Plan a commercial fit-out as a gated project, not as a decorating exercise. Set the business brief, budget and opening date first; confirm the lease, permitted use, precinct rules and base-building capacity; survey the actual tenancy; appoint a coordinated design team; obtain landlord and statutory approvals; then tender, build, commission and hand over with a controlled defects plan. The lease and precinct manual govern what you may build, when you may work and what evidence you must submit.
What a newly completed precinct changes
A new precinct can look finished while the tenancy still has unresolved interfaces. Base-building services may be commissioned but not connected to your premises, retail or office rules may restrict deliveries and work hours, and an operator may require a separate design review in addition to statutory permits. Your fit-out therefore has two workstreams running together:
As an Amazon Associate I earn from qualifying purchases.
- Business delivery: the space, equipment, technology and customer or staff experience needed on opening day.
- Property and compliance delivery: the lease obligations, landlord approvals, authority permits, safety controls, service connections, insurance and handover evidence needed to occupy lawfully.
Use a stage gate at each decision point. Do not freeze the design, order long-lead equipment or appoint a contractor until the information needed for that decision is sufficiently reliable.

1. Write the business and facilities brief
The brief is the reference against which every layout, quotation and change is judged. It should explain what the business must achieve, why it matters and what has to be operational on the first day.

Record operational requirements
- Customer journeys, service counters, consultation rooms, waiting areas and privacy needs.
- Headcount, workstation standards, meeting capacity, staff amenities and shift patterns.
- Sales-floor, production, treatment or back-of-house areas, including equipment clearances and maintenance access.
- Storage volumes, deliveries, waste handling, secure areas and records retention.
- Accessibility requirements for customers, visitors and staff.
- Security zones, access-control levels, surveillance, cash or high-value-item handling and emergency procedures.
- ICT, data, telephony, audiovisual, point-of-sale and specialist systems.
- Acoustic separation, speech privacy, lighting quality, temperature control and indoor-environment expectations.
- Sustainability objectives, materials policy, energy targets and any reporting obligation.
Set the commercial boundaries
State the approved budget, funding source, target opening date, decant or trading constraints and who can approve scope changes. Separate one-time fit-out expenditure from recurring operating costs. Identify what can be staged after opening and what cannot: a decorative upgrade may wait, but fire egress, accessible facilities, essential power, data and life-safety systems cannot.
The Australian Government Solicitor’s 15 March 2013 briefing on Commonwealth construction and fit-out planning advises identifying what is required, why it is required, when it is needed, the budget, delivery options, legal requirements, approval responsibility and procurement strategy early. Apply that discipline even when the project is privately funded.
Establish decision gates
- Brief gate: the business case, area schedule, budget range, opening date and decision-makers are approved.
- Due-diligence gate: lease, permitted use, precinct rules, base-building information and survey risks are understood.
- Concept gate: the preferred layout and services strategy meet operational, accessibility, fire and cost requirements.
- Documentation gate: coordinated drawings, specifications, approvals and tender information are complete enough to price.
- Contract gate: the selected contractor, scope, programme, insurances, safety plan and commissioning obligations are agreed.
- Occupation gate: testing, certificates, training, defects and handover records support safe occupation.
2. Confirm the lease and precinct controls before design freeze
Obtain the executed lease or agreement for lease and read it with the landlord’s design manual, fit-out guide and base-building handover documents. The lease controls more than rent. It can determine permitted use, hours, signage, loading, service connections, approval fees, insurance, guarantees, defects responsibility and make-good obligations.
Documents and obligations to verify
- Permitted use, trading hours, occupancy limits and any change-of-use trigger.
- Definition of the landlord’s handover condition, including what is complete, tested and accepted.
- Base-building drawings, survey information, commissioning records and service connection points.
- Mechanical, electrical, hydraulic, fire, structural and data capacity available to the tenancy.
- Design-review stages, submission formats, review periods, nominated suppliers and approval fees.
- Delivery windows, loading-dock bookings, hoarding, lifts, vehicle limits, storage and waste rules.
- Noise, vibration, dust, hot-work, fire-isolation and out-of-hours work procedures.
- Security access, inductions, permits, escort requirements and site-contact arrangements.
- Signage, façade, glazing, external plant, penetrations and restrictions on visible equipment.
- Insurance levels, contractor licensing, public-liability cover, workers’ compensation and bank guarantees.
- Defects-liability, warranties, commissioning records, as-built information and make-good obligations at lease end.
For example, Vicinity Centres’ published tenancy requirements call for an executed lease, design approval, authority approvals, contractor insurance, a fit-out programme, inductions, structural information where applicable, public-liability insurance and any required bank guarantee before works start. Treat that as an example of the evidence a precinct operator may demand, not as a universal checklist for every property.
Newly completed or specialised precincts can add another consent layer. Gold Coast Airport Property states that all new tenancy fit-outs and modifications to existing spaces require Gold Coast Airport Consent and Airport Building Controller approval. An airport, hospital, transport hub or mixed-use operator may impose comparable controls, so ask the operator in writing which approvals sit alongside normal planning and building permits.
3. Survey the real tenancy and test-fit the brief
Landlord drawings are a starting point, not proof of site conditions. Before detailed design, have the design team measure the tenancy and verify every interface that can affect cost, programme or compliance.

Survey checklist
- Structural grid, columns, beams, slab levels, ceiling levels, floor falls and finished-floor build-up.
- Risers, shafts, plant rooms, access panels, fire compartments and penetration locations.
- Sprinklers, hydrants, detection, smoke control, fire-rating information and isolation points.
- Heating, ventilation and air-conditioning capacity, controls, fresh-air rates, condensate and after-hours operation.
- Incoming electrical capacity, metering, distribution-board space, emergency power and generator interfaces.
- Hydraulic connection points, drainage falls, grease or trade-waste requirements and hot-water capacity.
- Data, telecommunications and security pathways, containment and demarcation points.
- Daylight, glare, views, external noise, reverberation and acoustic separation.
- Loading access, turning radii, lift dimensions, delivery routes, staging areas and protection requirements.
- Visible defects, moisture, incomplete finishes, damaged services and discrepancies from handover documents.
Record photographs, dimensions, service test results, assumptions and unresolved questions in a survey register. Mark each assumption on the drawings until it is verified. A commercial fit-out process guide used by South Australia’s Department for Infrastructure and Transport includes detailed site measurements before construction documentation; that sequence prevents a visually attractive concept from being built on incorrect dimensions.

Prepare a test fit
Place the required rooms, equipment, circulation, accessible paths, exits, service zones and storage into the measured footprint. Test at least one operational layout and one fallback layout. The test fit should reveal whether columns, risers, ceiling zones, fire egress, delivery routes or service capacities make the brief impossible or expensive before you pay for fully coordinated drawings.
4. Appoint a multidisciplinary design and advisory team
A single designer cannot resolve every risk in a complex tenancy. Appoint disciplines according to the use, building type and approval pathway, and define who owns each interface.
Typical appointments
- Architect or interior designer: spatial planning, finishes, coordination, user experience and design documentation.
- Building-services engineers: mechanical, electrical, hydraulic, fire and controls strategies.
- Structural engineer: penetrations, suspended loads, plant, partitions, equipment supports and any changes to the structure.
- Cost consultant: elemental cost plan, value options, contingencies, tender analysis and change valuation.
- Building surveyor or certifier: building-code pathway, permit or certification requirements and inspection evidence.
- Acoustic consultant: sound insulation, reverberation, plant noise and privacy criteria where the use requires it.
- ICT, audiovisual, security, food-service, accessibility, fire or specialist consultants: systems and compliance details that general disciplines may not design.
- Project manager: programme, decisions, risk, approvals register, procurement and reporting.
Write the appointments so they state deliverables, drawing standards, model or BIM requirements, design responsibility, coordination meetings, approval responsibility, cost reporting, programme obligations and the information required at handover. A responsibility matrix should name one owner for every submission and interface; “the team” is not an accountable party.
5. Develop and cost the concept
Concept design is the point to test choices, not to select finishes by taste. Issue a concept package that allows the tenant, landlord and cost adviser to make a documented decision.
Recommended Free Tools
Concept tests
- Does the plan support the customer and staff journeys in the brief?
- Are accessible routes, sanitary facilities, counters, doors and manoeuvring spaces workable?
- Can occupants reach exits without compromising fire compartments or travel paths?
- Can the ceiling, risers and plant zones accommodate the services strategy?
- Are acoustic treatments, privacy and noise-sensitive rooms located appropriately?
- Do equipment loads, heat gains, drainage, power and data demands fit the base-building capacity?
- Can deliveries, waste removal, maintenance and future replacement occur without disrupting customers?
- Do security and emergency arrangements match the use and precinct rules?
- Are sustainability choices compatible with maintenance, availability and budget?
Cost and risk controls
Maintain an elemental cost plan covering construction, consultant fees, authority and landlord charges, furniture and equipment, technology, relocation, temporary facilities, escalation and contingency. There is no universal commercial-fit-out cost or productivity figure that applies across precincts; soil, base-building scope, location, use, services capacity, labour market and lease obligations change the result. Use measured quantities and supplier quotations for material decisions, and label allowances clearly.

At the concept gate, issue the updated budget, risk register, procurement route, programme and approval plan with the drawings. Obtain tenant approval and landlord design sign-off before detailed documentation. If the budget is above the approved limit, change the scope deliberately; do not conceal the gap in optimistic allowances.
6. Run approvals through a controlled register
Approvals are a programme, not a final administrative task. Create one register with the submission, owner, required information, reviewer, planned date, response date, conditions and evidence of approval.
| Approval or consent | Typical trigger | Accountable owner | Evidence to retain |
|---|---|---|---|
| Landlord or precinct design approval | Any works affecting the tenancy, façade, services, structure, signage or common areas | Tenant project manager with design lead | Stamped drawings, comments and written approval |
| Planning or change-of-use approval | Use, occupancy, hours, external works or planning controls differ from the existing approval | Planning consultant or tenant-appointed adviser | Application, decision and conditions |
| Building permit or certification | Building work, alterations, fit-out classification or occupancy changes | Certifier or building surveyor | Permit, certificates and inspection records |
| Fire and life-safety approval | Changes to exits, alarms, sprinklers, smoke control, compartmentation or occupant load | Fire engineer and certifier | Fire strategy, calculations, test results and sign-off |
| Utility or service connection approval | New or modified electrical, hydraulic, mechanical, data or metering connections | Relevant services engineer and utility coordinator | Connection approval, test certificate and as-built information |
| Special precinct consent | Airport, transport, hospital, campus or mixed-use operator controls | Precinct liaison nominated in the lease | Operator consent and conditions |
The legal briefing from the Australian Government Solicitor emphasises identifying applicable legal, regulatory and policy requirements and assigning responsibility for each approval. Put submission dates into the master programme and allow time for comments, resubmission and conditions. Do not treat a landlord approval as a substitute for a statutory permit, or a statutory permit as permission to ignore the lease.
7. Complete coordinated technical documentation
Before tender, coordinate the architectural, structural, mechanical, electrical, hydraulic, fire, data, acoustic, signage and specialist drawings. Include reflected ceiling plans, equipment schedules, finishes, door and hardware schedules, room data, penetration details, fire-stopping requirements, control sequences and commissioning criteria where relevant.
Documentation quality checks
- Every room in the brief appears on the plan with an agreed area and function.
- Equipment dimensions, loads, clearances, connections and access for replacement are shown.
- Services drawings agree with ceiling heights, bulkheads, doors, joinery and structure.
- Fire ratings, penetrations, egress, accessible elements and sanitary provisions are coordinated.
- Specifications identify performance requirements, acceptable substitutions and protection of existing works.
- Landlord interfaces, metering, isolation points and nominated trades are clearly marked.
- Drawing revisions, assumptions, exclusions and approval conditions are recorded.
Have the cost consultant reprice the coordinated package before tender. Resolve discrepancies in design rather than transferring them to bidders as unexplained risk.
8. Tender and appoint the right contractor
Issue the same information to each bidder: drawings, specifications, finishes schedule, inclusions and exclusions, programme milestones, site constraints, logistics, safety requirements, commissioning obligations, defects period and payment schedule.

Evaluate beyond the lowest price
- Scope completeness and the number and value of qualifications or exclusions.
- Comparable experience in live or newly completed precincts.
- Ability to work within delivery windows, inductions, permits and landlord-nominated trades.
- Programme realism, subcontractor capacity and long-lead procurement plan.
- Safety record, quality controls and approach to protecting base-building assets.
- Financial capacity, licensing or registration required in the jurisdiction, insurance and warranties.
- Commissioning methodology, as-built documentation and defects support.
Prepare a tender comparison that normalises allowances and identifies scope gaps. Interview the preferred bidder with the design team and landlord representative before award. Require a licensed or registered contractor where local law requires it, and verify the policy limits and expiry dates of insurance rather than accepting a generic certificate.

Before mobilisation, confirm the contractor has the approved drawings, precinct consent, statutory permits, insurance, site logistics plan, programme, inductions, permits and contacts. Vicinity Centres’ requirements illustrate how a landlord may require a fit-out programme, inductions, structural information, public-liability insurance and other documents before work begins. Obtain the operator’s written list for your site.
Controls that protect the programme
- Hold a mobilisation meeting covering access, deliveries, hoarding, noisy work, fire isolations, shutdowns and emergency contacts.
- Set inspection and hold points for concealed services, fire-stopping, waterproofing, pressure tests and equipment supports.
- Use a submittal register for samples, shop drawings, equipment data and substitutions.
- Track long-lead items against the opening date and approve alternatives through the design team.
- Issue one site instruction record; every change must state its cost and time impact before approval.
- Maintain daily records of site conditions, incidents, delays, inspections and decisions.
- Protect completed base-building finishes and keep common areas clean to the precinct standard.
Health and safety obligations remain active throughout the works. Vicinity’s published requirement states that contractors and employees involved in fit-out works must comply with workplace health and safety requirements at all stages. Your contract should make that obligation practical through inductions, risk assessments, permits, supervision and incident reporting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. Commission, hand over and occupy
Handover is a deliverable with its own programme. Start commissioning early enough to correct failures before furniture, stock and staff arrive.
Commissioning and practical completion sequence
- Complete installation inspections and verify that concealed work has been recorded.
- Test mechanical, electrical, hydraulic, fire, access-control, data, audiovisual and specialist systems against the approved criteria.
- Balance and demonstrate building services, including controls, alarms, isolation points and after-hours operation.
- Carry out the certifier, landlord and tenant practical-completion inspections.
- Record defects in a dated register with an owner and target close-out date.
- Collect operation and maintenance manuals, certificates, warranties, test results, asset registers, keys, passwords and coordinated as-built drawings.
- Train facilities staff and users on controls, shutdowns, security, cleaning, maintenance and emergency procedures.
- Coordinate stock delivery, furniture installation, technology deployment, staff relocation and opening rehearsals.
- Confirm occupancy conditions, emergency contacts, evacuation information and landlord acceptance.
The South Australian example workflow includes commissioning, practical-completion inspection, manuals, relocation and communication of emergency procedures before occupation. It also illustrates a 12-month defects-liability period. Your lease and building contract may set a different period; record the actual dates and inspection rights in the handover schedule.
How long does a commercial fit-out take?
Duration depends on approvals, design complexity, base-building readiness, procurement and the operating constraints of the precinct. The Department for Infrastructure and Transport in South Australia illustrates the following government-office workflow durations:

| Workflow portion | Illustrated duration | How to interpret it |
|---|---|---|
| Several initiation and approval stages | 2–4 months | Indicative time for early briefing, feasibility and approvals in that government-office process |
| Several design and documentation stages | 2–4 months | Indicative time for concept development, coordination and documentation in the same process |
| Construction and occupation | 6–12 months | Indicative range including construction, commissioning and move-in activities |
| Overall illustrated workflow | 18–36 months | Not a market average or promise for every commercial tenancy |
Use those figures as a prompt to build a project-specific programme, not as a guarantee. A small, ready-to-occupy office may be faster; a food, medical, high-security, airport or heavily serviced tenancy may take longer. Add float for landlord review, authority comments, long-lead equipment, utility connections and defects.
Compare locations and delivery options before committing
A cheaper rent or attractive incentive can be outweighed by approvals and infrastructure constraints. Compare each option against the same criteria:
- Use and approvals: permitted use, change-of-use risk, occupancy limits and special operator consent.
- Base-building capacity: electrical, mechanical, hydraulic, fire, data and structural capacity at the connection point.
- Lease economics: landlord contribution, incentive conditions, approval fees, guarantees and make-good exposure.
- Efficiency: usable area after cores, columns, risers, plant, circulation and required support spaces.
- Access: customer visibility, public transport, loading, deliveries, parking, lifts and service access.
- Programme certainty: handover condition, review periods, utility readiness and contractor availability.
- Flexibility: ability to reconfigure, expand, sublet or replace equipment without major structural work.
- Operating impact: energy, maintenance, cleaning, waste, security, acoustic and after-hours costs.
Use the same criteria when comparing contractors. Price matters only after scope, programme, safety, quality, commissioning and defects support have been normalised.
Common failure modes and recovery actions
Design starts before the lease is settled
Symptom: the preferred plan conflicts with permitted use, signage, service limits or make-good clauses. Recovery: pause the design freeze, obtain written landlord interpretations, revise the brief and rebaseline cost and programme.
Landlord drawings are treated as surveyed truth
Symptom: ceiling zones, risers, columns or connection points move during construction. Recovery: issue a verified survey, redesign affected interfaces and price the change before work proceeds.
Approvals are left to the end
Symptom: construction is ready but a permit, operator consent or fire condition is missing. Recovery: appoint an approval owner, submit a complete package, record review dates and resequence non-dependent work without occupying unlawfully.
The lowest tender excludes critical work
Symptom: variations appear for fire-stopping, controls, testing, protection or landlord fees. Recovery: reconcile bids line by line, clarify exclusions and execute a written scope before award.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCommissioning is rushed
Symptom: staff move in while alarms, access control, temperature, data or equipment interfaces remain unreliable. Recovery: hold occupation of affected areas, test against the commissioning plan, train users and track defects to closure.
A practical first-30-days checklist
- Nominate the client decision-maker, project manager and approval owners.
- Collect the executed lease, precinct manual, handover definition and base-building information.
- Confirm permitted use, opening date, budget, funding and staged requirements.
- Book the measured survey and service-capacity verification.
- Appoint the design, cost, certification and specialist consultants required by the use.
- Create the brief, area schedule, risk register, approvals register and decision calendar.
- Produce and cost the test fit before authorising detailed design.
- Ask the precinct operator for its submission checklist, review periods, inductions and logistics rules.
- Identify long-lead equipment, landlord-nominated trades and utility dependencies.
- Set the concept-gate meeting and require written approval of scope, cost and programme.
Bottom line
A successful fit-out in a newly completed precinct is mostly an exercise in controlling interfaces. Verify the lease and actual tenancy, assign every design and approval responsibility, cost the concept before documenting it, and make commissioning and handover contractual deliverables. The result is a space that can open on evidence—not on assumptions that the building, approvals or contractor will resolve themselves.
