The practical route to an Air Force construction contract starts at SAM.gov Contract Opportunities. Search there for the work, installation, NAICS code, set-aside and solicitation number; then treat the current solicitation record, every attachment and every amendment as the controlling source for eligibility, proposal content and delivery instructions. Your company must have an active SAM.gov registration before it bids.
The workflow is straightforward but not casual: prepare the entity, find notices, distinguish market research from an actual solicitation, download the complete package, test the opportunity against your capabilities and submit exactly as instructed. The examples below are date-stamped because Air Force notices, amendments and deadlines change.

What counts as an Air Force construction opportunity?
“Air Force construction” is a search starting point, not a single contract type. Notices can cover sustainment, maintenance, repair, alteration, renovation, minor construction, design-build or larger multi-trade programs. Work may be bought directly by an Air Force installation or through another military contracting organization such as the U.S. Army Corps of Engineers (USACE).
A MACC opportunity may establish a vehicle under which future task orders are competed. A design-build MATOC is another vehicle that can include Air Force installations even when the notice is issued by a USACE district. The solicitation tells you whether you are bidding for a single project, a multiple-award position, a task order or another ordering structure.

Classification fields narrow the search but do not describe the entire job. For example, the Tinker Air Force Base 2026 MACC notice used NAICS 236220 and PSC Z2JZ, while its scope covered several kinds of general construction. Read the statement of work, specifications, drawings and contract clauses before deciding that a classification matches your business.
Prepare your company before searching
Confirm active SAM.gov registration
SAM.gov’s contracting guidance states that an entity needs an active registration to bid. Check the registration status and the accuracy of the entity information before you spend time pricing a project. If the registration is inactive or information is out of date, resolve that issue early; do not wait until the offer deadline.
Use free contracting assistance when needed
Small businesses can use an APEX Accelerator for government-contracting assistance. SAM.gov identifies APEX Accelerators among its contracting resources. They can help a firm understand registration, searches and the federal bidding process, but the solicitation remains the authority for a particular opportunity.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDefine your bid boundaries
Write down the work your firm can self-perform and the work it would subcontract. Include trade coverage, bonding and insurance capacity, project-management bandwidth, geographic reach, secure-site experience, design capability and the largest schedule you can realistically support. This internal profile makes a search more useful than a broad alert for every notice containing the word “construction.”
Search SAM.gov Contract Opportunities efficiently
Start at the official opportunity search
Open SAM.gov Contract Opportunities. Anyone may search without an account. Creating an account adds saved searches, followed notices and the ability to appear on an interested-vendor list, which is useful when a procurement develops over several months.
Use layered search terms
Run several focused searches rather than one giant query. Useful terms include:

construction,repair,renovation,design-buildandMACC- A base, installation, city, state or geographic area
- A solicitation or notice number when one is available
- A construction NAICS code, such as the 236220 classification used in the Tinker example
- A set-aside filter, including small-business categories where applicable
Combine a keyword with an agency or location, then repeat the search by notice number and by classification. A keyword-only search can miss a notice whose title uses a program name or installation abbreviation.
Apply the record filters
SAM.gov includes different notice types and stages, including presolicitations, solicitations, awards and other notices. Filter for the stage you need, but still open the individual record. The record contains the status, attachments, classification, place of performance and deadline that determine whether an opportunity is actionable.
Save and monitor promising records
Use an account to save a search and follow a notice when the procurement is likely to change. Record the notice number, contracting office, point of contact shown in the record, current deadline and the date you last checked it. A saved search is an alerting aid, not a substitute for checking the live notice and its amendments.
Know whether a notice is asking for a bid
Sources sought and requests for information
A sources-sought notice is market research, not an offer request. The Mountain Home Air Force Base MACC notice states, “This is not a solicitation for quotes or offers.” It asks companies for capability information to inform acquisition planning and says that offers will not be accepted under that notice. Respond only in the format and by the date requested, then monitor SAM.gov for a later solicitation.
Presolicitation
A presolicitation can describe the planned acquisition and invite industry questions or capability information before the final request is posted. It may reveal an anticipated set-aside, scope or contract vehicle, but it is not automatically an invitation to submit a price. Read the notice language to determine what response, if any, is requested.
Solicitation
A solicitation is the notice stage at which the government requests offers under stated terms. Confirm that the record is current, download the solicitation and all attachments, and follow its submission instructions. Do not rely on a search-result summary or an older copy saved by someone else.

Award and archived notices
An award notice can help you understand that a procurement concluded, but it is not an open bid. SAM.gov’s contracting data and subcontract reports can provide market context; they do not replace the requirements of an active solicitation.
Read the complete solicitation package
Open the latest record and every amendment
On the notice page, check the current status, latest posted date, offer deadline, attachments and amendments. An amendment can change the due date, scope, clauses, drawings, wage information or the answers to questions. The Tinker AFB notice demonstrates the risk: its due date changed and the record includes updated solicitation documents.
An older SAM.gov example explains finding an opportunity by solicitation number or advanced search and downloading attachments from the notice record. SAM.gov’s interface can change, so use the current help information and the instructions on the live record rather than relying on an old screen description.

Extract the facts that control your decision
- Scope: Identify buildings, trades, quantities, design responsibility, security work, commissioning and any options.
- Place of performance: Confirm the installation, access conditions, travel, staging and any limits on subcontractor access.
- Contract structure: Determine whether it is a single project, MACC, MATOC, task-order vehicle or design-build arrangement, and how future work will be ordered.
- Eligibility: Check the set-aside, NAICS, size standard and any other eligibility language in the solicitation.
- Technical requirements: Note required experience, personnel, equipment, design disciplines, quality controls, safety plans and security qualifications.
- Schedule: Capture the proposal deadline, site-visit dates, question deadline, anticipated award, notice-to-proceed and performance period.
- Submission: List the required volumes, forms, file formats, naming conventions, page limits, delivery address or portal and time zone.
Build an amendment log
Create a one-page log with amendment number, posting date, affected section, action required and the team member responsible. Replace superseded files in the working folder and have the proposal lead confirm that the final offer acknowledges every amendment required by the solicitation. If an amendment changes pricing assumptions, update the estimate rather than merely adding the amendment number to a cover sheet.
Make a disciplined go/no-go decision
Use the solicitation—not a generic Air Force profile—to decide whether to bid. Score each factor against documented evidence from the notice and your own capacity.
| Decision factor | Questions to answer | Evidence to check |
|---|---|---|
| Scope and construction method | Can you perform the trades, design work and quality obligations described? | Statement of work, specifications, drawings, options and site information |
| Classification and set-aside | Does your entity meet the NAICS, size and set-aside requirements? | Solicitation cover page, NAICS, set-aside field and eligibility clauses |
| Location and conditions | Can you staff the site, handle access controls and absorb travel or staging costs? | Place of performance, site-visit information and installation requirements |
| Contract vehicle | Is the pricing and ordering structure compatible with your risk tolerance? | Contract type, award structure, ordering clauses and period of performance |
| Technical qualifications | Can you prove the required past performance, key personnel, certifications or security experience? | Experience requirements, evaluation factors and technical sections |
| Schedule and capacity | Can you prepare a compliant offer and deliver the work without overloading current projects? | Question and offer deadlines, milestones, staffing plan and workload forecast |
| Submission burden | Can you produce every required volume, form and price by the stated method? | Instructions to offerors, page limits, file rules and delivery instructions |
Stop when a mandatory gate fails
Do not spend estimating hours on a set-aside you cannot meet, a location you cannot serve or a technical requirement you cannot demonstrate. A low price does not cure ineligibility or an incomplete submission.

Proceed when the evidence is favorable
Assign an owner for each compliance section, estimate direct and indirect costs, identify subcontractors, and schedule an independent review before submission. Keep assumptions tied to a solicitation section so the team can revise them quickly when an amendment arrives.

Military-installation work can include ordinary repair as well as highly controlled construction. One AFICC/AFCEC sources-sought notice requested firms familiar with ICD/ICS 705 secure-area construction standards. That example illustrates a specialized capability; it does not make secure-space experience a universal requirement for Air Force projects.
When a notice mentions controlled spaces, classified work, cybersecurity, communications infrastructure or other specialized systems, determine exactly what the solicitation requires and who must possess the qualification. Do not claim compliance based on general commercial construction experience. If the requirement is unclear, use the solicitation’s question process before the question deadline.
Prepare and submit the offer
- Create a compliance matrix. Copy every “shall,” required form, evaluation factor, attachment and due date into a checklist. Assign a responsible person and mark the proposal section where the requirement is answered.
- Confirm the pricing basis. Determine which quantities, options, allowances, alternates, labor assumptions and subcontract quotes are required. Use the solicitation’s pricing forms and units; do not replace them with a convenient company format.
- Develop the technical response. Explain the means, methods, schedule, staffing, quality control, safety and risk controls requested by the evaluation criteria. Address the actual site and scope rather than submitting a generic capability statement.
- Validate past performance and personnel. Use only relevant projects and provide the details the solicitation asks for, such as customer, value, dates, scope and your firm’s role. Obtain required commitment letters or resumes in the prescribed format.
- Resolve questions formally. Submit questions through the channel, format and deadline stated in the solicitation. Treat official answers and amendments as controlling; update the compliance matrix when they change an interpretation.
- Run a red-team review. Have someone who did not write the response check eligibility, amendment acknowledgment, signatures, file names, page limits, price arithmetic and consistency between technical and cost volumes.
- Submit exactly as instructed. Use the named portal, email address, physical destination or other method in the solicitation. Observe the stated time zone and deadline, allow for upload or transmission time, and retain the confirmation or receipt.
The individual solicitation determines whether a site visit, bid bond, electronic form, separate price file or other item is required. Never infer those requirements from another Air Force contract.

- Location and conditions: Compare travel, access, operating-site constraints, phasing and subcontractor logistics.
- Vehicle and ordering: Distinguish a project award from a MACC or MATOC position and identify how work will be competed.
- Stage and deadline: Separate sources sought, presolicitation, active solicitation and award; record the latest amendment and deadline for each.
- Technical proof: Compare past-performance relevance, personnel, equipment, security and certification requirements.
Choose the opportunity where your firm can demonstrate compliance and deliver profitably, not merely the one with the largest apparent scope.
Use market data for context, not as a substitute
SAM.gov’s contracting section includes contracting data and subcontract reports. Use those resources to understand award and subcontracting activity, identify recurring installations or vehicles and inform partner outreach. They cannot tell you whether your offer meets the current solicitation, whether an amendment changed the deadline or whether a source-sought notice is accepting prices.
Common mistakes and recovery steps
Mistaking a sources-sought notice for an RFP
Symptom: Your team prepares a price even though the notice asks for capabilities. Fix: Re-read the notice type and response language, submit only the requested capability information and monitor SAM.gov for the solicitation.
Using an old deadline
Symptom: A calendar or shared drive shows a date different from the live record. Fix: Open the notice, review every amendment, replace the calendar entry and have the proposal lead verify the final date, time zone and delivery method.
Searching only “Air Force construction”
Symptom: Results are too broad or miss work advertised by USACE. Fix: Add installation names, repair and renovation terms, design-build, MACC, NAICS and solicitation-number searches, then check USACE notices for Air Force-related locations.
Assuming a classification proves fit
Symptom: The NAICS or PSC looks right, but the statement of work requires capabilities you do not have. Fix: Read the complete package and test scope, technical qualifications, place of performance and contract structure against your capacity.
Submitting a generic capability statement
Symptom: The response lists company history but does not answer evaluation factors. Fix: Build the compliance matrix first and tie each narrative, project example and attachment to a stated solicitation requirement.
Relying on an inactive registration
Symptom: The firm discovers a registration problem near the deadline. Fix: Verify active SAM.gov status during opportunity screening and resolve discrepancies before committing to a proposal schedule.
