Improve construction data quality by working backwards from a named decision: define the AI or digital-twin use case, specify the information that decision needs, standardize its meaning and structure, assign responsibility, validate every exchange, and monitor changes after handover. “Good quality” is not a universal score. Data can be adequate for estimating schedule risk yet unusable for predictive maintenance because the required objects, timestamps, relationships and tolerances differ.
The practical test is whether an accountable user can obtain the right information, understand what it means, trace where it came from, confirm that it is current and permitted for the intended use, and act on it with an acceptable risk of error.

What data do we need before using AI in construction?
Start with the decision, not with a catalogue of everything a project could collect. Write down the person or system making the decision, the point in the project or asset life cycle when it is made, the consequence of a wrong answer, and the minimum evidence needed to act.
Define the decision and use case
- Predictive maintenance: identify the asset class, failure mode, operating conditions, maintenance action and warning period. A model for pumps needs different attributes and time-series history from one for façade components.
- Schedule-risk estimation: name the work packages, baseline and actual dates, dependencies, calendars, productivity measures and reporting cadence that will be analysed.
- Progress tracking: specify which records count as evidence, such as approved drawings, inspection records, quantities, photographs, scans or site reports, and how progress will be measured.
- Digital-twin operations: identify the operator’s decisions, the assets represented, the required level of detail, update interval, alarm rules and links to authoritative maintenance or building-management records.
ISO 7817-1:2024 frames the level of information need around purpose and stakeholder perspectives. The required level therefore varies by asset, stage and decision; there is no single detail level that makes every dataset “AI-ready.”

Define fitness for purpose
Turn the use case into a short acceptance statement. For example: “For each air-handling unit, the operations team must be able to identify the physical asset, its location, manufacturer reference, service status and latest verified reading before approving a maintenance work order.” This statement tells the data team what must be present, interpretable and current. It also prevents collecting expensive detail that no decision uses.
How to write operational information requirements
An information requirement should be testable by someone other than its author. For every exchange, record what is needed, why it is needed, who supplies it, when it is due, the expected structure and the acceptance test.
Minimum requirement fields
| Requirement element | Question to answer | Example |
|---|---|---|
| Object scope | Which physical or process objects are included? | All installed fire doors in the occupied building |
| Purpose | Which decision or workflow uses the value? | Inspection planning and defect escalation |
| Properties | Which attributes are required? | Type, fire rating, location, installation date and inspection status |
| Provider | Which party creates or confirms the information? | Installer creates; information manager checks; operator accepts |
| Due point | At what stage or event is it required? | Before practical completion acceptance |
| Format | How must it be structured or exchanged? | Agreed object identifiers, units, classification and exchange schema |
| Acceptance | What makes the submission pass? | Required fields complete, identifiers unique and values within the permitted list |
Useful acceptance criteria can require a value, an allowed value type or range, a unit, an identifier, a classification or dictionary reference, a source, an update date and an explicit treatment for unknown or not-applicable values. These are implementation controls, not a universal list mandated by one standard; select only those that matter to the use case.
Separate mandatory, conditional and optional information
Mark each field as mandatory, conditional on an object or stage, or optional. Define what happens when a value is genuinely unknown: use a controlled “unknown” state with an owner and due date rather than an empty cell that can be mistaken for zero, false or complete. “Not applicable” must be distinct from “not yet supplied.”
How do we make BIM data reliable through shared semantics?
Reliable analytics require consistent meaning before records are joined. Two teams can use the same property name for different concepts, or different names for the same concept. A file can pass a syntactic export check while still being semantically wrong.
Agree the vocabulary
- Define object classes, property names and definitions in plain language.
- Set one unit and precision for each measurable property, with an explicit conversion rule where source systems differ.
- Choose identifier rules for objects, spaces, systems, documents and locations. State whether identifiers persist through replacement or are issued anew.
- Specify permitted values, spelling, case, date and time-zone conventions, and how null, unknown and not-applicable states are represented.
- Record classification and dictionary references so that a term can be interpreted outside the authoring team.
Use templates and exchange structures
ISO 23387 describes data templates as standardized structures for machine-interpretable construction-object information and describes their use with IFC. Templates can make a property set repeatable across projects, but they do not decide which properties a particular decision needs. Build the template from the approved information requirement, then test it against real objects and exceptions.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
IFC or another open exchange structure can reduce dependence on one authoring application, but conversion does not repair missing values, reconcile conflicting definitions or preserve every relationship. A model may export successfully while losing identifiers, classifications, units, status or property values that an analytics workflow depends on.
Who owns construction data quality?
Quality fails when everyone is expected to “keep the data clean” but no one is accountable for a field, exchange or decision. Create a responsibility map for each deliverable and each important attribute.
Assign the complete control chain
| Role in the control chain | Accountability |
|---|---|
| Creator | Records the value from an identified source and follows the agreed structure. |
| Checker | Tests completeness, validity and obvious conflicts before submission. |
| Reviewer | Confirms that the information meets the use-case requirement and resolves judgement calls. |
| Approver or authorizer | Allows the information to move to the agreed status for project use. |
| Acceptor | Confirms that the receiving party can use the information for the stated purpose. |
| Owner or steward | Maintains definitions, resolves defects, controls changes and monitors fitness over time. |
ISO/DIS 19650-2 describes information management as an auditable process across the asset life cycle and presents a revised draft that assigns activities to parties. It is a draft page, not proof of a published mandatory edition. Check the current ISO catalogue and contract requirements before treating any draft wording as an obligation.
Control status and revisions
Use an agreed project information environment with visible revision, status, review and acceptance states. A common data environment is a workflow and information-management arrangement, not merely a cloud folder. The control should show who submitted a revision, what changed, who checked it, which downstream products may use it and how a superseded value is withdrawn.
The current terminology remains based on ISO 19650:2018 until updates are formally published, according to the ISO 19650 series guidance. Draft second editions may change wording or future terminology, so verify status before citing them in appointments, specifications or contractual schedules.

How to set exchange and acceptance controls
Define an exchange as a decision gate, not just a file transfer. ISO 19650-4 is described by ISBIH as setting process and decision criteria for exchanges so that the resulting project or asset information model meets its intended quality, with application proportionate to scale and complexity.

Build an exchange checklist
- Identify the trigger: state the stage, event or decision that requires the exchange.
- List the information set: name objects, properties, documents, relationships and evidence included.
- Define the expected state: specify revision, approval, status, classification and effective date.
- Set automated checks: test required fields, data types, allowed values, units, duplicate identifiers and referential links.
- Set human checks: require accountable reviewers to resolve ambiguous, conflicting or safety-critical information.
- Record the result: retain pass, fail, conditional acceptance, defects, owner and due date.
Acceptance criteria should be inspectable. “Complete model” is not an acceptance test; “every installed valve has a persistent identifier, system association, location, size unit and verified installation status” is.
How to validate data before an AI model or digital twin uses it
Validate twice: at each agreed project exchange and again at the point where data is extracted, transformed or joined for the AI model or twin. A previously accepted dataset may become unsuitable after a schema change, late revision, sensor outage or new use.
Core validation checks
- Completeness: calculate missing required values by object class, supplier, location and stage rather than hiding gaps in an overall percentage.
- Validity: test type, range, pattern, permitted value and date rules.
- Uniqueness: find duplicate identifiers and accidental re-use after copying or merging files.
- Relationships: detect orphaned spaces, systems, documents, components and location references.
- Units: confirm that values use the declared unit and that conversions have not changed magnitude or precision.
- Currency: compare timestamps, effective dates and last-verification dates with the decision’s required update interval.
- Reconciliation: compare authoritative registers and sampled field conditions with the digital record.
- Provenance: retain source, method, person or system, revision and check result for important values.
Use severity and disposition, not just pass or fail
Classify defects by consequence. A missing comment may be low impact; a wrong asset identifier, safety classification or isolation status may block the exchange. For every defect, assign an owner, correction deadline, affected decision and temporary handling. Do not silently impute a value where the business consequence is unknown. If an AI pipeline excludes records, log the exclusion and its effect on coverage.

Interoperability is demonstrated by a complete handoff, not by a claim that a format is “open.” Test representative project data through authoring, the information environment, validation, analytics and operational systems.
Run a round-trip test
- Select representative objects, including unusual types, missing-but-allowed values, multiple classifications, linked documents and replaced assets.
- Export using the proposed exchange method and import into the receiving system.
- Compare identifiers, classifications, relationships, units, status, revision and required properties before and after transfer.
- Check whether geometry, location and non-geometric attributes remain associated with the same object.
- Repeat after a revision, correction and object replacement to expose version and identity failures.
- Record losses, transformations and manual workarounds, then decide whether the workflow is acceptable for the named decision.
Depending on the use case and tool support, teams may use IFC, Information Delivery Specification (IDS), BIM Collaboration Format (BCF), openCDE approaches and APIs. These can support structured exchange and issue management, but they do not eliminate the need for agreed semantics, ownership and validation.
buildingSMART International’s Construction openBIM Industry Insight (April 2026) states: “There are still challenges to create an openBIM ecosystem, which allow for interoperability in multi-vendor environments.” Treat that as a practical warning: test the actual vendors, versions and transformations in your project.

How to keep a digital twin or AI dataset current
Quality is a life-cycle property. A handover dataset can be accurate on its acceptance date and misleading six months later if equipment is replaced, spaces are reconfigured or a feed stops updating.
Define change and update rules
- Set an update frequency for each source according to the decision, not according to a convenient reporting calendar.
- Define events that require immediate revision, such as replacement, isolation, commissioning, change of use or approved design change.
- Record effective time separately from upload time when a value describes a past condition.
- Keep historical revisions where trend analysis or audit requires them; do not overwrite the only record.
- Alert when a feed is late, silent, outside range or sending an unexpected schema.
- Re-run downstream validation after schema, mapping, classification or identifier changes.
Track provenance and permitted use
For every high-consequence value, record where it came from, who changed it, when it was checked and what evidence supports it. Confirm that contractual, security, privacy and licensing permissions allow reuse for the proposed AI or twin purpose. The cited information-management standards support controlled exchanges and life-cycle management; detailed model-risk thresholds, sensor architecture and legal permissions must be set for the project and jurisdiction.
What does open data contribute, and what does it not prove?
UK BIM Framework Guidance Part B, Open data, buildingSMART and COBie (September 2020), cites an estimated annual economic benefit of approximately £8.9 billion to the UK from open data, attributed to the 2017 Data for the Public Good report. That is a broad UK open-data estimate, not a measurement of construction-data quality, AI readiness or digital-twin return. It should not be converted into a promised project benefit.
Open formats can reduce platform barriers and make multi-party exchange more practical. They cannot guarantee clean data, correct semantics, complete relationships or permission to reuse information. Those controls remain part of the project’s information-management process.
How to choose a data-quality approach
There is no published universal score that certifies a construction dataset as ready for AI or a digital twin. Compare an approach against the use case using these decision axes:
Recommended Free Tools
| Axis | Questions to ask |
|---|---|
| Purpose fit | Does it capture the information needed for named decisions without producing unused detail? |
| Semantic control | Can it enforce shared definitions, templates, classifications, identifiers and units? |
| Interoperability | Can information survive the actual authoring, exchange, analytics and operational workflow? |
| Governance | Are owners, revisions, status, review, acceptance, access and provenance visible? |
| Validation | Can rules run automatically, with accountable people handling judgement and exceptions? |
| Lifecycle proportionality | Is the control effort appropriate to asset scale, complexity, stage and consequence of error? |
Use the smallest process that reliably protects the decision. A high-risk operational twin may need frequent reconciliations and formal approval; an early feasibility model may need fewer properties and a clearly stated limitation. Proportionality is not permission to omit a control that the decision depends on.

A practical implementation plan
First two weeks: establish the target
- Choose one decision with a named user and consequence of error.
- Map the source systems, parties, stages and current exchange points.
- Write a short purpose statement and fitness-for-purpose acceptance statement.
- List mandatory, conditional and optional objects and properties.
Weeks three and four: make meaning testable
- Agree definitions, identifiers, units, classifications and null conventions.
- Create or adapt data templates and an exchange structure for the selected objects.
- Publish the responsibility map and revision/status workflow.
- Write automated and human acceptance checks with defect severity and owners.
Next exchange: prove the handoff
- Run the checks on representative data, including exceptions.
- Perform the round-trip interoperability test through every receiving system.
- Reconcile a sample against authoritative records or field conditions.
- Document losses, manual transformations, unresolved defects and the decision they affect.
Before production use: establish monitoring
- Set update intervals, change triggers, feed-failure alerts and revalidation events.
- Record provenance and permissions for values entering the AI or twin pipeline.
- Approve a go/no-go decision based on the stated acceptance criteria, not on a generic readiness label.
- Review whether the dataset remains fit when the decision, asset, source or operating context changes.
Standards and evidence limits to keep in view
ISO 23387 provides the rationale for standardized, machine-interpretable data templates. Its introduction states: “Machine-interpretable data are essential to providing a reliable and sustainable exchange of information in an asset life cycle process.” ISO 19650-4:2023 is listed by ISBIH as BAS EN ISO 19650-4:2023, published there on 15 May 2023, with a scope focused on information exchanges and decision criteria.
The ISO/DIS 19650-1 and ISO/DIS 19650-2 pages describe second-edition drafts. Their draft status means they should not be presented as already published final editions or as automatically mandatory practice. Confirm the current catalogue, national adoption and contract language before relying on an edition or terminology.
Neither the cited standards nor the industry guidance establishes a universal AI-readiness threshold, digital-twin certification or software product requirement. The workflow in this article is a standards-grounded implementation synthesis that must be adapted to asset type, jurisdiction, security needs, contract and intended use.

Frequently asked questions
Is a complete BIM model automatically good enough for AI?
No. Completeness of geometry does not prove that identifiers, semantics, units, status, provenance, timestamps or relationships meet a particular decision’s needs. Validate the exact extraction and use case.
Should every project use the same level of information need?
No. ISO 7817-1:2024 links the level of information need to purpose and stakeholder perspectives. A requirement should be proportionate to the decision, asset and stage.
Does using IFC guarantee interoperability?
No. IFC can support open exchange, but conversion may lose or reinterpret properties and relationships. Test the full workflow and check semantics, identifiers, units and status after import.
What should happen when a required value is unavailable?
Use a controlled unknown or not-applicable state, assign an owner and due date, record the impact on the decision and block or condition acceptance when the missing value is safety-critical or otherwise consequential.
