How to Keep Water Service Running During a Residential Main Replacement

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes—most homes can keep water service during a residential water-main replacement, but the temporary supply must be designed and installed by the water utility or a licensed plumbing contractor. The usual solution is an above-ground temporary bypass, often called a high-line, connected to a live hydrant or other approved source and routed to the home’s meter, hose bib, standpipe, or another utility-approved connection. Plan for a short shutdown while the bypass is connected and another short shutdown when the replacement main is disinfected, tested, metered, and returned to normal service.

Do not attach a garden hose to a hydrant or public main yourself. Temporary connections can create backflow, contamination, traffic, freezing, and fire-access hazards unless they are permitted, metered where required, protected, tested, and maintained.

What keeps the water on while the old main is replaced?

A temporary bypass carries potable water around the section of main that is being excavated or replaced. The live source may be a fire hydrant or another nearby live water source. Above-ground piping or a temporary service hose then runs to an approved connection at the property. Depending on the site, that connection may be the existing water meter, a hose bib, a standpipe, or another point accepted by the utility.

San Diego Public Utilities describes a typical “high-line” as 2-inch temporary pipes laid along the curb and attached by rubber hose to the water meter. Denver Water similarly defines bypass piping as a temporary above-ground system from live hydrants that supplies facilities while the main is out of service. Calgary Water Services says a temporary line may connect a building to a fire hydrant or nearby water source.

The arrangement is temporary infrastructure, not an improvised household hose connection. The utility or contractor must determine the source, route, fittings, pressure controls, backflow protection, meter, and connection method. The same party should remain responsible for inspection and emergency response until the new main is in service.

When will the water be off?

There is no universal outage time. A short shutdown is normally required to connect the bypass and isolate the old main. A second shutdown can occur when the new main is flushed, disinfected, tested, sampled or commissioned, and connected to the house. Ask for both windows in writing rather than relying on a general promise that service will be continuous.

Even with a bypass, pressure can change while crews switch valves, test the line, or respond to a leak. Keep a small amount of drinking water available for those planned interruptions, but do not assume that a published household storage quantity applies to every property; the official sources do not set a universal volume.

Plan the bypass before excavation starts

Get the utility’s connection plan

Ask the water utility and your contractor to identify the live source, the temporary route, and the exact property connection before the old main is isolated. The plan should show whether the line will attach at the meter, a hose bib, a standpipe, or another utility-approved point. It should also identify who owns each temporary component and who can authorize changes in an emergency.

A utility-approved connection matters because a hydrant outlet, public main, and private plumbing system have different operating and protection requirements. A connection that appears mechanically simple can still be prohibited by the water department or unsafe for the public system.

Require a written sequence

Have the contractor provide a sequence that includes:

  1. The time and expected duration of the first shutdown.
  2. When the bypass will be connected, pressure-tested, and opened.
  3. When the old main will be isolated and removed or abandoned.
  4. How residents will be notified if the temporary line loses pressure.
  5. The flushing, disinfection, testing, sampling or commissioning steps for the replacement main.
  6. The time and expected duration of the final reconnection shutdown.
  7. When the meter and normal service will be confirmed operational.

This sequence lets you plan cooking, medical equipment, sanitation, pets, and work-from-home needs around the actual interruption instead of an assumed schedule.

Check permits and licensed trades

Permit rules are local and can apply to both the service-line replacement and the temporary installation. Portland lists replacement of residential water service lines as work requiring a plumbing permit and inspection. New York City’s Department of Environmental Protection requires a permit for service-line relays and licensed-master-plumber documentation for covered work. Philadelphia code requires plumbing and water-department permits for specified service-pipe replacement.

Before excavation, ask the utility and building department which plumbing permits, water-department approvals, right-of-way permissions, inspections, and licensed-trade requirements apply at your address. A contractor’s ability to dig or replace pipe does not by itself prove that the temporary connection is authorized.

How a safe temporary connection is built

Choose an approved connection point

The connection point must be accepted by the utility and compatible with the home’s plumbing. A meter connection may be convenient where the meter remains accessible. A hose bib or standpipe may be used where the utility allows it and where the contractor can make a secure, sanitary connection. The contractor should explain how the temporary line will be isolated from any damaged, excavated, or unapproved plumbing.

Do not let a crew substitute an accessible fitting simply because it is close to the curb. The written plan should name the connection point and state who approved it.

Use potable-water components selected for the site

“Potable water hose” and “temporary service hose” are useful search terms, but official specifications do not establish one universal diameter, material, pressure rating, fitting, or brand for every residential bypass. Treat the hose or pipe as one component of an approved system selected by the contractor and accepted by the utility. The correct specification depends on source pressure, distance, expected demand, climate, traffic exposure, and local rules.

A reduced-pressure backflow preventer is professional equipment. Its selection, installation, and testing are jurisdiction-specific; a homeowner should not choose a device solely from a retail product description.

Backflow protection and drinking-water safety

Install the required backflow assembly

Temporary hydrant connections can expose the public water system to unknown materials in hoses, pipes, tanks, or connected plumbing. Ontario guidance says temporary hydrant connections should be metered and protected with a reduced-pressure backflow preventer, with test results recorded. New York City DEP likewise states that temporary hydrant service requires an RPZ assembly and water meter.

Ask the contractor to identify the device type, installation location, test procedure, test date, and person responsible for follow-up testing. The bypass should not be opened to the house until the required protection is in place and any required test has passed.

The reason is public health, not just contract compliance. The American Water Works Association states that utilities must protect public systems from backflow and temporary connections that could impair water quality. It also opposes returning water to the public system after it has been delivered to the end user at the point of connection.

Flush and disinfect temporary and replacement piping

Temporary piping must be clean before it carries drinking water. Ontario’s 2020 watermain disinfection procedure states: “Any temporary water supply to a new watermain shall be Flushed prior to its use as a water source.” The same procedure subjects temporary watermains to disinfection requirements.

Ask for the project’s flushing and disinfection method, not merely an assurance that the line is “potable.” The contractor should state whether the temporary line itself is flushed, how the replacement main is disinfected, what samples or commissioning checks are required, and who decides when water is cleared for normal drinking use.

If the utility issues a boil-water notice, water-quality advisory, or instruction to avoid drinking, follow it even if water is flowing. Do not defeat a backflow assembly, bypass a meter, or reconnect an unapproved hose to restore convenience.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the line from people, vehicles, weather, and contamination

Crossings and trip hazards

Above-ground lines commonly cross driveways, sidewalks, or other access routes. The contractor should use ramps or covers rated for the expected traffic, secure the hose or pipe against movement, and provide visible trip protection. The route should preserve safe pedestrian access and emergency access to fire hydrants.

Ask who will inspect the route after rain, deliveries, snow clearing, or driveway use. A line that shifts, kinks, or is crushed can reduce pressure or fail without warning.

Vehicles and construction equipment

Keep temporary piping out of tire paths where possible. Where a crossing is unavoidable, the protection must be suitable for the vehicles that will use it; a lightweight household mat is not a substitute for a designed ramp or cover. The plan should address contractor trucks, residents’ cars, waste collection, and emergency vehicles.

Freezing weather

Calgary Water Services says temporary lines are generally used from May through October, weather dependent. When lines are in use below freezing, Calgary recommends a slight overnight flow to reduce freezing risk. That instruction is not a universal setting for every climate or system: ask your utility what flow, insulation, drain-down, or heat-tracing method it requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not independently open a tap to create flow unless the contractor or utility directs you to do so. Uncontrolled discharge can create ice, flooding, erosion, or pressure problems. Report a frozen line, loss of pressure, or unsafe ice immediately.

Vandalism and contamination

Temporary lines should be secured against tampering and kept away from standing water, chemicals, waste, and sharp edges. Calgary asks residents to report leaks, low pressure, frozen lines, hazardous placement, or vandalism. Get an emergency phone number before work begins and keep it visible to everyone in the household.

What residents should do while the bypass is operating

Use water normally, but watch for changes

Unless the utility gives different instructions, ordinary household use can continue after the bypass is commissioned. Watch for sudden pressure loss, discolored water, unusual taste or odor, leaks at the temporary connection, or water around the route. Reduce demand and call the emergency number if pressure falls sharply or the line is damaged.

Do not move, disconnect, bury, or repair the temporary line yourself. Even a small change can compromise backflow protection or expose the public supply to contamination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep access clear

Do not park on the line, place objects over covers, or block the hydrant, meter, backflow assembly, or contractor’s valves. Tell delivery drivers, guests, and snow-removal workers where the line is located. If the route creates a new hazard, photograph it from a safe distance and report it rather than attempting a field repair.

Maintain a small emergency reserve

Containers of drinking water can cover a short planned interruption, but official sources do not publish one universal household storage quantity for this work. Size any reserve around the number of occupants, medical or infant-care needs, pets, cooking, and the contractor’s stated outage window. Store it separately from fuel, solvents, pesticides, and other contaminants.

Compare contractor bypass plans on the facts that matter

When reviewing proposals, compare the controls below rather than choosing solely on the lowest excavation price.

Comparison area Questions to ask
Continuity What are the first and final shutdown windows? When will the bypass be live, and what conditions could interrupt it?
Safety Which backflow-prevention assembly is required? Where is it installed, who tests it, and how are test results documented?
Water quality How are temporary and replacement pipes flushed, disinfected, sampled, and released for drinking?
Physical protection How are driveway and sidewalk crossings covered? How will the route be protected from vehicles, freezing, vandalism, and contamination?
Compliance Which plumbing, water-department, inspection, and right-of-way approvals apply, and who obtains them?
Reliability What emergency number handles leaks, low pressure, freezing, or damage, and how quickly will the contractor respond?
Ownership and removal Who supplies, maintains, meters, removes, and pays for the temporary equipment? When will the final meter and inspection be completed?

A strong proposal answers each question with a named person, a measurable event, or a documented procedure. “Continuous water” without a bypass route, backflow plan, outage windows, and emergency contact is not a complete continuity plan.

Troubleshoot common bypass problems

No water or very low pressure

  • Check whether the contractor has announced a planned valve change or final reconnection.
  • Look from a safe distance for a kinked, crushed, disconnected, or frozen section.
  • Confirm that household fixtures are not all running at once while pressure is being restored.
  • Call the utility or contractor emergency number; do not open hydrant valves or alter the backflow assembly.

Leak or flooding near the temporary line

  • Keep people away from moving water, electrical equipment, and traffic.
  • If the utility has given you a homeowner shutoff that is specifically intended for emergencies, use only that control; otherwise wait for qualified personnel.
  • Report the location, severity, nearby hazards, and whether the leak is crossing a sidewalk or driveway.

Frozen line

Report freezing immediately. Do not apply an open flame, puncture the hose, or pour boiling water over a pressurized fitting. The contractor or utility should use the approved local freeze plan, which may include controlled flow, insulation, heat protection, or temporary shutdown and drain-down.

Discolored water or unusual taste

Stop drinking the water and contact the utility or contractor for instructions. Do not assume that running every faucet will solve the problem; the cause may be construction disturbance, a temporary component, or a water-quality advisory. Follow any sampling, flushing, or boil-water direction issued for the site.

Damaged cover or unsafe crossing

Keep traffic away if possible and report the damage. A displaced ramp can expose the hose to crushing and create a trip hazard at the same time. The responsible contractor should restore protection before normal vehicle or pedestrian use resumes.

Final reconnection and removal

The project is not complete when the new pipe is buried. Before normal service is declared, confirm that the replacement main has undergone the required flushing, disinfection, testing, sampling, and commissioning. Ask when drinking water is cleared for use and whether the utility has issued any continuing advisory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The contractor should then reconnect the home, install or return the permanent meter as required, complete the final inspection, remove the temporary piping, and leave driveways and sidewalks safe. Confirm that normal valves operate, pressure is acceptable, the bypass and backflow equipment have been removed or formally transferred, and the emergency contact is no longer needed.

Request copies of permits, inspection approvals, backflow test records, disinfection or sampling documentation, and any utility sign-off that applies to the work. Keeping these records helps resolve later questions about the service line and demonstrates that the temporary supply was commissioned and removed properly.

Key questions to ask before signing the work order

  • Will the utility or a licensed plumbing contractor install the bypass?
  • Where exactly will it connect, and has the utility approved that point?
  • What are the first and final shutdown windows?
  • What backflow-prevention assembly and meter are required, and who will test them?
  • How will temporary and replacement piping be flushed and disinfected?
  • How will crossings, hydrant access, vehicles, freezing weather, and vandalism be handled?
  • Who responds to leaks, low pressure, frozen lines, or damage after hours?
  • Which permits and inspections apply before excavation and before final reconnection?
  • When will the bypass be removed and normal service documented?
