direction signs should provide continuity. If an arrow appears to conflict with the previous instruction, or a sign seems to lead into a closed section, continue only where the road is clearly open and you are permitted to do so. Stop in a safe, legal place before checking the authority notice or selecting another route. Do not read a phone while moving, turn around in a live lane or reverse toward a barrier.

Do not improvise through the worksite
A gap between cones is not automatically an open lane. A barrier may protect excavation, plant, an unstable surface or a route reserved for authorised works traffic. The Department for Transport’s sign guidance distinguishes public diversion signs from signs for works traffic and temporary construction-site access. Enter only where public access is clearly indicated.

Check every part of the pedestrian journey
A diversion must work from your starting point to your destination, not merely around the closed carriageway. Check whether the footway is continuous, whether you must cross the road, and whether the temporary crossing has signals, dropped kerbs and enough width for mobility equipment. Look for changes at side roads and entrances, where a route may switch sides of the street.
Preserve access to properties
The Safety at Street Works and Road Works: A Code of Practice states: “Under no circumstances may pedestrian access be completely denied to any property or premises.” This is a duty for the responsible works and highway arrangements, not permission to walk through a barrier. If the only apparent route blocks a home, shop, workplace or care facility, use the contact shown on the notice to ask for the authorised access arrangement.
Choose a cycle route that does not create a new conflict
Where a cycle facility is closed, use the signed alternative or another legal route that keeps you out of the work area. Do not ride against traffic, squeeze through a pedestrian-only route or dismount into an unsafe crossing merely to avoid a long detour. Chapter 8 guidance places importance on advance signing so that people can change route before reaching the closure.
How official diversions are assessed
The Code of Practice requires a risk assessment for any diversion route “to ensure it is suitable and safe for the diverted traffic or pedestrians.” That assessment belongs to the responsible authority and works organisation. It considers the traffic or people being diverted, the temporary layout and the hazards created by the change.

Traffic Signs Manual Chapter 8 Part 1 says: “The Highway Authority should ensure that the diversion route is correctly signed throughout its length using appropriate direction signs to diagrams 2702 to 2707 and variants (but see paragraph D3.15.20).” This explains why a diversion should be signed continuously rather than only at the closure itself.
These duties do not allow a traveller to certify an unfamiliar route from a map. Your role is to check current instructions, obey restrictions and decide whether the conditions remain safe for your journey. Report a missing sign, blocked footway or unsafe conflict to the highway authority or works contact; do not remove cones or create your own opening.

| Decision point | Follow the signed diversion | Plan another route |
|---|---|---|
| Permission and closure status | Uses the arrangement authorised for the active closure. | Must still respect every closure, restriction and access rule; a map does not grant permission. |
| Suitability | Designed for the traffic or pedestrians identified by the authority, subject to on-the-day conditions. | You must verify suitability for your mode, vehicle dimensions and destination without assuming the shortest route is appropriate. |
| Current information | Depends on signs being present and consistent through the route. | Requires checking the latest authority notice and any other active works before departure. |
| Walking and cycling access | May include a specific temporary footway, crossing or cycle alternative. | Must provide a legal, usable route without entering a work area or creating a dangerous interaction with traffic. |
| Continuity | Highway authorities are expected to sign the route throughout its length. | There may be no temporary signs to confirm each turn, so plan all junctions and restrictions in advance. |
Use the signed diversion unless the current authority information directs otherwise or the route is clearly unsuitable for your vehicle or mode. If it appears unsafe or inconsistent, stop safely and contact the responsible organisation rather than making a last-second decision.
What to do when conditions change
The closure is not where the notice says
Do not proceed on the assumption that the notice is wrong. Work phases can move, and a new barrier may be installed after the page was updated. Remain on an open, permitted road, stop safely and check the latest authority information. If the physical restriction conflicts with the signed route, report the discrepancy.

A diversion sign is missing
Do not follow a guess based on the last arrow. A missing sign breaks the continuity you need to identify the authorised route. Stop legally before a junction or use a safe stopping place, then confirm the next instruction from the authority or works contact.

The route is congested
Queues do not by themselves authorise use of a closed lane, bus-only lane or footway. Remain within the temporary layout, allow emergency vehicles to pass and follow any traffic controller’s instruction. If delay threatens an appointment, notify the person expecting you rather than taking an unsafe shortcut.
Weather or darkness reduces visibility
Reduce speed further and expect temporary markings, cones and pedestrians to be harder to see. If you cannot read the sign or distinguish the lane safely, stop only where lawful and protected from moving traffic, then obtain clearer information before continuing.
Questions to answer before you leave
- Which authority or road operator controls this section, and where is its latest notice?
- What are the exact closure points, active dates and daily hours?
- Is local, business, resident or emergency access permitted?
- Does the arrangement cover my vehicle, walking route, cycle route or mobility equipment?
- Are there temporary speed limits, signals, width limits, height limits or weight limits?
- Where does the diversion start, and are signs expected at every decision point?
- What safe place can I use if the route is unclear?
- Who is the works or highway contact if a sign, barrier or access route is unsafe?
When to seek help instead of proceeding
Contact the authority or works organisation before travelling when your vehicle cannot meet the diversion’s dimensions, when a property or business appears cut off, or when you need a step-free or cycle route that is not identified. On the journey, stop and seek clarification if a barrier, sign or traffic controller gives instructions you cannot safely reconcile. Emergency services and people responding to an incident should use their own operational procedures; ordinary road users must not enter a restricted work area to make way.
Limits of map and navigation apps
Digital maps are useful for understanding the surrounding network, but temporary closures can appear after their data was collected. They may also route a vehicle through a restriction that applies only to certain classes of traffic or fail to represent a temporary footway. Treat the authority’s current notice and the physical temporary signs as the controlling information. Enter the destination beyond the closure, keep attention on the road and update the route only from a safe stop.
