How to Manage Construction Delays Caused by Material Shortages

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Act quickly, but do not assume that every late delivery moves the completion date. First confirm what is unavailable, prove the supplier’s current commitment, and map the affected work against the project’s controlling activities. Then compare compliant alternatives, resequence only where it is safe, and give the notices required by the contract. Keep a dated record of each decision, owner, forecast and mitigation.

This approach turns a vague “materials are delayed” message into a managed project risk. It also protects your position if the shortage later affects time, cost, quality, payment or delay damages.

When a material shortage is a real schedule delay

A shortage affects the contractual completion date only when it prevents or slows work that controls the project finish, or when it consumes available float and pushes another activity onto that controlling path. A late item for a non-critical activity may be inconvenient without changing the handover date. Caltrans describes this as a controlling-activity test in its own construction procedures; its process is a useful scheduling example, not a universal legal rule. See the Caltrans construction manual.

Before promising a revised date, identify:

  • The exact product, grade, size, quantity and specification that is unavailable.
  • The activity that needs it, its planned start and finish, and the predecessor and successor activities linked to it.
  • Available float, existing stock on site and usable partial deliveries.
  • Inspection, testing, design approval, curing, commissioning or access requirements that could create additional dependencies.
  • The current forecast finish date if the item arrives on the supplier’s latest estimate.

Update the schedule logic and forecast as evidence changes. A supplier’s first estimate is not a guaranteed delivery date, so show the assumption and its confidence level in the project record.

First response: establish the facts and protect the next decision

Ask the supplier for a written status report rather than relying on a phone call. Request the item and quantity affected, the reason for the shortage, the original order date, every previous commitment, the current estimated dispatch and arrival dates, and any upstream constraint such as a missing component, production allocation, transport problem or customs hold. Ask how often the estimate will be refreshed and who is accountable for the update.

At the same time, confirm the site facts with the superintendent or trade contractor. Record what has arrived, what can be installed now, which crews and equipment are available, and the latest date at which the material is needed to avoid a schedule impact. Preserve the purchase order, acknowledgement, promised delivery, revised delivery notices, emails, meeting minutes and photographs of stock.

A 24-hour fact-finding checklist

  1. Open a shortage record with a unique reference and the date and time it was reported.
  2. Match the supplier’s product description to the contract specification, drawings, schedules and approved submittals.
  3. Confirm quantities ordered, quantities received, quantities rejected or damaged, and quantities still required.
  4. Obtain a dated delivery commitment and the supplier’s explanation of the constraint.
  5. Ask the designer, engineer or trade contractor whether a partial or phased delivery could release useful work.
  6. Map the affected activity in the current baseline and update the forecast using the best evidence available.
  7. Set the next review date and assign one person to own each follow-up action.

Caltrans’ own material-shortage process requires evidence of order dates and an assessment of whether the shortage affects the controlling activity. Private projects and other jurisdictions may require different evidence, but the discipline is broadly useful.

Build a short, owned recovery plan

Put the issue in the project risk register or an equivalent log. A useful entry is specific enough that another manager can understand the exposure without reading the entire file.

Field What to record
Material and specification Manufacturer or generic description, grade, dimensions, performance standard, approved submittal and required quantity.
Commercial trail Supplier, purchase order, order date, promised date, revised dates, price, freight and payment status.
Schedule effect Affected activities, dependencies, available float, controlling-path status and forecast finish under the current assumption.
Probability and impact Likelihood of another slip and consequences for time, cost, quality, access, inspections and downstream trades.
Mitigation Alternate source, substitute, partial delivery, resequencing, acceleration or design review, with its assumptions.
Owner and deadline The named person responsible, the decision deadline and the date for the next evidence-based review.
Decision record Approvals, reasons for acceptance or rejection, revised forecast and outstanding conditions.

Require regular updates from the supplier and principal trade contractor. Monitor critical upstream suppliers when your vendor depends on another manufacturer or processor. Investigate a seemingly small delay if it could indicate allocation, capacity or transport problems elsewhere in the chain. The World Bank supply-chain guidance recommends flexible risk review because conditions change; a risk register should therefore be refreshed, not filed once and forgotten.

Compare alternatives before committing to a substitute

A substitute is not automatically a recovery. It can change structural performance, fire or acoustic ratings, appearance, installation method, warranty, inspection requirements and price. Do not install an alternative until the contractually required designer, engineer, superintendent, owner or building-control approval has been obtained.

Evaluate each option against the same criteria. The table below separates a genuine recovery option from an apparent quick fix.

Comparison axis Questions to answer Evidence to retain
Specification and standards Does it meet the written specification, applicable standards, performance ratings and approved design intent? Technical data, certificates, test reports and a marked-up submittal.
Actual availability Is the stated stock physically allocated to this project, and can the required quantity arrive by the needed date? Stock confirmation, allocation reference and dated freight commitment.
Design and approval Will drawings, calculations, samples, permits or inspections need revision, and how long will approval take? Designer or engineer response, revised documents and approval date.
Quality and warranty Will durability, compatibility, manufacturer support or warranty conditions change? Warranty terms, compatibility statement and quality-control plan.
Total landed cost What are material, freight, duties, testing, storage, handling, labour, disposal and rework costs? Comparable quotations and a cost-impact worksheet.
Installation and sequence Do tools, crew skills, tolerances, curing times or interfaces with other trades change? Method statement, programme update and trade sign-off.
Contract position Is the change a permitted equivalent, a variation, or a designer-directed change requiring a price or time adjustment? Written instruction, quotation, approval and notice under the contract.

Supplier options to test

  • Another established supplier: Confirm that stock is real, reserved and compliant rather than merely advertised.
  • Partial delivery: Determine whether enough material can release a work front without creating unsafe or incomplete construction.
  • Phased or split delivery: Check additional freight, storage, handling and protection costs against the schedule benefit.
  • Equivalent product: Obtain technical approval before ordering or installing it.
  • Local or regional source: Validate quality, production capacity, lead time and after-sales support; a shorter distance does not prove earlier delivery.

Caltrans advises checking alternate sources and seeking design input when a contractor requests a substitute. NSW consumer guidance also warns that material or project variations can affect both cost and quality. Those references support the evaluation process; they do not grant a universal right to substitute.

Resequence work without creating a second problem

When the shortage blocks one work front, look for unaffected activities that can proceed while preserving safety, quality and access. Resequencing is useful only if the replacement work is genuinely ready and does not cause rework or new congestion.

Test a proposed resequence

  1. List the work that is physically available and confirm approved drawings, permits, inspections and materials for it.
  2. Check predecessor and successor logic, temporary works, access routes, laydown space, weather exposure and protection requirements.
  3. Confirm that the required crew, plant, supervision and testing capacity are available; moving a trade may simply transfer the bottleneck.
  4. Ask affected trades and the superintendent to review interfaces, tolerances and handover conditions.
  5. Update the programme with the new sequence, resource assignments and any added duration.
  6. Set a hold point to verify that the change has not created safety, quality, inspection or contractual problems.

For example, progressing services in an area that does not depend on the missing finish product may preserve productive time, while starting a partially dependent assembly could force removal and reinstallation later. The decision should be based on the dependency map and site conditions, not on keeping crews busy at any cost.

Give notices and protect the contract position

Notify the parties named in the contract as soon as the shortage may affect time or cost. Use the required channel, form and content. Explain the causal link: what was ordered, when it was due, what is unavailable, which activity is affected, what mitigation has been attempted and what forecast remains. Attach supporting records and identify the next update date.

Review the clauses covering notice, extensions of time, variations, price adjustment, suspension, procurement obligations, delay damages, float ownership and termination. A contract administrator or qualified local adviser should interpret those clauses for the project’s governing law. Do not promise an extension or additional payment merely because a supplier has missed a date; entitlement normally depends on the contract’s risk allocation, notice rules and proof of impact.

Caltrans example: a specific 15-day rule

For Caltrans projects in California, the contractor’s material-shortage request for information must arrive no later than 15 days after the shortage first causes work delay, and Caltrans assesses the controlling activity and efforts to find alternate sources. This is a Caltrans-specific procedure described in its construction manual. It must not be presented as a general deadline for private work, other US states or other countries.

Homebuilding in New South Wales

The NSW Government guidance on home building delays tells homeowners to discuss delays with the builder and check the relevant contract before accepting revised dates or prices. It explains that extensions, price changes and remedies depend on the contract conditions. NSW-specific consumer guidance is not a substitute for advice on a project in another jurisdiction.

Public procurement references

The UK Cabinet Office’s Construction Playbook, published 8 December 2020, sets expectations for engagement between public contracting authorities and suppliers. It is a policy reference for UK government works, not a universal private-construction rule. The World Bank’s infrastructure procurement report recommends investing in project preparation, including proper site surveys, complete designs, reasonable implementation timeframes, timely site access aligned with the construction season and engagement with local communities, because these steps reduce later delay risk. Apply that recommendation alongside the project’s contract and local requirements; see the World Bank infrastructure procurement report.

Control the cost impact separately from the time impact

A shortage can create cost exposure even when the completion date is recovered. Track the financial effects as a separate register so that a successful resequence does not hide extra freight, storage, labour, redesign or disposal costs.

  • Record the original quoted price and the price of every alternative.
  • Add freight, expedited transport, duties, testing, samples, handling, storage and protection.
  • Quantify additional labour, plant, supervision, remobilisation, overtime or changed installation methods.
  • Include design, approval, inspection, rework and disposal costs where applicable.
  • Identify who bears each cost under the contract and whether notice or prior approval is required.
  • Separate committed cost from an estimate and label assumptions and expiry dates on quotations.

Do not treat a cheaper purchase price as cheaper overall. A product that arrives sooner but requires redesign, special tools or a different crew may increase the landed and installed cost.

Communicate with a predictable cadence

Stakeholders need a consistent statement of facts, not conflicting informal updates. Set a cadence appropriate to the risk: frequent updates while the delivery date is uncertain, then less often once the item is physically dispatched and tracked.

Each update should state the current supplier commitment, evidence received since the last report, activities affected, forecast date, mitigation owner, decisions required and the next review date. Tell the owner when an assumption has changed. If a substitute is being considered, identify the approval status and make clear whether installation is authorised, pending or prohibited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve supplier correspondence, purchase orders, delivery confirmations, meeting records, schedule revisions, photographs, inspection results, approvals and rejected options. A clear chronology helps the team manage the work and helps an administrator assess any later time or cost claim.

Guidance for homeowners

If you are building or renovating a home, ask the builder for a written explanation of the shortage and the affected work. Request the current expected delivery date, the proposed recovery plan and whether the builder wants to change the product, price or completion date.

  1. Read the sections on variations, allowances, extensions, notice and delay damages before signing a change.
  2. Ask whether a proposed substitute has been approved by the designer, engineer or certifier where required.
  3. Request a comparison of quality, warranty, appearance, maintenance and total price, not just a new catalogue description.
  4. Keep your own dated record of notices, revised programmes, meetings, photographs and payments.
  5. Obtain independent professional advice for contract or legal questions, especially before accepting a revised completion date or additional charge.

The NSW Government’s homeowner guidance is specific to residential building in New South Wales, but its practical instruction to discuss the problem openly and check the contract is a sound starting point elsewhere.

Use historical figures carefully

The NSW Government delay page displays historical context stating that housing construction materials increased by 15.4% nationally and that 36% of builders said rising material costs were a significant challenge. The page attributes the displayed figures collectively to “ABS March 2022, Procore Builder Survey,” without unambiguously assigning each number to one named organisation. Treat both figures as historical context from that page, not as current market measurements or a forecast for your project.

Prevent the next shortage from becoming a surprise

Prevention starts before procurement. The World Bank’s guidance calls for proactive supply-chain risk management and states: “Termination of the contract should always be the last resort.” In practice, escalation and recovery planning should come before termination, subject to the contract and applicable law.

  • Identify long-lead and single-source items during estimating and design review.
  • Confirm realistic lead times, allocation rules, manufacturing capacity and seasonal constraints before fixing the programme.
  • Release approved orders early enough to allow design, fabrication, transport, inspection and contingency.
  • Maintain approved-equivalent information where the contract permits it, so a compliant option can be evaluated quickly if the specified product fails.
  • Use a risk register with owners, trigger points, mitigation actions and review dates; New Zealand Government Procurement provides construction guidance and a risk-register template in its construction procurement guidelines.
  • Ask suppliers for routine status updates and escalate a missed milestone immediately rather than waiting for the final delivery date.
  • Align site access, design completion, procurement and construction season, following the World Bank’s project-preparation recommendation.

Common failure modes and the corrective action

Failure mode Why it fails Corrective action
Assuming every late item delays completion The item may be on a non-controlling activity or within available float. Map dependencies and update the controlling-path forecast.
Relying on a verbal promise There is no dated evidence, accountability or reliable basis for the programme. Obtain written commitments and refresh them on an agreed cadence.
Ordering a substitute before approval It may fail the specification, inspection, warranty or design intent. Submit technical evidence and obtain the required written approval first.
Choosing the lowest material price Freight, redesign, labour and rework can exceed the saving. Compare total landed and installed cost.
Resequencing without checking interfaces Crews can block one another or create unsafe, inaccessible or incomplete work. Review access, resources, inspections, temporary works and successor activities.
Waiting to notify until the impact is certain A missed contractual notice window can weaken an otherwise valid position. Give a timely preliminary notice when the contract requires it, then update with evidence.
Treating a risk register as static Supply conditions and mitigation effectiveness change. Assign owners and review dates and close or re-rate the risk as facts develop.

A practical decision gate

Before approving a recovery option, require a short written decision that answers five questions:

  1. What is known? Identify the shortage, evidence, quantity and latest credible delivery date.
  2. What is controlling? Show the affected activity, dependencies, float and forecast finish.
  3. What options are compliant? Compare alternate supply, partial delivery, substitution and resequencing with approval requirements.
  4. What does each option cost? Include landed, installed, design, inspection, storage and rework consequences.
  5. Who decides and when? Name the owner, required approver, decision deadline and next review date.

If none of the options is yet reliable, state that plainly, issue the required notice, protect unaffected work and set the next evidence deadline. A transparent uncertain forecast is more useful than a precise date unsupported by a supplier commitment.

Bottom line

Manage a material shortage as a controlled risk: prove the facts, test whether the controlling path is affected, compare compliant alternatives on total time and cost, resequence only after checking dependencies, and document every approval and notice. Contract rights and deadlines depend on the governing agreement and jurisdiction, so use the project’s formal process rather than assuming a general industry rule.
