How to Keep Cut-Through Traffic Off Your Residential Street: An Evidence-Based Guide

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most effective way to stop shortcut traffic is to treat it as a neighborhood network problem, not a single-block nuisance. Record when and where drivers cut through, ask your city or county transportation agency to study your street and the nearby arterial at the same time, and request a documented plan that compares speed, volume and route-choice treatments. Include emergency access, transit, pedestrians, bicycles and the streets that could receive diverted traffic. The right solution might be a package of measures, an arterial change, or a carefully monitored pilot rather than one speed hump.

Why cut-through traffic is usually a network problem

Drivers rarely choose a residential shortcut at random. They may be avoiding congestion, a turn restriction, a difficult intersection, a signal delay, a blocked movement or a street design that makes the arterial feel slower than the neighborhood route. The Federal Highway Administration (FHWA) advises agencies to investigate the nearby arterial network before selecting neighborhood calming. If the underlying travel demand can be addressed on the arterial, shortcut traffic may fall without imposing devices on every residential block.

That is why a request framed only as “please install a speed hump here” can miss the cause. A street may have both excessive speed and excessive through volume, or it may have moderate speeds but a large number of vehicles using it for a movement the arterial no longer provides. Ask the agency to define the problem in measurable terms: speed, volume, crash or near-conflict pattern, time of day, direction of travel and the specific route drivers are taking.

FHWA’s traffic-calming guidance states: “The first step in the development of an overall traffic calming plan is to identify all measures that are appropriate for the setting and the problem to be addressed.” That means selecting a treatment after the setting and problem are documented, not selecting a favorite device first.

Build a factual record before you make the request

A short, consistent log gives transportation staff something more useful than isolated complaints. It also helps neighbors distinguish a recurring pattern from an occasional busy period.

What to record

  • Time and date: Note weekday and weekend conditions, school arrival and dismissal, commute periods, evenings and any unusual events.
  • Direction: Record whether vehicles enter from one end and leave at the other, and whether the pattern changes by time of day.
  • Volume: Estimate or count vehicles during fixed observation periods. State the duration and location rather than presenting an estimate as a full-day count.
  • Speed: Describe obvious speeding and ask the agency what speed measurements it requires. Do not treat a few fast vehicles as a representative operating speed.
  • Conflicts and effects: Document blocked driveways, close passes, people walking or cycling forced into unsafe positions, turning conflicts, noise, property damage and difficulty crossing the street.
  • Locations: Mark the block, intersection, crossing, bend, bus stop or driveway where each problem occurs.
  • Conditions: Record construction, weather, road closures, events or changes on the nearby arterial that might explain a temporary spike.

Use a shared spreadsheet or paper form with the same fields for every observer. Photographs can show blocked sight lines or recurring parking problems, but do not stand in the roadway, follow drivers or record identifiable personal information unnecessarily. Ask the agency whether it can provide automatic counts, speed data, turning counts or collision records; FHWA describes traffic and speed data collection as part of project scoping.

Start with the responsible local agency

Submit the issue through your municipality or county transportation, public works or neighborhood-traffic program. The correct office varies by jurisdiction, and a privately maintained road may have a different process from a public street. Ask for the current neighborhood traffic-calming policy, screening criteria, design standards, funding source and request procedure.

There is no nationwide petition threshold, eligibility test or guaranteed timeline. Requirements can depend on street ownership, road classification, transit service, emergency routes, construction schedules and available funding. Do not rely on a ballot count or timeline from another city.

Questions to put in the first request

  • Which agency owns and operates the street, and which agency controls the nearby arterial?
  • What minimum data does the agency need for speed, volume, safety and route-choice screening?
  • Will staff study the arterial intersection, turn restrictions or signal operation that may be creating the shortcut?
  • What criteria determine whether a street is eligible for vertical, horizontal or route-diversion measures?
  • How will emergency response, transit, waste collection, snow removal, accessibility, walking and cycling be evaluated?
  • Which neighboring streets should be monitored for diversion?
  • If a pilot is approved, what measurements define success and when will they be reviewed?

Ask for the process and the next decision point in writing. A documented process makes it easier to understand why a treatment is accepted, modified or declined.

Ask for a neighborhood plan, not a single device

FHWA’s Traffic Calming ePrimer describes 22 types of measures. Agencies are advised to evaluate measures individually and in complementary sets because one device may solve speed on a block while leaving through volume unchanged. A plan should match the treatment to the problem and the physical setting.

Problem to address Possible treatment family What it changes Questions the agency should answer
Vehicles travel too fast on a suitable low-speed, low-volume street Speed humps or raised tables Vertical deflection encourages lower operating speeds Are grades, drainage, driveways, visibility, spacing and emergency routes suitable?
Speed control is needed but full-width vertical deflection could hinder wide vehicles Speed cushions Raised segments let some wider wheelbases pass through wheel cutouts Have fire, ambulance and other emergency officials approved the exact design?
Drivers speed because the roadway feels wide or straight Chicanes, curb extensions, lane shifts or pinchpoints Horizontal deflection changes the path or perceived width Can buses, delivery vehicles, cyclists, wheelchairs and maintenance equipment pass safely?
Through movement itself is the main problem Traffic diverter or another route-diversion treatment Changes which motor-vehicle movements are possible Where will displaced traffic go, and how will access and emergency routes be preserved?
Shortcut demand is caused by a nearby arterial operation Arterial or network change Addresses the travel desire before it enters the neighborhood Can a turn, signal, intersection or access problem be corrected without creating a new safety issue?

The table describes treatment families, not a prescription. The agency should select the design, location and spacing after field review and applicable local standards.

Understand what each common treatment can and cannot do

Speed humps and raised tables

NACTO describes a speed hump as a parabolic vertical device for low-volume, low-speed roads. Its guidance gives typical dimensions of 3–4 inches in height and 12–14 feet in width and states that humps reduce speeds to 15–20 mph. Those are design-guide figures, not a promise for your block. Geometry, approach speed, spacing, markings, signs, grades, drainage, visibility and local design rules affect the result.

FHWA’s speed-management overview says studies have found speed humps can reduce speeds by nearly 10 mph. That figure summarizes study results and is not a guaranteed local outcome. A hump aimed at speed may do little to reduce the number of vehicles if drivers still find the route convenient. Check driveway access, turning movements, accessible crossings and the ability of maintenance vehicles to operate over the feature.

Speed cushions

Speed cushions are raised sections with wheel cutouts. They can allow vehicles with wider wheelbases, including some emergency apparatus, to pass more readily than a full-width hump. The cutouts do not automatically make a design acceptable: vehicle dimensions, approach geometry, pavement markings and response routes must be reviewed with the agency and emergency officials. Ask responders to evaluate the exact proposed layout rather than a generic picture of a cushion.

Horizontal deflection

Chicanes, curb extensions, lane shifts and pinchpoints make a driver change path or perceive less usable width. They can moderate speed without placing a full-width bump in the lane, but they require careful clearance for buses, waste trucks, snowplows, delivery vehicles, bicycles and mobility devices. Landscaping, posts or parking used to create a pinchpoint also need visibility, drainage and maintenance plans.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Route-diversion devices

A diverter directly changes motor-vehicle route options and may be appropriate when the central issue is through movement rather than speed. The trade-off is that traffic does not disappear; it is redirected. The agency should model or measure destination streets, preserve legal property access, maintain emergency routes and provide a safe path for walking and cycling. A partial closure that looks effective on one block can overload the next intersection if the network is not considered.

Arterial and intersection changes

If a turn restriction, signal pattern, congested junction or missing connection is drawing vehicles into the neighborhood, ask the agency to evaluate that operation with the residential treatment. Correcting the cause may reduce neighborhood traffic more effectively than adding multiple devices. It can also avoid shifting delay and risk to another residential street.

Protect emergency response, transit and everyday access

Any proposal must work for people who do not have a choice of route. FHWA’s ePrimer addresses vehicle operations, emergency response, transit, waste collection, snow removal, pedestrians and bicycles. Provide the agency with the location of fire stations, ambulance routes, bus stops, schools, accessible residences, frequent deliveries and collection routes.

NACTO cautions that vertical speed-control treatments can push traffic onto surrounding streets and recommends network monitoring or a pilot. Ask whether the agency will compare speeds and volumes on the treated street and likely diversion streets before and after installation. A treatment that improves one block but creates a dangerous crossing or delay elsewhere is not a complete solution.

For emergency routes, discuss response-time requirements before a design is chosen. Speed cushions with wheel cutouts may accommodate wider wheelbases, but emergency officials must confirm the specific dimensions and placement. Transit vehicles, paratransit, bicycles and wheelchair users also need a usable, predictable path; a feature that is comfortable for a car may be difficult for another road user.

Use a pilot when the impacts are uncertain

A pilot can test a design before permanent construction, especially where diversion, emergency access or neighborhood support is uncertain. Ask the agency to publish the pilot limits, installation dates, responsible contact and removal or adjustment criteria.

Agree on measures before installation

  • Vehicle volume by direction and time period on the treated route.
  • Operating speed, using the agency’s stated measurement method and location.
  • Traffic volume and speed on likely diversion streets.
  • Emergency response observations or response-time data where available.
  • Transit travel time and stop accessibility if a route is affected.
  • Walking and cycling conditions, including crossing opportunities and conflicts.
  • Reported crashes, near conflicts, noise or property-access problems.

Take baseline measurements before the pilot and repeat them under comparable conditions. Define who will review the results, when the review will occur and what outcome would trigger modification. A short-term installation should not be judged solely by how it feels during one busy day.

A practical resident advocacy sequence

  1. Map the route. Mark where vehicles enter, leave, turn, queue or conflict with people walking and cycling. Include nearby streets that could receive diverted traffic.
  2. Keep a consistent log. Record time, direction, estimated or counted volume, observed speed, conflicts and unusual conditions. Ask the agency what counts or speed data it needs.
  3. Identify the network cause. Note arterial congestion, turn restrictions, signal timing, closures or access problems that could be creating the shortcut.
  4. Submit the formal request. Use the city or county transportation or public-works channel and request the current policy, screening criteria and process.
  5. Invite all affected neighbors. Include residents on the route, at intersections and on likely diversion streets. FHWA recommends involving directly affected owners in problem identification, alternative analysis, selection and design.
  6. Request alternatives in writing. Ask staff to compare suitable vertical, horizontal, route-diversion and arterial options instead of assuming one device is correct.
  7. Coordinate with operational stakeholders. Ask for review by emergency responders, transit, accessibility staff, waste collection, snow removal and maintenance teams as relevant.
  8. Set the evaluation plan. Before a pilot or permanent project, confirm success measures, baseline dates, monitoring locations and the process for correcting diversion or access problems.

Common mistakes that delay or weaken a request

Demanding a speed hump when the problem is volume

A vertical device primarily changes speed. If most vehicles travel at moderate speeds but use the street as a through route, a diverter, access change or arterial solution may be more relevant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using one dramatic observation as proof

A single speeding vehicle or a weekend queue does not establish typical conditions. Present repeatable observations and let the agency specify formal measurements.

Ignoring the next street over

Closing or narrowing one route can move traffic, noise and risk to neighbors. Include those streets in the request and in any pilot evaluation.

Assuming a national design figure is a local approval

NACTO’s 3–4-inch, 12–14-foot speed-hump figures and its 15–20-mph description are guidance values. Local standards, grades, drainage, emergency access and street classification still govern what can be built.

Leaving emergency and accessibility review until the end

Retrofitting a design after responders or accessibility staff object can waste time and money. Invite those reviewers while alternatives are still open.

Relying on another jurisdiction’s rules

Petition signatures, resident votes, eligibility thresholds, funding and schedules differ. Get the current requirements from the agency responsible for your street.

How to frame a strong written request

Keep the request specific enough for staff to scope, but open enough to allow a better solution. State the affected blocks, time periods, direction of travel and documented effects. Attach the map and log, identify the nearby arterial condition you want examined, and ask for a neighborhood-level evaluation.

Use language such as: “Please evaluate the cut-through pattern on [street] together with the nearby arterial operations, collect or review speed and volume data, identify suitable measures for speed and through traffic, and explain how emergency access, transit, walking, cycling and diversion streets will be protected. If a pilot is appropriate, please provide baseline measures, success criteria and a review date.” Put any street name or local variable inside your actual submission; do not assume a generic national process applies.

What a successful outcome looks like

A successful project is not simply a new object in the pavement. It is a documented decision that matches the treatment to the measured problem, addresses the arterial or intersection cause where possible, preserves emergency and everyday access, and checks neighboring streets after implementation. Sometimes that outcome is a speed-control package. Sometimes it is a route-diversion design, an arterial adjustment or a decision not to build until better data are available.

Work with the responsible local transportation agency, involve everyone affected by the route and insist on measurable evaluation. That approach gives your street the best chance of less shortcut traffic without exporting the problem to another block.
