Start with the restaurant’s exact street address in your city or county building-records portal. Then search the parcel or APN, permit and project numbers, and the owner or applicant name. A search result usually proves only that a permit exists; approved drawings and proof that the work was completed often require a separate records request, an appointment, a fee, or owner/design-professional authorization.
Restaurant work is rarely contained in one file. Building, planning or zoning, health, fire, electrical, plumbing and mechanical departments may each hold part of the project history. The workflow below shows how to find the index entries, obtain the plans, and verify final inspections and occupancy before you lease, buy or remodel a restaurant property.

1. Identify the exact property before searching
Write down the complete street address, including a unit or suite number. Restaurant properties are often recorded under a shopping-center address, a former street number, or a parcel that contains several suites. Search both the current address and any historic address shown in a lease, appraisal, tax record or prior permit.

- Owner, tenant, applicant, architect and contractor names.
- Business names used by current and former operators.
San Diego’s Development Services Department specifically accepts an address, plan-file number, approval number, permit number or APN for records work. That is a useful model for any city: the address is the universal starting key, while a parcel or file number can reveal records that an address search misses.

Why the address can be insufficient
Permit databases may index a property by its legal parcel rather than its suite, or by the owner’s name rather than the restaurant’s trading name. A remodel may also have been filed before the current tenant signed the lease. If an address search returns nothing, try the parcel/APN, the street number without the suite, the former address, and the owner or applicant name.
2. Find the official permit and property-records portal
Use the city or county government website, not a commercial permit-search site. Search the official site for terms such as “permit search,” “property records,” “building records,” “development services,” “citizen access,” “permit finder” or “public records.” The department may be called building and safety, inspectional services, development services, planning and development, or construction and inspections.
Examples of official systems named in municipal guidance include Los Angeles LADBS, San Diego OpenDSD, Accela and Permit Finder, Portland Maps, Fremont Citizen Access, and Philadelphia Atlas. These systems do not work identically: one may show inspection history while another is only an index to permit numbers.

Before running a broad search, note whether the site requires an exact street number, accepts partial addresses, distinguishes active from historical permits, or limits the date range. Save the search-results page or export the results if the portal allows it. Screenshots should include the address, permit number, status and date so you can identify the record later if the online entry changes.
3. Search in a deliberate order
- Search the full address. Try the street number, street name and city. Repeat without the suite or unit designation if the portal returns no result.
- Search the parcel or APN. This is often the best way to find permits filed for a shell building, shopping center or prior tenant.
- Search each permit, plan-file or project number. A number from an old inspection card, lease exhibit or contractor invoice can open a more complete record.
- Search historical addresses and names. Use former street numbers, owner names, applicant names, business names and architect or contractor names when the system permits it.
- Open every relevant result. Record permit type, description of work, issue date, expiration or completion status, applicant, contractor and inspection history.
Do not stop at a permit titled “tenant improvement.” The description may conceal a kitchen exhaust change, grease interceptor, structural alteration, accessibility work or a change of occupancy. Open related records and note whether they are building, planning, health, fire or trade permits.
Build a permit inventory
Create a simple log with one line per record. Include the permit number, department, work description, issue date, current status, inspections shown, and the next document you need. This prevents a common mistake: treating several partial permits as one completed project.

4. Search every department that can regulate a restaurant
A restaurant project can require approvals from several authorities. A building permit alone does not establish that the kitchen was approved for food service or that fire and health requirements were satisfied.

Pick the symptom - the matching free tool is one click away.
Building and inspection services
Look for structural, architectural, demolition, tenant-improvement, accessibility and change-of-occupancy permits. These records may identify the approved floor plan, structural sheets, site plans and inspection sequence.
Planning and zoning
Check zoning, use approvals, administrative-use approvals, signage, outdoor dining and parking records. Long Beach notes that restaurant use may also require an administrative-use approval through planning. A restaurant can therefore have a valid building permit while a separate planning approval remains relevant to its operation.
Health or environmental health
Health departments review commercial kitchen layouts, equipment, food-preparation areas, plumbing fixtures and sanitation features. Boston’s Inspectional Services guidance states: “Before you build anything or change a kitchen, you must get your plans reviewed and approved by ISD Health.” Boston advises allowing two to six weeks for plan review; that is a planning estimate from the city, not a universal deadline.
Fire department
Search for fire-alarm, sprinkler, hood-suppression, cooking-exhaust, emergency-egress and hazardous-material approvals. Fire records may be held outside the building department, so a building-portal search can omit them.

Trade permits
Search electrical, plumbing and mechanical permits separately. Commercial kitchen ventilation, gas lines, grease interceptors, refrigeration power and make-up air may each appear under a trade permit rather than the principal building permit.

5. Know whether you found an index or the actual file
Online access varies sharply by city and by record age. A portal may display only the existence of a permit, while the approved drawings remain in a records office. Fremont’s Building & Safety FAQ is explicit: “No documents are available in Citizen Access, but this Option will indicate what permits exist on a property.” Treat that kind of result as an index, not as the plans.
Seattle gives a different but equally important warning: “Construction and building plans are not available on the Permit and Property Records Search.” The absence of a downloadable drawing in a search result does not mean the city never received plans.
What different systems can provide
| City or system | What the official guidance establishes | How to obtain plans or related records |
|---|---|---|
| Fremont Citizen Access | Shows what permits exist on a property; documents are not available in Citizen Access. | Use the city’s records process for documents. |
| Seattle Permit and Property Records Search | Construction and building plans are not available through the ordinary search. | Follow Seattle’s separate records guidance. |
| San Diego OpenDSD, Accela or Permit Finder | Search can use an address, plan-file number, approval number, permit number or APN. The Development Services Department maintains permits, plans, maps and technical reports. | An in-person appointment is required to view building plans; plan copies also require an appointment. |
| Portland Maps | Many records are online; newer or out-of-range records may require a public-records request. Inspection cards and certificates of occupancy are among the records that can be requested. | Use the city’s public-records request channel when the online range is incomplete. |
| Philadelphia Atlas | Confirm the permit in Atlas before using the records process. | Plan copies are requested by the property owner or an authorized agent. |
These examples illustrate why a “permit found” result is not the same as “plans obtained.” Compare the search keys, date coverage, departments included, download or view-only options, request channel, appointment rules, fees and authorization requirements before assuming your remote search is complete.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute6. Request the missing plans and permit file
When the portal identifies a permit but not its attachments, use the city’s public-records form, email channel, online request portal or records-counter appointment. Address the request to the department that holds the file and copy the permit, project and parcel numbers into the request.
Ask for a complete, specific set
Request the records that answer both “what was approved?” and “was it completed?” A useful list includes:
- Permit application and all amendments.
- Approved architectural floor plans and reflected ceiling plans.
- Site plans, accessibility sheets and equipment layouts.
- Structural drawings and calculations when structural work was involved.
- Mechanical, electrical and plumbing drawings.
- Commercial-kitchen, health-plan-review and equipment schedules.
- Plan-review comments, correction notices and approved revisions.
- Inspection cards, inspection results and reinspection notes.
- Certificates of occupancy, final approvals and change-of-use decisions.
- Zoning, planning, fire and administrative-use approvals.
State the property address and every identifier found. Identify the approximate project year and the restaurant or tenant name if known. Ask the records staff to search related permits under the parcel and prior address, not just the one number you located.

Use a precise request description
For example: “Please provide the complete permit and plan file for the commercial restaurant tenant improvement at [the property address], including approved architectural, structural, mechanical, electrical and plumbing sheets; health and fire approvals; plan-review comments; inspection records; and the certificate of occupancy. Related permit numbers are [numbers], and the parcel/APN is [number].” Put variable information inside your actual request; the bracketed items above are not part of a city’s required syntax.
7. Plan for appointments, fees and authorization
Records access can have conditions even when the permit itself is public. San Diego requires an in-person appointment to view building plans and says plan copies require an appointment. Philadelphia’s process requires the permit to be confirmed in Atlas and limits plan-copy requests to the property owner or an authorized agent.
Ask the records office, before traveling:
- Whether the file is available for remote viewing, in-person inspection or copying.
- Whether an appointment is required and how far ahead appointments are scheduled.
- Whether copying or scanning fees apply.
- Whether the owner, architect, engineer or authorized agent must sign a release.
- Which identification, authorization letter or proof of ownership is accepted.
- Whether older files are archived and need advance retrieval.
Plans may be restricted because of retention limits, copyright or access rules. A city may let you inspect a plan without providing an unrestricted digital copy, or may release only selected sheets. Ask what format is available rather than assuming a PDF download.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Verify that the work was legally completed
An issued or approved permit is not proof that construction passed final inspection. Search the portal for inspection results, final approvals and the certificate of occupancy. Portland specifically identifies inspection cards and certificates of occupancy as requestable records.
Read status labels carefully
“Issued” means the permit was granted; it does not necessarily mean the work was built. “Active” can mean inspections remain open. “Final,” “completed” or “closed” is stronger evidence, but confirm what that city’s status definition means. Look for a final building inspection, final electrical, plumbing and mechanical inspections, health approval where applicable, fire sign-off and an occupancy certificate or change-of-use approval.
Compare the approved plan with the premises
When you can inspect the site, compare the approved layout with the actual kitchen, exits, restrooms, service counters, seating, hood and grease-management equipment. A later unpermitted alteration may not appear in the original file. Note discrepancies and ask the building or planning department how they affect a lease, purchase or new permit.

9. Use the records for lease or purchase due diligence
Before signing, assemble a property file rather than relying on a broker’s statement that the restaurant is “fully permitted.” Match the lease or sale address to the legal parcel, then reconcile the permit inventory with the physical space and the proposed use.
Questions the file should answer
- Was the space approved for restaurant or food-service use, or only for a different occupancy?
- Was the current kitchen configuration reviewed by health and building officials?
- Were hood, grease interceptor, gas, electrical and mechanical systems inspected?
- Are there open permits, failed inspections, correction notices or expired approvals?
- Is a planning or administrative-use approval required for this location?
- Is there a certificate of occupancy for the present use?
- Do the approved plans match the equipment, seating, exits and restrooms you will inherit?
If the city cannot provide a document, record that limitation and ask what substitute evidence it accepts, such as an inspection card, occupancy record or archived permit summary. For a high-value transaction or a substantial remodel, have a licensed architect, engineer or permit professional interpret the plans and identify work that will need new approval.
10. Troubleshoot common search failures
No results for the street address
Remove the suite number, try the parcel/APN, search the former address, and search the owner or applicant name. Confirm that you are using the correct city jurisdiction; an address can have a postal city that differs from the permitting authority.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A permit number appears but no drawings do
Assume you found an index. Follow the records-request process and ask for the complete plan file, not merely the permit card. Fremont and Seattle both document why ordinary search pages may not contain drawings.
The building permit is closed but restaurant approvals are missing
Search health, fire, planning and trade departments independently. Boston’s guidance separates health plan review from construction and fire permits, and Long Beach identifies a possible administrative-use approval through planning.
The portal shows an old or incomplete date range
Ask for archived or out-of-range records through public records. Portland notes that newer or out-of-range material may require a request even when many records are online.
The city will not release a plan copy immediately
Ask whether you may inspect the plan in person, whether an owner or authorized agent can request copies, and whether an appointment or fee is required. San Diego and Philadelphia illustrate these access conditions.
The record says approved, but inspections are absent
Request inspection cards, final approvals and the certificate of occupancy. Do not represent the project as complete until the city’s available records support that conclusion.
11. A printable restaurant-permit search checklist
- Write the exact address, suite, parcel/APN and former addresses.
- Find the official city or county building-records portal.
- Search by address, then APN, permit number, plan-file number, project number, owner and applicant.
- Log every building, planning, health, fire, electrical, plumbing and mechanical result.
- Record each permit’s description, issue date, status, contractor and inspection history.
- Determine whether the portal is an index, a document repository or both.
- Request missing applications, approved plans, revisions, review comments, inspections and occupancy records.
- Confirm appointment, fee, copying and authorization rules before visiting or requesting copies.
- Check final inspections and the certificate of occupancy.
- Compare the approved plans with the existing space and your intended restaurant use.
Bottom line
Use the address to open the search, but use every identifier and every relevant department to finish it. A permit number is a lead, not the plans; an approved permit is not proof of final completion. For a reliable restaurant-property review, obtain the approved drawings through the city’s records process, verify health, fire, planning and trade approvals, and confirm final inspections and occupancy before you commit to the site.
