Repair a water-bound macadam (WBM) road according to the defect and its extent: drain and rebuild isolated potholes, replace lost binding on limited ravelling, and investigate renewal when failures are widespread. Dust can be damped temporarily with water, but durable suppression generally requires an engineered treatment such as bitumen emulsion or a bituminous surface treatment designed for the pavement and local conditions.
Start by identifying what has failed
Water-bound macadam is made from clean, crushed coarse aggregate. Rolling interlocks the stones; screenings and binding material, added with water, fill the remaining voids. A WBM layer may serve as a sub-base, base, or wearing surface, so the correct repair depends on which layer is exposed and why it failed. A treatment suitable for a wearing course should not automatically be applied to a drainage layer or structural base.

Before ordering material, walk the section in dry and wet conditions and record:
- the number, size, and depth of potholes;
- areas where surface stones are loose or the road is ravelling;
- corrugation, wheel ruts, depressions, or soft spots;
- places where water stands beside or on the carriageway;
- whether damage is confined to the surface or extends into the underlying layer.
One or two sound-edged potholes in an otherwise stable surface are a localized maintenance job. Repeated holes, broad ravelling, corrugation, and water-softened areas indicate a wider pavement or drainage problem. Patching the visible symptom without correcting that problem usually produces another failure.

Control traffic and water before repair
Set out the work area using the traffic-control requirements of the road authority responsible for the route. IRC:19:2005 provides the WBM maintenance procedure, but the material reviewed here does not establish one universal closure, signing, or reopening arrangement for every road. Use the applicable local rule for traffic speed, visibility, lane width, and work duration.
Water is a common reason for a patch to fail. Locate blocked side drains, eroded shoulders, leaking services, low points, and places where runoff enters the wheel path. Pump or channel standing water out of the defect before removing material. If the surrounding foundation is soft, merely filling the hole will trap the weakness under a new surface.
How to repair an isolated WBM pothole
The objective is to create a clean, supported cavity and rebuild it with properly graded aggregate that is compacted into the existing macadam. Do not tip loose gravel into a wet, rounded hole and expect traffic to consolidate it.
1. Drain and mark the defect
Remove standing water and keep runoff out while the work proceeds. Mark the full area of unsound material, not just the dark or deepest part that is visible. Probe the edges with a hand tool; hollow-sounding or easily displaced material belongs in the repair.
2. Cut regular, vertical sides
Cut back to firm material with straight or otherwise regular sides and near-vertical faces. A square or rectangular outline is easier to compact than a saucer-shaped edge. Extend the cut until the remaining WBM is tight and interlocked. The cut must not leave a feather edge that traffic can peel away.
3. Remove disintegrated material
Excavate loose aggregate, mud, and failed screenings from the cavity. If the defect has penetrated the WBM layer, remove the unsound portion of the underlying layer as directed by the road authority. Sweep the exposed surface and sides clean. Dust, mud, and loose chips prevent the new aggregate from locking into the old work.
4. Check the cause below the hole
Look for wet or pumping material, a broken drain, an eroded shoulder, or a weak foundation. This check is especially important when the same location has been patched before. IRC:19 requires weak places and drainage-related problems to be dealt with before new WBM is placed; otherwise the repair is only a cover over the cause.

Use clean, crushed aggregate and the screenings or binding material specified for the road. Salvaged coarse aggregate from the excavation can be blended with enough fresh, suitable aggregate to restore the required grading. Decorative stone, rounded river gravel, random demolition rubble, and a generic “pothole mix” do not provide the controlled interlock of specified WBM materials.

6. Place the aggregate in manageable layers
Place the coarse aggregate so it reaches all corners and bears against the existing vertical faces. Avoid one oversized dump that bridges the cavity while leaving voids below. Add the specified screenings and binding material in the same sequence used for normal WBM construction, with water as required by that specification.
7. Compact until the patch is integrated
Compact the repair using the normal WBM procedure and equipment appropriate to the area. A roller is preferred where access and the work area permit. For a small repair, IRC:19 allows a hand rammer in place of a roller. Compact the edges thoroughly so the wheel load transfers into the surrounding pavement rather than breaking the patch perimeter.
8. Finish flush with the adjoining surface
Leave the completed patch at the required profile, without a mound that will be struck by traffic or a low pocket that will collect water. Remove loose material from the running surface and inspect the edge all around. Do not open the area until it meets the responsible authority’s requirements for stability and traffic safety.
When a pothole is too deep or keeps returning
A deep or recurrent hole is evidence that the visible cavity is not the whole defect. Excavate to sound material, correct the drainage or weak layer, and rebuild each affected layer under the road authority’s direction. If several nearby holes appear after rain, treat the area as a drainage or foundation investigation rather than a series of unrelated patches.
How to stop loose stones and ravelling
Ravelling occurs when the surface binding has been lost or was inadequate, allowing individual stones to detach under traffic. It is different from a single pothole: the defect is distributed across the surface and may progress quickly once water can enter the voids.
Limited ravelling after blinding has eroded
First sweep away loose stones and dirt, and make sure the surface is reasonably dry and stable. Where the previous blinding material has worn away and ravelling is beginning, IRC:19 calls for binding material to be applied in thin layers and grouted using the WBM procedure. Thin applications are easier to work into the voids than a thick blanket that remains on top.
Work the binding material into the surface, add water in accordance with the applicable specification, and compact so the fines and binder fill the voids around the coarse aggregate. Check that the treatment is not merely a loose layer of fines that traffic can blow or wash away. Correct any edge drainage or shoulder erosion at the same time.

How to control dust on a WBM road
Dust is fine material being lifted from an unsealed granular surface by traffic and wind. It can indicate normal dry-weather loss of fines, excessive traffic speed, insufficient binding, or an unstable surface. Choose the response according to whether you need short-term nuisance control or a durable surface treatment.
Short-term dampening
Water can temporarily suppress dust during construction or a dry spell. It evaporates or is displaced by traffic, so repeated wetting is not a durable repair and can soften a marginal pavement if applied excessively. The sources reviewed do not establish a universal water rate or a guaranteed dust-control interval for WBM; use the road authority’s instructions and avoid creating slippery or saturated conditions.
Bitumen emulsion on an unsealed granular pavement
Austroads’ 2026 pavement work tip, AP-PWT39-26: Bitumen Emulsion for Dust Suppression on Unsealed Granular Pavements, describes bitumen emulsion as an engineered option intended to reduce dust nuisance, maintenance costs, and loss of pavement material. It is not a universal do-it-yourself chemical recommendation. The emulsion type, application rate, preparation, weather window, curing, traffic control, and compatibility with the existing aggregate must be designed for the particular pavement.

Before selecting an emulsion, confirm that the surface is shaped, drained, and structurally sound. A bituminous film placed over potholes, pumping areas, or contaminated fines can trap the defect and make later rehabilitation more difficult. Obtain the current local specification and have a competent road practitioner set the treatment and application rate; no universal rate is established for every WBM road.
Bituminous surface dressing or surface renewal
Where the goal is durable dust control together with protection from water and traffic, a bituminous surface dressing or another surface-renewal treatment may be considered. IRC:19:2005 and the Austroads guidance treat such work as road engineering, not a household maintenance product. The design must account for traffic, aggregate condition, drainage, climate, and the layer being treated.
Patch, bind, or renew? Use the extent-of-damage test
| Observed condition | Appropriate first response | Escalate when |
|---|---|---|
| One or a few potholes with sound surrounding WBM | Drain, cut vertical sides, remove failed material, refill with suitable aggregate and screenings, and compact. | The hole is deep, recurrent, or associated with a soft or wet foundation. |
| Small areas of ravelling after blinding has eroded | Apply binding material in thin layers and grout it according to the WBM procedure. | Loose stones continue across a large area or the surface is badly ravelled. |
| Dry-weather dust from an otherwise stable unsealed surface | Use temporary water dampening only when appropriate, or investigate an engineered emulsion treatment. | Dust is accompanied by loss of aggregate, potholes, rutting, or water damage. |
| Corrugation, numerous potholes and depressions, or a worn-out wearing course | Assess renewal of the WBM wearing course rather than repeating spot patches or blinding. | Underlying layers or drainage also fail; scope a broader rehabilitation. |
IRC:19 uses economic feasibility as part of the decision to renew a wearing course instead of continuing with patching or blinding. There is no universal cost threshold: quantities, haul distance, traffic control, aggregate availability, and the condition below the wearing course determine the comparison.
Materials, grading, and quantities
CPWD Specifications 2019, Volume II, lists aggregate sizes, screenings, and indicative quantities for WBM construction. Those quantities are guides for estimating, not a universal takeoff for a repair. A small patch requires a calculation based on its measured area, depth, layer arrangement, compaction, and the local specification.

For a localized repair, arrange:
- the specified size and quality of crushed coarse aggregate;
- the specified screenings and binding material;
- clean water suitable for the work;
- a shovel, rake, broom, and tools for cutting vertical edges;
- a hand rammer for a small area when roller access is impractical, or an appropriate roller for larger work;
- barriers, signs, and traffic-control equipment required by the road authority.
Buy from a supplier who can state the aggregate grading and source. “Stone” sold without grading information may contain rounded particles, excess dust, or weak pieces that prevent proper interlock. Keep coarse aggregate and screenings clean and separated until they are placed.

Quality checks before reopening
Use a simple inspection record for every repair:
- Drainage: no standing water remains in the cavity, and runoff has a path away from the repair.
- Edges: sides are regular and supported by sound existing WBM; no feathered or crumbling perimeter remains.
- Cleanliness: mud, organic matter, and loose particles have been removed.
- Materials: aggregate and screenings match the governing specification, rather than an ungraded substitute.
- Compaction: the patch is firm under a hand check and does not rock, pump, or shed loose stone when equipment passes.
- Profile: the finished surface is joined to the surrounding road without a depression or abrupt hump.
- Dust treatment: any emulsion or bituminous work follows its specified preparation, weather, curing, and traffic requirements.
Reinspect after the first significant rain and after a period of heavy traffic. Early movement at an edge, renewed water ponding, or fresh loose stones is a reason to investigate the cause, not simply add another thin layer.
Common failed approaches and their corrections
Filling a wet hole with loose gravel
Why it fails: water and mud prevent interlock, and traffic pumps the material out.
Correction: drain the cavity, cut to sound vertical sides, clean it, and rebuild with specified aggregate and screenings before compacting.
Covering a soft spot without excavation
Why it fails: the weak layer continues to deform below the new material.
Correction: locate the wet or weak layer, correct the source of water, and repair the affected depth under the responsible authority’s direction.
Spreading a thick blanket of fines over ravelling stones
Why it fails: the material stays on top instead of filling voids and is quickly displaced by tyres and runoff.
Correction: use thin layers of specified binding material and grout them into the WBM surface.

What the specifications do—and do not—tell you
IRC:19:2005 provides the construction and maintenance principles for WBM, including pothole preparation, aggregate replacement, compaction, hand rammers for small areas, binding of ravelling surfaces, and renewal where patching is no longer economical. CPWD Specifications 2019, Volume II, provides grading and indicative quantity information for estimating. Austroads’ 2026 work tip addresses bitumen emulsion for dust suppression on unsealed granular pavements.
These references do not provide one universal repair price, dust-palliative application rate, traffic reopening rule, or guaranteed repair life for every road. Confirm those details with the responsible road authority and the current specification for the road’s jurisdiction, traffic, climate, and WBM layer.
Frequently Asked Questions
Can I use ordinary gravel to fill a WBM pothole?
Use clean, crushed aggregate and the screenings or binding material required by the applicable WBM specification. Ungraded or rounded gravel may not interlock and can be lost under traffic.
Is water enough to stop WBM-road dust?
Water can damp dust temporarily, but it is not a durable repair. Long-term suppression may require a designed bitumen-emulsion or bituminous surface treatment after the pavement is made sound and well drained.
When should a WBM road be renewed instead of patched?
Renewal should be assessed when the wearing course is worn out, corrugated and badly ravelled, or has numerous potholes and depressions that cannot be treated economically by patching or blinding.
Why do my pothole repairs fail after rain?
Common causes are standing water, uncorrected drainage, a weak underlying layer, dirty cavity sides, or inadequate compaction. Drain and investigate the full defect before rebuilding it.
