Use its official zoning map or property portal to search the street address and parcel or assessor number, then read the zoning ordinance, overlays, specific plans and prior approvals that apply. Separately, search the building department’s permit and property-record systems for permit history and approved plan files. If plans are missing online, contact the records office to ask what is retained, how to inspect it and what is required to obtain copies. Local retention, fees, consent rules and disclosure limits vary, so an online result is a starting point rather than a final determination.
1. Confirm which government has jurisdiction
The first question is not “What is the zoning?” but “Which agency controls this parcel?” A mailing address can use a nearby city name while the land is in an unincorporated county area, or a parcel can sit near a city boundary. A county zoning map may cover only unincorporated land. Contra Costa County, for example, identifies its zoning and general-plan information as applying to unincorporated county areas.

Use the official municipal or county website and search for terms such as property zoning lookup, zoning map, permit search or building records. Confirm the city limits or unincorporated status on the map itself. If the property crosses a boundary, has an unusual mailing address or appears in more than one system, ask the planning department which agency decides zoning and which office holds building records.

- Record the property’s full street address exactly as shown by the local authority.
- Obtain the parcel, assessor or map number from a tax bill, deed, survey or assessor search.
- Note whether zoning and building records are handled by different departments or governments.
- Ask whether a separate historic-district, coastal, floodplain or other specialist agency has review authority.
There is no single nationwide routing service that determines the correct office for every property. The responsible local authority must be established before you rely on any map, code section or permit record.

2. Find the parcel on the official zoning map
Open the jurisdiction’s official zoning or parcel map and search by street address. If the address returns multiple results, use the parcel or assessor number and verify the highlighted lot, boundaries and situs address. For a corner lot or a parcel assembled from several lots, check every relevant parcel number rather than assuming one result represents the entire site.
Save or print the map result and record the exact zoning label, overlay names, specific-plan references and any map notes. A designation such as a residential, commercial or mixed-use district is an identifier, not a complete answer about what you may build.
What to verify on the map
- Parcel identity: The highlighted shape must match the lot you intend to buy, develop or alter.
- Base district: Write down the full code, including suffixes, numbers or letters.
- Overlays: Look for historic, design, environmental, airport, hillside, flood, parking or other overlay boundaries.
- Specific-plan areas: A specific plan can add or replace standards for an area.
- Boundary conditions: Check whether a road, creek, railroad, neighboring jurisdiction or split zoning affects the site.
Fresno’s published guidance illustrates the sequence: use its interactive map to identify the zone, then open the corresponding code section for setbacks and other requirements. Follow the same pattern in your jurisdiction, using only the current official map and code.
3. Read the zoning rules that actually govern the project
After identifying the designation, open the current zoning ordinance and the section for that district. Read the use table and the dimensional standards together. The use table may classify a proposal as permitted, subject to administrative review, conditional-use approval or prohibited, while the dimensional section controls how the structure can fit on the lot.
Check the use before the building form
Describe the intended activity precisely: a single dwelling, accessory dwelling, office, restaurant, workshop, daycare, short-term rental, warehouse or another use. Similar-sounding activities can be treated differently. Confirm whether the use is allowed by right, requires a conditional-use permit, needs a site-plan or administrative approval, or is barred in that district.
Check measurable development standards
- Front, side and rear setbacks, including rules for corner lots.
- Maximum height, stories, floor-area ratio or lot-coverage percentage.
- Minimum lot area, width and frontage.
- Parking, loading, bicycle-storage and access requirements.
- Building, landscape, screening, lighting and design standards.
- Rules for accessory structures, additions, home occupations and nonconforming buildings.
Look beyond the base district
Ontario’s planning FAQ cautions that allowed uses can depend on the zoning district, a specific plan, previous approvals and conditions. Search the parcel’s planning history for variances, conditional-use permits, development agreements, tentative maps, site-plan approvals and recorded conditions. An older approval may authorize a use that is not generally permitted today, or impose limits that are stricter than the base code.

Ask a planner to confirm how the rules apply to your exact proposal, especially when an addition, change of use or lot split is involved. A map label alone is not a project-approval determination. Request the applicable code sections and ask which review path, findings and supporting drawings the agency expects.

Zoning information and building-plan information often live in different systems. Use the building department’s permit or property-record portal after you have confirmed the parcel identity. Search by street address, parcel or map number, permit number and project number wherever those fields are available.
What a permit search can reveal
- Permit type, application date, issue date and current status.
- Project description, valuation fields and the departments that reviewed it.
- Inspection dates, corrections, final approvals or expired applications.
- Associated documents, plan-review comments and scanned attachments when the portal publishes them.
- Names or contact details for the record-holding office, when the jurisdiction displays them.
Do not assume that a portal showing a permit also contains the approved drawing set. Nashville, for example, lists separate ePermits, document-of-record, parcel-viewer and data tools. Seattle describes searching permit and property records by address or map and requesting approved plans with the permit number and project address. A permit-history screen may therefore be only an index to records held elsewhere.
Search efficiently
- Run an address search using the street number and street name without apartment or unit text if the portal requires a parcel-level result.
- Compare the returned parcel number and legal description with your source documents.
- Repeat the search with the parcel or map number and then with each permit or project number shown.
- Open every related record and note whether the status is issued, finaled, expired, cancelled or still under review.
- Download available plan sheets, site plans, correction notices and inspection records, preserving the file name and record date.
- Write down missing document types so your records request is specific.
5. Request plans and records that are not online
When the portal does not show approved plans, contact the building department’s records counter, public-records office or permit center. Give the staff enough information to locate the file and ask for the precise record you need.
Include these details in a written request
- Full property address, including unit or suite where applicable.
- Parcel, assessor or map number.
- Permit, application or project number from the online search.
- Specific documents requested, such as the approved building plans, site plan, structural sheets, permit card, inspection record, certificate of occupancy or correction history.
- Whether you want to inspect the file, receive electronic copies or order paper copies.
- Your preferred contact information and any deadline that affects a transaction.
Ask five questions before assuming a file is unavailable: Does the agency hold the record? Is it stored under a predecessor permit or parcel number? Can you inspect it even if copies are restricted? Is a form, appointment, fee, written request or owner consent required? Are any pages withheld for privacy or security reasons?

Nashville explains that some records are not posted online and may be available through a public-records request subject to exemptions. San Diego notes that procedures and record availability have changed over time. Treat those examples as reminders to confirm the current local process, not as a promise that another agency follows the same rules.

Inspection and copying are different rights
Access to view a plan does not necessarily include permission to receive a duplicate. Milwaukee describes an application process for plan access. Walnut Creek allows viewing in circumstances where copies require owner consent, and signed or stamped plan copies also require design-professional consent. Ask the custodian to distinguish inspection, ordinary copies and certified or signed copies in the response.
6. Understand retention periods and sensitive-plan restrictions
Plans may no longer exist even when a building remains. Retention schedules differ by jurisdiction, record type and project status. The City of Scottsdale’s Planning and Development Services records page states: “Building plans are destroyed 180 days after completion or expiration.” That is a local administrative rule, not a general U.S. retention period.
If a permit is old, ask whether the agency transferred the file to archives, microfilm or a successor system. Supply prior owner names, contractor names, permit numbers and approximate construction dates if you have them. A search under only the current address may miss a renumbered street, lot merger or earlier permit.
Some drawings are withheld or limited because they reveal security-sensitive details. Milwaukee describes possible denial of plans for secure structures, and Seattle excludes some building plans for security reasons. Do not promise a buyer, tenant or contractor that every sheet will be released. The records office may provide a redacted set, allow supervised inspection, release only non-sensitive sheets or deny the request under an applicable exemption.
7. Use a repeatable due-diligence workflow
The following sequence keeps zoning conclusions separate from plan-record conclusions and creates an audit trail for a purchase, renovation or feasibility study.
- Identify jurisdiction. Confirm city limits or unincorporated status and the agencies responsible for planning and building records.
- Collect identifiers. Record the exact address, parcel or assessor number, legal description and any existing permit or project numbers.
- Map the parcel. Verify the highlighted lot, base zoning, overlays, specific plans and boundary conditions.
- Read the code. Open the district’s use table and dimensional standards, then review overlay and specific-plan provisions.
- Check approvals. Search for variances, conditional-use permits, site-plan approvals, development agreements and recorded conditions.
- Define the proposal. Write down the intended use, floor area, height, setbacks, parking changes and construction scope you want the agency to evaluate.
- Search permits. Run address, parcel, permit and project-number searches; save statuses, dates and available attachments.
- Request missing records. Send a focused request naming the property, identifiers and exact documents, and ask about inspection, copies, fees and consent.
- Check limitations. Confirm retention, exemptions, redactions and whether the released set is approved, superseded, as-built or merely submitted.
- Obtain written confirmation. For a consequential project, ask a planner or records custodian to identify the controlling code sections and the status of the documents you received.
8. Common mistakes that produce unreliable answers
Relying on a real-estate listing or tax description
Listings and tax records can contain useful identifiers, but they do not replace the current zoning map or ordinance. Verify the parcel in the official system.

Overlays, specific plans, prior approvals and conditions can change what is allowed. Read each applicable layer and document.
Assuming “permit found” means “plans available”
Portals often display status and metadata without the drawing set. Request the specific sheets and ask whether the file is held in another system.
Requesting “everything” without identifiers
A broad request can delay retrieval or return irrelevant files. Include the parcel number, permit number, project description and document types.
Confusing submitted drawings with approved drawings
Ask whether each file is an application submittal, plan-review revision, approved set, superseded set or as-built record. The label and approval status matter for construction decisions.
Assuming an old building must have surviving plans
Retention schedules may result in destruction after completion or expiration. Ask about archives and alternative records such as permit cards, inspection logs and certificates of occupancy.

9. What to do when records are incomplete
If approved plans cannot be located, document the search and shift to corroborating evidence. A permit card, inspection history, certificate of occupancy, later alteration permit, assessor sketch or archived site plan may establish part of the building’s history, but none should automatically be treated as a complete approved drawing set.
For design or construction, have a qualified professional verify existing conditions in the field rather than drawing from an incomplete archive. Measure the structure, photograph concealed-condition risks where safely accessible and identify discrepancies between the record and the building. For a purchase or change of use, ask the planning and building departments what evidence they will accept for legal nonconforming status, occupancy or prior work.
10. A practical file checklist
Keep one folder for zoning determinations and another for building records. Label each file with the address, parcel number, document type and retrieval date.
- Official zoning-map printout or export showing the parcel.
- Current ordinance sections for the base district and overlays.
- Specific-plan pages, variance decisions and conditional-use approvals.
- Recorded conditions, development agreements and site-plan decisions.
- Permit-history screen captures or downloaded records.
- Approved, as-built or superseded plan sets with their stated status.
- Inspection records, permit cards and certificates of occupancy.
- All correspondence with planning, building and records staff.
- Notes on retention, fees, consent, exemptions and redactions.
This file lets an architect, contractor, lender, buyer or attorney see which facts came from an official map, which came from an ordinance and which came from a permit record. It also makes it easier to spot a missing approval before work begins.
Bottom line
Find the responsible city or county first, then verify the parcel by address and assessor number. Use the official zoning map only to identify the designation; read the ordinance, overlays, specific plans and prior conditions to determine what the designation means for your proposal. Search permit and property-record systems separately, and request missing plans from the records custodian with precise identifiers. Because retention, copying rights and security exemptions are local—and plans may be destroyed or restricted—obtain written confirmation before relying on a record for a purchase, design or construction decision.
