How to Mark Underground Utilities Clearly on a Construction Site

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For U.S. construction work, mark utilities in two layers: first outline the proposed excavation in white, then identify each located utility with the applicable APWA color, owner information, offsets and visible flags or stakes. Call the local one-call center before digging, treat every surface mark as an approximate route rather than an exact depth or centerline, and expose utilities by safe methods as excavation enters the required tolerance zone.

Why clear utility marks matter

A paint line is a communication system for everyone who works around an excavation. It should answer four questions at a glance: Where is the work planned? Which utility is this? Who owns it? How far does the marked route extend from the visible line?

As an Amazon Associate I earn from qualifying purchases.

Surface marks do not prove that every buried installation has been found, and they do not establish exact depth. Detection quality depends on the utility material and construction, depth, access, nearby utilities and surface objects. A clear marking plan therefore combines one-call notification, color coding, physical visibility, field verification and written records.

Start with the local one-call process

Submit a precise locate request

Contact the applicable one-call system before excavation. Provide the complete site address or coordinates, the limits of the proposed work, the excavation type and any phased or changing work areas. Marking a vague site boundary can leave utilities outside the ticket or make the response difficult to interpret.

Follow the response period and ticket-validity rules for the state and locality. OSHA inspection guidance refers to 24 hours unless a longer period is required by state or local law. Arkansas 811, for example, instructs callers to allow two full working days; that is an Arkansas-specific example, not a national deadline. Confirm the current requirements with your own one-call authority.

Check the response before mobilizing equipment

  • Confirm that every utility owner listed on the ticket has responded or issued a documented no-conflict response.
  • Check the ticket number, work limits, expiration date and any special instructions.
  • Compare the response with site evidence such as poles, meters, hydrants, valve boxes, manholes, service entrances and overhead-to-underground transitions.
  • Stop and resolve an unmarked utility, conflicting mark or unclear response before excavation proceeds.

Use the APWA temporary marking colors

Where the local one-call system follows the American Public Works Association (APWA) Uniform Color Code, use the following meanings. Local authorities may word the blue and purple categories differently, so reproduce the legend supplied with the ticket or by the local authority when it differs.

Color Meaning Typical field use
White Proposed excavation Outline the planned route, area or boundary before locators mark utilities.
Pink Temporary construction survey markings or temporarily more visible survey monuments Identify survey control or temporary survey points that are not utility facilities.
Red Electric power lines, cables, conduit and lighting cables Mark electrical distribution, services and lighting infrastructure.
Yellow Gas, oil, steam, petroleum, gaseous or dangerous-material lines Mark hazardous-material pipelines and related facilities.
Orange Communications, cable television, alarm or signal lines, cables and conduit Mark telecommunications and signal facilities.
Blue Water; APWA text also names irrigation and slurry lines, while its chart labels blue as potable water Use the local legend to distinguish potable water from other water-related facilities.
Purple Reclaimed water; APWA chart also includes irrigation and slurry lines Identify reclaimed or other non-potable water systems according to the local legend.
Green Sewer and drain lines Mark sanitary sewer, storm drainage and related facilities.

The APWA resource page identifies the guide as a 2022 publication; the PDF also carries a “Rev. 4/99” line. Treat the color meanings as a field convention that must be reconciled with current local requirements, not as a substitute for state law or the one-call authority’s instructions.

Step-by-step field procedure

1. Premark the excavation in white

Before the locate technician arrives, mark the proposed excavation route, area or boundary in white paint or chalk. Keep the marks continuous enough that the intended limits are unmistakable, but avoid covering existing utility marks. For roadway work, the APWA guide says a white surface mark should not exceed 1.5 inches by 18 inches (40 mm by 450 mm). That is APWA guidance, not a universal legal maximum.

Use a consistent pattern for the site: parallel lines for a trench, a box or polygon for an area excavation, and clear endpoints at tie-ins or changes in direction. If the work will be staged, premark each phase separately and identify the phase on the locate request.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

2. Preserve and interpret the locator’s marks

Do not paint over a utility mark with a different color. Refresh faded marks only with the same color and pattern, and keep the ticket documentation available for the crew. A mark represents an estimated or detected alignment; it is not permission to excavate through the line.

When a facility is wider than 2 inches (50 mm), APWA recommends indicating the facility width. If the width cannot be shown to scale, add a written width or a note on the site plan. Mark multiple facilities in a joint trench in tandem so the crew can see that several lines occupy the same corridor rather than assuming one broad line represents a single cable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Identify the owner or designating party

Add the utility owner or operator’s name, initials or logo where practical. If a contractor, surveyor or other party places a mark instead of the owner or its agent, identify that designating firm. Use abbreviations consistently and include a legend on the drawing or daily work plan.

4. Add offsets when the surface will disappear

If paving, grading, demolition or spoil placement will remove the direct marks, establish offset marks on a stable surface. Place them along a uniform alignment and state the distance from the offset to the actual facility. For example, a note should identify the direction and measured distance, not merely say “utility nearby.” Recheck the offset after changes in grade or alignment.

5. Increase visibility with physical markers

Paint and chalk are useful temporary surface marks, but they can be hidden by traffic, dust, rain, vegetation or the excavation itself. Supplement them with flags, stakes or lath when the route must remain visible from equipment cabs or across a large site. FHWA identifies stakes, lath and survey brush flags as options whose visibility and longevity depend on site conditions.

6. Photograph and survey the completed layout

Before excavation, photograph the marked area from fixed reference points and record the ticket number, date, weather, colors used and any unresolved constraints. FHWA recommends marking detected utilities on the ground, surveying their locations and creating a site plan. A useful record also states the locating method, equipment, limitations and interpretation of ambiguous signals.

Choosing paint, chalk, flags, stakes or lath

Marking method Strength Limitations and best use
Temporary marking paint Fast, easy to apply and immediately legible on many paved or compacted surfaces. Can fade, wear or be covered by traffic, weather, dust or new work. Use for direct surface lines and refresh only with the same color.
Chalk Convenient for short-lived interior or clean-surface marks. Usually less durable outdoors; select it only when the expected work window and surface conditions support it.
Flags Visible above grass, loose soil or uneven ground and easy to place along an alignment. Can be displaced or removed; combine with an offset and a plan view where line continuity matters.
Wood or composite stakes Remain visible above the surface and can carry owner, color or offset notes. May create hazards near traffic or equipment and can be disturbed during grading.
Lath Provides a taller, more visible marker for longer alignments or rough terrain. Needs secure placement and inspection after weather or site activity.

Choose the combination by visibility, expected duration and surface conditions rather than by color alone. None of these products replaces a locate request or safe exposure of the facility.

Understand the tolerance zone before excavation

APWA recommends that, where no law or code specifies a tolerance zone, the zone include the facility width plus 18 inches (450 mm) measured horizontally from each side. This is a guide recommendation; state or local law may define a different width, measurement method or excavation technique.

As work approaches the estimated location, OSHA’s excavation guidance requires the exact location to be determined by means that are safe for employees. Within the applicable tolerance zone, APWA’s guide recommends non-powered hand tools or a non-invasive method until the facility is exposed. Follow the current regulation, the utility owner’s instructions and the project safety plan if they are more protective.

Once an excavation is open, protect, support or remove underground installations as necessary to safeguard employees. Do not allow spoil piles, shoring, trench boxes or equipment to bear on a utility without a planned protection method.

What locating technology can and cannot tell you

Electromagnetic locating

Electromagnetic methods can trace conductive utilities or a signal applied to a conductor. Results can be distorted by signal coupling to nearby lines, close parallel utilities, depth, access limitations and surrounding metal or electrical infrastructure. Nonconductive materials and some abandoned facilities may not respond as expected. FHWA notes that pipes deeper than about five feet can complicate the cited conduction technique; depth and site conditions must be evaluated rather than inferred from the paint line.

Ground-penetrating radar

Ground-penetrating radar can help investigate known and undocumented utilities, including some nonconductive targets, but performance varies with soil, moisture, reinforcement, depth and clutter. A radar indication is interpreted evidence, not a guarantee that a line has been completely characterized.

Systematic surveys for undocumented utilities

When records and marks do not agree, use a systematic locating survey rather than guessing from one signal. FHWA describes traverses spaced approximately 5 to 20 feet apart, depending on site size and survey objective. The survey should record the equipment, settings or methods used, areas scanned, limitations and interpretation of anomalies. A professional private locating service may be appropriate when lines are undocumented, the ticket response is incomplete or the consequences of a strike are high.

Handling common field problems

The ticket says clear, but a visible service enters the building

Stop the affected excavation. Compare the service entrance, meter, valve or manhole with the ticket limits and request clarification from the one-call center or utility owner. Do not assume that an unmarked private service is abandoned.

Marks from two utilities overlap

Preserve both colors, identify each owner and map the corridor as a joint or congested area. Use offsets, measured width notes and safe exposure to separate the facilities before mechanical excavation.

Paint is gone after grading or rain

Use the photographs, offset references and site plan to re-establish the alignment. Have the responsible locator or utility owner refresh the marks when required by local rules; do not redraw a route from memory.

The planned excavation moves

Extend or replace the white premarking and determine whether the existing ticket covers the new limits. A change in route, depth or work area can require a new notification even when the original ticket has not expired.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A mark conflicts with the exposed utility

Keep people and equipment clear, protect the exposed installation and notify the utility owner. Record the discrepancy and update the plan only after the location has been verified by safe means. Never shift a color line to match an assumption without documenting who confirmed the change.

No marks appear, but the response is unclear

Do not begin excavation on the theory that “no mark” means “no utility.” Confirm each owner’s response, escalate an incomplete ticket and investigate undocumented facilities using appropriate detection and exposure methods.

Documentation that remains useful after the marks disappear

A durable record links the physical marks to the work package. Keep the locate ticket, utility-owner responses, white premark plan, color legend, photographs, survey coordinates, offset measurements and daily inspection notes together. Record:

  • the date and time of each locate and refresh;
  • the person or company that placed each mark;
  • the owner, facility type, approximate width and offset reference;
  • the detection method, equipment and areas that could not be scanned;
  • any abandoned, private, undocumented or conflicting facility;
  • the exposure method used inside the tolerance zone; and
  • changes made after grading, weather, traffic or design revisions.

Update the site plan when a utility is exposed and its horizontal location is confirmed. Include enough fixed references that another crew can recover the alignment after temporary marks are removed.

Pre-excavation checklist

  • One-call ticket opened with exact work limits and current contact information.
  • Every listed owner has responded, or unresolved responses are escalated.
  • Proposed excavation is premarked in white and matches the ticket.
  • APWA colors are applied according to the local legend.
  • Owner names, facility widths and joint-trench conditions are identified.
  • Offsets are installed where direct marks may be removed.
  • Flags, stakes or lath are added where paint or chalk will not remain visible.
  • Photos, survey points and a marked-up site plan are filed.
  • Tolerance-zone rules and safe exposure methods are briefed to the crew.
  • Any unmarked or conflicting facility is resolved before mechanical excavation.

Sources and governing guidance

The color conventions and marking dimensions come from the American Public Works Association’s Guidelines for Uniform Temporary Marking of Underground Facilities. OSHA’s Inspection Procedures for Enforcing the Excavation Standard, 29 CFR 1926, Subpart P provides the requirement to determine an underground installation’s exact location by safe means as excavation approaches. FHWA guidance describes surface marking, survey documentation and the capabilities and limits of electromagnetic and ground-penetrating-radar locating. Apply those references together with the current requirements of the state or local one-call authority and the utility owner.
