How to Find and Bid for UK Housing Association Maintenance Framework Contracts

To win housing association maintenance work, treat framework procurement as a repeatable qualification process rather than a search for one tender. Find the live notice in the correct UK procurement service, confirm the geography, lots, trades and admission route, then submit a fully evidenced response through the buyer’s named portal before the deadline. Registration on a tender website alone does not make your business a framework supplier.

This guide sets out a practical route for contractors seeking planned maintenance, responsive repairs, void works, cyclical maintenance and component-replacement frameworks. The applicable rules depend on the nation, the date the procurement started, the buyer and whether the opportunity is a framework, dynamic purchasing system (DPS) or direct contract.

Understand what you are bidding for

A maintenance framework is an agreement that establishes a pool of qualified suppliers for later work orders or call-offs. Being accepted can reduce the need to compete from scratch for every package, but it does not guarantee a minimum volume of work. The framework documents determine how later awards are made, whether suppliers compete for each call-off and what service levels apply.

A DPS is an electronic, open-market arrangement to which suppliers can seek admission while it remains open. The Government Commercial Agency’s RM6241 Housing Maintenance & Repair DPS, for example, covers work in tenanted and void or vacant properties. Its live supplier page directs applicants to the current bid pack and supplier guide; those documents, not a historic summary, control the application route and requirements.

A direct contract is a single procurement for a defined service or area rather than admission to a wider supplier pool. Notices can use similar work descriptions, so read the arrangement type and award method before investing in a response.

Arrangement What your successful bid achieves What to check before bidding
Framework Qualification as a supplier for later call-offs under the framework rules Whether it is closed or open, the lots available, call-off competition method, term and buyer list
Dynamic purchasing system Admission to an electronic supplier pool for later competitions Admission status, category or lot scope, ongoing questionnaire requirements and the current supplier guide
Direct maintenance contract Potential award of the specified service contract Contract area, term, mobilisation, pricing schedule, performance measures and award criteria

Closed frameworks generally stop admitting suppliers once they go live. Open frameworks must reopen at the intervals set out in their procurement documents. A supplier account on a portal is therefore only an access step; a successful competition or admission assessment is what creates supplier status.

Know which UK procurement rules apply

For new procurements from 24 February 2025, the enhanced Find a Tender service publishes above- and below-threshold notices outside stated exceptions under the Procurement Act 2023 regime. The Ministry of Housing, Communities and Local Government identifies 24 February 2025 as the start date for that regime. A procurement that began earlier can remain under the notice regime in force when it started.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scotland has distinct procurement rules and services. Wales and Northern Ireland also have devolved routes. Do not carry a threshold, notice type or process from one nation into another without checking the notice and the service named by the buyer.

  • England and UK-wide notices: start with Find a Tender and follow any portal link in the notice.
  • Scotland: check Public Contracts Scotland and the procurement instructions for the Scottish buyer.
  • Wales: check Sell2Wales and the buyer’s stated e-sourcing route.
  • Northern Ireland: check eSourcing NI or eTendersNI as directed.
  • Earlier procurements: use the service and notice regime that applied when the procurement began, even if you are reading it after 2025.

The notice itself should tell you the contracting authority, applicable procedure, submission service and deadline. Those details outrank a generic search result or an old tender guide.

Where to find housing association opportunities

Search Find a Tender first

Find a Tender is the central official service for procurement notices and supplier registration. Create an account, complete the supplier information requested by the service, save searches and turn on alerts. Search by the work and property type rather than relying only on the phrase “housing association”. Useful searches include:

  • the specific trade, such as roofing, gas, electrical, joinery or painting

Run several narrowly focused searches. A notice may describe the buyer as a registered provider, landlord or public body and may place the relevant trade in a lot title. Open each result and check that it is still accepting responses, covers locations you can serve and includes work your business is authorised and resourced to perform.

Use Contracts Finder as a companion

Contracts Finder supports searches for current opportunities and lets suppliers look up future, awarded and past contracts. Saved searches and email updates can reveal a buyer’s forthcoming maintenance programme or incumbent arrangements. Its coverage varies with the procurement date and applicable rules, and publication changed for new procurements in 2025. Use it for discovery and buyer research, then verify the live competition in the service identified by the current notice.

Check devolved services

If a target association operates in Scotland, Wales or Northern Ireland, search the relevant devolved service as well as UK-wide listings. A result may appear in one service but contain submission instructions for another. Record the service, account credentials and alert settings for each territory in your bid calendar.

Register on the association’s own portal

Many housing associations use a named e-sourcing portal. PA Housing, for example, directs prospective suppliers to its In-Tend portal for registration, current and future opportunities, tender documents and electronic submissions. This is an example, not a universal standard: follow the portal named in each notice. Register well before the closing date so you can download attachments, nominate colleagues, test file uploads and send clarification questions through the permitted channel.

Monitor frameworks and DPSs

The Government Commercial Agency advertises framework competitions on Find a Tender and uses its e-sourcing platform for invitation-to-tender access. Its RM6241 Housing Maintenance & Repair DPS page points suppliers to a bid pack and supplier guide. Framework and DPS admission arrangements differ, so rely on the live agreement’s documents for categories, eligibility, reopening dates and submission steps.

Check Question to answer Evidence to capture
Buyer and regime Who is buying, which nation applies and which notice regime governs? Authority name, notice date, procedure and legal regime
Arrangement Is this a framework, DPS or direct contract? Arrangement type, admission or award method and term
Geography Can your workforce cover every postcode and travel requirement? Service area, depot assumptions and out-of-hours coverage
Scope Which trades, property types and work streams are included? Lot description, schedules, specifications and exclusions
Eligibility What minimum financial, technical, insurance, licence or accreditation tests apply? Questionnaire, pass/fail tests and required certificates
Capacity Can you meet response times, volumes, mobilisation and reporting duties? Resource plan, subcontractor capacity and service-level commitments
Evaluation How are quality, price and other criteria scored? Published weighting, scoring descriptors and pricing template
Submission Where, how and by when must the response be filed? Portal, file formats, deadline time zone and declaration list

Do not infer likely work volume from a single notice. Official procurement publications do not provide a reliable sector-wide statistic for framework volumes, award rates or contractor success. Use any estimated value or volume only with the qualification and period stated by the buyer.

Choose the right lots and make a bid-or-no-bid decision

Lots let a buyer separate trades, geography, property type or value bands. Applying for every lot is not automatically better. Compare each lot against your licences, supervisors, operatives, equipment, subcontractors and ability to provide the required response times.

Use a lot-level scorecard

  • Geography: map the furthest properties, travel time, parking and emergency coverage.
  • Work type: distinguish occupied homes, voids, planned programmes and responsive repairs; each creates different scheduling and resident-contact demands.
  • Eligibility: check whether a lot has separate experience, turnover, insurance, accreditation or technical requirements.
  • Capacity: model peak demand, sickness, holidays, call-outs and concurrent projects rather than average workload alone.
  • Commercial fit: test rates against labour, materials, plant, travel, supervision, overhead and risk allowances using the buyer’s pricing rules.
  • Evidence burden: confirm you can substantiate every case study, policy, certificate and performance claim.
  • Evaluation fit: decide whether your strengths match the published quality questions and weighting.
  • Mobilisation: allow for system integration, resident communications, TUPE information if supplied, stock and help-desk setup where the documents require them.

Record a written decision for each lot. A smaller, well-supported application is preferable to promising coverage that your operation cannot sustain.

Bid step by step

  1. Create the supplier account. Register on Find a Tender or the devolved service for discovery, then register on the buyer’s named e-sourcing portal. Complete organisation details consistently across both accounts.
  2. Download the complete pack. Save the notice, instructions, specification, pricing workbook, quality questions, contract terms, schedules, declarations, data-protection requirements and any appendices. Note version numbers and publication dates.
  3. Build a compliance matrix. Give every question, attachment and declaration an owner, evidence source, word or page limit, file format and internal deadline. Include portal fields as well as documents.
  4. Read pass/fail requirements first. Identify minimum insurance, licences, financial tests, modern-slavery or safeguarding declarations, health-and-safety standards and trade-specific qualifications. A strong narrative cannot cure a failed mandatory test.
  5. Send clarifications early. Put questions only through the channel and by the date allowed in the instructions. Quote the relevant paragraph, explain the ambiguity and record the buyer’s answer in your compliance matrix. Apply any published clarification to every affected response.
  6. Design the delivery model. Set out management, operatives, subcontractors, scheduling, materials, escalation, resident contact, quality checks, health and safety, safeguarding where applicable, data handling, environmental controls and performance reporting. Tie each commitment to a process and named responsibility.
  7. Prepare evidence. Select relevant housing or comparable maintenance examples, client references, competence records, policies, certificates, insurance schedules and performance data. Obtain permission for references and check that dates, values and outcomes match the question.
  8. Complete the pricing schedule. Follow the buyer’s units, assumptions, tax treatment, preliminaries, overhead rules and validity period. Reconcile every rate with the delivery model and test whether call-off volumes, emergency work and travel make the offer sustainable.
  9. Quality-assure the response. Have a bid lead check compliance, a technical lead check deliverability and a commercial lead check arithmetic and assumptions. Remove unsupported claims, repetition and marketing language that does not answer the scoring question.
  10. Upload and submit. Use the exact file names and formats requested. Open uploaded files from the portal to confirm they are readable, complete the electronic declarations, submit before the stated deadline and retain the portal confirmation, final files and checksum or receipt if supplied.

Build evidence a housing buyer can score

Organisation and governance

Explain who is accountable for contract performance, commercial decisions, resident complaints, health and safety, information security and escalation. Include an organisation chart that reflects the proposed contract rather than your entire corporate structure. Show how directors, contract managers and site supervisors will review performance and correct failures.

Technical competence

Match qualifications and experience to the lot. For planned maintenance, demonstrate surveying, programming, resident liaison, design coordination and handover controls where requested. For responsive repairs, explain triage, appointment booking, emergency attendance, diagnosis, parts availability and follow-on work. For voids, show inspection, scope agreement, turnaround control and quality sign-off.

Resident service

Describe how residents receive appointments, access information, changes and completion records. Cover reasonable adjustments, vulnerable residents, safeguarding escalation and complaint handling only to the extent required by the tender documents. State how operatives identify themselves, protect homes, control dust and leave properties secure.

Price a framework without creating an unworkable contract

Start with the buyer’s pricing template and define what each rate includes. Separate labour, materials, plant, access equipment, travel, supervision, overhead, subcontractor cost and risk where the schedule requires it. Check whether rates are fixed, index-linked, periodically reviewed or competed at call-off stage.

Model several operating cases: normal planned workload, concentrated programme peaks, emergency response, difficult access, cancellations, repeat visits and material shortages. Reconcile the model with stated response times and geographic coverage. If the tender requires a single blended rate, retain an internal cost build-up so managers can test call-off instructions before accepting them.

Do not assume a framework guarantees workload or that a low tender price will be recovered through later variations. The contract and call-off rules control what can be charged. Escalate any conflict between the specification and pricing workbook before submission.

Use published examples carefully

Radius Housing Association planned-maintenance notice

A Radius Housing Association notice published on 30 September 2025 illustrates a lot-based planned-maintenance framework. Tenderers could apply for one lot or both, subject to the eligibility criteria for the relevant lot. The example is useful for seeing how a buyer can divide cyclic maintenance and minor works, but its publication date does not prove that the opportunity remains open. Check the current official notice and portal status before relying on it.

RM6241 Housing Maintenance & Repair DPS

The RM6241 page describes a DPS for work in tenanted and void or vacant properties and directs suppliers to the bid pack and supplier guide. Before applying, verify that the agreement is accepting admissions, that your trade and geography fall within its scope and that you can meet the current questionnaire and evidence requirements. An older guide may not reflect the live admission process.

Government Commercial Agency housing routes

The Government Commercial Agency identifies a dedicated Housing Maintenance and Repair framework route and advertises framework competitions through Find a Tender, with invitation-to-tender documents accessed through its e-sourcing platform. Treat this as a route to investigate, not evidence that a particular housing association must use it or that a supplier place is currently available.

What happens after submission and award

Keep the submitted response, portal receipt, clarification log and final pricing workbook together. If the buyer requests clarification, answer only what is asked and preserve the original position unless the procurement instructions permit a formal change. Record standstill or award communications and any debrief provided.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If appointed, read the framework agreement or DPS terms before accepting a call-off. Identify the ordering process, mini-competition rules, service levels, reporting calendar, invoicing requirements, insurance renewals, audit rights, resident standards and grounds for suspension or removal. Build a mobilisation tracker with owners and dates for systems, people, stock, subcontractors, communications and health-and-safety controls.

Framework appointment is not the same as a work order. Monitor call-off notices, respond within the stated window and keep pricing, capacity and compliance records current. For an open framework or DPS, diarise reopening or ongoing-admission requirements so a missed update does not invalidate future applications.

Common failure points and fixes

  • Searching only “housing association”. Add work types, trades, property descriptions and lot terms; buyers may not use the phrase in the notice title.
  • Relying on one portal. Pair Find a Tender with Contracts Finder, the relevant devolved service and the buyer’s own portal.
  • Assuming registration equals admission. Complete the competition or DPS assessment and retain proof of successful acceptance.
  • Ignoring lot-specific tests. Recheck eligibility, geography and evidence for every lot you select.
  • Starting portal registration at the deadline. Create accounts, request permissions and test uploads early; portal access and file conversion can take longer than expected.
  • Submitting generic policies. Map each policy to the question, explain how it operates on this contract and provide evidence.
  • Making unsupported social-value or environmental claims. Promise only outcomes you can measure, resource and report under the tender.
  • Underpricing mobilisation and resident contact. Include supervision, scheduling, communication, access failures, quality checks and data reporting in the cost model.
  • Missing a regime or date change. Check whether the procurement began before 24 February 2025 and follow the notice service and rules that apply to that procurement.
  • Failing to prove submission. Save the receipt and final uploaded files; an email saying “sent” is not a substitute for the portal confirmation.

Final bid-readiness checklist

  • The live notice is open, correctly dated and covers your nation, geography and trade.
  • You have identified whether it is a framework, DPS or direct contract and understand how later work is awarded.
  • Every selected lot has passed its eligibility and capacity review.
  • Your supplier registration and buyer-portal permissions are active.
  • The compliance matrix covers every question, declaration, attachment, limit and deadline.
  • Technical, resident-service, safety, quality, data, environmental and reporting commitments are resourced and evidenced.
  • Rates follow the pricing workbook and remain viable under peak, emergency and travel scenarios.
  • Clarification answers have been incorporated and conflicting instructions resolved.
  • An independent reviewer has checked scoring alignment, arithmetic, file formats and mandatory declarations.
  • All files open correctly after upload, the electronic submission is complete and the receipt is stored securely.

A disciplined route to framework work

The strongest housing-maintenance bids are selective, evidence-led and operationally specific. Use official services to find the opportunity, the buyer’s portal to obtain the controlling documents, and a lot-by-lot compliance process to decide whether your business can deliver. When the framework or DPS is live, maintain the evidence, capacity and portal access needed to compete for the call-offs that follow.
