One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchFor a U.S. homeowner, the safest approach is to build a shortlist from trusted local recommendations, then independently verify every contractor’s license, classification, identity, insurance, references, bid, permits and contract. A license number printed on an advertisement or estimate is only a lead—not proof that the license is current or covers your project.
What a licensed contractor check should establish
“Licensed” is not a single nationwide standard. The state, county or municipality where the work occurs sets the licensing system, classifications, renewal rules and exemptions. A proper check answers four separate questions:
As an Amazon Associate I earn from qualifying purchases.
- Is the license active in the jurisdiction where the project will take place?
- Does its classification or trade scope cover the work you are hiring for?
- Does the official record match the business and individual who will sign your contract?
- Are insurance, permits, payment terms and contract requirements being handled correctly for your location?
California illustrates why the details matter, but its rules are not national rules. The California Contractors State License Board (CSLB) provides a public lookup that can show license information and complaint disclosures. Other states and local governments use their own authorities and categories, so always use the licensing office for the project’s location.
How to build a reliable contractor shortlist
Start with comparable recommendations
Ask friends, relatives, neighbors and other property owners who recently completed work similar to yours. A recommendation is most useful when the project resembles yours in type, size, age of the building and required trades. Ask each recommended contractor for recent examples of comparable work and contactable references.

Use local public and trade sources
Home builders associations, consumer-protection officials and relevant local agencies may provide additional reputation or complaint information. These sources help you find candidates; they do not replace an independent license and insurance check.
Interview references, not just ratings
Ask references whether the contractor finished the agreed scope, met the schedule, communicated clearly, kept the site reasonably orderly and handled problems. Ask what changed after the original estimate and whether extra charges were documented. Online ratings can be useful context, but interpret them critically and look for consistent, specific accounts rather than relying on a star average.
Search for unresolved problems
Search the company’s exact legal name and common trade name with terms such as “complaint” or “scam.” Check whether the result concerns the same business and location. A complaint is not automatically proof of misconduct, but a pattern of unresolved or contradictory information warrants a direct explanation or removal from your shortlist.

How to check a contractor’s license
- Request the identifying details. Ask for the license number, legal business name and the name of the person who will contract with you. Record the address and telephone number shown on the proposal.
- Open the official licensing database. Use the state, county or municipal licensing authority for the place where the work will be performed. Do not rely on a printed card, an advertisement, a contractor-provided screenshot or a search-result snippet.
- Check current status. Confirm that the record is active or otherwise authorized for the proposed work. A number can remain on old advertising after a license expires, is suspended or belongs to a different business.
- Check classification and scope. Read the trade or classification and compare it with every major part of your project. A contractor licensed for one specialty may not be authorized to perform unrelated work.
- Match the record to the contracting party. The business name, responsible individual and contact information on the official record should correspond to the entity named in your estimate and eventual contract. Ask for an explanation of any difference before proceeding.
- Review available disclosures. Where the database provides complaint, disciplinary or other public information, read it and ask the contractor for a specific response to anything relevant.
California’s CSLB lookup can be searched by license number, business or person name, and location. That is a practical model for the level of independent verification to seek elsewhere, even though other jurisdictions use different systems.
California classification example
California CSLB groups contractor licenses into the categories below. This table is a California example, not a nationwide classification guide.
Rank #2
- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
| California category | Meaning in CSLB’s system | What to confirm for a project |
|---|---|---|
| A | General Engineering | Whether the engineering work in your scope falls within the contractor’s authorized classification |
| B | General Building | Whether the proposed building work meets the conditions for handling any specialty work |
| C | Specialty | Whether the specific specialty matches the trade being performed |
| D | Limited Specialty | Whether the limited specialty designation covers the particular task |
CSLB states that a B general building contractor may perform specialty work only under specified conditions. A single trade such as roofing, plumbing, electrical, HVAC or landscaping generally calls for the relevant specialty license. Verify the exact classification in the CSLB record rather than assuming a general contractor can perform every trade.
How to verify insurance and business identity
Ask for evidence you can verify
Request a current certificate of insurance or the insurer and agency details. Contact the insurer or agency using independently confirmed contact information to verify that the policy is in force for the contractor and the relevant work. A certificate supplied by the contractor is evidence to check, not a substitute for checking.
Confirm workers’ compensation arrangements
Workers’ compensation requirements differ by jurisdiction, workforce and trade. Ask whether the contractor has employees, uses subcontractors and how workers’ compensation coverage applies to everyone who will work on your property. Check the rule with your state or local authority when the answer is unclear.
Ask how damage to your property is covered
Find out what insurance responds if construction activity damages your home or a neighbor’s property. California CSLB explains that its board does not require general liability insurance, although such coverage may protect against property damage. California’s treatment is state-specific; do not assume another jurisdiction has the same requirement.
Confirm a usable business identity
Make sure the contractor has a current business address and working telephone number. The name on the license, insurance evidence, estimate, invoices and contract should be consistent, or the relationship between entities should be documented in writing. Avoid signing with an individual or company whose legal identity you cannot establish.

How many bids should you get?
Obtain at least three written bids when practicable. California CSLB recommends three for comparison; that is an agency recommendation, not a universal legal requirement. Fewer bids may be reasonable for a highly specialized or urgent project, but document why comparison was limited.
Give every bidder the same scope
Provide identical plans, specifications, site information and finish expectations. If one bidder receives more complete information, the totals cannot be compared fairly. Ask each contractor to identify assumptions and exclusions rather than filling gaps with your own guess.
Compare what the price includes
| Comparison point | Questions to answer in each written bid |
|---|---|
| Labor | Which tasks, crews and subcontracted trades are included? |
| Materials | Are brands, grades, quantities, allowances and disposal included? |
| Exclusions | What work, repair, preparation or restoration is outside the price? |
| Timing | When is the estimated start, and what completion estimate is given? |
| Payments | What deposit and milestone amounts are proposed, and when are they due? |
| Changes | How will additional work or changed materials be priced and approved? |
Do not select solely on the lowest total. Ask for a written explanation when one bid is far below the others. The difference may reflect omitted scope, unrealistic allowances, an incomplete schedule or a risk that will become an expensive change later.
Permits and contract terms to settle before signing
Confirm permits with the building department
Ask the local building department which permits and inspections your project requires. Clarify in writing who will apply, pay for and schedule them. The Federal Trade Commission flags it as a warning sign when a contractor tells the homeowner to obtain required permits. A contractor’s promise to “handle everything” should still be checked with the department and reflected in the contract.
Use a complete written contract
The signed contract should identify the parties and contact information, include the license number where applicable, describe the work and materials in useful detail, state the total price, give estimated start and completion dates, set the payment schedule and include every promise made during sales discussions. Complete all blanks before signing. Attach the accepted estimate, plans, specifications and written change-order procedure.

Read every term without pressure. Contract formalities, cancellation rights and required disclosures vary by state and circumstance. The FTC describes a three-business-day cancellation statement for certain in-home or off-premises sales; it does not automatically apply to every construction contract. Ask your state or local consumer authority which rule applies to your transaction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Safer payment and record-keeping practices
Use staged payments
Do not pay the full project price before work begins. Ask the state or local consumer agency whether a deposit limit applies; down-payment rules differ by location. Set payments against identifiable milestones in the contract, and require written approval for changes before paying for extra work.
Be cautious about cash-only demands or pressure to pay immediately. A payment method that creates a usable record is generally easier to document than an unreceipted cash transaction. Obtain a receipt for every payment.
Keep a project file
- License lookup results and the contractor’s legal identity
- Insurance certificate and verification notes
- All bids, plans, specifications and exclusions
- The signed contract and every signed change order
- Invoices, receipts and payment confirmations
- Permit applications, inspection records and completion documents
- Emails, texts, photographs and notes of conversations
An ordinary project planner or notebook can help organize candidate details, scope, dates, milestones and documents. The tool is optional; the important protection is a complete, retrievable record.
Warning signs that should slow you down
- An unsolicited door-knocker says the crew is already “in the area” or has leftover materials.
- You are pushed to decide immediately or told a price is available only if you sign now.
- The contractor demands the entire cost up front, insists on cash only or refuses to provide a detailed written bid.
- You are told to obtain permits that the contractor should be handling, or discouraged from calling the building department.
- The contractor urges you to borrow from a lender the contractor knows.
- You are asked to sign a blank contract, sign over an insurance check or pay by wire transfer, gift card, payment app or cryptocurrency after a disaster.
- Someone claims to charge you for FEMA assistance.
After a weather emergency or natural disaster, slow the process down further. Independently verify the license and insurance, avoid blank or unread documents, and do not let urgency replace normal due diligence.

How to choose between otherwise qualified candidates
Once the official checks are complete, compare candidates on the same six axes:
- License: current status and correct classification for the actual scope.
- Identity and insurance: matching legal details and independently verified coverage.
- Relevant work: recent comparable projects and references who answer specific questions.
- Bid completeness: identical scope, clear inclusions, exclusions, timing and allowances.
- Contract and payments: readable terms, milestone payments and a documented change process.
- Permits and history: clear permit responsibility and satisfactory answers to complaint or disciplinary information.
The cheapest compliant bid is not automatically the best choice. A bid that omits necessary work or carries vague payment and change terms can cost more than a higher, complete bid.
What to do if a problem develops
Document the issue promptly with dates, photographs, invoices and the relevant contract clause. Contact the contractor in writing, describe the requested correction and keep a record of the response. Do not authorize additional work based only on a verbal promise; use a written change order.

If the dispute remains unresolved, contact your state attorney general or local consumer-protection office for the appropriate complaint or mediation route. Licensing boards may also explain licensing issues and available processes. The remedy, deadline and forum depend on local law, so preserve your records and ask the relevant authority what applies to your project.

Official guidance used for this process
The broad U.S. consumer precautions come from the Federal Trade Commission’s guidance on avoiding home-improvement scams and scams after weather emergencies or natural disasters. California-specific examples—including license lookup, classifications, references, insurance information and the recommendation to obtain at least three bids—come from the California Contractors State License Board. Apply those California examples only where the project is in California; elsewhere, follow the rules and database maintained by the appropriate state or local authority.
