To accept a cement Environmental Product Declaration (EPD), match it to the cement, plant or market, and project rules; then confirm its product identity, product category rules (PCR), declared unit, life-cycle boundary, dates, independent verifier and live program registration. A PDF, calculator export or manufacturer statement by itself is not proof that the EPD is current and acceptable.
What a cement EPD proves—and what it does not
An EPD is a standardized environmental declaration for a defined product. It is prepared under product category rules (PCR), checked by an independent verifier and published by an EPD program operator with a registration record. The declaration reports life-cycle indicators calculated according to the stated rules; it is not a general claim that one cement is environmentally superior to every alternative.

The Global Cement and Concrete Association (GCCA) EPD Tool states the distinction plainly: “A self-declaration is not an EPD.” A manufacturer may use a calculator to prepare a draft, but the result becomes a published EPD only after independent verification, program approval and registration. The live registry entry is therefore as important as the PDF file.

That normally covers raw-material supply and cement manufacturing up to the factory gate. It does not automatically include delivery to your site, concrete batching, construction activities, the structure’s service life, maintenance or end-of-life. A cement EPD is one input to a building life-cycle assessment, not the assessment of the whole building.

Collect the project information before searching
Searching with only a broad term such as “low-carbon cement EPD” creates a high risk of accepting the wrong grade, plant or market. Assemble the following information from the specification, tender documents and supplier:
- Manufacturer or EPD holder: the legal entity named in procurement documents.
- Product identity: cement type, grade, strength class or other applicable specification, plus the product’s trade name.
- Production location: plant, country or supply region where the cement will be made. Electricity mixes and other assumptions can vary by location.
- Project market: country or jurisdiction, because the accepted PCR, standard and program can differ.
- Intended use: the concrete or structural application and any performance requirements that must be met.
- Owner and contract requirements: a named EPD program, PCR edition, reporting format, validity period or procurement rule.
- Purpose of the check: product approval, planning-stage comparison, embodied-carbon reporting, a rating-system submission or a whole-building assessment.
Ask the supplier for the current product-specific EPD and the program operator’s registry record. If the supplier provides only a sector-average declaration, ask whether the contract permits an average and whether it represents the cement that will actually be purchased.
Find the declaration in the issuing program’s registry
Search the official library, not just a file-sharing page
Start with the program operator that issued the declaration. Search by manufacturer or declaration holder, product name or type, registration number, declaration title and, where available, plant or country. Download the PDF from the registry when possible and record the registry page at the same time.

Other programs use different layouts, but the principle is the same: the PDF and the operator’s live record should identify the same product and status.
Use the individual record when a PCR has changed
A PCR can be withdrawn or replaced while declarations issued under it remain in force until their stated expiry. AENOR says its GlobalEPD cement PCR 00 003 was cancelled after publication of UNE-EN 16908:2019+A1:2022, while declarations made under the older rules remain in force until expiry. Do not reject an individual declaration solely because its PCR is no longer the current one; check the declaration’s own dates and registry status, then apply the project’s acceptance rules.
The reverse is also important: a PDF can look complete while the live registration has been suspended, superseded or changed. Treat a registry entry that cannot be found or does not match the file as an unresolved issue, not as evidence of validity.
Verify the PDF and registry record together
Open the declaration and the live record side by side. Capture the following fields in the project file:

Example: a UK average CEM I declaration
The Mineral Products Association (MPA) UK average CEM I EPD demonstrates how much information a usable record can contain. It identifies the International EPD System as the program, EPD International AB as operator, registration number S-P-05824, publication on 2022-04-13 and revision on 2024-03-14. It states validity through 2027-04-13, subject to continued registration and publication. The declaration uses a one-tonne declared unit, UK geography and 2020 data.
That document is an average representative of UK CEM I production and explicitly says it is not available for purchase as an individual product. For a specific market CEM I, it directs users to contact an individual manufacturer. You cannot use the example merely because the project also specifies CEM I; the product and procurement scope still have to match.
Confirm the PCR and standard for the project market
The same cement can produce different reported results when different rules, datasets, boundaries or market assumptions are used. Read the PCR named in the declaration and compare it with the project’s required route.
| Context described by the source material | Framework to check | Action for the project team |
|---|---|---|
| European cement and building-lime declarations under AENOR | EN 16908:2017+A1:2022, complementary to EN 15804 | Confirm that the project accepts this standard and the declaration’s edition. |
| GCCA International route | EN 15804:2012+A2:2019 and ISO 21930, with PCR 2019:14 and cement c-PCR-001 | Check the exact program and PCR versions named on the declaration. |
| North American route described by GCCA | ISO 21930 and the latest NSF PCRs for cement, concrete and precast | Verify the edition required by the contract and the operator’s current registry. |
| North American PCR update | The American Cement Association reports that v4.0 was published on 2025-07-02 and replaced the 2020 NSF version | Determine whether the selected EPD follows v4.0 or qualifies under a stated transition or extension rule. |
These are source-described routes, not a substitute for the project specification. The applicable country, owner, rating system and program may impose a more specific requirement. If the declaration and contract name different standards or editions, obtain a written determination from the responsible sustainability professional, program or owner before using the result.

Match the declared product to the cement being specified
Product-specific versus sector-average
A product-specific EPD covers a named product, manufacturer and defined production scope. A sector-average EPD combines data from multiple producers or plants to represent a market average. The latter may be useful when project rules allow an average, but it does not prove that a particular bag, bulk shipment or plant has the average result.
Check the product type, strength or performance specification, additives and production sites against the technical submittal. A declaration for a similar grade is not automatically acceptable. Where the EPD covers several sites, confirm that the project’s supplier and plant fall inside that stated scope.
Performance must be comparable
Do not compare a lower-GWP cement with a cement that provides a different required performance and then treat the numerical difference as a like-for-like advantage. Align the specification and intended function first. If a mix design uses a different cement content to achieve the same concrete performance, the comparison may need to be made at concrete level rather than by reading the cement values alone.

Read the declared unit, boundary and data period correctly
Declared unit
The American Cement Association’s cement PCR describes one metric tonne as an appropriate declared unit. Confirm the exact wording in each EPD. A value per tonne cannot be compared directly with a value per kilogram, per cubic metre of concrete or per functional unit until the quantities are converted consistently.

The cement PCR offers a cradle-to-gate manufacturing scope. The declaration may show modules or stages within that boundary, but it does not automatically cover transport to the building, concrete production, installation, use, maintenance or demolition. For a building carbon calculation, combine the cement EPD with the other product and project stages required by the assessment method.
Geography and production data
Record the country, region and plant scope. Electricity generation, fuel mix, raw materials and transport assumptions can differ by location. A UK average declaration should not be silently presented as a result for a North American plant, and a multi-site declaration should not be narrowed to one facility unless the document permits that interpretation.
Data period and revision
Find the inventory data year separately from the publication and revision dates. The MPA UK example uses 2020 data even though it was revised in 2024. A newer revision can correct or clarify a document without replacing the underlying data year. Record both so reviewers can see what changed and how current the production data are.
Check validity and registration status on the date you use it
The American Cement Association says EPDs may have a maximum validity of up to five years and may be updated more frequently. “Up to five years” is a program limit, not permission to assume that every declaration lasts five years. Use the expiry date printed in the declaration and confirm that the registry still lists it as active.

The MPA UK example runs from publication on 2022-04-13 to 2027-04-13, with a 2024-03-14 revision. Its stated validity is conditional on continued registration and publication. This illustrates why a saved PDF and a current registry check are both necessary.
For North American industry-average EPDs, the American Cement Association reports that declarations based on the 2020 PCR were extended until July 2027 while new data are collected, and that the revised v4.0 PCR was published on 2025-07-02. That statement applies to the U.S. program context described by the association; verify the particular declaration, operator and project date rather than applying the extension broadly.

Decide whether two cement EPDs can be compared
Comparing global-warming-potential (GWP) values is meaningful only after the products and methods are aligned. Use this sequence:
- Product and performance: confirm the same cement category, grade or specification and intended use.
- Market and PCR: confirm the same regional rules, standard and PCR edition, or document why the project permits a cross-program comparison.
- Declared unit: convert both results to the same mass or other stated basis.
- Boundary and modules: compare equivalent life-cycle stages, such as cradle-to-gate manufacturing only.
- Geography and plants: check that production regions and electricity assumptions represent comparable supply.
- Data period: record the inventory years and revisions; a newer-looking PDF may still use older data.
- Verification and publication: ensure both declarations are independently verified and actively registered.
The MPA UK EPD warns: “EPDs within the same product category but from different programmes may not be comparable.” That warning matters when one result follows European rules and another follows a North American route. If any comparison axis differs, label the comparison as indicative or do not make it.
Even a fully aligned cement comparison does not establish the lower impact of a complete building. Cement dosage, aggregate, supplementary materials, transport, concrete strength, construction and service-life assumptions can change the building result.
Common failure modes and how to resolve them
The supplier sends a calculator export
Ask for the independent verification statement, program operator, registration number and live registry record. GCCA documentation distinguishes the tool’s self-declaration draft from the verified EPD; tool use alone does not satisfy publication requirements.
The PDF has no registration number
Search the issuing operator by holder, product and title. If no matching record exists, treat the file as unverified until the operator or supplier supplies the missing record.
The PCR is marked withdrawn
Inspect the individual declaration’s expiry and status. AENOR’s treatment of older cement declarations shows that PCR withdrawal and declaration expiry are separate questions. Apply the owner’s transition rules before acceptance.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe EPD is for an average cement
Check whether the contract allows an industry or regional average and whether the average includes the specified product’s market. If the declaration says the average is not available for purchase, obtain a product-specific declaration from the manufacturer for procurement approval.

The two GWP numbers look different
Stop the numerical comparison and complete the alignment checklist. Differences in PCR, declared unit, modules, geography, data year or product performance can explain the gap without showing a real product advantage.
The declaration expires during the project
Ask the owner or assessor whether validity is tested at design submission, procurement, installation or final reporting. Obtain a renewal or replacement declaration before the relevant milestone, and retain the superseded record with its status and dates.
Create an auditable EPD acceptance record
Store the PDF, registry capture and supplier correspondence together. A concise record should contain:
- Project, package, country and assessment purpose.
- Specified cement manufacturer, product, grade and plant or supply region.
- Program operator, registration number and registry status checked date.
- Independent verifier and verification statement.
- PCR and standard titles with editions.
- Publication date, revision date, expiry date and data period.
- Declared unit, geographic scope and life-cycle modules.
- Whether the declaration is product-specific or an industry/market average.
- Any owner-approved exception, transition rule or comparability limitation.
- Name and role of the person who accepted the declaration.
When the project changes supplier, cement grade, plant or market, repeat the identity and registry checks. An accepted EPD belongs to the defined product and method; it does not automatically transfer to a substitute cement.
Questions to resolve before approval
Ask the supplier or project assessor for a written answer when any of these remain unclear:
- Is this the exact cement grade and specification in the purchase order?
- Does the production site or declared geography include the planned supply?
- Which PCR and standard edition does the contract require?
- Is a sector-average declaration permitted for this submission?
- Which project date controls EPD validity?
- Are the compared declarations from compatible programs and life-cycle boundaries?
- Does the building calculation require stages beyond the cement’s cradle-to-gate result?
Resolve those questions against the project’s country, manufacturer, grade, specification and owner procurement rules. Without those details, no particular cement PDF can be declared acceptable for an unspecified building project.
