How to Plan a Public Media Headquarters Project From Funding Through Construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A public media headquarters succeeds when its building, technology, finances and public purpose are planned as one operating system. Start by defining the journalism, production, community and workforce outcomes the organization must deliver; then establish governance and a finance model, choose among renovation, adaptive reuse or new construction, procure a qualified team, design for technical resilience and public access, and control construction through commissioning and post-occupancy review.

The sequence below is a practical framework. Published figures from individual stations are included only as attributed case examples—not as universal costs, space ratios or schedules.

As an Amazon Associate I earn from qualifying purchases.

1. Define what the headquarters must enable

Before looking at sites or commissioning drawings, write a concise statement of the organization’s required capabilities over the planning horizon. A headquarters is both a workplace and a public-facing production and community facility, so the brief must cover more than desks and meeting rooms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Translate mission into measurable outcomes

  • Journalism and production: How many simultaneous radio, television, podcast, digital and live-event workflows must the facility support?
  • Audience service: Which activities require visitors, students, members, partners or community groups to enter the building?
  • Workforce: What staffing, collaboration, hybrid-work and accessibility needs must be met now, and what growth should the building absorb?
  • Technology transition: Which systems must move to IP, cloud, higher-resolution video, automation or shared production environments?
  • Continuity: What must remain on air or online during a utility failure, cyber incident, severe weather event or construction shutdown?
  • Education and civic use: Will the headquarters host classes, public forums, screenings, performances or newsroom engagement?

Separate essential outcomes from attractive features. A larger atrium, café or studio may be valuable, but it should not displace a required technical room, cooling capacity or emergency-power allowance. State each desired benefit in operational terms—such as greater production capacity, faster collaboration, improved public access or higher resilience—so later design choices can be tested against the mission.

Use an operating plan, not a wish list

Build a five- to ten-year operating model covering headcount, programming, events, technology refreshes, maintenance and revenue assumptions. Map how people, media, equipment and visitors move through the current operation. Document bottlenecks, duplicate spaces, acoustic conflicts, security concerns and systems that are nearing end of life. This evidence becomes the basis for a room program and for deciding whether the project should be a renovation, adaptive reuse or new build.

KQED’s Campaign 21 illustrates the value of combining institutional priorities. The station reported that the campaign supported digital production and distribution, reporting growth and headquarters renovation. It described a multidisciplinary newsroom, digital spaces, edit suites, technical infrastructure and community-convening areas. Those are KQED’s circumstances, not a staffing or square-footage formula for another organization.

2. Establish governance before committing capital

Large headquarters projects fail when authority is unclear. Approve a written governance charter before selecting property or announcing a campaign.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assign accountable roles

  • Project sponsor: The executive with authority to recommend the project and resolve organizational conflicts.
  • Board oversight: A board committee or facilities task force that approves the business case, major scope changes, debt and contingency use.
  • Owner’s project manager: The day-to-day integrator for schedule, budget, consultants, procurement, risk and reporting.
  • Technical authority: Engineering and IT leaders who sign off on broadcast, production, network, power, cooling and cybersecurity requirements.
  • Fundraising lead: The person responsible for campaign strategy, donor restrictions, recognition and public communications.
  • Operations representatives: Staff from news, production, audience services, facilities, finance, human resources and accessibility.

Define who may approve a design change, release contingency, alter the completion date, accept a system or authorize a move. Record decisions in a controlled log with the decision maker, date, cost and effect on outcomes.

Use decision gates

  1. Case gate: Approve mission outcomes, preliminary program, affordability limits and a no-build alternative.
  2. Site gate: Approve a preferred property only after title, condition, environmental, zoning, utilities, access and connectivity reviews.
  3. Concept gate: Approve a tested concept with a cost plan, phasing strategy and continuity plan.
  4. Design gate: Approve coordinated documents, updated estimate, permits strategy, procurement packages and contingency.
  5. Construction gate: Authorize contract execution after scope, funding, insurance, schedule and risk allocation are reconciled.
  6. Occupancy gate: Accept the facility only after life-safety, accessibility, building systems, broadcast/IT systems, training and documentation are complete.

3. Build a funding and affordability model

Do not treat the campaign target as the project budget. Create a total-cost model that shows what must be funded, when cash is needed and which costs are restricted.

Include the full cost stack

  • Property purchase, closing and due-diligence costs
  • Design, engineering, acoustics, technology consulting, legal and other professional fees
  • Construction, demolition, site work, permits, testing and insurance
  • Broadcast, production, IT, network, cybersecurity, furniture and equipment
  • Temporary studios, swing space, storage, duplicated services and staff relocation
  • Systems migration, data and media transfer, commissioning, training and opening
  • Escalation, owner contingency and a separately governed technology reserve
  • Debt service, fundraising costs and operating reserves where applicable

Model at least three scenarios: minimum viable, target program and growth-ready. For each, show capital sources, timing, restrictions, recurring operating impact and the consequences of a delayed campaign or higher construction price. Stress-test interest rates, donor timing, inflation, a six- to twelve-month delay and a major technical replacement.

What published case figures do—and do not—prove

Project example Published figure or event How to use it
WOSU Public Media Its April 27, 2021 announcement said the campaign for a new headquarters had surpassed a $12 million goal. Attribute the amount to WOSU and that announcement. It is a campaign result, not a universal headquarters budget.
Cincinnati Public Radio Skanska reported a $32 million cost for a completed 35,000-square-foot facility; the retrieved page did not state a publication year. Attribute the figure to Skanska and verify the original owner budget and inclusions before using it in a financial model.

These figures describe different projects and cannot be converted into a reliable cost-per-square-foot benchmark. A station’s geography, land cost, labor market, technical fit-out, temporary operations and financing structure can change the total substantially.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match fundraising to the capital plan

Document whether gifts are unrestricted, restricted to construction, restricted to technology or tied to named spaces. Create a pledge-collection schedule that matches design, construction and equipment payments. Keep donor recognition decisions separate from technical and life-safety requirements. If a gift is delayed or restricted more tightly than expected, the governance charter should specify which scope can be deferred without compromising continuity.

Published examples show different arrangements. KQED combined renovation with broader organizational investment in Campaign 21. Colorado Public Radio (CPR) reported that its building purchase was a cash transaction using philanthropic funds designated for capital investment. WOSU reported exceeding its $12 million campaign goal with leadership gifts and community support. None of these arrangements is a standard recipe.

4. Choose and test the site strategy

Compare renovation, adaptive reuse and new construction against the same criteria rather than choosing by headline cost.

Decision axis Questions to answer
Total cost What are the purchase, demolition, structural, code, temporary-operation, migration and long-term maintenance costs?
Schedule and phasing Can programming remain live? Are swing spaces, shutdown windows and permits realistic?
Production fit Can the structure support acoustic isolation, floor loading, cable pathways, technical power, cooling and equipment access?
Public presence Are transit, parking, entrances, security, wayfinding and event circulation suitable?
Resilience Can the site provide diverse connectivity, backup power, flood and weather protection, and recoverable operations?
Future flexibility Can rooms, infrastructure and leases accommodate new platforms, staffing or partners?
Approvals and finance What title, environmental, zoning, historic, accessibility, tax, grant or lender conditions apply?

Obtain qualified local reviews of title, environmental conditions, structure, hazardous materials, utilities, code, planning and network service before a transaction. Include an independent cost and schedule opinion. A property that appears inexpensive can require substantial structural, acoustic, mechanical or code work; a new build can carry longer approvals and greater escalation exposure.

Understand the CPR sequence

CPR announced the purchase of 777 Grant Street in Denver in August 2023. It said a board facilities task force guided identification and purchase, with design, phasing and fundraising to follow. This is a documented sequence for that organization—not evidence that every station should buy property before design or fundraising.

5. Turn workflows into a space and systems program

The program is the bridge between the business case and architectural drawings. Prepare a room-by-room schedule that records area, users, adjacency, acoustic requirement, technical systems, security level, hours of operation, growth allowance and acceptance criteria.

Core workplace and production areas

  • Newsroom neighborhoods, assignment areas, interview rooms and secure meeting rooms
  • Radio studios, television studios, control rooms, master-control or playout functions as applicable
  • Podcast and small-format production rooms with appropriate isolation
  • Edit suites, media ingest, storage, asset-management and review spaces
  • Technical rooms, racks, cable distribution, maintenance benches and equipment staging
  • Training, focus and collaboration areas that can be reconfigured
  • Staff support, loading, storage, visitor reception and secure circulation

Public and community areas

  • Visible reception and orientation with controlled access beyond the public zone
  • Flexible forum, event or performance space with independent audiovisual control
  • Classrooms or workshop rooms for education and community programs
  • Exhibition, screening or listening areas where they serve a defined audience purpose
  • Café or hospitality functions only when operations, staffing and funding support them

CPR’s December 2023 RFQ listed a possible two-story community venue, public café, broadcast and media rooms, focus areas and collaborative spaces. The list demonstrates how a program can combine public and production uses; it does not establish required room counts.

Specify technical resilience early

With the station’s engineers and specialist advisers, define rack elevations, heat loads, cooling diversity, technical power, grounding, UPS and generator strategy, cable routes, fiber entry, network segmentation, access control, acoustic isolation, vibration limits and maintenance clearances. Plan for cybersecurity, backups and recovery procedures alongside physical infrastructure. Confirm how systems will be migrated, tested and operated while the existing headquarters remains live.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not let architectural layouts freeze before these requirements are documented. Moving a wall is cheaper than rebuilding a power, cooling or cable pathway after construction.

6. Procure the professional team transparently

Issue a request for qualifications (RFQ) or request for proposals (RFP) that gives firms enough information to assemble the right team and price the work responsibly.

Include in the solicitation

  • Mission, outcomes and preliminary program
  • Site information, known constraints and occupied-facility conditions
  • Required disciplines: architecture, structural, civil, mechanical, electrical, acoustics, broadcast/IT, security, accessibility, cost and code
  • Expected phases from planning through construction administration and closeout
  • Budget basis, escalation assumptions, schedule milestones and contingency expectations
  • Required experience with live production, occupied renovations, public assembly and complex technology
  • Named team members, roles, availability, references and conflict disclosures
  • Fee structure, reimbursables, allowances, insurance and proposed contract terms
  • Evaluation criteria and the process for questions, interviews and selection

Decide whether the owner needs an independent project manager, cost consultant, commissioning authority or technology integrator in addition to the architect and engineer. Local counsel and procurement specialists should determine which public purchasing, grant, institutional or lender rules apply.

Use CPR’s RFQ as a historical model

CPR said in December 2023 that it had selected a project manager and issued an RFQ for architectural and engineering services covering planning, design and construction. The notice proposed retaining a qualified firm as architect through those phases and listed a February 5, 2024 submission deadline. That deadline has passed, so the notice is a process example, not an open opportunity.

7. Design for phasing, continuity and change

At concept, schematic, design-development and construction-document stages, require the team to show how scope, cost, schedule, technical performance and public access remain aligned.

Plan an occupied renovation

  1. Divide the building into live, temporary and construction zones.
  2. Identify blackout windows for studios, network cores, electrical work and life-safety systems.
  3. Provide temporary studios, offices, storage and visitor routes before demolition.
  4. Approve a cutover plan for every critical broadcast and IT service, including rollback steps.
  5. Communicate changes to staff, guests, donors and the public with a named owner and timetable.
  6. Update the risk register after every phase and reapprove contingency before entering the next one.

Design for public access without compromising operations

Separate public, staff, production and service circulation where necessary. Provide accessible routes, restrooms, hearing assistance, clear wayfinding, safe loading and event egress. Coordinate security so visitors can participate without entering secure newsroom, technical or media-storage areas. Test event layouts with real furniture, equipment and queue assumptions rather than relying only on a floor plan.

Use a cost plan as a design control

At each design gate, reconcile quantities, unit assumptions, escalation, alternates, owner-supplied equipment, technology allowances and contingency. Label every alternate as either mission-critical, deferrable or optional. If the estimate exceeds affordability, change scope deliberately through governance; do not conceal the gap in optimistic allowances.

8. Manage procurement and construction

Select a delivery method—such as design-bid-build, construction manager at risk or another locally appropriate arrangement—only after comparing price certainty, schedule, owner capacity, design coordination and risk allocation. The appropriate choice depends on jurisdiction, market and project complexity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Construction controls that protect the mission

  • Maintain one approved baseline for scope, budget and milestones.
  • Use a change-control form showing reason, cost, schedule effect, funding source and approval.
  • Track long-lead broadcast, electrical, mechanical and network equipment separately from general construction.
  • Require submittal, mock-up, testing and inspection criteria for acoustics, life safety, accessibility and technical systems.
  • Hold regular risk reviews covering safety, logistics, utilities, weather, labor, supply chain and public operations.
  • Keep meeting minutes, requests for information, submittals, decisions and payment records in a searchable system.
  • Protect contingency with explicit release rules; it is not a hidden source of enhancements.

Coordinate insurance, bonding, site security, public protection and emergency procedures with the contractor and local authorities. Qualified local professionals must resolve contract, permitting and code questions because requirements vary by jurisdiction.

Examples of delivery partners

KQED identified EHDD as its design firm and named Cahill Construction and Oppenheim Lewis as project manager in its campaign material. CPR’s RFQ established an owner-side project-manager role and an architecture/engineering procurement. Skanska reported completion of Cincinnati Public Radio’s headquarters. These examples show the range of roles a project may require; they do not establish a preferred team structure.

9. Commission, migrate and open deliberately

Substantial completion is not the same as operational readiness. Build commissioning into the contract and budget from the start.

Acceptance checklist

  • Life-safety, accessibility and code inspections passed
  • HVAC balancing, acoustic testing, lighting controls and power-quality tests completed
  • Broadcast, production, network, cybersecurity, access-control and audiovisual systems tested end to end
  • Backup power, UPS, diverse connectivity and failover procedures demonstrated
  • Furniture, signage, room controls and visitor systems installed and documented
  • As-built drawings, asset registers, warranties, licenses, passwords and maintenance schedules delivered securely
  • Staff trained on normal operation, emergency response, shutdown and recovery
  • Open defects assigned with dates, owners and retainage rules

Run rehearsals with real programs and public events before the first high-consequence broadcast from the new facility. Schedule a controlled migration, keep rollback capacity until stability is proven and communicate any temporary service changes clearly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Evaluate performance after occupancy

Set post-occupancy reviews at approximately 30, 90 and 365 days, adjusted to the project. Compare actual results with the outcomes approved at the case gate.

  • Production throughput, edit turnaround and collaboration time
  • System uptime, incident frequency, recovery time and maintenance workload
  • Energy, comfort, acoustics and indoor-environment performance
  • Accessibility feedback and public participation
  • Event utilization, room conflicts and security incidents
  • Budget closeout, warranty claims, unresolved defects and operating costs
  • Staff retention, recruitment experience and workplace satisfaction

Use findings to correct training, furniture, controls, policies or technology—not merely to document the opening. Preserve the lessons for the next capital cycle.

11. Lessons from documented public media projects

KQED: connect capital work to service and community

KQED announced a two-year construction project in 2019 and later described a renovated headquarters that was more visible and flexible, with community spaces and upgraded broadcast and technology infrastructure intended to improve services and continuity during major emergencies. President Michael Isip said: “Our spectacular home features technology that expands our capabilities to provide trusted and quality content, a work environment that will enable the best talent in public media to thrive, and spaces where we can build community for bold conversations, civic engagement and cultural experiences.” The statement belongs to KQED’s announcement and should not be treated as a performance guarantee for another station.

CPR: make ownership and sequencing explicit

CPR’s facilities task force guided property identification and purchase, after which the organization described design, phasing and fundraising work. Its RFQ then translated the intended program into a professional-services procurement. The transferable lesson is governance clarity: the board, project manager and design team need defined handoffs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

WOSU and Cincinnati Public Radio: attribute numbers carefully

WOSU’s 2021 announcement reported that its campaign had surpassed a $12 million goal. Skanska reported a $32 million cost for Cincinnati Public Radio’s completed 35,000-square-foot facility. Because the figures come from different publishers and projects, use them for context and verification—not as a comparative estimate or fundraising formula.

12. A practical roadmap from idea to opening

  1. Approve mission outcomes and a no-build alternative.
  2. Document current workflows, service failures and growth assumptions.
  3. Appoint sponsor, board oversight, project manager and technical authority.
  4. Set decision gates, change authority and reporting cadence.
  5. Prepare minimum, target and growth-ready program scenarios.
  6. Build a total-cost and cash-flow model with contingencies.
  7. Identify funding restrictions, pledge timing and operating impacts.
  8. Compare renovation, adaptive reuse and new construction.
  9. Complete site, title, environmental, structural, code and connectivity due diligence.
  10. Approve the preferred site strategy and acquisition conditions.
  11. Issue an RFQ/RFP for the integrated professional team.
  12. Develop the room, workflow and technical-systems program.
  13. Test public access, security, accessibility and event operations.
  14. Develop concept options with cost, schedule and phasing plans.
  15. Approve schematic design only after affordability and continuity review.
  16. Coordinate design development, technology integration and permitting.
  17. Reconcile construction documents, estimate, alternates and contingency.
  18. Select delivery method and procure construction transparently.
  19. Set up document control, change control, risk and quality systems.
  20. Build temporary operations and migration rehearsals into the schedule.
  21. Track long-lead equipment and interfaces with the building contractor.
  22. Commission building, broadcast, IT, security and public systems.
  23. Train staff, complete cutovers and retain rollback capability.
  24. Close contracts, resolve defects and perform post-occupancy reviews.

A headquarters project is therefore a managed sequence of decisions, not simply a building campaign. When outcomes, authority, funding, technical requirements and public purpose are aligned before construction, the organization can make necessary trade-offs without losing the services the facility exists to support.
