First establish what is actually late, connect that item to receiving, inspection, installation and successor work, then test whether the affected chain is on the critical path or has usable float. In parallel, obtain design and owner approvals for any substitute, partial shipment, resequencing or acceleration. Finally, update the schedule with actual progress, realistic remaining durations and documented assumptions, and give every notice required by the signed contract and governing jurisdiction.
This sequence keeps a procurement problem from becoming an undocumented schedule dispute. A late delivery may have no effect on completion if another work front can proceed; it may consume float without moving a milestone; or it may push a contractual completion date. The answer depends on the material, the approved design, site logistics, schedule logic and contract terms.

1. Stabilize the facts before changing the schedule
Supplier promises are not schedule data until they are dated, specific and tied to an identifiable order. Ask the procurement lead or supplier for a written status update and record when it was issued. Separate confirmed events from estimates, and preserve the original promise so the change can be measured.

Information to confirm
- Material description, approved specification, manufacturer or model, quantity and required-on-site date.
- Purchase-order number, release date, order acknowledgement and current production status.
- Original promised delivery date, each revised forecast and the person or system that supplied it.
- Whether the item has shipped; if so, carrier status, expected arrival, unloading requirements and any inspection hold.
- Whether a partial shipment is available, what quantity it covers and whether that quantity supports a complete work front.
- Submittal, fabrication-drawing and owner/design approval status, including rejected or incomplete submissions.
- Known causes of delay, such as fabrication, allocation, transportation, customs, weather or an unresolved technical question.
Label an unverified date as an estimate. A supplier’s “four more weeks” is not the same as a booked shipment. Request a confidence range or milestones when possible: production complete, release to carrier, arrival at site and inspection acceptance. Keep the response with the project records rather than relying on a phone call that cannot later be reconstructed.

Check whether the item is truly a constraint
Walk the work area with the superintendent and affected subcontractors. Confirm whether crews can safely perform another activity, install a temporary component, or complete preparatory work without creating rework. A delivery can be late while the site still has productive work fronts; conversely, a small component can block an entire system if testing or commissioning cannot proceed without it.
2. Trace the delivery through the schedule
Model the material as a chain of activities, not as a single delivery date. A sufficiently detailed schedule places procurement and submittal activities beside field work and commissioning so their relationships are visible. A typical chain is:
- Submittal preparation and review.
- Approval, release and purchase order.
- Fabrication or manufacturing.
- Shipment and delivery.
- Receiving, inspection and storage.
- Installation, connection or integration.
- Testing, balancing, start-up or commissioning.
- Punchlist correction and turnover.
Link each predecessor to its actual successor. If an equipment shipment is late, identify the installation activity it drives, the tests that depend on installation and every successor that uses those test results. Include physical and logistical constraints such as access, crane availability, laydown space, weather windows, curing time, work-hour restrictions and interfaces with other trades.
Questions for the field and scheduler
- Can work proceed safely without the item, and for how long?
- Is a temporary protection, embedded item or inspection required before the next activity can start?
- Can another area, floor, elevation or system be released to the crew?
- Would starting successor work early cause concealed rework, warranty problems or an out-of-sequence inspection?
- Are labor, equipment, access and storage available when the revised delivery arrives?
- Which contractual or operational milestones depend on this chain?
Do not remove a logic link merely to make a forecast look better. A schedule should represent the work that can actually be performed, not an optimistic sequence that ignores constraints.
3. Determine whether completion is at risk
The delivery affects completion only through the activities and paths it controls. Compare the revised delivery and installation forecast with the current schedule’s early and late dates, total float and contractual milestones.
Critical path and float test
- Update the procurement activity with the latest actual status and a realistic remaining duration.
- Recalculate the affected installation, testing and commissioning activities using current resources and logistics.
- Identify the path with the least total float and the paths that could become critical if the delay consumes contingency.
- Compare the resulting substantial-completion and final-completion forecasts with the dates in the contract and approved baseline.
- Record whether the event consumes float, moves a milestone, or leaves completion unchanged.
Float is schedule flexibility, not an automatic entitlement or a reserve that belongs exclusively to one party. A path with 15 days of float may absorb a 10-day delivery slip, but only if the float is real after accounting for access, inspections, other trades and known risks. Reassess uncertainty rather than reporting a false single-day precision. Federal project-planning guidance from the Federal Highway Administration calls for disciplined, comprehensive assessment and reassessment of project risk and uncertainty.

A forecasted finish after a contractual date is a risk signal, not proof that the contractor is entitled to additional time or money. Entitlement depends on the contract, responsibility for the event, causation, notice and the law governing the project.

4. Compare recovery choices before committing to one
Recovery measures are options to evaluate, not automatic fixes. Build a short decision record for each feasible path and obtain the required technical, owner and contractual approvals before directing the work.
| Option | When it may help | Checks before commitment |
|---|---|---|
| Resequence work | Another area or trade has a ready work front and the delayed item is not a prerequisite. | Physical access, temporary protection, inspection sequence, crew availability, productivity loss and effect on other trades. |
| Alternate supplier | A compliant source can provide a more dependable date. | Specification compliance, approved manufacturer requirements, capacity, lead-time confidence, price, warranty, logistics and owner/design approval. |
| Approved equivalent or substitution | A different product performs the required function without compromising design intent. | Submittal and review time, code and testing requirements, dimensions, connections, controls, maintenance, warranty and written acceptance. |
| Partial shipment | The available quantity completes a discrete area or enables a useful installation step. | Whether the quantity is usable, storage and protection, inspection, split freight, repeated mobilization and interface with the balance of the order. |
| Expedited freight or fabrication | The supplier can offer a credible earlier date and the time saved matters to a milestone. | Actual capacity, premium cost, carrier reliability, handling risk, who authorizes payment and whether the gain survives downstream constraints. |
| Acceleration | Additional shifts, crews or equipment can recover time after the item arrives. | Safe staffing, supervision, permits, noise limits, productivity, overtime cost, trade coordination, quality controls and written direction. |
Evaluate alternatives on the same axes
For each option, record the expected delivery date and confidence, approval duration, effect on critical path and float, milestone result, direct and indirect cost, responsible payer, quality and warranty implications, code and design compliance, safety, storage and handling, coordination burden and notice or documentation requirements. A cheap substitute that takes three weeks to approve may be worse than a more expensive shipment arriving in three days. A partial delivery that strands material in an unsecured laydown area may create more risk than it removes.
5. Complete technical, quality and contract reviews
Design and owner approval
Do not install an “equivalent” product because a salesperson says it is interchangeable. Route substitutions and changes through the responsible designer, owner representative and the contract’s submittal process. Verify dimensions, loads, ratings, interfaces, fire or life-safety listings, controls, commissioning requirements, maintenance access and spare-parts obligations. Keep the approval, rejection or request for more information with the schedule decision.
Safety and logistics
Review lifting plans, traffic routes, temporary supports, weather exposure, storage conditions, security and the sequence of inspections. A resequencing idea is not workable if it blocks an emergency route, overloads a slab, prevents another trade from closing an area or requires an unapproved temporary condition.

For federal work, the General Services Administration’s GSAM 552.236-15 schedule clause states: “The project schedule shall be a rational, reasonable, and realistic plan for completing the work, and conform to the requirements specified in this clause and elsewhere in the contract.” The clause also calls for a written explanation when a post-approval revision describes its substance, rationale and effects on projected substantial completion and float. Read the exact version incorporated into the contract; alternate clauses can change update requirements.
6. Update the schedule with a defensible forecast
Make the update from current actual progress, not from the old baseline alone. Preserve the approved baseline and prior update, then issue a numbered revision so the change can be traced.
- Enter actual start and finish dates for completed procurement, submittal, shipping, receiving and field activities.
- Set realistic remaining durations for fabrication, transit, inspection, installation and testing. State the basis and confidence of each estimate.
- Adjust logic only where the physical or logistical sequence has genuinely changed. Add approved activities for a substitute, partial shipment, temporary work or acceleration.
- Apply current resource assumptions: labor availability, shifts, equipment, access, storage, inspection capacity and trade interfaces.
- Recalculate early dates, late dates, total float, free float and milestone forecasts.
- Identify paths that became critical or have materially reduced float.
- Attach a narrative explaining the event, the chosen mitigation, rejected alternatives, assumptions, risks and effects on completion and float.
- Issue the update through the contract’s required system and obtain acknowledgements from the owner, superintendent, scheduler, procurement lead and affected subcontractors.
Update cadence is contract-specific
The base GSAM 552.236-15 language specifies weekly updates due by the following Monday unless another period is stated. Certain alternate clauses specify monthly updates within five working days after month-end. Those federal cadences do not apply universally; use the period in your signed contract. A material event may also trigger an immediate notice even when the routine schedule update is monthly.
Use ranges when the date is uncertain
If the supplier has not booked production or transport, show a risk range or scenario rather than a precise date presented as fact. For example, maintain a most-likely forecast and a later-risk scenario, identify the activities each scenario affects and state what evidence would move the forecast. This is more useful than changing a single finish date every few days without explaining why.
7. Communicate one version of the plan
Hold a focused coordination meeting as soon as the material status is credible. Include the owner or construction manager, superintendent, scheduler, procurement lead, design representative and every trade affected by the sequence. Send minutes with decisions, owners and due dates.
Minimum communication content
- Material, quantity, purchase order and current supplier forecast.
- What is confirmed, what is estimated and when each statement was received.
- Affected activities, milestones, float and completion forecast.
- Work that can continue and the access or protection needed to continue it.
- Alternatives under review, approval status and the decision deadline.
- Safety, quality, storage, inspection and warranty controls.
- Required notices, responsible sender and contractual due date.
- Next verification point with the supplier and the person responsible for updating the schedule.
Use the same dates and assumptions in the look-ahead plan, procurement log, subcontractor directions, owner report and formal schedule narrative. Conflicting dates in different reports undermine both field coordination and any later time or cost analysis.

8. Keep a contemporaneous decision record
Create a delay log for each material that could affect a milestone. A useful entry contains:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Date and time of the supplier communication, sender, recipient and exact forecast.
- Original promised date, revised dates, shipping evidence and partial-quantity information.
- Submittal numbers, review comments, approvals, rejections and response dates.
- Schedule version, affected activity IDs, float before and after the update, and milestone forecasts.
- Site photographs, receiving records, inspection results and storage conditions where relevant.
- Options considered, technical and commercial evaluation, approvals and the selected action.
- Labor, equipment, freight, overtime or other cost records tied to the action.
- Notices issued, contract clauses relied on and responses received.
- Open assumptions, owner, due date and evidence needed to close each item.
Contemporaneous records are more reliable than a reconstruction months later. They also distinguish a supplier-caused event from a design delay, late approval, access problem, concurrent delay or a contractor-controlled procurement issue.
9. Practical examples of the decision logic
Example: delayed finishes with available float
Tile is forecast 10 days late, but framing, rough-in and another floor can proceed. The tile-installation chain has 14 days of verified float after accounting for inspections and elevator access. The team resequences crews, protects completed areas and records that the current substantial-completion forecast is unchanged. The schedule still shows the procurement variance and the reduced float; it does not pretend the order was on time.
Example: equipment blocks commissioning
A central piece of equipment is 20 days late, and functional testing cannot begin without it. No other ready work front can replace the commissioning sequence. The update records actual fabrication status, the revised delivery range, installation and testing durations, and the resulting milestone movement. The team evaluates an approved equivalent and expedited freight, comparing approval time, warranty, cost and confidence. A formal notice is issued if the contract requires one; entitlement is reserved for the contract analysis rather than assumed.
Example: partial shipment helps one zone
Half of a duct order can arrive soon enough to complete a separate wing, while the balance remains uncertain. The superintendent confirms storage and lifting capacity, the designer confirms that the first wing can be inspected independently and the scheduler adds separate delivery and installation activities. The update shows the benefit in that wing without claiming that the overall system is complete before the balance arrives.
10. Common mistakes and how to correct them
Changing dates without updating logic
Moving an installation bar while leaving procurement, inspection and commissioning links unchanged creates an internally inconsistent schedule. Correct it by updating actuals, remaining durations and relationships together.

Calling every supplier estimate a commitment
A forecast without production or shipping evidence can move again. Mark it as an estimate, request milestone evidence and model a reasonable risk scenario.
Starting successor work unsafely
Working around a missing component can conceal rework or violate inspection requirements. Obtain field, design and safety confirmation before changing sequence.
Choosing the cheapest alternative
Price alone ignores approval time, code compliance, warranty, logistics and downstream effects. Use the comparison axes in the recovery table and document who approved the decision.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Waiting for the next routine update to give notice
Some contracts require prompt notice independent of the weekly or monthly schedule cycle. Check the notice clause immediately and send a compliant notice while the facts are still developing.
Promising time or money too early
A late delivery does not by itself establish excusable delay, compensability or an extension. Preserve rights through timely notice and records, then analyze causation, responsibility, concurrency and contract language with qualified project-controls or legal personnel.
11. A repeatable checklist for every delayed delivery
- Confirm: identify the item, quantity, order, status, original date, revised forecast, shipment evidence and approval status.
- Trace: link procurement to receiving, inspection, installation, testing, commissioning and turnover.
- Test: determine whether work can continue safely, which paths are affected and how much verified float remains.
- Compare: evaluate resequencing, alternate source, approved equivalent, partial shipment, expedited delivery and acceleration against time, confidence, cost, quality, safety and logistics.
- Approve: obtain required design, owner, code, safety and contractual approvals before committing.
- Update: enter actual progress, realistic remaining durations, changed logic, resource assumptions, forecast dates and float.
- Communicate: issue the required schedule narrative and notices, align the look-ahead plan and brief all affected parties.
- Track: preserve dated supplier records, decisions, schedule versions, costs, approvals and unresolved risks.
What the governing guidance means in practice
Federal schedule guidance consistently treats a construction schedule as an integrated plan rather than a list of field bars. The GSA clause requires a rational, reasonable and realistic plan and a written explanation for substantive post-approval revisions. The Federal Acquisition Regulation’s delivery-schedule rules direct planners to consider project nature and complexity, construction seasons, required completion dates, material and equipment availability, contractor capacity and, where useful, multiple completion dates. Federal Highway Administration planning guidance places schedule and risk planning alongside procurement planning in a coordinated delivery plan.
Government Accountability Office schedule-management guidance emphasizes logically sequenced predecessors and successors, realistic labor, material and overhead resources, critical-path and float identification, and risk analysis for paths that could become critical. FHWA guidance likewise calls for reassessing uncertainty and relating contingency to identified risks instead of presenting false precision. These principles are useful on private projects too, but the exact update cadence, notice language and entitlement rules still come from the project contract and applicable law.
