How to manage building safety information across a project team

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Manage building safety information as a controlled, shared process—not as a folder assembled at the end. Define who produces, checks, approves, updates and receives each record; keep the current version in a secure digital system; make changes traceable; and plan the handover before design and construction begin.

The detailed “golden thread” duties in this guide come from England’s Building Safety Regulator guidance for higher-risk building projects. They are not automatically a universal process for every building, project type or UK nation. Confirm the legal route, building classification and dutyholder requirements that apply to your project.

What building safety information management is meant to achieve

Building safety information management has two inseparable parts: the information about the building and the process used to create, check, maintain and share it. The Building Regulations Advisory Committee’s golden-thread report describes information spanning design, construction, occupation and refurbishment. The aim is that responsible people can understand the building, demonstrate compliance and manage safety risks throughout its life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For higher-risk building work in England, the Building Safety Regulator says the record must be digital, secure against unauthorised access, available when needed, usable, written in plain English, compliant with GDPR and treated as the building’s single source of truth. That means a technically complete archive is not enough. A drawing, inspection record or fire-safety document that is obsolete, impossible to find or unreadable to the person who needs it is not performing its safety function.

The regulator’s guidance, “Keeping information about a higher-risk building: the golden thread,” was published on 29 February 2024 and last updated on 18 September 2024. Use the current version of that guidance alongside the requirements for your actual building and project.

“You must share information about the building with every designer and contractor on the project.”

Building Safety Regulator guidance for clients working on a higher-risk building project

That sentence is addressed to the client, but it also illustrates the wider operating model: information has to move to the people whose decisions and work depend on it, with enough context for them to use it safely.

Set the scope before assigning tasks

Start with a short scope statement that everyone can see in the project record. It should identify:

  • the building, work package and project stage covered;
  • the nation and regulatory regime that apply;
  • the building classification and approval route;
  • the appointed client, principal designer, principal contractor and other relevant dutyholders;
  • the people who will use the information during design, construction, occupation, maintenance or refurbishment; and
  • the person or organisation expected to receive the completion handover.

Do not assume that terminology used for an England higher-risk building applies unchanged to a warehouse, a small domestic project, a building in Wales, Scotland or Northern Ireland, or work outside the relevant statutory regime. If classification or dutyholder status is uncertain, record the decision, its basis and who confirmed it. A later change in classification or approval route should trigger a controlled review of the information plan.

Assign responsibilities that connect, rather than overlap

Every important record needs an owner and a checking route. The roles below are the core allocation described by the Building Safety Regulator for covered England projects. Project appointments and contracts should translate these duties into named people, deadlines and deliverables.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Role Information-management responsibilities Practical evidence to retain
Client Provide the record-keeping system; set policies and procedures for secure, authorised access; share building information with every designer and contractor; provide version control so users can see changes; and plan the completion handover. Information-management policy, access register, project information requirements, issued information, version history and handover plan.
Principal designer Capture design information and keep it current; work with the principal contractor to record and evidence design work during construction; help the client share information; and maintain communication processes among designers. Design information register, review comments, design-change records, coordination evidence, compliance information and responses to construction queries.
Principal contractor Use the client’s system to keep information current; help share information; coordinate communication among contractors; retain evidence that work meets building regulations; and work with the design team to manage changes. Construction records, inspection and test evidence, approved substitutions, non-conformance close-out, as-built information and change approvals.
Other designers and contractors Receive the relevant building information and contribute the information needed for the project’s compliance and safety record. The relevant dutyholder should agree the practical production, checking and sharing workflow. Design submissions, product and installation data, calculations, certificates, inspection results, commissioning records and responses to requests for information.

Use a responsibility matrix to remove ambiguity. For each information item, record who gathers source data, who produces the formal document, who checks it, who approves it, who updates it after a change, who can access it and when it must be issued. “The project team” is not an accountable owner.

Build an information register that follows the building

An information register is the working index for the golden thread. It should be useful to a designer searching for an existing constraint, a site manager checking an installation, a building-control professional reviewing evidence and the person responsible for the occupied building after handover.

Group information by decision and lifecycle stage

Organise records around how they will be used, not just around the company that created them. Typical groups include:

  • Building and site description: location, building form, use, occupancy assumptions, interfaces and relevant existing information.
  • Design: drawings, specifications, calculations, fire and structural strategies, surveys, design risk information and design decisions.
  • Construction: approved products, installation records, inspections, tests, photographs where they provide evidence, non-conformance records and completion information.
  • Building-control and compliance: information used for approval, compliance statements, responses to comments, certificates and evidence supporting the completion-certificate application.
  • Fire and life safety: fire-safety information, emergency provisions, access arrangements, fire-stopping evidence, systems commissioning and information needed by the responsible person.
  • Operation and change: maintenance-relevant information, restrictions, planned alterations, refurbishment records and decisions that affect safety assumptions.

Define metadata before files arrive

Agree a minimum metadata set so that records remain findable when the team changes. Useful fields are document or asset identifier, title, building zone, discipline, status, revision, author, checker, approver, issue date, effective date, related change reference, confidentiality classification and retention or review date. The exact coding scheme is a project choice; the requirement is that users can identify the current, approved information and understand its context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set statuses that have an operational meaning

Use a small number of unambiguous statuses, such as work in progress, for coordination, approved for construction, superseded and as-built. Define who can apply each status and whether a superseded document remains visible for audit purposes. Never overwrite an approved record in place: issue a new revision, link it to the change that caused it and preserve the previous version with its status.

Choose and configure the digital record-keeping system

The official guidance requires an effective digital record-keeping approach but does not mandate a particular software platform, coding standard or exchange mechanism for the whole industry. A common data environment or construction information-management platform can be an implementation option when it meets the project’s requirements; it is not automatically regulator-approved merely because it is marketed for construction.

Minimum capability to specify

  • Controlled access: individual accounts, role-based permissions, secure authentication and a process for removing access when someone leaves the project.
  • Version and change history: visible revision history, dates, authors, approvals and links between changes and affected information.
  • Reliable retrieval: search, filters, consistent naming and a structure that a new user can learn without tribal knowledge.
  • Usable formats: files that can be opened by the people who need them, with essential context retained when information is exported or transferred.
  • Availability and resilience: appropriate backup, recovery and continuity arrangements, including a plan for outages.
  • Sharing controls: a way to issue relevant information to designers and contractors without exposing records to people who do not need them.
  • Privacy and GDPR handling: controls for personal data, retention, access requests and secure disposal where applicable.
  • Handover and transfer: export and transfer tests that demonstrate the receiving organisation can access, read and navigate the delivered record.

Test these capabilities with representative records before committing to a workflow. A system that stores files but loses revision history during export, or that requires a licence unavailable to the handover recipient, creates a lifecycle risk.

Compare options on the decisions that matter

Comparison question What to verify
Security and access Can permissions be limited by role, project area or sensitivity? Are access events and permission changes recorded?
Change traceability Can a user see what changed, when, by whom and under which approval or change reference?
Usability Can a person unfamiliar with the project find and understand a record in plain language?
Interoperability Can information be exported in usable formats with metadata, relationships and revision history intact?
Team fit Does the workflow align with the tools and skills already used by designers, contractors and the eventual operator?
Privacy Can personal or sensitive information be segregated, retained and shared lawfully?
Continuity What happens if the supplier, licence or internet connection is unavailable, and how is the record recovered?

Document the selection decision and any limitations. Government policy supports choosing digital solutions and formats that can be transferred throughout the building lifecycle and handed over in an accessible form; it does not prescribe one universal exchange method.

Run a seven-step project workflow

1. Define users, decisions and information boundaries

List who needs information at each stage and what decision it supports. For example, a designer may need existing structural constraints; a contractor may need the approved fire-stopping detail and inspection criteria; an operator may need the final system description and maintenance restrictions. Distinguish safety-critical information from general project correspondence, while retaining the links needed to understand a decision.

2. Agree the information set and responsibility

Create an information-requirements schedule before detailed design. For each item, specify the required content, format, originator, checker, approver, issue date, update trigger and receiving users. The advisory report emphasises that people should have the right information at the right time and that accountability for changes must be clear.

3. Establish the record system and access rules

Configure the agreed folder or database structure, metadata, statuses, permissions and naming rules. Publish a short user guide and induction. Give access only after confirming the person’s role and need. Record permission changes, and review them when responsibilities change. Keep a controlled register of external information received from surveys, manufacturers, authorities and specialist designers.

4. Check and approve information before issue

Separate production from checking where the project’s risk and resourcing require it. The checker should confirm technical completeness, consistency with related information, suitability for the intended user and the correct revision. The approver should confirm that the information can be issued for its stated purpose. Record comments and close-out rather than relying on email approval that cannot be found later.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Control every relevant change

Define what constitutes a change: design development, substitution, site-driven alteration, correction of an error, regulatory comment or a change to an assumption. Use a change record containing:

  • a unique change reference and description;
  • the reason and initiating person;
  • affected drawings, specifications, assets, risks and approvals;
  • an assessment of building-regulation and building-safety effects;
  • the decision, approver and decision date;
  • required updates to construction, inspection, commissioning or handover records; and
  • the date the revised information became effective and the people who were notified.

Do not close a change when the drawing is revised but the site instruction, inspection requirement or handover record remains obsolete. The principal designer and principal contractor should coordinate the impact across design and construction information.

6. Share information in a form people can use

Issue relevant information to every designer and contractor who needs it, with a clear purpose and effective date. Avoid sending a large unfiltered dump of files. Explain which revision governs, what has changed and what action is required. Use plain English for instructions and preserve technical detail where it is necessary for verification. Apply access controls and privacy protections while ensuring that restrictions do not prevent a dutyholder from performing the work.

7. Review relevance throughout the lifecycle

Schedule periodic reviews rather than waiting for completion. Confirm that information remains accurate after construction, commissioning, occupation, maintenance or refurbishment. Remove duplicates and clearly mark superseded material, but retain the history needed to understand decisions and demonstrate compliance. Government policy describes relevance and proportionality as ongoing principles: the record should serve building safety, not become an unmanageable accumulation of files.

Make coordination visible in meetings and site controls

Information management fails when it exists only in a procedure. Put it into the project’s routine controls:

  • Link inspection and test plans to the information they verify, including the relevant drawing, specification or product record.
  • Escalate conflicts between documents rather than allowing a team to choose informally on site.
  • Record attendance, decisions, actions, owners and due dates in the controlled system.

When a specialist subcontractor produces information, the principal contractor should make sure it enters the agreed system with the required metadata and checking status. An email attachment sitting in an individual inbox is not a reliable project record.

Prepare the handover from the first project brief

For covered England projects, the client must demonstrate at completion that relevant information has been given to the principal accountable person or accountable person for a high-rise residential building, or to the Responsible Person for a non-residential building or non-residential part. The recipient must confirm receipt and that the information is in a format they can use.

Agree the handover package early

At the outset, identify the receiving organisation, its users and the access it will need. Agree whether the transfer will be through a continuing system account, an exported package, or both. Define the expected file formats, metadata, index, permissions, support period and process for correcting an error discovered after transfer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include the information used to demonstrate compliance

The described handover includes information used for building-control approval and the completion-certificate application, the building completion certificate, access to and control of the information, and relevant fire-safety information. The exact contents must be checked against current regulator guidance for the actual building and project. Do not label a package complete merely because drawings have been marked “as built” if inspection evidence, approvals, commissioning records or operating information are missing.

Test usability with the recipient

Give the recipient a sample or draft package early enough to identify problems. Ask them to locate a specified asset, trace a design decision to the approved installation, open the necessary files and identify the current revision. Record their confirmation of receipt and usability, along with any outstanding action and its owner. A successful upload is not proof that the receiving team can operate the building safely.

Common failure modes and corrective actions

Failure mode Why it creates risk Corrective action
Files are stored by author or subcontractor only Users cannot find information by building area, asset or decision. Use a shared information structure and metadata; preserve originator details as fields rather than making them the sole filing logic.
“Latest” is a filename convention People cannot prove which revision was approved or when it became effective. Use controlled statuses, revision history and an issue register; prohibit ambiguous names such as final-final.
Change is approved but not propagated Site teams may build to an obsolete detail and handover records may contradict the installed work. Make impact assessment and notification part of change closure, with affected records listed.
Access is either unrestricted or unusably tight Unrestricted access exposes sensitive data; excessive restriction prevents safe work. Apply role-based permissions, review them at role changes and provide a route for urgent access requests.
Scanned or proprietary files cannot be used later The recipient cannot search, measure, extract or maintain the information. Agree accessible formats, retain required context and perform an export-and-open test before handover.
Handover starts in the final weeks Missing evidence and unclear ownership cannot be recovered reliably under time pressure. Set handover requirements at briefing, review completeness at each stage and issue progressive packages.
Personal data is copied into uncontrolled locations The project loses visibility and may breach privacy obligations. Keep personal data in the controlled system, limit access and apply documented retention and disposal rules.

A practical review checklist

Use this checklist at mobilisation, before major construction packages, at substantial changes and before handover:

  • Is the applicable nation, building classification and approval route recorded?
  • Are the client, principal designer, principal contractor and receiving dutyholders named?
  • Does every required information item have a producer, checker, approver and update trigger?
  • Can a user identify the current approved revision and see its change history?
  • Are access permissions, backups, privacy controls and recovery arrangements tested?
  • Have relevant designers and contractors received the information needed for their work?
  • Are design, construction, inspection, testing and fire-safety records cross-referenced?
  • Do open changes identify affected records, decisions, notifications and completion actions?
  • Can the intended recipient open, search and understand a representative handover package?
  • Has the recipient confirmed receipt and usability where the applicable guidance requires it?

What good looks like on a live project

A designer opening the system can see the approved brief, current surveys, applicable strategies and unresolved assumptions. A contractor can identify the governing detail for today’s work, the inspection evidence required and any hold point caused by a change. The client can see who issued and approved each record. A reviewer can trace a safety decision from its source information through design, construction evidence and the final handover. The eventual operator can use the delivered information without depending on the original project team.
