How to Find Affordable Housing and Income-Restricted Apartments in Kansas City, Missouri and Kansas

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single application for affordable housing in Kansas City. Housing Choice Vouchers (often called Section 8), public housing, project-based vouchers, and privately owned income-restricted apartments use different applications, eligibility rules, waiting lists, and vacancy contacts.

Start by identifying the state and county where you want to live, then apply through the correct housing authority or property manager while checking list status and vacancies directly. This guide explains the Kansas City, Missouri and Kansas City, Kansas routes, what to verify, and how to avoid relying on outdated listings.

Understand the four main affordable-housing routes

The phrase “affordable housing” covers programs that work in different ways. Applying for one does not automatically apply you to the others. You may pursue more than one route if you meet each program’s requirements.

Route Who operates or owns the housing Where the assistance attaches Application and list How to confirm availability
Public housing A local public housing authority (PHA) owns or operates the homes. The subsidy is tied to a public-housing unit or development. The PHA’s public-housing application and property waitlists. Ask the authority or the individual property office whether its list is open and whether units are available.
Housing Choice Voucher (HCV) The PHA administers the voucher; a private landlord provides the unit. The assistance follows the eligible household to an approved private-market unit. The PHA’s HCV waiting list. A voucher application is not an application for every apartment in the region. After selection, the PHA must approve the unit, inspect it for health and safety, and review whether the rent is reasonable. The landlord must participate.
Project-based voucher (PBV) A private or public property receives voucher assistance under a contract. The assistance is attached to a particular property or development, not generally to the household. The property or PHA may maintain a separate site-based list. Call that development’s management office and confirm the PBV list, bedroom-size rules, and current vacancy.
Privately owned income-restricted apartment A private owner or management company operates the property under an income-restriction program. The rent restriction is attached to specified units or the property; it may not be a voucher. The property’s own application, screening process, and waitlist. Only the property manager can confirm an open list, available unit, income limits, and documents.

These distinctions matter when you search for “Section 8 apartments,” “low-income apartments near me,” or “income-restricted apartments in Kansas City.” A listing can describe a property as affordable without accepting vouchers, and a voucher waiting list does not prove that any apartment is vacant.

Choose the correct Kansas City jurisdiction first

The metropolitan area crosses the Missouri–Kansas state line and several counties. The authority that serves the address you want may not be the authority that serves your current address.

Kansas City, Missouri and Jackson County

The Housing Authority of Kansas City, Missouri (HAKC) describes service in Kansas City, Missouri, Jackson County, and the Kansas City, Missouri metropolitan area. Its programs and property directory are the starting point for Missouri-side applications, but confirm that the desired address falls within its jurisdiction before applying.

Kansas City, Kansas and other Kansas locations

Kansas City, Kansas is served through a different authority, the Kansas City Kansas Housing Authority (KCKHA). Other Kansas cities and counties may have their own PHAs. Do not submit a Missouri application assuming it will put you on a Kansas list. For a Kansas address, identify the serving authority through the U.S. Department of Housing and Urban Development (HUD) Kansas housing resources or the local authority, then verify its current rules directly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the address is outside the city

Suburban cities, unincorporated areas, and counties can fall under a different PHA or a regional service area. Write down the exact city, county, and state for every property you are considering. That information determines which income limits, payment standards, bedroom policies, and waiting lists apply.

How to apply for affordable housing in Kansas City, Missouri through HAKC

HAKC’s apply-online and how-to-apply pages describe applications for its voucher programs and public housing. Treat each program as a separate decision and retain proof of every submission.

  1. Select the program. Decide whether you are seeking an HCV, public housing, or a property-specific opportunity such as a project-based voucher. Read the program description before entering household information.
  2. Complete the HAKC application. HAKC’s common public-housing application has stated that one submission adds an applicant to 11 public-housing property waitlists. That is a site-specific practice, not a promise that every HAKC program or property uses the same application. Reconfirm the number and the properties shown on the live application.
  3. Save confirmation details. Keep the confirmation screen, application number, date submitted, program selected, and a copy of the information you entered. These records help resolve duplicate submissions or missing notices.
  4. Monitor your position and invitations. HAKC describes weekly emailed waitlist-position updates. Check spam and junk folders, and update your email, phone number, and mailing address whenever they change.
  5. Respond by the stated deadline. HAKC’s invitation guidance says an invited applicant is expected to complete the full online application within two weeks, with further notice and possible removal if the applicant does not respond. Confirm the deadline and procedure in the invitation you receive; do not rely on an old copy of the guidance.
  6. Keep applying to appropriate property lists. A general HCV application does not put you on a public-housing or property-based list unless the application expressly says so. Apply separately where the authority or property requires it.

HAKC describes the HCV as “a rental assistance program funded by the U.S. Department of Housing and Urban Development (HUD) to assist very low-income families, the elderly, and the disabled afford decent, safe, and sanitary housing in the private market.” That description explains the program’s purpose, but it is not an individual eligibility decision.

Use the HAKC property directory intelligently

HAKC’s property directory identifies developments as public housing, project-based vouchers, or mixed developments and provides property details and contacts. Use those labels to decide whom to call rather than assuming that one central waitlist covers every building.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to ask each property office

  • Is the property’s application or waitlist open today?
  • Are any units currently vacant, or is the property accepting applications only for a future list?
  • Which bedroom sizes are available or being listed?
  • What income limits apply to this property and household size?
  • Is the assistance project-based, tenant-based, or another income-restricted program?
  • Which documents must every adult household member provide?
  • How will the property contact applicants, and what is the response deadline?
  • Are there accessibility features or preferences relevant to your household?

Ask for the property’s official phone number from HAKC or the authority’s own directory. A third-party advertisement can be outdated, copied, or unrelated to the property’s current list.

Search Kansas City options beyond one authority

HUD’s Missouri and Kansas housing-resource pages identify local PHAs and point readers to broader search tools. HUD identifies the Kansas City Housing Locator as a resource for affordable housing in Kansas City and surrounding areas. Use a locator to discover properties, then contact each property or management company to verify the facts that a search result cannot establish.

HUD Resource Locator limitations

HUD cautions that its Resource Locator does not show property vacancies. HUD also does not keep those properties’ application forms or waiting lists. A property appearing in the locator means only that it is a listed resource; it does not mean the property is accepting applications or participating in your voucher program.

Kansas-side apartment searches

For Kansas properties, HUD directs users to the Kansas Housing Resources Corporation’s apartment search. Use the search to identify possible buildings, then call management for the open-list status, income limits, bedroom availability, application method, and document requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate discovery from verification

Keep two columns in your notes: “possible property” and “verified.” Move a property to the verified column only after a current contact confirms the program, list status, eligibility rules, and whether a suitable unit is available. Record the representative’s name, date, phone number, and any promised follow-up.

Check eligibility without relying on outdated income tables

HAKC states that HCV eligibility is determined by the local PHA using total annual gross income and household size, with federal immigration-status requirements. In general, its program page says household income for a voucher may not exceed 50% of area median income (AMI). Federal rules also target at least 75% of voucher admissions to households at or below 30% of AMI. The exact threshold depends on the program, geography, and household size.

HAKC’s surfaced application material identifies the area median income as $104,600 in 2023 and labels its Jackson County income-limit tables effective April 18, 2023. Those are historical dates, not 2026 limits. Check the current HAKC or HUD table for your household size and program before applying. A property’s income-restricted units can use different limits from an HCV program.

How rent is evaluated under an HCV

After a household receives a voucher, the selected unit must meet health and safety standards. HAKC inspects the unit and reviews whether the rent is reasonable compared with similar units. HAKC explains that the family’s share is generally about 30% of adjusted monthly income for rent and utilities, subject to the applicable payment standard and program rules. If a new unit is above the payment standard, HAKC describes an additional statutory 40% limit. These are program explanations, not a calculation of what your household will pay.

Kansas income information requires current confirmation

The KCKHA orientation packet available for reference lists admission income limits effective May 2022. Those figures should not be used as current qualification thresholds. A 2024 KCKHA application surfaced for a Bonner Springs site-based public-housing waitlist and expressly says it is not the general KCKHA waitlist application. Ask KCKHA which list serves your target address, whether it is open, and which current income table applies.

Prepare the information and documents an application may require

Each authority and property sets its own checklist. Preparing the following information can reduce delays, but submit only what the official application or property requests:

  • Full legal names and dates of birth for every household member.
  • Current mailing address, phone number, and email address.
  • Annual income and income sources for each household member, including employment, benefits, pensions, or other recurring income.
  • Assets and interest income when requested by the program.
  • Social Security numbers or other identifiers requested for verification.
  • Immigration-status documentation when required by federal program rules.
  • Proof of disability, age, student status, or other preference if the program offers a relevant preference.
  • Current landlord or housing information if requested.
  • Preferred bedroom size and any accessibility or accommodation needs.

Do not email sensitive documents to an unverified address. Confirm that the phone number, web address, or office belongs to HAKC, KCKHA, HUD, or the property before submitting personal information. Keep a dated copy of every document and message.

Plan for waiting lists and changing availability

Waiting lists can be long, close without notice, or reopen for only a limited period. HAKC’s how-to-apply page reports an average wait of three years for voucher assistance. The page is undated in the surfaced material, and the figure is an average reported by HAKC—not a guaranteed wait or a current prediction for your household. Individual timing depends on available assistance, preferences, household circumstances, and list activity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A property can have a shorter or longer wait than the general voucher list. A list can also be open while no suitable unit is vacant. Recheck all of the following before making a moving plan:

  • Whether the list is open to new applicants.
  • Your position and whether the property has requested updated information.
  • Current bedroom-size availability.
  • Current income limits and utility allowances.
  • Payment standards if you are using an HCV.
  • Application or invitation deadlines.

Never treat an old PDF, cached search result, or social-media post as proof that a program is accepting applications today.

Use a verification call script

When you call an authority or property manager, explain the address or development and ask concise, specific questions:

  1. “Do you serve this address, and which program is available there?”
  2. “Is the waiting list open as of today? If not, is there an official way to receive reopening notices?”
  3. “Are there current vacancies, or are you accepting applications only for a future list?”
  4. “What income limits apply to my household size, and what bedroom sizes are eligible?”
  5. “Does this property accept a Housing Choice Voucher, or is the assistance tied to the property?”
  6. “What documents are required for every adult household member?”
  7. “How will you contact me, and how long do I have to respond to an invitation?”
  8. “Can you provide a confirmation number or written instructions after I apply?”

Write down the answer and the date. If two sources disagree, treat the authority or property manager’s current written instruction as the item to verify and ask for clarification before submitting duplicate applications.

Choose a practical search strategy for your household

If your priority is… Start with… Important check
Assistance that can move with your household An HCV application through the serving PHA. Waitlist status, payment standard, landlord participation, inspection, and rent reasonableness.
A unit where assistance is already attached Project-based voucher properties and their management offices. Whether the site list is open and whether the available bedroom size fits your household.
A public-housing development The serving PHA’s public-housing application and property directory. Which developments the application actually covers and whether each list remains open.
A privately managed income-restricted apartment The Kansas City Housing Locator, HUD tools, or Kansas Housing Resources Corporation search. Property-specific income limits, screening rules, application process, and current vacancy.
A location near work, school, or support services Search tools filtered by the exact city and county, followed by direct calls. Jurisdiction, transportation, accessibility, utilities, and the real move-in timeline.

There is no reliable way to rank these routes by approval speed without current list and vacancy data. Applying to every appropriate route while tracking each list separately is usually more resilient than waiting on one unverified listing.

Common mistakes and how to correct them

Assuming one application covers the metro

Problem: An applicant submits to HAKC and assumes the submission covers KCKHA or every private apartment. Correction: Identify the serving authority and the property’s own process for every address.

Confusing a voucher with a subsidized apartment

Problem: A household asks a property with income-restricted units to accept a voucher, or assumes a voucher list guarantees a unit. Correction: Ask whether assistance is tenant-based, project-based, or a separate private restriction, then follow that program’s application route.

Treating a locator as a vacancy list

Problem: A search result is interpreted as proof that a unit is available. Correction: Call the property and obtain a dated answer about vacancies and applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using old income limits

Problem: A 2023 HAKC table or 2022 KCKHA packet is treated as a current 2026 qualification rule. Correction: Request the current table for your household size, county, and program.

Missing an invitation

Problem: An email or letter is overlooked, and the applicant is removed after the response deadline. Correction: Keep contact information current, check spam and mail, and respond within the deadline stated in the invitation.

Paying or sharing information with an unverified source

Problem: An advertisement requests money or identity documents before confirming that it represents the authority or property. Correction: Verify contact details through the authority’s official page or property directory and use only the confirmed application channel.

A 30-minute action plan for starting today

  1. Write the target address, city, county, and state—or list two or three acceptable areas.
  2. Decide which routes fit: HCV, public housing, project-based voucher, private income-restricted apartment, or several.
  3. For a Missouri address, review HAKC’s current application instructions and property directory. For a Kansas address, identify KCKHA or the appropriate local PHA.
  4. Use the Kansas City Housing Locator, HUD Resource Locator, or Kansas Housing Resources Corporation apartment search to make a property list.
  5. Call each property to verify the open-list status, vacancy, bedroom size, income limits, documents, and deadline.
  6. Submit only through the verified authority or property channel and save the confirmation.
  7. Create a tracker with the program, address, contact, application date, confirmation number, waitlist position, next follow-up date, and required updates.
  8. Set reminders to report changes in address, phone, email, household members, or income and to answer invitations promptly.

Bottom line

To find affordable housing in Kansas City, separate the search into the correct state and authority, then pursue the housing paths that match your needs. HAKC is the starting point for Kansas City, Missouri applications and property information; Kansas City, Kansas and other Kansas locations require the appropriate Kansas authority. HUD and regional locators can reveal possibilities, but only the authority or property manager can confirm a current waitlist, vacancy, eligibility rule, or application deadline. Verify those details every time and keep records for every list you join.
