Start with the proposed site’s full street address, lot or parcel number, and local government area. Use those details to identify the official planning authority and its planning register or land-use portal. Check the operative zoning and planning instrument against the intended commercial use, search existing applications and decisions, and ask the authority which planning permission or development consent is required. Then run a separate building-approval check: planning permission and building approval are distinct in many jurisdictions, and a project may need both.
Permit names, decision-makers, exemptions, maps, fees and document checklists vary by country and locality. The examples below show how the process works in England and Wales, New South Wales, Victoria and Singapore; they are not interchangeable rules. Verify every conclusion with the authority responsible for the actual site.

1. Assemble the site information before you search
A vague location produces unreliable permit results. Put together a site record that an authority can match to its database:
- Full street address, including the locality and postcode.
- Lot, parcel, title or other cadastral identifier shown on a survey, title document or rates notice.
- Local government area, council district, county or equivalent.
- Current use and the proposed commercial use, such as offices, retail, warehouse, hospitality, education or industrial activity.
- What will physically change: new building, extension, demolition, subdivision, access works, signage, plant, parking, or a change of use without major construction.
- Approximate floor area, building height, number of storeys, site coverage and vehicle access, if known.
Use the official government or council search, not an address-matching commercial directory. A single site can have several addresses, parcels or planning records, and a directory may not reflect a recent subdivision or a renamed road.

2. Find the responsible planning authority and its official system
The authority that handles a commercial proposal depends on the jurisdiction, the development class and sometimes the scale or location. Begin with the local council or government planning website, then confirm whether a state or national agency takes over particular applications.
| Example jurisdiction | Typical first authority or system | Instrument to read | Planning record or search entry point | Separate building route |
|---|---|---|---|---|
| England and Wales | Local planning authority through the local council; some proposals may involve another body | Local plan and other applicable planning policies | Local planning register; GOV.UK land and property information services can help locate the register | Building control or building-regulations process, checked separately |
| New South Wales | Usually the local council for local development; another consent authority may apply to certain classes | Relevant local environmental plan (LEP), state environmental planning policy (SEPP) and associated controls | NSW Planning Portal Spatial Viewer for address-based zoning and constraints, followed by the council or portal application records | Building-certification and construction-approval process checked separately |
| Victoria | Relevant local council or other body specified by the planning scheme | Applicable Victorian planning scheme and zone or overlay controls | Council planning register or the authority’s stated search service | Building permit through the building surveyor or building authority process |
| Singapore | Urban Redevelopment Authority (URA) for planning permission matters, with other agencies involved where applicable | URA planning controls and the applicable development or use controls | URA’s official planning-permission information and agency records | Building-plan and construction approvals through the relevant building-control agencies |
This table is a discovery aid, not a determination for your site. Confirm the decision-making authority in writing when the proposal is large, mixed-use, near a boundary, or affected by environmental, heritage, transport or infrastructure controls.
3. Check zoning and the permitted commercial use
Open the operative zoning map and the written planning instrument together. A map colour or search result is only a starting point; the written zone table, overlays, schedules, definitions and site-specific constraints control the decision.

Use the NSW Planning Portal Spatial Viewer to locate the parcel, then read the relevant local environmental plan zoning table and any applicable state environmental planning policy. The table distinguishes uses that are permitted without consent, permitted with consent, prohibited or subject to another pathway. Check overlays and constraints as well as the base zone. A viewer result does not replace the operative LEP or SEPP text.
England and Wales
Read the local plan and policies applying to the site, including any designation, allocation, heritage constraint or employment-land policy. The question is not simply whether the address appears on a map; it is whether the proposed building, use, access and associated works fit the policies and require an application. GOV.UK guidance says new construction, major changes and changes of use will probably need planning permission, but the local authority must assess the actual proposal.

Victoria
Check the relevant planning scheme zone, overlays and schedules. A commercial use can be treated differently depending on its definition, floor area, operating characteristics, hours, access or parking. Ask the council which clause and permit trigger applies rather than relying on a generic “commercial” label.
Singapore
URA states that planning permission is required for development and building works, including changes of use, subject to specified exemptions. Identify the existing and proposed use precisely and ask URA whether an exemption or a different approval route applies.

4. Search the planning register for the site and its surroundings
Once you have the parcel and authority, search the official register using the address, parcel number and any previous address. Review more than the application title.
- Application number and submission date.
- Plans, statements, environmental or transport documents and later revisions.
- Decision notice, decision date and whether permission was granted, refused, withdrawn or appealed.
- Conditions, approved drawings, obligations, expiry dates and any reserved matters.
- Enforcement, compliance or amendment records where the register exposes them.
- Nearby applications that reveal access, servicing, drainage, heritage or cumulative-impact issues.
Registers do not all expose the same history. Ask the authority how to retrieve older or archived records and whether a separate property-information search is needed. Save the application reference and decision documents rather than relying on a map pin or a summary status.
5. Decide which planning approval the proposal needs
Describe the project in two dimensions: the physical development and the use. A new commercial building may trigger approval because of construction, while an existing building may need consent solely because its use changes. Extensions, demolition, subdivision, access alterations, signage, plant and changes to operating conditions can add separate triggers.

Questions to put to the authority
- Is the proposed use permitted in the site’s zone, and under what definition?
- Is the work treated as development, a change of use, or both?
- Is the application local, state, national or otherwise referred to another decision-maker?
- Are there exemptions, permitted-development rights or fast-track pathways, and what limits apply?
- Do heritage, flood, contamination, environmental, transport, tree, advertising or infrastructure controls require additional consents?
- Will subdivision, demolition, access or servicing require separate applications?
In England and Wales, GOV.UK advises that proceeding without required planning permission can lead to enforcement action. That warning is jurisdiction-specific; do not assume the same enforcement process elsewhere. In NSW, follow the development pathway identified by the applicable zoning tables and policies. In Singapore, ask URA about planning permission and any stated exemption. The authority’s written response should identify the application type and the rules relied upon.

6. Treat building approval as a separate workstream
Planning permission addresses land use and development in the planning system. It does not, by itself, prove that the building can lawfully be constructed. Building approval normally covers technical matters such as structural safety, fire safety, accessibility, services and construction compliance, although the exact scope varies.
Victoria’s explicit distinction
Victoria’s official guidance states that a planning permit is not a building permit and that both may be needed. Use that as a practical warning for every jurisdiction: ask who issues the building approval, when it must be obtained, and whether the building application can proceed before the planning decision or only after it.
How to research the building route
- Identify the local building-control authority, registered building surveyor or equivalent certifier.
- Ask whether the project needs a building permit, building-regulations approval, construction certificate, plan approval or another named instrument.
- Confirm the required drawings, structural information, fire and accessibility reports, energy documents and site inspections.
- Check whether planning conditions must be discharged or shown on the building submission.
- Record the building approval number and approved plans separately from the planning application.
Do not close the permit search when you find a planning decision. The planning register and the building authority’s records are often different systems.
7. Use pre-application advice before preparing a complex submission
For a large or unusual commercial scheme, contact the authority before filing. England’s application guidance recommends checking validation requirements and national and local information requirements. It identifies a location plan as the minimum and notes that additional plans or drawings are generally needed.

A pre-application service can clarify whether consent is needed, the proposal’s likely acceptability and the information expected in a formal application. Newcastle City Council’s commercial pre-application service is one example; its use is not compulsory and its advice does not replace a formal decision. Other authorities use different names, fees and levels of detail, so verify the live service page.
Prepare a concise pre-application pack
- Site location plan and parcel information.
- Existing and proposed site plans, floor plans, elevations and sections at a level appropriate to the discussion.
- Short description of the use, hours, staffing, deliveries, customers, plant, waste and vehicle movements.
- Indicative floor area, height, setbacks, parking and access.
- Known constraints such as heritage, trees, flood risk, contamination, ecology, neighbours or utilities.
- Specific questions about the approval pathway and missing information.
Request the response in writing and keep the date, officer or service reference, assumptions and qualifications. Pre-application comments are guidance, not a grant of permission.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Build a dated permit record
Create a project register with one row for each approval or information source. Record:
- Authority and official webpage or portal name.
- Planning instrument title and version or effective date.
- Search terms, parcel identifier and search date.
- Application number, decision date, status and conditions.
- Building authority, approval type, reference and approved plans.
- Advice received, the officer or service, and any assumptions.
- Fees, validation rules, deadlines and contact details as displayed on the date checked.
Recheck live portals before relying on a fee, checklist, deadline or zoning provision. GOV.UK’s application guidance was shown as updated 12 May 2025, its permission guidance as updated 26 July 2023, Victoria’s planning-permit guide as updated 3 February 2026, and URA’s relevant page as updated 18 August 2026; current pages control if they have changed since those dates.
9. Compare the main jurisdictional pathways without mixing their rules
| Decision question | England and Wales | New South Wales | Victoria | Singapore |
|---|---|---|---|---|
| Who may decide? | Usually the local planning authority, with exceptions | Usually local council for local development; other consent authorities for specified classes | Usually the responsible authority named in the planning scheme | URA for planning permission matters, with other agencies potentially involved |
| What must be checked? | Local plan policies and applicable designations | LEP and SEPP zoning tables plus constraints | Planning-scheme zones, overlays and schedules | URA planning controls and use or development rules |
| What is the planning approval called? | Planning permission | Development consent or the pathway specified by the instruments | Planning permit | Planning permission |
| Is building approval separate? | Check building control separately | Check the building-certification route separately | Yes; planning and building permits are distinct | Check building-plan and construction approvals separately |
| What remains unresolved without a site? | Exact authority, policy tests, documents, fees and timetable | Exact consent pathway, controls, documents, fees and timetable | Exact permit triggers, documents, fees and timetable | Exact permission, exemptions, agencies, documents, fees and timetable |
Use the comparison to choose your next search, not to substitute one jurisdiction’s terminology for another’s. A “planning permit” in Victoria and “development consent” in NSW are not interchangeable legal instruments.

10. Troubleshoot common search failures
The address returns no result
Try the parcel or lot number, an older street name, the suburb or locality only, and nearby applications. Then ask the authority whether records are archived or held in another register.
The map says one thing but the written rules suggest another
Use the operative instrument, zone table, overlay and schedule. Ask the authority to confirm which version applies on the intended filing date.
A previous owner has a permission
Read the decision notice, approved plans and conditions. Confirm whether the permission covers the proposed use, whether it has commenced, whether it expires, and whether an amendment or new application is required.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The planning register shows approval but no building record
Contact building control or the certifier separately. Planning and building records can be held by different bodies, and a planning decision does not establish that building approval was issued.
The project crosses council or state boundaries
Ask each authority which body is the consent authority and whether a referral, coordinated application or additional consent is required. Do not assume the address alone identifies every approving agency.
11. Know when professional help is worthwhile
A planning consultant or commercial planning adviser can help interpret zoning definitions, coordinate specialist reports and frame a pre-application request, particularly for a mixed-use, large, constrained or politically sensitive proposal. Professional advice does not replace the authority’s decision. Engage someone who can identify the applicable instrument, explain assumptions and provide a written scope rather than promising approval.
12. A repeatable checklist
- Write down the full address, parcel identifier, local area, existing use and proposed commercial use.
- Locate the official planning authority and its register or portal.
- Read the operative zoning instrument, tables, overlays and schedules.
- Search the site and surrounding properties for applications, decisions and conditions.
- Ask which planning permission, development consent or exemption applies.
- List separate consents for use, construction, demolition, subdivision, access, signage and environmental or heritage matters.
- Find the building-control authority, permit or certification route.
- Request pre-application advice and the current validation or document checklist.
- Save every reference, decision, condition, plan and source date.
- Recheck the live authority pages immediately before filing or relying on a fee, deadline or rule.
Without the site address, country and proposed use, no reliable person can name the exact permit, authority, fee or timetable. The dependable method is to identify the parcel first, verify the operative planning instrument, search the official record, and confirm planning and building approvals as separate decisions.
