Find the local planning authority for the development site, open the live application on its official register, read the plans and supporting documents, then submit a focused comment using the method and deadline shown for that application. England and Wales have a GOV.UK postcode route; Scotland and Northern Ireland use their own council or national systems. There is no single UK-wide register or universal consultation period.
Start with the authority that decides the application
Planning applications are handled by the local planning authority responsible for the site. That is usually the council, although some major or specialised proposals may be handled through a different planning system. The correct authority matters because it controls the application record, consultation deadline, accepted submission methods and publication rules.

In England and Wales, GOV.UK provides a postcode-based route to find the relevant council and reach its planning register. Scotland generally directs residents to their council’s application register and comment process. Northern Ireland uses its own Planning Portal and nidirect guidance. These systems are not interchangeable, so do not assume that a search or comment submitted through one jurisdiction’s service will reach another authority.

GOV.UK, “Search the register of planning decisions” service page
The public register is maintained by the relevant local planning authority. GOV.UK’s route is a practical starting point for England and Wales, but the live application page and the responsible authority’s current instructions take precedence.
How to find the right application
1. Identify the site and authority
Write down the development address, nearby road or landmark, postcode and, if available, the application reference. A neighbour’s letter, site notice or newspaper notice may provide the reference number. If the site crosses a boundary or has an unusual address, use the map and contact the planning office if you are unsure which authority is responsible.

2. Choose the official register
- England and Wales: enter the postcode through the GOV.UK planning-register route, then follow the link to the relevant council.
- Scotland: use the planning search supplied by the council responsible for the site.
- Northern Ireland: use the Northern Ireland Planning Portal and the related nidirect guidance.
Use the authority’s own page rather than an unofficial map or summary. Third-party listings can be incomplete, out of date or missing the documents that determine what is actually proposed.
3. Search with more than one identifier
Enter the full address or postcode first. If the system supports it, try the application reference, a map search or a keyword from the site name. Search results can contain several applications for one property, including earlier refusals, amendments, discharge-of-condition requests and applications that have already been decided. Check the date and proposal description before opening the record you intend to comment on.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
4. Confirm that it is live
Look for the current status, consultation wording and deadline. A record marked decided, withdrawn or closed may no longer accept representations through the ordinary consultation route. An amended proposal may have a new consultation period or a different document set, so read the latest entry rather than relying on an earlier notice.
What to open and read on the application page
A short listing or map pin cannot show the full effect of a development. Open the record and work through the available material in this order:
- Proposal description: identify the number and type of homes, commercial floorspace, access arrangements, demolition, changes of use or other works.
- Site location plan: check the red-line boundary, neighbouring properties, roads, footpaths, trees, watercourses and other features.
- Existing and proposed plans: compare floor plans, elevations, sections, roof forms, levels, materials, windows, balconies, lighting and boundary treatments.
- Design and access or planning statement: note the applicant’s explanation of design, land use, access, policy compliance and public benefits.
- Transport, drainage, flood, ecology, tree, heritage, noise or other reports: identify the assumptions and mitigation measures relevant to your concern.
- Consultation responses and officer information: where published, see comments from statutory consultees and the authority’s requests for further information.
- Decision information: for a decided application, read the decision notice and conditions; for a live application, check whether new documents or revised plans have been added.
Download or save the documents you rely on, noting their titles and revision dates. Plans can change during assessment. A comment that identifies the exact drawing or revision is easier for an officer to match to the issue you describe.
Jurisdiction and authority differences to check
The broad workflow is similar, but the operational details belong to the authority handling the application.
| Area | Where to start | Search options described in official guidance | What to verify on the live record |
|---|---|---|---|
| England | GOV.UK postcode route, then the responsible council’s register | Address, postcode, application reference and map where provided; some councils also offer keywords | Submission method, consultation deadline, publication and privacy statement |
| Wales | GOV.UK postcode route, then the responsible council’s register | Address, postcode, application reference and map where provided; some councils also offer keywords | Submission method, consultation deadline, publication and privacy statement |
| Scotland | The council’s planning application register and comment instructions | Fields vary by council; use the site address or reference and any map search supplied | How to comment, the closing date and which documents are online |
| Northern Ireland | Northern Ireland Planning Portal and nidirect guidance | Use the portal’s available address, reference or map tools | Whether registration is required, the accepted channel, deadline and information published about commenters |
Registration, acceptable formats, document availability and publication practices can differ even between authorities in the same nation. Treat the application page’s instructions as the controlling information.

How to decide what is relevant to planning
A useful representation connects a specific feature of the proposal to a planning effect. Start with the drawing, report or paragraph that concerns you, then explain what would happen, who or what would be affected, and what change you want the authority to consider.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCommon planning topics
- Design and appearance: scale, height, massing, materials, roof form, layout and how the proposal fits its surroundings.
- Density and living conditions: the number of units, room sizes, private or communal space, daylight, outlook and the relationship between buildings.
- Privacy and overlooking: window positions, balconies, distances, screening and direct views into homes or gardens.
- Traffic, parking and road safety: junction visibility, turning space, servicing, pedestrian routes, cycle access, construction access and additional vehicle movements.
- Noise and disturbance: plant, deliveries, opening hours, vehicle activity, construction effects and the adequacy of proposed mitigation.
- Drainage and flooding: surface-water routes, sewer capacity, attenuation, finished floor levels and the effect on neighbouring land.
- Heritage and conservation: effects on listed buildings, conservation areas, archaeological assets, historic views and setting.
- Ecology, trees and landscape: loss of habitat or trees, protected species, boundary vegetation, lighting and landscape proposals.
- Development-plan compatibility: identify the relevant local plan policy if you know it, and explain how the submitted scheme appears to conflict with or support that policy.
Use evidence you can describe accurately: a narrow access, a marked window facing your garden, a documented flood route or a drawing that places a building close to a boundary. Avoid asserting a technical conclusion that the plans do not establish; ask the authority to assess the issue or require appropriate information.
Issues that may not carry weight
Planning relevance is authority-specific. North Lanarkshire’s published guidance, for example, says that property values, the applicant’s identity, personal disputes and business competition are not planning considerations in its process. That is useful guidance for that authority, not a complete UK-wide legal list. If your concern is personal, translate it into a planning effect where possible—for example, loss of privacy shown by a proposed first-floor window—rather than relying on the personal circumstance alone.
Write a clear representation
Keep one issue per paragraph and identify the application at the top. A practical structure is:
- Application identification: quote the reference number, site address and proposal description exactly as shown on the register.
- Your position: state whether you support, object to or have concerns about the proposal. You can support some elements and object to others.
- Planning reasons: explain the design, access, privacy, traffic, drainage, heritage, environmental or policy effect.
- Evidence: refer to the relevant plan, elevation, report, photograph or local feature, including a drawing number or revision where available.
- Requested response: ask for a specific change, further assessment, condition or refusal reason that follows from the issue you have identified.
For example, instead of writing “This will cause traffic chaos,” identify the proposed access, the visibility or turning problem, the nearby pedestrian route and the times when conflict is likely. Instead of “It is too big,” refer to the height, separation distance, loss of outlook or relationship to neighbouring buildings shown on the plans.

Supporting or objecting without overstating
You do not need to oppose every part of a proposal to make a valid comment. You may support the principle of redevelopment while requesting a lower roof, revised windows, safer access, better drainage information or stronger landscaping. Conversely, an objection should acknowledge any element you support if doing so makes your planning reasoning more precise.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Submit the comment before the stated deadline
Follow the instructions on the live application record. Depending on the authority, you may need to create an account, or you may be able to submit online, by email or by letter. Use only the channel the authority says it will accept and retain confirmation of submission.
- Open the current consultation page and read its deadline, privacy notice and formatting instructions.
- Prepare the reference number, site address, your name and contact details requested by the authority.
- Paste or upload the representation, checking that attachments open and that the correct application is named.
- Remove unnecessary sensitive information, signatures, phone numbers or details about other people.
- Submit before the displayed closing time and save the confirmation screen, email receipt or postal proof.
Deadlines are not uniform across the UK and can vary by application type and authority. A North Lanarkshire example states 21 days after official notification or 14 days after a newspaper notice. Those figures are local guidance, not a UK-wide consultation rule. The date on the specific notice or application page is the one to follow; if it is unclear, contact the planning office immediately.
If you miss the deadline
Submit as soon as possible and explain briefly why it is late, but do not assume the authority must accept or consider it. The application page may state whether late representations will be taken into account before a decision. A change to the proposal can create a fresh consultation, so check the record for revised plans and new dates.
Understand publication and privacy
Planning comments can become public documents. Northern Ireland guidance says a commenter’s name and postal address will appear online while an email address will not. Other authorities may publish, redact or retain information differently. Read the privacy statement on the application page before submitting.

- Do not include medical details, children’s information, financial records, passwords or allegations unrelated to planning.
- Do not assume that asking for confidentiality will prevent publication if the authority’s policy says representations are public.
- If you are commenting for a group, agree which representative name and contact details will be used.
When documents are missing or the website is unclear
Online records are not always complete. Northern Ireland’s guidance notes that documents may be unavailable because of confidentiality, data protection, national security or historical-record limitations. Similar practical problems can occur when a council is migrating systems or has not yet uploaded a submission.
Contact the planning office using the details on the authority’s website. Give the application reference, site address, the document title you cannot find and the date by which you need it to comment. Ask whether the document can be inspected, supplied in another format or viewed at the council’s offices. Do not infer that a document does not exist simply because it is not visible online.
What happens after you comment
Planning officers collect representations, consult relevant bodies, assess the proposal against the development plan and other material considerations, and prepare a report or recommendation under the authority’s procedure. A comment is not a vote: the number of submissions does not by itself determine the outcome. A single well-evidenced issue can be important, while a general objection may carry little weight if it does not identify a planning effect.
Check the register for added documents, officer reports, committee dates and the decision notice where those records are published. If the authority asks for further comments on amended plans, respond to the change rather than repeating unrelated points.
Common mistakes and how to correct them
- Using the wrong authority: confirm the site’s council before submitting.
- Commenting on a headline only: read the plans, reports and revision dates.
- Relying on a petition without individual reasons: add concise, application-specific planning effects.
- Arguing only about house prices or personal disputes: explain the measurable planning impact instead, and check the authority’s stated criteria.
- Assuming a standard 21-day period: use the deadline on the live notice; local examples differ.
- Including private information: remember that comments and identifying details may be published.
- Sending to an unapproved email address: follow the submission route shown on the application record and keep proof.
- Ignoring amended plans: check for new drawings and consultation dates before finalising your response.
A quick checklist before you press submit
- Correct local planning authority and application reference.
- Exact site address and proposal description.
- Current consultation deadline and accepted submission method.
- Relevant drawing, report or policy identified.
- Concrete planning effect explained with local facts.
- Requested change, condition, assessment or decision stated.
- Unnecessary sensitive information removed.
- Submission confirmation saved.
Following this sequence gives the authority a traceable, planning-focused representation while allowing you to adapt to the rules of the council and jurisdiction handling the proposal.
