How to Plan a Flexible Office Layout for Changing Team Sizes

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan a flexible office around the people who are present at the same time and the work they need to do—not simply the number of employees on the payroll. Map attendance by day, identify routine, collaborative, focused and confidential tasks, then create a mix of workpoints, meeting settings, quiet rooms and shared amenities that can be rearranged as demand changes.

Use modular, separable furniture and rooms that can be subdivided or repurposed. Before fixing the plan, verify the building grid, floor loading, power, cooling, cabling, accessibility, fire safety, security and circulation. Treat any desk-to-staff ratio as a local planning assumption, test the arrangement in use, and revise it with measured occupancy and staff feedback.

1. Calculate demand from simultaneous attendance

Payroll headcount is a poor proxy for the number of workpoints an office needs when people work remotely, travel, share desks or attend on different days. Start by estimating the busiest credible presence, not an annual average. Build an attendance profile for each team and day of the week, including visitors, contractors, interns and people who need a dedicated setting for accessibility or confidentiality.

Map the variables that drive demand

  • Team size now: Record each team’s current headcount and the people expected to join or leave during the planning period.
  • Attendance pattern: Note the usual days in the office, expected peaks, seasonal variation and whether attendance is scheduled or unpredictable.
  • Work mode: Separate individual routine work, concentrated work, confidential conversations, calls, group collaboration, hybrid meetings and client meetings.
  • Visitors and shared services: Include reception, interview, training and touchdown demand that employees do not create.
  • Growth and contraction scenarios: Test at least one higher and one lower headcount case so the plan does not fit only today’s organization chart.

Where possible, combine booking records, access data, observation and team schedules. Stated preference alone often overestimates or underestimates actual use. The UK Government Property Agency’s Government Workplace Design Guide (first published 13 October 2020 and updated 2 July 2026) is guidance for the UK government estate, not a universal code, but it provides a useful model for activity-led planning.

Use ratios as a scenario, not a rule

South Australian government fit-out guidance gives the illustrative calculation “Staff number x 80% = Workpoint number required” and describes 80% as a recommended guide for flexible working. That is a jurisdiction-specific planning recommendation, not a law or universal benchmark. Apply it only as one scenario alongside your observed peak attendance, local requirements and the proportion of work that can genuinely be done away from a desk. The formula appears in the Department for Infrastructure and Transport’s Part 3: Workplace Design.

If a team has 100 staff, for example, an 80% scenario would produce 80 workpoints before you adjust for its actual attendance pattern, dedicated roles, visitors, accessibility and non-desk settings. Do not present that result as the correct answer without the supporting utilization analysis.

2. Translate work activities into a portfolio of settings

A flexible office is not just a smaller grid of desks. The Government Property Agency distinguishes three broad settings: team-home areas for routine work, collaboration areas for group and virtual activity, and do-not-disturb settings for focused or confidential work. South Australian guidance also lists quiet rooms, focus rooms, meeting and collaboration spaces, breakout facilities and multipurpose wellness rooms as examples. The right mix depends on the tasks and attendance you documented.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Team-home workpoints

Use a recognizable home area for each team or function, even when individual desks are shared. A team-home zone supports orientation, storage, informal exchange and quick access to colleagues. Standardize desk footprints and power positions so workpoints can be added, removed or regrouped without redesigning the whole floor.

Collaboration settings

Provide a range of group settings rather than expecting every discussion to happen at a desk. Include small touchdown areas for two or three people, project tables, rooms equipped for hybrid meetings and larger rooms for scheduled sessions. Place writable surfaces, screens and power where they can be used without trailing cables through circulation routes.

Quiet and confidential settings

Open space cannot substitute for concentration or privacy. Quiet rooms, focus rooms and enclosed call settings give people a place to work without visual interruption or audible leakage. Confidential conversations may require a room with a door, controlled access and appropriate sound isolation; an acoustic screen alone does not create a confidential room.

Shared amenities and support

Plan storage, lockers, print or equipment points, refreshment areas, wellness rooms and visitor facilities according to actual demand. Shared workpoints need a clear storage policy: lockers or another assigned method prevent personal items from spreading across unowned desks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Use area examples carefully

South Australia’s guidance gives illustrative ranges for several settings. They are examples from that agency’s office-accommodation context, not universal space standards or substitutes for local approval.

Setting People accommodated Illustrative area in South Australian guidance
Phone booth 1–2 people 2–5 m²
Quiet room Individual focused work 6.5 m²
Medium meeting room 10 people 18–25 m²

Check the issuing agency’s current guidance, your building’s dimensions, furniture clearances, accessibility requirements and local fire and workplace rules before adopting any of these figures.

4. Confirm the building constraints before drawing a plan

Flexible furniture cannot overcome an unsuitable base building. Gather the architectural, engineering and operational information before deciding where workpoints or rooms will go.

Record fixed elements

  • Usable floor area, structural grid, columns, cores, windows, entrances and ceiling heights.
  • Fire exits, escape routes, protected lobbies, fire compartments and locations of alarms or suppression equipment.
  • Accessible entrances, step-free routes, door widths, turning areas and accessible amenities.
  • Landlord or security boundaries, visitor-control points and areas requiring restricted access.

Check service capacity

South Australian fit-out guidance says proposed layouts should remain within floor-load, electrical, heating and cooling, and cabling capacities and must not compromise safety systems. Verify available circuits, floor boxes, data routes, wireless coverage, ventilation, thermal zoning and audiovisual capacity with qualified specialists. A room that fits on paper may fail if it cannot be cooled, powered or connected where people need it.

Understand local obligations

Building, accessibility, fire, occupational health and safety, security and tenancy requirements vary by jurisdiction and building type. The UK guide and South Australian guidance are useful references, but neither replaces current local law, landlord rules or professional design review.

5. Zone the floor for short and long-term change

Arrange settings so that a team can grow, shrink or move without forcing a complete rebuild. Keep routine workpoints together in team-home neighborhoods, place collaboration where groups can gather without disturbing focused work, and provide controlled quiet settings along a calmer circulation path.

Use the building’s advantages

South Australian guidance recommends locating open-plan areas toward the perimeter to use natural light and outlook, with built fit-out near the core where feasible. Treat this as a design consideration rather than a universal mandate: window lines, glare, heat gain, escape routes, structural constraints and accessibility may lead to a different arrangement.

Create adjacency, not isolation

Place meeting rooms close enough to team areas for convenient use, but use acoustic separation so conversations do not spill into routine work. Put quiet rooms away from kitchens, reception queues and high-traffic routes. Locate shared storage and printing where they are accessible without cutting through a confidential zone. A simple adjacency diagram—showing which settings should be near, separated or shared—often reveals conflicts before a detailed plan is drawn.

Reserve expansion capacity

Identify areas that can accept additional desks, a new project room or a temporary team without moving fixed walls. Keep spare power and data capacity where practical, and avoid filling every possible square metre with permanent furniture. A deliberately unassigned zone can be more valuable than a few extra desks if the organization is expected to change.

6. Specify furniture that can be moved and reused

South Australian guidance states: “Workstation systems should consist of separable components that can be reconfigured and reused without requiring multiple trades to disconnect and reconnect services.” That principle is central to a change-ready fit-out.

Prefer separable components

  • Use standardized desk sizes, screens, pedestals and storage modules that can be combined in more than one arrangement.
  • Choose freestanding or independently wired elements where possible instead of systems that require specialist trades to dismantle and reconnect every move.
  • Keep cable management accessible and label power and data routes so changes can be made safely.
  • Use demountable screens or partitions where they meet acoustic, fire and accessibility requirements and can be reused elsewhere.
  • Select finishes and components that can be replaced individually rather than discarding an entire workstation when one part fails.

A generic “modular office desk” or “reconfigurable office workstation” description is useful only after checking dimensions, stability, cable routing, user clearances and compatibility with the building services. Product flexibility on a catalogue page does not prove that a component will fit your floor or satisfy local regulations.

Design for shared use

Shared desks need consistent monitor connections, power access, lighting and clean-down procedures. Assign lockers or another storage method, define how abandoned items are handled and make the booking or check-in process understandable. If a desk cannot be reset quickly, people will reserve more space than they need.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Make meeting rooms multipurpose

Meeting demand changes with project cycles, recruitment, training and hybrid work. Instead of building many rooms that each serve one fixed purpose, consider rooms that can be combined or subdivided, provided that fire ratings, acoustics, ventilation, accessibility and technology remain compliant.

Plan a range of capacities

Small rooms handle one-to-one conversations and focused calls; medium rooms support project teams; larger rooms accommodate training or all-hands sessions. A movable partition can let two groups meet separately on ordinary days and create one larger room for occasional events. The partition, however, must deliver the required acoustic and fire performance when closed.

Support hybrid participation

Place displays, cameras, microphones, speakers and power so remote participants can see and hear the room without blocking circulation. Test sightlines from different table configurations. A room that works for an in-person meeting may fail for hybrid collaboration if the camera faces a bright window or microphones cannot capture people at the ends of the table.

Provide overflow options

Breakout areas, project tables and reservable touchdown settings can absorb short peaks without permanently increasing enclosed-room area. Monitor whether these spaces are being used for work they were not designed to support; repeated misuse can indicate that a needed setting is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Compare layout options with the same decision criteria

When two or more schemes are plausible, evaluate them against consistent criteria rather than choosing the drawing that looks most spacious. Record assumptions for peak attendance and growth so the comparison remains transparent.

Decision axis Questions to ask
Peak capacity How many workpoints, rooms and visitor positions are available during the busiest expected period?
Activity coverage Can people perform routine work, focused work, calls, collaboration, meetings and confidential tasks?
Adaptability Can furniture, partitions and services be changed when teams move or headcount shifts?
Access and circulation Are routes, doors, settings and amenities usable by people with different mobility and access needs?
Privacy and acoustics Can people concentrate and hold sensitive conversations without avoidable visual or sound intrusion?
Technology and services Do power, data, wireless, audiovisual, ventilation and cooling support each intended use?
Whole-life value What are the fit-out, operating, reconfiguration, reuse and external meeting-space costs?

A high-density option may provide more nominal workpoints but perform poorly for confidential work or accessibility. A room-heavy plan may offer privacy yet leave routine teams without enough convenient desks. Score the trade-offs explicitly and document why the selected balance fits your organization.

9. Test the plan with real footprints and scenarios

A conceptual bubble diagram is not enough. Use measured floor dimensions and actual furniture footprints, then test the plan in the order people will experience it.

  1. Draw the fixed shell: Add columns, cores, windows, doors, exits, risers, fire equipment and no-build zones.
  2. Lay out accessible circulation: Trace step-free routes from entry to workpoints, rooms, amenities and exits. Check turning and approach clearances with a qualified access professional.
  3. Place team-home settings: Use the attendance scenario to position routine workpoints, shared storage and team support.
  4. Add collaboration and quiet settings: Check that meeting, focus and confidential rooms are reachable without crossing protected or high-noise areas.
  5. Overlay services: Mark power, data, wireless access, lighting, ventilation and audiovisual requirements. Confirm capacity with the relevant engineers.
  6. Run peak and low-use days: Test a busiest-day arrangement, a typical day and a contraction scenario. Look for unused rooms, blocked routes, storage overflow and desk shortages.
  7. Review change moves: Simulate adding a team, removing a bank of desks, converting a room and relocating a service. Note which steps require trades, permits or building shutdowns.
  8. Walk the plan with users: Include facilities, IT, security, accessibility representatives, team leaders and people who perform confidential or equipment-intensive work.

10. Protect accessibility, privacy, acoustics and safety

Flexibility is only useful if every person can use the settings safely and with appropriate privacy. Do not assume that an open plan is inherently inclusive.

Accessibility

  • Provide accessible routes to shared and dedicated settings, not just to the reception area.
  • Include workpoints and meeting positions that accommodate different reach, height, mobility and sensory needs.
  • Check door hardware, thresholds, turning areas, lighting, glare and wayfinding.
  • Keep emergency egress clear after desks, lockers, screens and temporary furniture are installed.

Privacy and sound

Map sound paths from kitchens, printers, reception and meeting rooms to focused work areas. Use enclosure, distance, absorptive finishes and appropriate screens as a coordinated strategy. Specify measured acoustic performance where confidentiality matters; a decorative partition does not establish speech privacy. Review sightlines as well as sound, particularly for screens, medical information, personnel discussions and client work.

Safety and operations

Furniture changes must not obstruct sprinklers, detectors, extinguishers, electrical panels, ventilation grilles or escape routes. Establish who can move components, how changes are recorded and when a facilities or safety review is required. Local occupational health and safety obligations remain in force even when furniture is temporary.

11. Pilot before committing to permanent construction

If the project allows, create a reversible pilot using representative desks, screens, storage, room technology and booking rules. A pilot should run long enough to include both normal and peak attendance.

  • Cable Management Grommets - The work surface includes a built-in wire management grommet to keep cords and cables organized, maintaining a tidy workspace.

Measure behavior, not just opinions

  • Occupancy of workpoints by time and day.
  • Utilization and cancellation rates for meeting, focus and phone settings.
  • Queueing or booking friction for rooms and desks.
  • Frequency of confidential conversations occurring in unsuitable places.
  • Noise complaints, glare, thermal discomfort and technology failures.
  • Storage overflow, abandoned equipment and time required to reset shared desks.

Combine these observations with structured user feedback. A room that is rarely booked may still be essential for confidential work, while a heavily booked room may be compensating for a missing smaller setting. Review the evidence by activity and team rather than treating one utilization percentage as the verdict.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a change cycle

Assign an owner for the layout, furniture inventory, room settings and utilization review. Revisit the plan after occupation, after major team changes and at a regular operational interval. The Government Property Agency describes its workplace guide as an evolving resource; check the current version when a project is initiated rather than relying on an old printout.

12. Account for whole-life cost and disruption

The cheapest initial fit-out can become expensive if every organizational change requires demolition, specialist reconnection or a weekend move. Compare schemes on total effort over their expected life.

Include more than purchase price

  • Furniture, partitions, storage, room technology and installation.
  • Electrical, data, cooling, lighting and acoustic modifications.
  • Moves, temporary decant space, permits, shutdowns and specialist trades.
  • Cleaning, maintenance, replacement parts and furniture storage.
  • External meeting or coworking space required when internal rooms are full.
  • Residual value and reuse when teams contract or the lease changes.

Document which components can be reused, which services are fixed and what a typical reconfiguration would involve. A separable workstation may cost more at purchase yet reduce future disruption; the decision should be based on the number and likelihood of changes, not on a generic promise of flexibility.

13. Common planning failures and practical fixes

Failure: applying one desk ratio to every team

Fix: Use attendance and activity data by team, then test peak, growth and contraction scenarios. Treat the South Australian 80% calculation as a contextual guide, not a universal target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failure: counting desks but not settings

Fix: Allocate capacity for focused work, calls, confidential activity, collaboration, hybrid meetings, visitors and storage before finalizing the workpoint count.

Failure: making every room single-purpose

Fix: Use multipurpose or subdividable rooms where acoustics, fire safety, ventilation and technology can support the intended configurations.

Failure: installing integrated systems that cannot move

Fix: Specify standardized, separable components with accessible wiring and reusable parts. Confirm that changes will not require multiple trades to disconnect and reconnect services.

Failure: leaving accessibility and egress until the end

Fix: Trace accessible routes and emergency paths on the first plan and recheck them after furniture, lockers and screens are placed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failure: assuming open space solves privacy

Fix: Provide enclosed quiet and confidential settings, control sound paths and test speech privacy for the activities that need it.

Failure: trusting a conceptual sketch

Fix: Use measured floor plans, actual furniture footprints, service overlays and walk-through scenarios before procurement or construction.

14. Implementation checklist

  • Attendance by day, peak presence and growth or contraction scenarios are documented.
  • Routine, collaborative, focused, confidential, hybrid and visitor activities are mapped.
  • Workpoint assumptions are labeled as local scenarios rather than universal standards.
  • Fixed building elements, exits, accessible routes and security boundaries are verified.
  • Floor-load, electrical, cooling, ventilation, data and wireless capacity are checked.
  • Team-home, collaboration, quiet, confidential, meeting, storage and amenity settings are zoned.
  • Furniture is standardized, separable, movable and supported by a clear storage plan.
  • Rooms can support their intended in-person and hybrid configurations.
  • Privacy, acoustics, glare, thermal comfort and technology are tested in representative settings.
  • Local building, accessibility, fire, occupational health and safety requirements are reviewed by qualified professionals.
  • At least one reversible pilot or full-scale mock-up has been evaluated where feasible.
  • Utilization, booking friction, user feedback and change requests have named owners and review dates.

15. The decision framework in one sentence

Choose the layout that supports the busiest credible attendance and the full range of work activities while keeping furniture, rooms and services easy to change, then verify the result through accessibility, safety, privacy, service-capacity and utilization checks. That approach produces a workplace that can absorb a growing team, a shrinking team or a different attendance pattern without treating every change as a construction project.
