In the UK, a diversion can move lanes, close a familiar footway or introduce temporary signals, so plan for extra time and keep watching for each new instruction until the end-of-works sign.
What a temporary road diversion is
A temporary diversion is a signed route used while a road, lane, junction, footway or cycle facility is closed or changed. It may be needed for resurfacing, utility work, bridge repairs, emergency damage or construction traffic management. The route and its signs are designed by the road authority or its contractor; a driver, cyclist or pedestrian should follow the instructions rather than attempt to redesign the route.

This guide is UK-focused. The Department for Transport roadworks-sign guidance applies to England, Scotland and Wales. Sign shapes, colours, priority rules and legal requirements differ elsewhere. Ontario, for example, generally uses orange diamond-shaped signs for temporary conditions; that is an example of a local system, not a rule for UK roads.

Before setting out: prepare for the closure
Check current information
Look for a current road-closure or works notice from the relevant highway authority, local council or road operator before leaving. Advance information gives you the chance to allow more time or choose another route. A notice may not describe every temporary lane shift, so continue to obey the signs you meet on the road.
Allow time and fuel for a slower route
Queues, temporary signals and a longer signed route can add delay. Leave enough time that you will not feel pressure to accelerate, overtake or make a late lane change. If your vehicle is large, high, heavy or towing, check whether the alternative route has restrictions before you commit to it.
Prepare navigation without overriding the signs
Navigation apps often retain the permanent road layout or suggest a minor-road shortcut through a closure. Treat the temporary signs as the current authority. If the app conflicts with a sign, follow the sign and stop somewhere legal and safe to recalculate rather than turning around in the works.
How do I follow a temporary diversion?
- At the first warning, ease off. Reduce speed smoothly, scan beyond the immediate sign and look for queues, workers, temporary signals, debris, surface changes and the next direction board. Do not wait until you reach cones to decide which lane you need.
- Choose the instructed lane early. Check mirrors, signal when appropriate and move only when there is a safe gap. Temporary layouts can use different markings from the permanent road. Once positioned, hold your lane and leave a safe following distance.
- Follow every diversion arrow and repeat sign. A local diversion is not complete after the first turn. Keep looking for the next sign, temporary road marking or confirmation board. If signs appear to change, follow the latest clear instruction and do not assume the original route remains valid.
- Obey temporary signals and STOP/GO boards. Stop at the line or point indicated and wait for green or for the controller’s direction. A red signal at roadworks can last longer than a normal traffic light; do not guess, edge through or follow the vehicle ahead against the signal.
- Respect convoy working. Where a works vehicle escorts traffic through a single-carriageway section, wait for the escort and follow at a safe distance. Under the UK guidance cited here, do not overtake the convoy vehicle on a single-carriageway road. On a dual carriageway, any exceptional overtaking is only after leaving the works area, where signs show the higher speed limit and the manoeuvre is safe.
- Continue until restrictions end. Keep the temporary speed, lane and priority arrangements until an end-of-works sign or another posted instruction indicates that they have ended. The absence of visible workers does not by itself cancel a restriction.
What should I do when the road is closed ahead?
Stop at the closure boundary
Use the signed turning point, diversion entrance or alternative route. Barriers mark an area closed to vehicles and pedestrians; do not move, squeeze around or climb over them. Entering a closed carriageway can expose you to plant, excavations, moving vehicles, uneven surfaces and traffic travelling in an unexpected direction.
Do not follow a works vehicle through an opening
Red-and-white works signs identify access reserved for works traffic. An opening may be intended for authorised vehicles, not general traffic. Follow the public diversion even if a work vehicle appears to be taking a shorter path.

When the route appears unclear
Slow down and stop only where permitted and safe. Look for a second sign, a temporary road marking or a marshal. Do not reverse along a live road, make a U-turn at cones or enter a side road solely because it appears to bypass the closure. If a sign is obscured or contradictory, report the issue to the road authority when you can do so safely; do not improvise through the works.
How do I get through roadworks safely?
Control speed and following distance
Temporary maximum speeds are instructions, not suggestions. Keep a larger gap than usual because traffic may stop suddenly at a signal, lane merge or work-vehicle entrance. Avoid harsh braking and acceleration, which can surprise workers and vulnerable road users in a narrowed lane.

Expect changing surfaces and debris
Roadworks can leave loose grit, mud, standing water, steel plates, raised edges or a temporary surface. Scan well ahead, keep both hands available for steering and avoid swerving around small hazards. Cyclists and motorcyclists are particularly exposed to grit, mud and other debris, so pass them slowly with generous clearance.
Give workers and machinery room
Expect slow or stopped works vehicles, plant crossing the route and people working close to moving traffic. Never enter a coned-off area to pass a queue. If a vehicle is waiting to enter or leave the site, hold back until the route is clear rather than attempting to squeeze past.
Read temporary signs as a sequence
A warning sign may be followed by a temporary speed limit, lane arrows, a STOP/GO board, a priority sign or a diversion symbol. Each sign adds an instruction. Temporary markings can override the familiar permanent layout, so treat the visible temporary arrangement as the one that applies.

What if the diversion changes my lane?
Merge before the taper
Move into the lane shown by the signs in good time. Check mirrors and blind spots, signal clearly and merge without forcing another road user to brake. Do not accelerate along a closing lane to pass a queue and then push into the gap at the last cone.

Temporary lanes may run across the usual centre line or use a contraflow arrangement. Follow the arrows and edge lines, keep within the lane and maintain your gap. Do not cross a hatched area, mount a kerb or drive between cones to regain a preferred line.
Use caution when lanes reopen
Remain at the temporary speed until signs indicate otherwise. A lane that looks complete may still have a narrow shoulder, uneven surface or workers behind a barrier. Rejoin the permanent layout only where the markings and signs direct you.
Pedestrians, cyclists and accessibility
Pedestrians: use the signed temporary route
A familiar footway, crossing or refuge may be closed even when the road remains open. Follow temporary pedestrian signs, barriers and crossing instructions. Do not step into the carriageway or enter the works area to bypass a blocked pavement. If a route is difficult for a wheelchair, mobility aid or person with a visual impairment, seek the signed alternative or ask the site representative or highway authority for assistance rather than taking an unprotected route.
Cyclists: check for a continuous facility
Look for a signed temporary cycle route and follow its direction. Roadworks guidance says cycle provision should remain open or an acceptable alternative should be provided where possible, and that changes to facilities used exclusively by pedestrians and cyclists should be signed well in advance. Account for loose grit, mud, drainage covers and narrow lanes. Do not ride against traffic or on a footway unless local signs and rules permit it.

Drivers near people walking or riding
Reduce speed before a temporary crossing, cycle lane or narrowed section. Leave room for cyclists and motorcyclists to avoid debris and do not make an abrupt turn across their path. Expect pedestrians to look for a safe gap when their usual route has been diverted, and be prepared to stop.
What good temporary provision should achieve
The Department for Transport’s operations guidance recognises that works can affect the safety and movement of vehicles, cyclists and pedestrians, especially people with mobility or visual impairments. It calls for reasonable steps to reduce those effects. A signed route is not automatically usable: it should be continuous, clearly marked and practical for the people who need it.
Choosing between two lawful routes
If signs or an official notice offer more than one lawful option, compare the routes before turning. There is no universal scoring formula, but these questions expose the important differences:
| Decision factor | What to check |
|---|---|
| Exposure to live traffic and works | Does the route keep you away from moving traffic, plant, queues and crossing points? |
| Walking and cycling continuity | Is there a continuous, usable facility, or does it end at an unsafe gap? |
| Clarity | Are turns repeated and easy to see, reducing the chance of missing a diversion point? |
| Accessibility | Can people with mobility or visual impairments use the surface, crossings and gradients? |
| Vehicle suitability | Does the route fit the vehicle’s width, height, weight and turning needs? |
| Expected delay | Will queues, temporary signals or extra distance make the route materially slower? |
Traffic-management design guidance also stresses maintaining diversion routes and considering effects on surrounding roads. Moving motorway traffic onto ordinary roads should be done only when absolutely necessary, with the police and highway authority involved. A road user should not create such a diversion independently.
Signs, signals and barriers you must not ignore
- Temporary maximum speed signs: maintain the posted limit through the works, including sections where no crew is visible.
- Temporary traffic signals: stop at red and wait for green. Do not follow a vehicle through a red signal.
- STOP/GO boards or a marshal: obey the person or board controlling your direction, even if the permanent priority arrangement looks different.
- Lane arrows and temporary lines: use the lane they designate, not the lane remembered from the normal layout.
- Cones, barriers and fencing: treat them as boundaries. They separate public movement from the work area.
- Works-access signs: red-and-white signs identify access for works traffic; they do not authorise public entry.
- Diversion symbols and confirmation signs: continue following them until the route rejoins the normal road or an end-of-works instruction appears.
If the diversion changes while you are travelling
Emergency repairs, an incident or a new phase of construction can alter the layout. Give priority to the newest visible signs and markings. If a previously open lane is coned off, merge safely and follow the revised route. Do not rely on yesterday’s notice, a memory of the route or an app’s cached map.

When a sign is hard to read because of darkness, weather or glare, reduce speed and look for the next sign rather than guessing. If you cannot determine the route without stopping, pull into a legal stopping place away from traffic. Never stop in a live lane, on a taper or beside a barrier to study a map.
After the works: when can normal driving resume?
Temporary restrictions remain in force until the signs say they have ended. Keep the temporary lane discipline, speed and following distance through the final section, even if equipment has been removed. Once an end-of-works sign or other posted instruction confirms the change, return to the permanent markings smoothly and continue scanning for residual surface hazards.

What applies outside the UK?
Do not carry UK assumptions into another country. Temporary-condition signs may use different colours and shapes, and local rules can change who has priority, how a work zone is marked and whether cyclists use the carriageway or a separated path. Check the road authority or driver handbook for the jurisdiction you are visiting. Ontario’s orange diamond-shaped temporary-condition signs illustrate why a sign’s appearance cannot be generalised worldwide.
Quick checklist at the roadside
- Have I reduced speed before the first cone or queue?
- What is the next specific instruction, and which lane does it require?
- Am I obeying the temporary speed, signal, STOP/GO board and marshal?
- Is the route ahead open to the public, or is it a works-only access?
- Have I left enough space for a cyclist, motorcyclist, pedestrian or works vehicle?
- Am I following the signed diversion rather than an app’s permanent-road shortcut?
- Has an end-of-works sign actually cancelled the temporary restrictions?
