Get a credible revised arrival and discharge window from the supplier, move every dependent activity to that window, and confirm the project’s delivery limit, weather controls, and acceptance requirements before the truck arrives. The correct response depends first on whether the delay concerns ready-mixed concrete or bags of cement-based material.
Take control of the delay before changing the pour
A delayed pour is primarily a coordination problem. The safest decision is usually made before the truck reaches the site, while you can still move labor, equipment and inspections without creating an unsafe or unfinished placement.

- Call the ready-mix producer or cement supplier. Ask for the cause of the delay, the earliest realistic arrival, the expected discharge duration and the confidence of that estimate. “On the way” is not a usable schedule unless the dispatcher can provide a window.
- Ask what time limit applies. For ready-mixed concrete, confirm the limit from the start of mixing to completion of discharge, where it is stated, and any ticket or specification conditions that affect acceptance. Do not assume a universal 90-minute rule.
- Notify everyone whose work depends on the pour. Contact the placing crew, pump operator, concrete delivery drivers, finishers, testing or inspection personnel, traffic or access attendants and anyone supplying temporary power, lighting or protection.
- Recheck the site. Forms, reinforcement, embeds, subgrade, access, washout, tools, screeds, vibrators, finishing equipment, curing materials and weather protection must still be ready when the material arrives.
- Reassess the conditions. If the delay moves placement into hotter, colder, windier or wetter conditions, ask the producer and the responsible project professional whether the approved mix and placement plan remain suitable.
Record the calls, revised window, people notified and decision made. A short written record prevents the crew from acting on different versions of the schedule.
First identify what “cement delivery” means
People often call a truckload of ready-mixed concrete a cement delivery, but ready-mix and bagged cement-based products have different timing rules and decisions. Establish which material is delayed before applying any advice about discharge time.

| Delayed material | What arrives | Main timing question | Safe planning response |
|---|---|---|---|
| Ready-mixed concrete | A truck containing batched concrete, usually discharged into forms, a pump or a placement system | What project-specific limit runs from start of mixing to completion of discharge? | Confirm the producer’s revised window, ticket requirements, approved mix and weather controls; keep placement continuous and organized. |
| Bagged cement-based mix | Dry bags that will be mixed on site or used in a small repair | Can the work be postponed, and does an alternative product meet the plans and specification? | Protect the prepared area, verify the required product and quantity, and do not substitute a locally available bag without approval. |
| Bulk cement for batching | Cementitious ingredient delivered to a plant or batch operation | Can the approved mix be produced without the specified cement or with a different source? | Leave the mix-design and material-source decision to the producer and project authority; do not improvise a field recipe. |
The 90-minute discussion that commonly arises after a delay concerns ready-mixed concrete. It is not a general rule for bags of cement, dry-pack products or every cementitious material.
Get a usable revised delivery window
Questions for the dispatcher or producer
Ask for answers precise enough to schedule people, not just a new promise that the truck will arrive soon:
- What is the truck’s current location and what is the revised arrival window?
- When did mixing start, or when will it start?
- What is the expected time from arrival through the last required discharge?
- How many trucks are committed, and is the sequence changing?
- What delivery-ticket limit and acceptance conditions apply?
- Has the producer changed the mix, admixture, water content or batch because of the delay?
- What weather or traffic issue could move the window again?
Ask the dispatcher to repeat the window in local time and identify one person who will call if it changes. If a pump or crane is involved, the arrival of the truck is not the start of the operation: allow time for setup, priming, line checks and safe access.
When the window is not credible
If the supplier cannot provide a dependable window, release or reschedule the crew and dependent services rather than paying them to stand by indefinitely. Keep the forms and reinforcement protected, but do not leave an open excavation, pump line or traffic control arrangement in a condition that is safe only if concrete arrives shortly.
A rescheduled pour should have a new start time, a new latest-completion time, and a named person responsible for reconfirming the order. A verbal “tomorrow” is not a complete reschedule until the supplier confirms the batch, quantity, mix designation and delivery sequence.
Understand the discharge-time rule instead of relying on 90 minutes
The familiar one-and-a-half-hour figure is historical, not an automatic current rejection threshold. In its August 2024 Concrete Q&A, the American Concrete Institute explains that ASTM C94/C94M-21 replaced the former 1.5-hour discharge requirement with a limit set for the project by the purchaser and producer. The limit should reflect the mixture, haul length, placement method and ambient conditions.

ACI reproduces the standard’s instruction: “Purchaser shall set the time limit from start of mixing … to when the concrete discharge must be completed.” If the purchaser has not specified a limit, the producer is to communicate one and state it on the delivery ticket. The contract documents and the standard edition incorporated into the job still control.
That means two loads delivered after the same elapsed time can have different acceptance outcomes on different projects. A long haul, a slow pump placement, a hot afternoon and a fast-setting mixture may require a different limit from a short haul, cool conditions and rapid discharge. The relevant clock also runs to completion of discharge, not merely to the truck’s arrival.
What to check on the ticket and in the specification
- Mix designation and specified strength or performance requirements.
- Batch or mixing start time and the stated latest discharge time.
- Specified slump, air content, temperature or other acceptance tests.
- Permitted admixtures and any restrictions on water addition.
- Required testing, inspection and sampling procedures.
- Instructions for a load that exceeds the stated limit or arrives outside the approved conditions.
If the load is near or beyond the stated limit, stop and contact the producer and the responsible project professional before placing it. Do not make an acceptance decision from elapsed time alone, and do not direct the driver to conceal or alter the ticket.
Rebuild the crew and equipment schedule
Moving a pour by an hour can create a second failure if the pump arrives early, finishers leave before discharge is complete, or an inspector misses the new window. Tie every resource to the revised completion plan.
| Resource | Why the delay matters | Action to take |
|---|---|---|
| Placing crew | Workers may be standing by, leave for another job or reach fatigue limits after a late finish. | Confirm a new reporting time, expected placement duration and break plan. |
| Pump and hose crew | Setup, priming and line movement consume time before the first concrete reaches the forms. | Reschedule arrival and verify access, setup area, washout and safe hose routing. |
| Finishers | Finishing begins only after the concrete reaches the required condition; late placement can extend into poor light or colder temperatures. | Confirm staffing through final finishing and protection, not just the truck arrival. |
| Testing and inspection | Required samples or approvals may be tied to a specific placement window. | Give the inspector the revised start and latest-completion times and confirm any notice period. |
| Access and traffic control | A road closure, gate attendant or lifting plan may have a fixed time limit. | Extend or rebook controls so trucks can enter, queue and leave without unsafe congestion. |
| Curing and protection | Materials may need to be installed immediately after finishing, especially in heat, wind or cold. | Stage covers, curing materials, heaters or windbreaks before the first truck arrives, subject to the approved plan. |
Tell the crew not only when to report, but also what decision will cancel the pour. For example, the plan might require a confirmed truck by a stated time, acceptable weather, and an available inspector. A common cancellation rule prevents a late decision after workers and equipment are already committed.

Forms, reinforcement and embedded items
- Forms are dimensionally correct, braced, clean and sealed against leakage.
- Reinforcement has the specified size, spacing, laps, supports and cover.
- Anchor bolts, sleeves, drains, conduits, waterstops and other embeds are fixed in their approved locations.
- Construction joints and keyways are prepared according to the drawings.
- The subgrade or base is at the specified elevation and will not pump, rut or contaminate the concrete.
Access and placement equipment
- Truck routes, turning space, ramps and the discharge point are firm, clear and illuminated as needed.
- The pump, chute, buckets or wheelbarrows are sized for the placement rate and are ready before discharge.
- Vibrators, screeds, straightedges, bull floats, edging tools and finishing tools are functional.
- There is a planned washout location that does not contaminate drains, soil or watercourses.
- Workers have a safe path around forms, reinforcement and moving equipment.
Curing, protection and verification
- Curing materials and weather protection are on site, staged and compatible with the specification.
- Thermometers or other required monitoring equipment are available.
- Testing personnel, cylinders or other sampling materials are confirmed.
- Lighting, power, water and communications will remain available for the full operation.
Do not pre-wet or alter the placement area beyond the approved method simply to use the waiting time. Excess water, standing water or a softened subgrade can change the concrete and the support conditions.

Reassess weather and setting after the delay
Setting is controlled by more than the delivery clock. ACI identifies cement composition, the water-cementitious materials ratio, temperature and admixtures as major factors. Setting time generally decreases as temperature increases; changing the water-cementitious materials ratio or admixtures changes setting behavior as well. These relationships explain why a delayed pour must be reviewed, but they are not permission to add water or chemicals at the site.
Hot-weather exposure
Higher temperature accelerates hydration and increases evaporation from freshly mixed concrete. Wind and low humidity can intensify surface drying even when the air temperature does not appear extreme. The resulting risks include loss of workability, rapid setting, plastic-shrinkage cracking, difficult finishing and inadequate curing.
Before proceeding in changed hot conditions, confirm with the producer and project lead:

- Whether the approved mixture and delivery limit still suit the forecast haul and placement duration.
- How concrete and ambient temperatures will be monitored.
- Whether shading, wind reduction, prompt curing and a faster, uninterrupted placement are required.
- Whether the finishing sequence can keep up with the rate of surface moisture loss.
ACI’s hot-weather guidance covers preparation, production and delivery, placing, curing, testing and inspection. ACI PRC-305-20, Guide to Hot Weather Concreting, is an optional technical reference when a delay shifts a pour into hot conditions. The guide’s preview cautions that hot-weather placement is too complex to manage by choosing one universal maximum delivery or as-placed temperature.
Cold-weather exposure
ACI 306R-16 defines cold weather as air temperature that has fallen, or is expected to fall, below 40°F (4°C) during the protection period. That definition comes from a 2016 guide excerpt; verify the current edition, contract requirements and project-specific protection plan.
Cold conditions can delay setting and early strength development and can damage concrete that freezes before it has gained adequate strength. Confirm the required protection duration, enclosure, heating, temperature monitoring and curing method with the responsible project professional. Do not assume that a late delivery can be solved by placing heaters after the concrete is already exposed.

Admixtures are not a field remedy
Retarding admixtures extend setting time and are commonly used to compensate for higher temperatures. Accelerating admixtures reduce setting time and promote early strength development and are commonly used to compensate for lower temperatures. Their selection, dosage and compatibility belong to the approved mix and the producer’s procedures. Never dose a truck yourself or ask the driver to add an unapproved admixture.

When the supplier offers more than one timing option, compare the options against the complete placement system rather than choosing the earliest truck automatically.
| Decision factor | Proceed in the revised window when… | Postpone or obtain approval when… |
|---|---|---|
| Delivery and mix requirements | The producer confirms the mix, ticket limit and acceptance conditions can be met through completion of discharge. | The limit, mix identity or acceptance path is uncertain, or the load may exceed a stated requirement. |
| Weather | The approved hot- or cold-weather controls can be installed and maintained for the full protection period. | Forecast conditions exceed the plan, or required protection, monitoring or curing cannot be provided. |
| People and equipment | The crew, pump, access control, testing and finishing resources are available for the entire operation. | A critical resource cannot be extended or the revised timing creates an unsafe shift, setup or traffic condition. |
| Site readiness | Forms, reinforcement, subgrade, access and tools will remain in acceptable condition until arrival. | Rain, traffic, excavation instability, contamination or another change has compromised the prepared work. |
| Continuity of placement | The supply sequence supports continuous placement without an unplanned construction joint. | The delivery sequence is too uncertain to keep the placement moving as designed. |
A postponement is the prudent choice when any one of these conditions cannot be controlled. The project specification may require a formal approval, revised inspection notice or construction-joint detail; follow that process rather than treating the decision as a private scheduling change.
What to do when the truck arrives
- Check the ticket before discharge. Match the mix designation, batch time, quantities and stated limit to the order and project requirements.
- Confirm the receiving setup. Ensure the pump or discharge method is ready, access is clear and the crew understands the placement sequence.
- Carry out required tests. Sampling, slump, air, temperature or other tests must follow the specification and the qualified tester’s procedure.
- Do not add water or admixture casually. Any permitted adjustment must be authorized under the approved mix and recorded as required.
- Discharge continuously and safely. Keep trucks, pump operations, vibration and finishing coordinated so the placement does not stall.
- Start curing and protection at the specified time. Do not wait until the next shift because the delivery was late.
- Document exceptions. Record arrival, discharge completion, weather, test results, authorized adjustments and any rejected or held load.
If the ticket, appearance, temperature or test result does not meet the project requirements, isolate the decision and call the producer and project authority. Do not accept a questionable load merely because labor and equipment are already waiting.
Special plan for bagged cement-based materials
For a small repair, footing, post base or other work using bags, the practical question is often whether to postpone until the specified product arrives. Keep the prepared area protected from rain and contamination, and maintain a count of the bags, water source, mixing equipment and curing materials needed for the new date.

Plan for common delay scenarios
The truck is one hour late but the weather is unchanged
Confirm the project-specific discharge limit and revised window, move the crew and pump arrival, and recheck that the site can still complete discharge and curing within available daylight and labor hours. If every requirement remains controlled, the delay may be manageable without changing the mix.
The delay moves placement into peak heat
Do not solve the problem by adding water. Revisit the approved hot-weather plan with the producer and project lead, including temperature, evaporation, placement rate, curing and protection. If those controls cannot be provided, postpone.
The delay moves placement below the cold-weather threshold
Use the project’s current cold-weather requirements, not a crew custom. Confirm protection, enclosure, heating and temperature monitoring before deciding. The 40°F (4°C) ACI 306R-16 definition is a planning trigger, not a guarantee that every job below or above it has the same requirements.
The supplier offers a different mix or admixture
Hold the change until the producer and responsible project authority confirm that it is an approved mix and that the specification permits it. A change intended to recover lost time can affect setting, strength, finishing and curing.
The delay creates an unplanned construction joint
Stop and obtain the project-approved joint detail or placement sequence. Do not create a cold joint by allowing concrete to harden against a later batch without direction. The required preparation, reinforcement continuity and location depend on the drawings and specification.
Use a simple communication record
A single page or digital log is enough if it captures the decisions that affect acceptance and safety:
- Order number, mix designation, quantity and supplier contact.
- Original and revised delivery windows.
- Mixing start time and stated completion-of-discharge limit.
- Weather observations and forecast used for the decision.
- People and services notified, including pump, testing and inspection.
- Readiness checks completed and any outstanding item.
- Decision to proceed, hold or postpone, with the approving person.
- Arrival, testing, discharge completion, curing start and exceptions.
This record supports a factual conversation if the delay later affects a test result, rejected load, construction joint or schedule claim. It also gives the next shift the information needed to continue protection and curing.
Bottom line
Plan around a verified delivery and completion-of-discharge window, not a generic 90-minute countdown. For ready-mix, the purchaser and producer set the applicable limit for the project under the governing specification and standard; for bagged material, the decision is usually whether to wait for the specified product. Rebuild the crew and equipment schedule, recheck the site, account for heat, cold, wind and humidity, and obtain approval for any mix or placement change. If the required people, controls or acceptance conditions cannot be guaranteed, postpone the pour rather than turn a delivery delay into a defective or unsafe placement.
