How to Keep Deliveries Accessible During Road Construction

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep deliveries moving by treating access as a project-control issue, not a driver improvisation problem. Identify the construction project contact, confirm the currently approved route and receiving entrance, document vehicle and unloading needs, and distribute a dated instruction to dispatch and drivers. Recheck the plan whenever the project changes phase.

The correct route, entrance, hours and signage are specific to the project. A general guide cannot authorize a particular street or tell drivers to pass a barricade. The construction agency, owner, contractor or designated business liaison must confirm what is safe and permitted.

Why delivery access must be planned before work starts

Road work can change the approach to a site even when the business itself remains open. A closure may remove a turning movement, shift a lane, hide an entrance, block the loading area or require a driver to cross a temporary pedestrian route. If dispatch receives only the original address, drivers may arrive at a barricade, stop in an unsafe location or abandon a delivery that could have been completed with a planned detour.

The Federal Highway Administration (FHWA) states that “Businesses need to continue to operate during road work, so employees, customers, and those bringing deliveries need to be able to reach businesses affected by a work zone.” That principle includes delivery providers, not just customers and employees. Access planning should therefore cover the entire movement from the public road to the unloading point.

FHWA work-zone guidance describes temporary entrances, signs where an entrance is obscured, notice of construction-phase changes and regular communication with business owners as practical measures. They are planning options, not guarantees that every project will provide them.

What to confirm with the construction project

Start with the person who can speak for the current traffic-control plan: the road agency, project owner, prime contractor, public-information contact or business liaison. Ask for the plan that applies now, not a preliminary map from an earlier phase.

  • The approved approach route for the vehicle class you use.
  • The entrance or gate that is currently open for deliveries.
  • Whether access changes by date, shift, construction phase or time of day.
  • Any closure windows, lane restrictions, height limits, weight limits or turning restrictions.
  • The designated receiving or unloading location.
  • A contact number for a same-day problem, such as a moved barricade or an entrance that is no longer usable.
  • When the next phase change is expected and how businesses will be notified.

FHWA recommends keeping businesses informed and notifying owners about phase changes. Ask to be included in the project’s update list or coordination process if one exists. Do not assume that a route approved last week remains approved after a traffic-control change.

Map the delivery movement, not just the closure

A street name and a pin on a map are not an access plan. Describe the movement the delivery actually requires so the project team can confirm a workable route.

Record the vehicle and maneuver

  • Vehicle type, approximate length, width, height and operating weight.
  • Whether the vehicle needs to turn around, reverse, queue or use a liftgate.
  • The minimum turning space and any overhead or side-clearance concerns.
  • Whether the vehicle must stop at a dock, loading bay, curb, yard or interior receiving point.
  • How long unloading normally takes and whether the driver needs to remain with the vehicle.

Record the final approach

Show the last several turns, not only the point where the main road is closed. Note one-way streets, narrow lanes, low structures, school or pedestrian crossings, gates and any approach that would require a driver to enter an active work area. Ask the project team to approve both the road route and the final receiving point.

FHWA identifies alternate routes and business-access improvements as possible strategies, but it does not select a route for a particular business. The project team must determine whether an alternative is safe, legal and compatible with its traffic-control plan.

A step-by-step delivery access plan

  1. Identify the project contact. Call the responsible agency, owner, contractor or business liaison. Ask who controls access decisions and who handles an urgent delivery problem at the site.
  2. Request the current access information. Obtain the presently approved entrance, approach route, receiving point, restricted hours and next planned phase change. Record the date and the person who confirmed it.
  3. Describe your delivery operation. Send the vehicle dimensions, delivery hours, unloading method, turning needs and pedestrian movements. A project team cannot assess a route accurately from a business name alone.
  4. Walk through the route with the project representative. Confirm where the vehicle enters, stops, unloads and exits. Ask specifically whether any part of the movement crosses a work area or conflicts with a temporary walkway.
  5. Agree on change notifications. Give the project a dispatch email, phone number or other channel and ask how phase changes will be announced. The source guidance supports coordinated updates but does not require a particular messaging system.
  6. Publish a dated driver instruction. Include the approved approach, entrance, receiving point, restricted hours, site contact and the instruction to stop and call if conditions differ. Remove obsolete versions from dispatch systems and driver packets.
  7. Raise critical delivery windows early. Tell the project when deliveries, shift changes or peak shopping periods make disruption most costly. Ask whether scheduling or staging can account for those periods.
  8. Check every phase transition. Reconfirm the route before a lane shift, closure, detour or entrance relocation takes effect. Do not wait for a driver to report that the old route failed.
  9. Escalate a failure immediately. Record the date, location, blocked entrance, delivery consequence and contact reached. Ask for the responsible site representative and an approved short-term solution.

Coordinate delivery timing with construction timing

Tell the project contact when your operation is least flexible: receiving shifts, refrigerated or time-sensitive loads, regular carrier appointments, school-day restrictions or peak shopping periods. FHWA materials identify shift changes and peak shopping periods as factors in business-access planning. Broader FHWA strategy guidance also discusses night or weekend work and restricting work during peak travel periods.

These are options for project planning, not promised accommodations. Construction noise limits, worker safety, permits, traffic demand and the contractor’s sequence may prevent a schedule change. Ask what can be coordinated rather than presenting a preferred window as an entitlement.

Use a two-window operating plan

For each delivery type, document a normal window and a fallback window that the project has approved. If the project cannot keep the entrance open during the normal window, the fallback should identify a different approved entrance, receiving point or appointment time. Never instruct a driver to create a loading space in a travel lane or to bypass traffic-control devices.

Temporary entrances, access relocation and signs

If the normal entrance will be closed or hidden, ask whether the project can provide or approve one of these measures:

  • A temporary entrance connected to a safe, usable route.
  • Relocation of the access point to another side of the property.
  • A directional sign that tells road users how to reach the business.
  • A sign or notice that makes an obscured entrance visible from the approved approach.

FHWA lists directing motorists to businesses and relocating access locations as business-access improvements. The project may reject an option because of sight distance, pedestrian conflict, work-zone geometry, emergency access or local rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not place a sign in the roadway, on a traffic-control device or inside a work zone without approval from the responsible authority. A privately purchased sign is not a substitute for the project’s approved traffic-control plan. If a temporary sign is allowed, obtain written confirmation of its message, location, mounting method, installation period and removal date.

Protect pedestrians and people with disabilities

Vehicle access is only part of delivery access. Drivers may need to walk from the vehicle to a receiving door, and employees or customers may approach the business along a temporary route. Ask how the project will maintain a continuous, safe and accessible path during each phase.

  • Identify the walkway from the approved unloading point to the business entrance.
  • Ask how crossings, ramps, detectable edges and surface changes will be handled.
  • Confirm that a temporary route will not force people into moving traffic or an active work area.
  • Check how the route will work for people using wheelchairs, walkers, visual aids or other mobility supports.
  • Recheck the path after each shift in barriers, sidewalk work or entrance location.

FHWA strategy material includes pedestrian access improvements. A cited MUTCD Chapter 6C page from the 2003 edition, Revision 1, treats the needs of all road users, including people with disabilities, as essential to temporary traffic-control planning. Because that page is an older edition, use it as historical support for the principle and verify the current MUTCD, state requirements and project plan for the route that applies today.

Compare proposed access options before choosing one

When the project offers more than one approach, compare the options against the same operational criteria. The shortest route is not automatically the best route if it has a tight turn, a changing entrance or no safe unloading point.

Give drivers a short, dated instruction

Drivers need an operational instruction, not a long project history. Keep the current version in dispatch software, delivery appointments and the driver’s route notes. Include the date so an old instruction can be recognized and removed.

ACCESS UPDATE — [date]
Approved approach: [route confirmed by project contact]
Delivery entrance: [entrance or gate]
Receiving point: [dock, yard or door]
Restricted times: [hours, if any]
Site contact for a mismatch: [name and phone]
If the entrance or route is blocked: stop in a safe legal location and call the site contact. Do not pass barricades or enter the work zone.

The bracketed fields are a template; replace every field before issuing it. Send the same dated information to dispatch, regular carriers, temporary carriers and the receiving team so that a driver is not following a different version.

What to do when the approved plan fails

The entrance is blocked earlier than announced

Have the driver stop at a safe legal location, avoid reversing into traffic and call the project or site contact. Record the time, entrance and barrier condition. Request an approved alternate entrance or a new delivery appointment; do not invent a route through the work area.

The detour works for cars but not the delivery vehicle

Report the vehicle dimensions and the specific failed maneuver. Ask the project representative to confirm a route for that vehicle class. A route that is open to passenger vehicles may still be unsuitable because of width, turning radius, height, weight or unloading requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The entrance is open but impossible to see

Ask whether the project can approve a directional or entrance-identification sign. Confirm who will install it and where it may be placed. Do not attach an unapproved sign to traffic-control equipment.

The walking route is unsafe or inaccessible

Notify the project contact immediately, identify the missing or obstructed segment and ask for a safe, accessible temporary route. Keep delivery personnel and customers out of active work areas while the issue is being addressed.

No one responds

Use the project’s published agency, contractor or business-liaison escalation path. Keep a log of calls and consequences, then request the responsible site representative. The applicable contract and local procedure determine the remedy; there is no universal complaint process or guaranteed response time.

Understand the project documents behind access decisions

Transportation management plans

FHWA describes a transportation management plan (TMP) as a framework for coordinating strategies that manage work-zone impacts. Its components include temporary traffic control, public information and transportation operations. That structure is why a business should seek one coordinated project contact and consistent updates rather than directing traffic independently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contract requirements

The FHWA Federal Lands Highway FP-24 standard specification provides a concrete example: Section 156 calls for maintaining intersections and access to businesses and other adjacent features, and for keeping roadways, detours and temporary diversions in safe and acceptable condition. FP-24 applies where the project contract adopts it, or equivalent language; it is not an automatic requirement for every road project. Ask which contract provisions and agency procedures govern the site.

Federal work-zone rules

FHWA’s work-zone policy page reports that the 2024 versions of the Work Zone Safety and Mobility Rule and Temporary Traffic Control Devices Rule were published on November 1, 2024, and became effective December 2, 2024. The page describes their applicability in connection with Federal-aid highway projects. A local road project may follow different requirements, so check the jurisdiction and project documents rather than assuming those federal provisions apply.

A repeatable review checklist

  • Project contact and emergency site contact are named.
  • Current entrance, approach and receiving point are confirmed in writing.
  • Vehicle dimensions and unloading movements have been reviewed.
  • Restricted hours and critical delivery windows are documented.
  • Next construction-phase change and notification method are known.
  • Driver and dispatch instructions carry a current date.
  • Temporary entrances or signs have project approval before use.
  • Pedestrian and accessible routes are checked for every phase.
  • Failed-access incidents are logged and escalated through the applicable project process.

Questions to ask at the next project meeting

  • Which entrance should each delivery vehicle use today?
  • What changes when the next phase begins?
  • Are there hours when trucks cannot enter, stop or unload?
  • Where should a driver wait if the entrance is temporarily unavailable?
  • Who can authorize a same-day change?
  • What route is safe and accessible for people walking from the delivery point?
  • Are any directional signs or entrance markers approved, and who controls their placement?
  • How will the project notify us before a closure or phase change?
