How to Find Out Whether Your Home Is Affected by a Regeneration Scheme

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the local council for your property’s location. Search its website for the scheme name, regeneration consultation, masterplan, compulsory purchase order (CPO), order map and statement of reasons. If an acquiring authority is named, contact it directly; otherwise the council is the right first contact and may identify another public body involved.

Give the authority your full address and ask for written confirmation of whether the property, or any legal interest in it, lies inside the current proposal, a formal CPO boundary or a planned acquisition area. Request the latest dated map and the document that establishes the boundary. Regeneration proposals can change, so an old consultation map is not a reliable answer to a property-specific question.

What “affected by regeneration” can mean

People use “regeneration area” to describe several different things. A council may publish a broad consultation area, a masterplan boundary, a project area or land identified for possible acquisition. These labels do not all have the same legal effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A home can be inside a consultation or masterplan area without being required for construction and without being subject to compulsory purchase. Conversely, a regeneration project may need land essential to its delivery even when the main buildings or infrastructure are elsewhere. The only dependable way to establish your position is to match your address to the authority’s latest plan and obtain a written explanation of the document’s status.

The three questions to separate

  • Is the address inside a broad scheme or consultation area? This indicates that the property is within the study or project geography, not that it will necessarily be acquired.
  • Is the address inside land proposed for acquisition? A formal CPO resolution normally identifies the land by reference to an order plan and states the public purpose for which it is required.
  • What stage has the proposal reached? A draft consultation plan, a made order and a confirmed order have different practical implications. Ask the authority to identify the current stage in writing.

Step 1: Identify the correct authority

Use the property’s postcode or full address to identify the local council. Its planning, regeneration, development or property pages may host the relevant documents. Do not assume that the council is always the body seeking the land: a transport body, development agency or another public authority may be named as the acquiring authority.

If a notice, consultation letter or map names an acquiring authority, contact that body as well as keeping the council’s documents. If no acquiring authority is named, ask the council which organisation is responsible for the scheme and where the current plans are held.

Information to give at the first contact

  • The complete postal address, including postcode.
  • Whether you own, lease, rent or occupy the property.
  • Any land, access, parking, garden or other part of the holding that may be affected.
  • The scheme name, reference number or document title if one appears on a notice.

Ask for a response that deals with the specific property rather than simply confirming that it is in a named regeneration area.

Step 2: Search for the scheme documents

On the council or acquiring authority’s website, search the exact scheme name together with terms such as:

  • regeneration
  • consultation
  • masterplan
  • compulsory purchase order
  • CPO
  • order map or order plan
  • statement of reasons

These terms reflect the documents normally used to describe a proposal and a formal acquisition process. Authorities do not use one standard website search interface, so also check planning-committee papers, cabinet reports, consultation pages, downloadable maps and document registers.

Download the complete document set

Save the map, legend, written report, statement of reasons, consultation notice and any committee decision together. A map without its legend can omit plot references, colour meanings or notes about exclusions. A statement of reasons can explain why land is required even when the main works are shown elsewhere.

Record the publication date and revision number of every file. If a page displays a “last updated” date, record that as well. Keep the web address and a local copy because online documents may be replaced as the scheme develops.

Step 3: Compare your property with the latest map

Use the most recent available plan, not a screenshot shared by a neighbour or an undated extract. Locate the address, then check the boundary line, plot number, legend and any notes about partial interests. A boundary can include only part of a title, access strip or other legal interest.

Document or map type What it may show What to verify What it does not establish on its own
Consultation or broad regeneration map The area in which the authority is asking for views or developing options Date, revision, legend and whether individual plots are identified That every property in the area will be acquired
Masterplan or project-area plan The intended geography of redevelopment, infrastructure or improvement Whether the plan is indicative or tied to a land-acquisition document A formal CPO boundary unless the authority says it is one
Draft CPO or proposed order plan Land the authority is proposing to acquire for the stated public purpose Plot references, boundary lines, order status and accompanying statement of reasons That the order has been made or confirmed
Made order plan Land included in an order formally made by the acquiring authority The order date, objection or confirmation route and the exact plots That acquisition has completed
Confirmed order plan Land in an order that has passed the applicable confirmation stage The confirming decision, final plan and any changes The amount of compensation payable to an individual

The table describes document functions at a high level. The authority should explain the status of the particular document you have found. If a line appears to cross your property, ask whether it includes the whole holding, only part of it or a separate legal interest.

Check four axes on every comparison

  1. Date and revision: establish which map is newer and whether a later version supersedes it.
  2. Draft or formal status: distinguish consultation material from a made or confirmed order.
  3. Exact boundary or plot reference: read the line, number and legend rather than relying on the scheme name.
  4. Purpose of the document: determine whether it shows a consultation area, project area or land proposed for acquisition.

If the map and text appear inconsistent, do not draw your own legal conclusion. Ask the authority which document controls and request a written clarification.

Step 4: Ask the authority precise written questions

Written questions create a clear record and reduce the risk of receiving a general answer about the neighbourhood. Send them to the named acquiring authority; copy the council if responsibility is unclear.

  • “Is this property, or any part of its land, included in the current regeneration scheme or CPO boundary?”
  • “Which current map and document establish that boundary?”
  • “What is the map’s date, revision and plot reference for this address?”
  • “Is the document a draft proposal, consultation plan, made order or confirmed order?”
  • “Has the authority resolved to make an order, made an order, or submitted it for confirmation?”
  • “Does the proposal include any access, garden, parking area, leasehold interest or other part of the holding?”
  • “Who is recorded as the owner, tenant, occupier or other legal-interest holder for this property?”

Ask for the latest plan and written reply even if an officer says informally that the house is “not affected”. Land requirements can change as a scheme develops, and a dated response identifies the information on which you relied.

Step 5: Understand what a CPO means

In England, a compulsory purchase order is a statutory mechanism that may allow an acquiring authority to obtain land for a public purpose when the legal requirements are met. Government guidance describes local-authority powers that can apply to development, redevelopment and improvement, including regeneration.

A formal CPO resolution defines the land proposed for acquisition, usually by reference to a plan, and states the purpose for which the land is required. That is why a general regeneration boundary cannot answer the narrower question of whether your home is in the proposed acquisition land.

“Compulsory purchase is intended as a last resort and acquiring authorities are expected to try to acquire land by agreement before resorting to compulsory purchase.”

This statement appears in paragraph 24 of the government guide. It describes the policy expectation; it does not mean that a proposal cannot progress to compulsory acquisition. Check the current order documents and ask the authority what stage has been reached.

Why land outside the main works can still matter

An authority may identify land needed to deliver a scheme even when the principal buildings, road or public space are located elsewhere. Possible reasons can include access, assembly of a development site or another requirement stated in the scheme documents. Do not infer that a property is safe merely because the visible construction is planned on a neighbouring parcel.

Step 6: Check notices and your legal interest

Formal referencing seeks to identify owners, tenants, occupiers and other legal interests. If the authority sends a notice, read the description of the property and the interest attributed to you. A notice may include a map extract on which you are asked to mark or verify the boundary of your interest.

If the notice is unclear

  1. Keep the envelope, notice, attachments and date of receipt.
  2. Compare the map extract with the full order plan and your title, lease or tenancy documents.
  3. Contact the sender promptly and state exactly which boundary, plot or interest is unclear.
  4. Ask how and by what date the authority wants a correction or response.
  5. Send your response in a traceable form and retain a copy.

Owners, leaseholders, tenants, occupiers and other interest holders may receive different communications. If more than one person has an interest, each should check that the authority has recorded it correctly.

Step 7: Keep checking as the scheme changes

Early land requirements are not fixed. A proposal can be revised after consultation, design work, funding decisions or further investigation. Recheck the authority’s scheme page and order documents whenever it publishes a new revision or contacts you.

Maintain a simple chronology containing:

  • the date and title of each map or notice;
  • the revision or order reference;
  • the date you contacted the authority;
  • the reply and the officer or team who supplied it;
  • any change to the boundary, plot reference or stated purpose;
  • your consultation responses and evidence of submission.

This record lets you identify which answer applies to which version of the scheme. It also prevents an old map being mistaken for the current position.

How to tell whether your home is actually included

Use the following decision path:

  1. No scheme identified: contact the council with the address and ask whether it knows of any regeneration, masterplan or acquisition proposal affecting the holding.
  2. Address appears only in a broad area: ask whether the area is indicative and whether a separate plan identifies land for acquisition.
  3. Address appears on a draft or proposed order map: ask whether the authority has resolved to make an order and whether the map is still subject to change.
  4. Address appears in a made order: ask for the order date, current objection or confirmation status and the exact plot description.
  5. Address appears in a confirmed order: ask for the final confirmed plan and the authority’s contact for acquisition and compensation matters.
  6. Only part of the land appears: identify the affected strip, access, outbuilding or other interest and ask the authority to confirm the extent in writing.

Do not treat a property’s absence from one consultation drawing as conclusive if the drawing is not the current order plan. Conversely, do not treat a coloured outline on a broad masterplan as proof of compulsory acquisition.

What happens to compensation questions

Boundary verification and compensation are separate issues. If land is acquired compulsorily, the official guide describes the principle of equivalence: compensation is intended to reflect the loss sustained, subject to the applicable rules. Additional compensation, such as a statutory home loss payment, may be payable in some circumstances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those statements do not determine an individual’s eligibility or amount. Entitlement depends on the person’s interest, the land taken, the relevant statutory conditions and the circumstances of the acquisition. First establish whether your property or interest is included; then ask the acquiring authority which compensation process and claims timetable apply.

England scope and other UK nations

The government compulsory-purchase guidance described here applies to England and was last updated on 17 June 2026. It is not a definitive procedure for Scotland, Wales or Northern Ireland. If the property is outside England, start with the relevant local authority and confirm which national legislation, notices and appeal or confirmation processes apply.

Even in England, the answer for an individual address cannot be established without the current local scheme documents and the authority’s confirmation. No general area label can substitute for checking the dated plan and plot reference.

One-page checking checklist

  • Identify the council using the postcode or address.
  • Find the exact scheme name and search for regeneration, consultation, masterplan, CPO, order map and statement of reasons.
  • Download the latest map, legend, written report and any order documents.
  • Record each document’s date, revision and legal or consultation status.
  • Compare the address, boundary line and plot reference with the latest plan.
  • Determine whether the plan shows a broad area, project area or proposed acquisition land.
  • Find the named acquiring authority and contact it directly.
  • State whether you are an owner, tenant, leaseholder, occupier or another interest holder.
  • Ask which document establishes the boundary and whether an order has been resolved, made or submitted for confirmation.
  • Read every official notice promptly and correct any mistake in the recorded interest.
  • Save maps, notices, replies and consultation responses.
  • Recheck the scheme when a new revision or notice is published.

Key answer in one sentence

To find out whether your home is affected, match its full address and every relevant legal interest to the latest dated plan, then obtain written confirmation from the named acquiring authority—or from the local council when that authority is unclear—about whether the property is merely within a regeneration area or is actually inside land proposed for compulsory acquisition.
