Keep concrete washout out of soil and waterways by directing every rinse from trucks, pumps, tools, and related equipment into a designated, signed washout area with leakproof containment. Size the container or lined pit for the expected washout and rain, keep it away from storm drains and waters, inspect it for leaks and overflow, and send the captured water and solids to an approved reuse, recycling, treatment, or disposal route.

Why concrete washout is a pollution risk

Washout is produced when ready-mix truck chutes, pump-truck hoppers, wheelbarrows, hand tools, and other equipment are cleaned after concrete work. Similar cementitious waste comes from mortar, plaster, stucco, and grout.

The liquid is not ordinary muddy water. The U.S. Environmental Protection Agency (EPA) describes concrete washwater as caustic and corrosive, with a pH near 12. For context, EPA gives a safe aquatic-life pH range of 6.5 to 9 for freshwater and 6.5 to 8.5 for saltwater. A release can therefore damage aquatic organisms, alter soil chemistry, inhibit plant growth, and contaminate groundwater.

Washout can leave a work area as surface runoff, travel along roads, enter a storm drain, and reach a stream, river, lake, wetland, or coastal water. Solids can also accumulate in soil and drainage channels. The fact that a discharge looks diluted or disappears from view does not make it contained.

EPA figure or requirement What it means on a job site
Concrete washwater pH near 12 Treat washout as strongly alkaline and corrosive rather than harmless rinse water.
Freshwater aquatic-life range: pH 6.5–9 A washout release can move water outside the range EPA identifies for freshwater life.
Saltwater aquatic-life range: pH 6.5–8.5 Discharge near estuaries or coastal waters presents the same pH concern.
EPA BMP siting recommendation: at least 50 feet from storm drains, open ditches, and waterbodies Use 50 feet as best-management-practice guidance, then check the permit and local rule governing the project.
Construction stormwater permit threshold commonly covering one acre or more of disturbance Confirm whether the project needs coverage and which authority administers it; smaller areas in a common plan can also be covered when the overall plan reaches one acre.

Where should a concrete washout go?

Choose a designated, visible location

Set the washout location before the first pour. Post clear signs so drivers and crews can identify it without asking, and provide directions if it cannot be seen from the pour area. The facility must be accessible enough that a driver can use it promptly; an inconvenient location encourages rinsing on pavement, bare ground, or beside a drain.

Include the facility and its inspection and maintenance approach in the stormwater pollution prevention plan (SWPPP) when the project is subject to SWPPP requirements. Tell every concrete supplier, pump operator, finisher, and subcontractor where washout belongs during the site induction and before each major pour.

Keep it away from water and drainage paths

EPA’s 2012 concrete-washout best management practice (BMP) recommends keeping the facility out of areas within 50 feet of storm drains, open ditches, or waterbodies. The 2022 federal Construction General Permit (CGP) uses different wording: locate the activity as far away as possible from waters and stormwater inlets or conveyances and, where feasible, designate and use specific locations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 50-foot distance is therefore a BMP recommendation, not a universal setback that overrides every state, tribal, territorial, or local requirement. If the site cannot meet it, document the constraint, maximize separation, and follow the applicable permit and authority’s instructions rather than assuming the distance is automatically acceptable.

Do not wash a truck on the ground

Washing a chute, hopper, tool, or truck directly on bare soil, gravel, pavement without containment, in a gutter, or beside a storm drain is not a washout control. The federal CGP states: “Do not dump liquid wastes in storm sewers or waters of the U.S.” EPA construction-stormwater guidance likewise prohibits discharge of concrete washout wastewater unless it is managed by an appropriate control.

How to build and size the containment

Use leakproof containment

Direct all washwater and solids into a leakproof container or a leakproof, lined pit. EPA’s BMP discusses vinyl and metal containers; a portable washout bag or basin is another physical category, provided it is genuinely leakproof and suitable for the work. A torn bag, cracked basin, rusted container, or unlined excavation is not adequate simply because it is labeled for washout.

The federal CGP requires a leakproof container or leakproof, lined pit designed so that overflows do not occur because of inadequate sizing or precipitation. The containment must hold both liquid and settled cementitious solids, not just the first rinse from one truck.

Allow for washout and rain

Estimate the number of trucks, pumps, tools, and cleanouts expected between servicing visits. Then account for rain that can enter an uncovered facility. A container that is large enough for a normal pour can still overflow after a storm. Covering the facility where practical reduces rain entry, but a cover does not replace adequate capacity or a plan for accumulated material.

For repeated or high-volume pours, a reusable container or a local rental/service arrangement may be more practical than a series of small disposable units. The choice should be based on usable capacity, resistance to damage, access for drivers, inspection frequency, and the available recycling or disposal route.

Compare the main containment approaches

Approach What the guidance requires Operational considerations
Leakproof vinyl or metal container Retain all washwater and solids; prevent leaks and overflow from washout or precipitation. Can be placed as a visible, signed facility and serviced when material accumulates.
Leakproof, lined pit Use a lining that prevents seepage and design the pit so inadequate capacity or rain cannot cause an overflow. Requires careful siting, sizing, inspection, and an end-of-use plan for hardened material.
Portable washout bag or basin Must provide leakproof containment and be checked for tears or other damage. Useful where a movable facility is needed; compare capacity, weather exposure, handling, and service arrangements.
Reusable container or service-supported unit Still has to meet the same leakproof containment and permit requirements. May suit larger or repeated pours when scheduled pickup, recycling, or disposal is available.

A washout procedure crews can follow

  1. Before concrete arrives, identify the facility. Confirm the signed location, its separation from storm drains and waters, its access route, and its available capacity. Check that the bag, basin, container, or lined pit has no visible tear, hole, crack, or seepage path.
  2. Brief the driver and crew. Explain that all chute, hopper, tool, wheelbarrow, and pump washout goes to the designated facility. If the facility is not visible from the pour, point out the route and signs before unloading.
  3. Direct washwater into the containment. Position the truck or equipment so rinsing cannot run across the slab, road, soil, gutter, or inlet before reaching the facility. Keep solids in the same contained area rather than shoveling them onto bare ground.
  4. Watch the fill level during the pour. Stop adding washout if the available capacity is being consumed. A facility that is nearly full needs servicing before another truck or a rain event adds liquid.
  5. Secure the area after use. Keep the facility identifiable and protected from traffic that could puncture or overturn it. Where practical, limit rain entry while preserving safe access and inspection.
  6. Inspect at least daily and after conditions that could cause damage. EPA SWPPP guidance calls for daily inspection for leaks or tears and for checking whether accumulated material needs removal. Look at the liner, seams, sides, base, surrounding ground, and any sign of seepage or overflow.
  7. Remove accumulated material before capacity is lost. Arrange an appropriate reuse, recycling, treatment, or disposal route. Do not wait for a container to overflow or for hardened solids to block the usable volume.
  8. Record the controls when the project requires it. Keep the washout location, inspection approach, maintenance, and servicing actions consistent with the project’s SWPPP and permit records.

What to do when the facility has a problem

A bag, basin, or container is leaking

Stop directing washout into the damaged unit. Keep additional liquid and solids away from the leak, prevent the material from reaching a drain or water, and repair or replace the containment before work resumes. Inspect the surrounding ground and drainage path for evidence of escape, and follow the project’s permit and incident-reporting requirements.

Rain is forecast or has filled the facility

Check remaining capacity before the storm. If the facility cannot safely retain washout and precipitation, stop using it until it is serviced or replaced with adequately sized containment. Rainwater that enters the unit is part of the volume that must be managed; it cannot simply be released because it began as precipitation.

The only proposed location is close to a drain or ditch

Re-evaluate the layout and move the facility as far away as feasible. Use the EPA 50-foot BMP recommendation as the planning benchmark, then verify the governing permit and local requirements. A location near an inlet creates a short, fast path for an accidental release and is harder to defend during an inspection.

The container is full before the next pour

Do not create a second, improvised washout on the ground. Have the accumulated water and solids removed, reused, recycled, treated, or disposed of through an authorized route, and confirm that the replacement facility has enough capacity for the next work period and expected rain.

Washwater has already escaped

Stop the source, prevent further movement toward drains and waters, and secure the washout operation. Notify the responsible site and environmental contacts and follow the applicable permit, authority, and emergency-reporting procedures. Do not disguise the release by spreading the material over a larger area or flushing it toward a drain.

How to handle captured washwater and solids

Reuse washwater where the project allows it

Captured washwater can, where feasible and acceptable for the project and applicable rules, be filtered or separated for reuse in washing or as an ingredient in additional concrete. Reuse decisions must account for concrete quality specifications and the receiving mix; a site should not add uncontrolled washwater to concrete merely to avoid disposal.

Recover aggregate and cement fines

Aggregate and cement fines may be reclaimed when the resulting material meets the project’s concrete quality requirements. Keep recovered material segregated and handled in a way that prevents a second release while it is being processed or stored.

Let washwater evaporate only in controlled containment

EPA’s SWPPP guide describes retaining washwater so it evaporates and then recycling the hardened concrete as a preferred handling approach in its washout tip. Evaporation is not permission to leave liquid in an unlined hole or to let it seep into soil. The washout must remain contained until the water is gone and the hardened material can be removed safely.

Crushed hardened concrete can be used as road base or fill or sent to a recycler when the project and local waste rules allow that use. Confirm specifications and acceptance before moving the material.

Use treatment or an authorized disposal route

EPA also describes treatment to reduce pH and remove metals before delivery to a publicly owned treatment works (POTW). The treatment method, the POTW’s acceptance, and discharge limits must be confirmed with the receiving facility and governing authority. Never infer that untreated washwater may be poured into a sanitary sewer, storm sewer, ditch, or waterway.

How to choose a washout setup for the project

There is no single universally best container. Select the arrangement that satisfies the same pollution-control objective while fitting the work sequence:

  • Leakproofness: Check the base, seams, liner, fittings, and resistance to puncture or impact.
  • Capacity: Allow for the expected washout volume, settled solids, and rain exposure between service visits.
  • Project scale and frequency: A small, movable unit may suit intermittent work; larger or repeated pours may justify reusable containment and scheduled service.
  • Location and access: Drivers need a safe, visible route that keeps washout away from stormwater inlets, open ditches, and waters.
  • Inspection and servicing: Decide who checks the unit daily, who removes accumulated material, and how a damaged unit will be replaced.
  • End use or disposal: Identify in advance whether the captured material will be reused, recycled, evaporated and processed, treated, or accepted by an authorized facility.
  • Permit compatibility: Confirm that the setup meets the current construction-stormwater permit and local waste requirements for the site.

Permits, SWPPPs, and geographic differences

EPA says construction stormwater permits generally cover activity disturbing one acre or more, along with smaller areas that are part of a common plan ultimately disturbing at least one acre. The federal CGP applies where EPA is the National Pollutant Discharge Elimination System (NPDES) permitting authority. A state, territory, tribe, or local authority may administer the permit instead, with different wording or additional requirements.

Identify the permitting authority before setting the washout location. Read the current permit, not an old project template, and determine whether the SWPPP must show the washout facility, inspection frequency, maintenance, waste handling, and corrective actions.

EPA’s construction-stormwater page, updated August 10, 2026, reports a proposed 2027 CGP and an extended September 17, 2026 comment deadline. Proposal status and the final permit can change, so verify the current version and effective dates before treating that proposal as the rule for a particular job.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Even where a federal permit does not apply, local stormwater ordinances, sewer-acceptance rules, waste regulations, and site-specific contract requirements may still control the washout. The strictest applicable requirement should guide the layout and disposal plan.

Answers to common site questions

Can you wash out a concrete truck on the ground?

No. Direct washout on bare soil or any uncontained surface allows caustic liquid and solids to migrate with runoff or infiltrate toward groundwater. Use a designated leakproof container or a properly designed leakproof, lined pit.

How far should concrete washout be from a storm drain?

EPA’s 2012 BMP recommends at least 50 feet from storm drains, open ditches, and waterbodies. The federal 2022 CGP says to locate the activity as far away as possible from waters and stormwater inlets or conveyances. Use the 50-foot figure as BMP guidance and follow the current permit and local rule for the project.

Where should concrete washout go?

It should go only into the project’s signed, accessible, leakproof washout facility, sized for washout and precipitation and located away from drainage routes. The captured material then needs an approved reuse, recycling, treatment, or disposal route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do you dispose of concrete washout water?

First look for an acceptable reuse or recycling route, such as controlled reuse of filtered or separated water or recycling hardened concrete. If treatment is needed, confirm pH and metals treatment requirements and acceptance with the receiving POTW or other authorized facility. Do not discharge untreated liquid to a storm sewer, sanitary sewer, ditch, or waterway.

Is one type of washout container always best?

No. EPA identifies container and lined-pit approaches rather than endorsing a brand. Compare leakproof construction, capacity, rain exposure, access, inspection, service, recycling or disposal arrangements, and permit compatibility for the actual site.
