How to Find Commercial Construction Projects and Permit Filings in Miami

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by identifying the parcel’s jurisdiction. “Miami” can mean the City of Miami, another municipality, or unincorporated Miami-Dade County, and each uses different record systems. Then search with the strongest identifier you have—preferably the street address plus the 13-digit County folio—and keep application, plan-review, permit, inspection, zoning, and hearing records in separate evidence categories. A planning or pre-application entry can reveal a potential project, but only an issued permit and subsequent inspections establish that permitted construction can proceed.

1. Establish the correct jurisdiction before searching

A commercial address in the Miami area is not automatically governed by the City of Miami. It may fall inside another municipality or in unincorporated Miami-Dade County. City and County portals are not interchangeable, so verify the parcel’s governing jurisdiction before interpreting an empty result.

  • Record the complete street address exactly as shown by the property owner, assessor, or site signage.
  • Capture the 13-digit Miami-Dade County folio number whenever it is available. A folio is often more reliable than a changing street format or suite number.
  • Note the municipality, county commission district, and any separate city or village that may issue permits.
  • Search the issuing authority first; use County planning and zoning systems as supporting evidence rather than assuming they contain every municipal permit.

The City of Miami’s View Permit History/Permit Search and the County’s Public Records – Building Plans and Permits page describe separate search routes. If the parcel is outside both jurisdictions, locate the appropriate municipal building department before drawing conclusions from a failed search.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Match the search to the identifier and record type

Miami systems use several identifiers that represent different events in a project’s life. Do not treat them as interchangeable.

Identifier or record What it generally represents Best use
Street address The physical location of the work Broad discovery, especially when no case number is known
13-digit County folio The parcel’s property identifier Disambiguating similarly named streets, parcels, or redevelopment sites
Process number An online application or case created for review Following an application before a permit is pulled
Permit number A permit issued after the authority approves and the permit is pulled Confirming an issued-permit record and tracking its lifecycle
Plan-review record Drawings and documents moving through technical review Understanding review status, comments, and resubmittals
Inspection or certificate record Field inspections, completion evidence, or authorization to occupy/use Checking progress after issuance and closeout

One address can have many process and permit numbers for separate scopes—shell, interiors, electrical, mechanical, signage, site work, or phased construction. Preserve every matching case and its job category instead of selecting only the newest result.

3. Search City of Miami projects and permits

Use the City’s permit-history route for issued-permit records

  1. Open the City’s permit-history/status resource.
  2. Search by process number, permit number, address, or full folio. Start with the folio or a complete address, then test known case numbers to avoid missing a record caused by formatting.
  3. Review each result’s address, folio, job category, plan history, review status, and timeline. These fields vary by result and are not guaranteed to appear on every case.
  4. For an issued permit, inspect active status, project cost, issue and expiration dates, events, inspections, documents, fees, and certificates when those fields are available.
  5. Save the process or permit number, search date, status wording, and document names. A later status change can make an earlier screen capture difficult to reproduce.

A process number is associated with an online application; a permit number is issued once a permit is pulled. The City’s permit-history page explicitly says it does not track permit applications. If the project is still in review and no permit-history result exists, use the application-status tracking resource linked from the City’s Permitting Landing Page rather than reporting that no application exists.

Find drawings and plan-review activity

The City uses ePlan/ProjectDox for new submissions and drawings, while iBuild handles building application management and permit history. A ProjectDox submission can show that plans were uploaded or revised; it does not by itself prove that a building permit was issued or that work began in the field. Keep the submission, review comments, approvals, and issued permit as distinct milestones.

Check land development and zoning context

The City’s land-development resources cover entitlement and special-permit processes. Its interactive map can display Miami 21 zoning, future land use, historic-preservation, NET Area, and commission-district layers. These layers help explain whether a proposed commercial use or form may need additional approvals, but map eligibility is not a building permit.

The City also lists a Concierge Program for qualifying affordable-housing projects, large commercial or complex developments, City-led initiatives, and certain Special Area Plans. It is a support service for eligible applicants, not a public project-listing database. Do not use the existence of a concierge contact as evidence that a project has been approved or started.

4. Search Miami-Dade County permits, plans, and inspections

Start with the Building Permit Selection Menu

  1. Open the County’s Public Records – Building Plans and Permits page and choose the Building Permit Selection Menu.
  2. Search building-permit inspection history, issuance history, and application history by permit number, process number, or address. The County describes these online searches as free.
  3. For an address search, enter the street number and abbreviated street name, and omit city, state, and ZIP. The County’s example is “11805 SW 26 ST.” Try alternate abbreviations only after the standard format fails.
  4. Record the case number, parcel or folio, scope, dates, status, inspections, and any linked plans or certificates.

The same County page states that building permits and plans, Certificates of Occupancy and Certificates of Use, Code Compliance, Product Approval, and Zoning records may all be searched online for free, in lieu of submitting a public-records request. They remain different record types: a certificate is not a permit, a code-compliance file is not proof of new construction, and a product approval is not evidence that a particular building project is active.

Use EPS with its coverage limitation in mind

The County’s Electronic Permitting and Plan Review System (EPS) provides status searches by tracking, application, permit, or invoice number. Its advanced address/folio search is limited to applications that require plan review. The County directs users to the Building Permit Selection Menu to search all permits and applications by address or folio.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That limitation matters when estimating the number of projects at a parcel. A small or exempt application may not appear in EPS advanced search, and an empty EPS address result is not a complete permit census. Use the broader Selection Menu, then check related certificate, inspection, zoning, and code-compliance records.

5. Find proposals before a building permit exists

Earlier-stage commercial activity often appears in County planning services before a building permit. The County’s Online Services directory links to:

  • CDMP applications and land-management or zoning maps;
  • Upcoming hearings and zoning-hearing records;
  • Citizen Self-Service and pre-application status;
  • Property-zoning information; and
  • Environmental public records.

These sources can identify a proposed use, a land-use amendment, a hearing date, or a pre-application discussion. They are useful leads for a commercial-project pipeline, but they represent planning, entitlement, or review activity. Confirm a building-permit number separately before describing the project as permitted or under construction.

6. Interpret every status without overstating what it proves

Record stage What you can reasonably say What it does not prove
Pre-application or intake An applicant has sought preliminary guidance or opened an early case. That a formal permit application was accepted, approved, or issued.
Hearing, CDMP, zoning, or special entitlement A land-use, zoning, or discretionary review step is documented. That construction authorization exists or work has started.
Plan-review application Plans are moving through technical review, possibly with comments and resubmittals. That the permit has been pulled or that construction may legally proceed.
Approved application awaiting issuance Review may be complete or conditionally complete, subject to issuance requirements. That an issued permit number, payment, or field authorization exists.
Issued or active permit The authority has issued a permit for the recorded scope, subject to its conditions and dates. That work is underway, complete, occupied, or free of unrelated violations.
Inspection, final, or certificate Inspection or occupancy/use evidence exists for the relevant scope. That every project phase or trade permit is closed unless each record confirms it.

Use the portal’s exact status language in your notes. “Active,” “issued,” “expired,” “final,” “withdrawn,” and “pending” can have different operational meanings, and not every search result displays all milestones.

7. Build a defensible project file

Capture a minimum evidence set

  • Jurisdiction and municipality.
  • Street address and 13-digit folio, if available.
  • Every related process and permit number.
  • Job category and a plain-language description of the scope.
  • Application, review, issue, expiration, inspection, and certificate dates shown by the portal.
  • Current status and the date you checked it.
  • Links to the official record page and downloaded plans or documents, where public.

Separate projects at the same address

Commercial parcels frequently contain multiple buildings, tenants, phases, and trade permits. Compare folio, job category, contractor or applicant name when displayed, scope, and dates. A tenant-improvement permit should not be merged with a later roof, site, or shell permit simply because the street address matches.

Describe confidence precisely

Use formulations such as “a County pre-application record indicates a proposed project,” “a City process record shows plan review,” or “an issued permit record lists an active permit.” Reserve “construction started” for evidence that actually documents field activity, such as inspections or other verified site information; a planning or entitlement record alone is insufficient.

8. What to do when a record is missing

Try the alternate identifier and search format

Re-run the search with the full folio, a permit number, a process number, and the County’s abbreviated address format. Check whether the parcel was renumbered, split, consolidated, or assigned a new suite address. Search related trade or phased permits rather than assuming the main building case contains every scope.

Request older or unavailable plans

Online interfaces do not guarantee that all historical plans or files are available. The County directs building-plan requests to Microfilm rather than a general public-records request and lists 786-315-2340 for that route. Ask for the parcel, former addresses if known, permit or process numbers, and approximate construction year.

Escalate an empty certificate search

The County notes that an empty certificate search may require further research. Treat the absence as “not located in that search,” not proof that no Certificate of Occupancy or Certificate of Use exists. Follow the County’s contact route and provide the folio, address, prior names, and the exact certificate type sought.

Verify zoning formally when precision matters

For a definitive zoning answer, submit a Zoning Verification Request Form. Interactive maps and general property-zoning pages are useful for orientation, while a formal verification is the appropriate route when a transaction, design decision, or compliance opinion depends on the exact designation.

9. Choose the right route for the question

Your question Primary route Coverage caveat
Does the City show an issued permit at this address? City iBuild permit-history search Permit history does not track every in-progress application.
Is a City application still being reviewed? City application-status tracking and ePlan/ProjectDox references A submission or review case is not an issued permit.
What County permits, applications, and inspections match an address? County Building Permit Selection Menu Check each result and related record type separately.
What County plan-review case is tied to a folio? EPS status or advanced search Advanced address/folio search covers applications requiring plan review, not every application.
Was a project discussed before permitting? County Online Services: CDMP, hearings, pre-application, zoning, and environmental records These are leads or entitlement evidence, not proof of an issued building permit.
Where are older plans or an unresolved certificate? County Microfilm or the County’s certificate-research contact route Additional research may be required when online results are empty.

10. A repeatable Miami commercial-project search checklist

  1. Confirm whether the parcel is in the City of Miami, Miami-Dade County, another municipality, or an unincorporated area.
  2. Collect the exact address and 13-digit folio; note former addresses and parcel changes.
  3. Search the issuing authority by address, folio, process number, and permit number.
  4. For City properties, check iBuild permit history and then the separate application-status route for cases still in progress.
  5. For County properties, search the Building Permit Selection Menu, then use EPS for plan-review status with its stated coverage limitation.
  6. Search planning, zoning, hearings, CDMP, pre-application, and environmental records for earlier signals.
  7. Classify every hit as proposal, review, issued permit, inspection, certificate, zoning, or compliance evidence.
  8. Record dates, status wording, scope, documents, and the official URL you used.
  9. Test alternate identifiers and related phases when a result is missing or incomplete.
  10. Escalate historical plans to Microfilm at 786-315-2340 or submit formal zoning verification when the online record cannot answer the decision-critical question.

This method produces a traceable answer to two different questions: What commercial activity has appeared in official records? and What evidence shows that a building permit was actually issued? Keeping those questions separate prevents an early proposal or plan-review case from being reported as active construction.
