Start with the planning or development-application register for the authority that governs your property. Search your address, then inspect nearby parcels on the map, open the application documents, and check each record’s type, status and dates. Search separate permit, zoning and strategic-planning records as well. The exact portals and terminology vary by jurisdiction, and an online record rarely proves that building work will start on a particular date.
1. Identify the authority that keeps the records
Planning information is usually held by the local council, municipality, county or another planning authority responsible for the land. A national or state website may help you locate the correct local register, but it may not contain every locally filed application.

For example, GOV.UK’s planning-decision service directs users to the relevant council by postcode and applies to England and Wales, not the whole of the United Kingdom. The New South Wales (NSW) Application Tracker tells users to use the relevant council’s own tracker when a state search does not return the information they need. Start by confirming the property’s council or equivalent authority before judging a search result as complete.

- The full street address and postcode or ZIP code.
- A map view of the property and adjoining streets.
- Any parcel, lot, title or assessment number shown on a tax bill or property record.
- Alternative spellings of the street name and the names of nearby roads.
Address databases are not always consistent. A proposal may be indexed under a lot number, a development name, a former address or the address of the access road rather than the address you use every day.

2. Search the live application register by address and map
Use the authority’s planning or development search and run both an address search and a map search. An address search finds records indexed to your property; the map lets you inspect adjacent parcels whose project name or address you do not know.
- Search your exact address. Try the official address format first, then a shortened street name or parcel reference if the portal allows it.
- Expand to neighboring land. Pan and zoom around adjoining lots, the opposite side of the street and nearby access roads. Brisbane’s Development.i supports location, application-number and map searches; Fairfax County’s development tracker supports address-based exploration of development records.
- Record every potentially relevant reference number. Save the application number, site address, applicant, proposal description and date shown by the portal.
- Open the record rather than relying on the map marker. Read the summary, plans and status fields. A marker can show that a file exists without revealing whether it is active, decided, withdrawn or unrelated to construction.
- Repeat with nearby addresses. Search neighboring streets and parcels individually when the map is incomplete or when several lots share one development.
There is no universal search radius that predicts what you will see. Search the land that could affect your property and widen the area when a major road, school, subdivision or area-wide proposal is involved.
3. Search every relevant record type
A construction project can appear in several systems, and the records describe different stages or kinds of activity. Searching only one register can miss an early proposal, a permit issued after planning approval or a broader land-use change.

| Planning or development application | A defined proposal submitted for assessment, public notification or decision. | Read the description, site plans, elevations, supporting reports, status and dates. |
| Building or construction permit | Permission or certification associated with physical building work, where the jurisdiction publishes it. | Check the permitted work, issue date, expiry or completion information if supplied. |
| Site plan or subdivision record | Layout of lots, roads, access, drainage, buildings or other site works. | Compare the plan boundary and proposed works with your property and sightlines. |
| Zoning or local-plan case | A change to the rules that control what may be built on land. | Determine whether the change is proposed, adopted or already in force. |
| Comprehensive, neighborhood or growth-area plan | Longer-term policy for land use, infrastructure or development capacity. | Treat it as an area-level signal, not proof of an approved project. |
| Certificate of occupancy or equivalent completion record | Evidence that a completed or substantially completed building was authorized for occupation. | Use it to distinguish an existing project from a new proposal. |
Fairfax County’s public resources illustrate why this wider search matters: its pages cover active construction, recent permits, zoning applications, comprehensive-plan amendments, certificates of occupancy and online site-development records. NSW separates application tracking from local zoning, planning proposals and spatial property information.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
4. Read the application documents, not just the title
A project name such as “mixed-use development” or “residential extension” is too general to tell you what may happen beside your property. Open the documents attached to the record and identify the physical details that matter to you.
Documents worth checking
- Location and site plans: confirm the parcel boundary, building footprint, access points, parking, retaining walls, services and areas of excavation.
- Elevations and sections: look for building height, roof form, upper-storey windows, balconies and the relationship between finished ground levels.
- Landscape, drainage and civil drawings: identify tree removal, stormwater structures, new driveways, construction compounds or changes to surface levels.
- Planning statements and reports: note the stated use, number of dwellings, floor area, operating hours and proposed staging.
- Decision notices and conditions: find requirements that may change the approved design or limit hours, access, lighting, noise or vegetation removal.
Use the latest version supplied by the authority. Plans can be revised during assessment, and an earlier drawing may no longer represent the proposal under consideration.
5. Interpret status labels and dates carefully
Status tells you where a file is in an administrative process; it does not create a universal construction timetable. NSW lets users filter by status and lodged date. Brisbane distinguishes in-progress and public-notification applications from decided and past applications, including withdrawn, cancelled, under-appeal and superseded cases.
| What to compare | Why it matters |
|---|---|
| Lodgement or submission date | Shows when the authority received the application; it does not show when work will begin. |
| Current status | Separates an active assessment or notification from a decision, withdrawal, cancellation, appeal or superseded file. |
| Decision date and decision type | Shows whether the authority made a determination and whether conditions or an appeal process may still matter. |
| Document revision dates | Helps you identify the drawings and reports currently associated with the file. |
| Permit issue, expiry or completion fields | Where published, these can distinguish a permit record from a planning proposal, but they still do not guarantee that work has commenced. |
Do not treat “approved,” “active,” “under assessment” or “public notification” as a promised start date. A project can be delayed, redesigned, appealed, abandoned or built in stages. Conversely, some preparatory or exempt work may not appear in a planning application register at all.

6. Check zoning and strategic plans separately
Land-use plans can reveal what development is being considered or enabled before a specific building application is visible. Review local zoning maps, neighborhood plans, growth-area plans, planning proposals and comprehensive-plan amendments as separate sources.
These records answer a different question from an application. A zoning or strategic plan may allow a future use or identify an area for growth, but it does not establish that a named developer has approval, funding or a scheduled construction date. NSW’s planning resources link application tracking with local zoning, planning proposals and spatial property information. Brisbane connects property searches with zoning, overlays and neighborhood plans.
How to classify what you find
- Area policy: a broad plan or zoning designation affecting multiple parcels.
- Site-specific proposal: a defined application for a particular lot or group of lots.
- Permission to build: a permit or approval authorizing specified work.
- Construction evidence: inspection, commencement, completion or occupancy information, if the authority publishes it.
Keeping these categories distinct prevents a long-term planning signal from being reported as an imminent project.

7. Use alerts and saved searches when available
Some portals let you monitor a property or application instead of repeating the search manually. Brisbane’s Development.i supports saved searches and property-area alerts with daily or weekly notifications, as well as notices when a followed application changes. Fairfax County offers notices for selected application classes, including infill plan submissions.

Alert coverage is local and category-dependent. Before relying on a notification, check whether it covers planning applications, permits, zoning cases, appeals or only a named class of submission. Save the application number and periodically review the official record even when an alert is enabled.
8. Compare several records on the same project
When you find multiple entries, compare them systematically rather than assuming each is a separate development.
- Match the parcel. Confirm the lot, address and distance from your property. One project can use several addresses, while unrelated projects can share a street name.
- Match the proposal. Compare the applicant, land use, building count, floor area, site plan and drawing revisions.
- Order the dates. Put lodgement, revision, decision, permit and appeal dates in sequence.
- Classify the record. Mark it as an active proposal, prior decision, permit, appeal, completed project or area-level plan.
- Read the controlling document. Use the latest decision notice or permit conditions to determine what is authorized, not an earlier application summary.
Official maps and documents can establish what a record covers. They cannot provide a universal formula for predicting construction timing, future noise, view changes or property-value effects.
9. What to do when the online result is incomplete
Online registers can omit records, lag behind changes or exclude information held by another department. If the result affects a purchase, sale, refinancing, boundary decision or other high-value choice, contact the responsible authority.

Questions to ask the authority
- Which department or portal holds permits, zoning cases, site plans and appeals for this parcel?
- Are there records that are not published online or are indexed under another address or parcel number?
- What date was the online record last updated?
- Is a public-records request available for missing documents?
- Does the authority issue a formal planning, development or property certificate?
Fairfax County identifies a public-records route for material not available through its online resources. Brisbane states that Development.i does not contain all Council information, is not formal advice and should not be relied on for property transactions; it directs users to a Planning and Development Certificate for confirmation. That distinction is important: an informal search is useful for investigation, while a formal certificate or records search is designed for documented reliance.
10. Jurisdiction examples and their limits
England and Wales
GOV.UK explains that councils make public plans for developments requiring planning permission and provides a postcode-based route to the relevant council. Use the council’s own register for the application details, documents and local status. Do not assume the service covers Scotland or Northern Ireland.
New South Wales
The NSW Application Tracker can search by project, council, address, lodgement date, development type and status. If a state search does not find the information, follow its direction to the relevant council tracker. Use the separate NSW planning resources for local zoning, planning proposals and spatial property information.
Brisbane, Queensland
Brisbane City Council’s Development.i provides address, application-number and map searches, document viewing, filters, notifications and submission features. The council cautions that the tool is not a complete property-information service or formal advice. For transaction-critical confirmation, ask about the Planning and Development Certificate.
Fairfax County, Virginia
Fairfax County provides address-searchable development information covering construction sites, permits, zoning cases, comprehensive-plan changes, certificates of occupancy and site-development records. It also describes a public-records request route. These capabilities are specific to the county and should not be assumed to exist in every U.S. county.
Quick Recap
11. Common mistakes that produce misleading answers
- Searching only your own address: nearby land may be indexed separately, so inspect the map and neighboring parcels.
- Using only a national or state portal: the local council may hold the application or a more current version.
- Looking at only planning applications: permits, site plans, zoning cases and strategic plans can describe different activity.
- Reading only the map pin or project title: documents reveal the actual footprint, height, access and conditions.
- Confusing a plan with permission: strategic plans and zoning signals do not prove that a specific project is approved.
- Treating a status as a start date: administrative progress does not establish when machinery will arrive.
- Assuming an empty search means no work is planned: records may be incomplete, newly lodged, held by another authority or outside the planning register.
- Relying on an informal online search for a transaction: obtain the authority’s formal certificate or records search when the decision has financial or legal consequences.
12. A repeatable property-check checklist
- Identify the council, municipality, county or planning authority for the property.
- Run an exact-address search in the official application register.
- Search the map around adjoining parcels, roads and access points.
- Search permits, site-development records, zoning cases and strategic plans separately.
- Save application numbers, addresses, applicants, statuses and key dates.
- Read the latest site plans, elevations, reports, decision notices and conditions.
- Classify each record as a proposal, decision, permit, appeal, completed project or area plan.
- Enable available alerts and verify which categories they cover.
- Ask the authority about missing records, alternate parcel indexes and formal certificates.
- For a purchase or other transaction, rely on the authority’s formal search or certificate rather than an informal portal result alone.
