To find out whether a data center is proposed or under review near you, start with the site—not the company name. Record the street address or assessor parcel number, identify the municipality and county, then search those governments’ planning, zoning, development-services, clerk, and public-meeting records. Search the relevant state environmental agency by address, parcel, applicant, facility name, and permit number. Check federal NEPA records only when a federal agency action is involved.
A project can appear under a subsidiary, landowner, engineering firm, or case number rather than the name used in news coverage. Track each filing separately: a public announcement is not an application, an application is not an approval, and an approval is not an issued environmental permit.

1. Identify the site and every government with authority
Land-use authority is local and jurisdiction-dependent. Zoning rules may be set at state, regional, tribal, city, county, or other local levels, so there is no single nationwide data-center zoning portal. The correct search path follows the parcel.

- Street address, including alternate formatting and nearby cross streets.
- Assessor parcel number, tax map number, or legal description.
- Municipality, county, and state.
- Whether the parcel crosses a city, township, county, tribal, or other boundary.
- Known developer, applicant, landowner, utility, or project name.
- Any case, application, permit, rezoning, or hearing number already reported.
Use the assessor or GIS map to confirm the parcel. A news article may use a marketing name or a nearby address that differs from the legal site. If the property crosses a boundary, repeat the search with every potentially responsible local authority; one jurisdiction’s portal may not show the other’s proceedings.

Search every name variant
Run separate searches for the street address, parcel number, applicant, landowner, project or facility name, parent company, subsidiary, and case number. Try variations such as “data center,” “server farm,” “technology campus,” “industrial campus,” “special use,” and “conditional use.” Search the owner shown in the tax record even if a different developer appears in public statements.
2. Find local zoning and development applications
Start with the planning or zoning department, then check development services, the municipal clerk, the council or commission, and the county equivalent. Records are often divided among separate systems.
What to look for
- Zoning map amendments or rezoning petitions.
- Conditional-use, special-use, or special-exception applications.
- Variance requests.
- Site-plan, subdivision, land-development, grading, or building applications.
- Staff reports, technical reviews, traffic studies, utility studies, and revised exhibits.
- Hearing calendars, legal notices, agenda packets, minutes, resolutions, and adopted decisions.
Agenda packets and minutes can contain exhibits that are missing from a permit portal. Search the clerk’s or governing board’s meeting archive as well as the planning department’s application database. A case may first appear in a pre-application meeting, then move through a planning commission, zoning board, and elected council or county board.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse the official notice to establish the next event
For each notice, record the meeting body, date, case number, address, hearing type, comment instructions, and the next scheduled action. A hearing is not automatically the final decision. The board may continue the matter, request revisions, or issue a recommendation that another body must approve.
Understand common local approval paths
| Record or action | What it usually tells you | What it does not prove |
|---|---|---|
| Pre-application meeting | The applicant has discussed a concept with staff. | That a complete application was filed or that approval is likely. |
| Rezoning or map amendment | The requested zoning district change and hearing process. | That site-plan, building, utility, or environmental permits are approved. |
| Conditional or special use | Whether the use is allowed subject to stated criteria and conditions. | That construction may begin immediately. |
| Site or land-development plan | Layout, access, grading, stormwater, landscaping, utilities, and project phases. | That all state permits or building permits have been issued. |
| Staff report | Staff analysis, recommended conditions, and unresolved issues as of its date. | A final decision by the governing body. |
| Adopted resolution or ordinance | The formal local action and its conditions. | An issued environmental permit or authorization from another agency. |
3. Follow planning commissions, zoning boards, and elected bodies
Subscribe to or regularly check the official calendars for the planning commission, zoning or appeals board, city council, county commission, supervisors, and any regional body named in the local code. Some jurisdictions publish only a short legal notice while placing the full application in an agenda packet.
- Open the notice or agenda packet and save the case number and parcel identifier.
- Read every attachment, including revised plans and staff conditions.
- Check the minutes for continuances, votes, conditions, and instructions for the next filing.
- Look for a later resolution, ordinance, or signed decision rather than relying on a meeting headline.
- Record the next deadline or hearing and the accepted method for public comment.
Public participation rules vary. A jurisdiction may accept comments at a hearing, by a stated email address, through an online form, or only during a defined written-comment period. Follow the procedure in the official notice and retain a copy of what you submitted.
4. Search state environmental permits by activity and location
Environmental review is not triggered by the words “data center” alone. The responsible state agency depends on what the project will do: discharge wastewater, withdraw water, disturb land, emit air pollutants, operate backup generators, affect wetlands, or undertake another regulated activity. Search the state environmental regulator’s application database, map, public-notice calendar, and document system.

Use several search keys
- Street address and parcel number.
- Facility, project, applicant, and landowner names.
- Permit or application number.
- County, watershed, receiving stream, or facility coordinates where the system supports them.
- Date range and permit program.
Open the underlying application and attachments, not just the search-result summary. Depending on the design, relevant categories can include air emissions and emergency generation, construction or industrial stormwater, wastewater discharge or pretreatment, water withdrawal, wetlands, and related authorizations. Do not assume every data center needs every category.
Public notices and comment periods
Many environmental permits include public-notice or comment opportunities. Check the agency’s public calendar and the notice itself for the exact comment deadline, hearing details, project description, and submission method. A notice date is not the same as a permit-issuance date.
5. What Michigan’s records show about permit triggers
Michigan’s Department of Environment, Great Lakes, and Energy (EGLE) explains that it becomes involved when proposed activities require environmental permits under Michigan law. It directs the public to MiEnviro Portal, program databases, public-information systems, and its public calendar for notices and comment periods.
Michigan’s treatment of wastewater pretreatment illustrates why a generic checklist can mislead. A data center may need a pretreatment permit depending on its discharge, the local pretreatment program and sewer rules, the receiving treatment plant’s limits, and other case-specific facts. That statement applies to the Michigan decision, not automatically to projects elsewhere.

6. What Florida’s permit-search guidance adds
Florida’s environmental agency guide points users to application search, a shared Water Permitting Portal, map-based search, document systems, and the responsible district, water-management district, or delegated local office. It also describes a Permit Application Subscription Service for future notifications.
The Water Permitting Portal data described in that guide extends back to 2007, but it excludes projects exempt from permitting. Therefore, an empty result is not proof that no activity occurred. Try the map, address, applicant, and document searches, then contact the responsible office when the record remains unclear.
7. Check federal NEPA records only when a federal action exists
The National Environmental Policy Act (NEPA) is a federal review process tied to a federal agency action, such as a federal permit, funding decision, land transfer, or other approval. A private data-center proposal with no federal action may have no NEPA file.

EPA’s NEPA Compliance Database describes records for EPA’s own actions. EPA’s Environmental Impact Statement (EIS) Database contains EIS documents received by EPA. Search by project title, state, federal agency, document type, and date when you can identify a possible federal action.
Neither database is a general index of local zoning applications or every state environmental permit. A missing NEPA result cannot establish that a project has no local review, no state permits, or no environmental obligations.
8. Request the source file when online records are incomplete
Portals may omit older filings, large technical exhibits, correspondence, or documents held by a clerk rather than a planning department. Ask the responsible office or records custodian for the project file using precise identifiers.
Include these details in a request
- Street address, parcel number, municipality, county, and state.
- Applicant, landowner, developer, and any subsidiary names.
- Case, application, or permit number.
- A date range.
- The exact records sought: complete application and exhibits, revisions, staff review, notices, public comments, correspondence that is public under applicable law, hearing materials, decisions, permits, and amendments.
- Your preferred delivery format and contact information for clarification.
Federal agency records are requested through the federal Freedom of Information Act (FOIA). State and local records use their own public-records procedures, deadlines, fees, and exemptions. Ask the custodian which process applies rather than assuming a federal request will reach a city or state file.
9. Keep a status log that separates proposal from permit
Use one row per record or approval. This prevents a press release, a zoning vote, and an issued permit from being treated as the same event.

Use status labels precisely: publicly announced proposal; local application; hearing or review; local approval; environmental permit application; agency decision; issued permit. Pennsylvania’s 2026 statewide report uses similar distinctions between proposals, engagement with the Department of Environmental Protection (DEP), permit applications, and projects holding permits for an initial phase.
10. Compare two proposed data centers on the same evidence
When comparing projects, apply identical fields to each one. A larger headline does not necessarily mean a later approval stage.

11. Pennsylvania’s 2026 example: read the numbers in context
An August 18, 2026 announcement from Pennsylvania’s Office of the Governor reported more than 100 data-center projects in publicly sourced databases. It said 58 had engaged with DEP at some level of formality, 15 had applied for at least one DEP permit, and five had received all permits necessary for their first development phase.
Those figures are Pennsylvania-specific, dated, and not a national count or present-day total. They demonstrate why “projects in the database,” “engaged with an agency,” “applied for a permit,” and “received all permits for a phase” must remain separate categories.
Pennsylvania’s 2026 GRID materials describe requirements for proposed data-center projects applying for Commonwealth permits, including local-approval prerequisites and public project information. Requirements and project status can change, so consult the current Commonwealth agency page for the applicable filing.
“My message to data center developers is clear: if you can’t agree to our strict requirements and get the community where you want to build to say ‘yes,’ you’re not going to have the Commonwealth’s support either.”
The statement describes Pennsylvania’s executive-policy position; it is not a nationwide zoning rule.
12. Troubleshoot a search that returns nothing
Try the parcel instead of the project name
Search the assessor parcel, street-number variants, neighboring road names, and the legal owner. A subsidiary or landowner may be the only name in the filing.

Check maps and separate program databases
Environmental agencies may divide air, water, stormwater, wetlands, and wastewater records into different systems. Use map search and each applicable program rather than one broad keyword search.
Ask the custodian
Send a targeted public-records request with the address, parcel, parties, case or permit number, date range, and record descriptions. Ask whether another office holds the file.
Do not infer “no project” from silence
An empty result may reflect an unindexed document, a different applicant name, an exempt activity, a pending upload, a separate jurisdiction, or a project that has not yet reached that agency. State only what the official record establishes and date your search.

13. A practical participation checklist
- Confirm the parcel and every local jurisdiction.
- Download the official notice, application, plans, staff report, and decision when available.
- Write down the case number and next hearing or comment deadline.
- Read the local code provisions cited in the staff report.
- Search the state environmental agency by location, applicant, facility, and permit program.
- Check whether a federal action makes a NEPA search relevant.
- Submit comments through the method and by the deadline stated in the notice.
- Request missing records from the responsible custodian.
- Update the status log after every hearing, revision, decision, or permit issuance.
This workflow lets a resident, contractor, journalist, or community group establish what is actually proposed, which approvals are pending, and where participation is still possible without treating an announcement or a single database result as proof of final authorization.
Frequently Asked Questions
Can one application cover the entire data-center project?
Usually not. Local land-use approval and each environmental or utility authorization may be handled by different offices, programs, phases, or applicants. Track every record and identifier separately.
What should I do if the project crosses a city or county line?
Search and contact every jurisdiction touching the parcel. Confirm which body controls zoning, roads, stormwater, utilities, and each environmental program rather than assuming one government holds the complete file.
How current should a status check be?
Record the date you checked and verify the latest notice, meeting minutes, decision, or permit document. A status can change after a search result is indexed.
