What’s actually slowing this PC down?

A slower construction market does not automatically make a builder more reliable or guarantee a lower price. Treat every referral, directory entry, review and advertisement as a lead, then independently verify the builder’s licence or registration, insurance, complaint history, references, business details, workload and written proposal. Compare bids on identical plans and scope, identify who will supervise the work, and sign a detailed contract that sets out permits, timing, costs, changes and payment milestones.
What a downturn can—and cannot—tell you
There is no general evidence that reduced construction activity improves workmanship, makes builders financially safer or forces prices down. The available official guidance does not measure construction activity in your particular market, so do not assume that a quiet calendar means a builder is desperate for work or that a busy calendar proves competence.

Use the market context to ask better questions rather than to lower your standards. Ask when the builder can start, what other projects are scheduled, who will supervise your work, how subcontractors are managed, and what could move the completion date. A builder with immediate availability may be a good fit, or may lack the capacity, systems or financial strength you need. Only independent checks and a clear contract can answer that.

Build a shortlist from several independent sources
Start with comparable completed projects
Ask neighbours, friends, family, colleagues and local professionals who recently completed work similar to yours. “Similar” should mean more than the same trade: compare project size, structural complexity, finish level, permit requirements and whether the builder coordinated multiple subcontractors.
Local trade associations, practitioner directories, renovation forums and review platforms can add names. They do not certify a builder. A listing, a high rating or a personal recommendation is only the first step. The Victorian regulator states that you must check registration and insurance even when a trusted family member or friend made the introduction.
Keep the initial list broad enough to compare
Contact enough suitable firms to obtain several complete proposals, not just several headline prices. California’s Contractors State License Board (CSLB) advises getting at least three written bids on identical plans, specifications and scope. That is California regulator guidance, not a universal statutory requirement, but the comparison principle is useful anywhere.

Record each candidate’s legal business name, trading name, licence or registration number, phone number, physical address, proposed supervisor and earliest realistic start date. Inconsistent names or contact details are reasons to pause and verify—not reasons to overlook a candidate because the quote is attractive.
Verify legal status, insurance and business identity
Check the licence or registration yourself
Use the official licensing or registration database for the location where the work will occur. Confirm that:
- the registration is current rather than expired, suspended or cancelled;
- the legal entity on the record matches the entity that will sign your contract and receive payment;
- the licence covers the category of work and project value involved; and
- the person supervising the work is authorised where local rules require a nominated or responsible licensee.
Save a dated copy or screenshot of the record and recheck it before signing if several weeks have passed. A licence number printed on a quote is not verification by itself.

Confirm insurance, not just a verbal promise
Ask for certificates or other documentary proof and clarify the policy period, insured business name, project type, limits and exclusions. Coverage needs vary by location and work type. California CSLB distinguishes workers’ compensation from commercial general liability; one does not substitute for the other. Ask whether subcontractors carry their own coverage and how claims involving your property are handled.
Where possible, confirm policy details with the insurer or the relevant authority. Do not rely on a certificate that cannot be matched to the contracting entity, or on an assurance that “the company is covered” without knowing what that means for your project.
Review official complaints and discipline
Search the licensing authority, consumer-protection agency and other official local channels for disciplinary action, unresolved complaints, bond claims or restrictions. A clean search is not proof that no problem has ever occurred, and an old resolved complaint is not automatically disqualifying. Look for patterns, recent serious findings and whether the business explains a relevant event consistently.
Also verify that the business has a traceable address and working phone number. A company that changes names, refuses to identify its contracting entity or can be reached only through a messaging app deserves additional scrutiny.
Use references that test performance, not popularity
Request references from clients whose projects resemble yours and, where practical, ask to see completed work. Obtain permission before contacting them, then ask specific questions:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Was the project completed near the promised date?
- How closely did the final cost track the original estimate?
- Who supervised the site and subcontractors day to day?
- How often did the builder communicate, and were questions answered promptly?
- Were defects or incomplete items corrected without an argument?
- How were changes priced and approved?
- Would the client hire the builder again, and why?
Ask the builder to identify the person who would manage your job, not merely the salesperson who prepared the quote. Then ask what other jobs that supervisor will run at the same time. Capacity is a management issue: a builder can be reputable yet unable to give your project adequate attention.

Give every bidder the same information
Prepare a clear tender package
Provide each candidate with the same drawings, engineering information, specifications, finish schedule, site constraints and requested completion window. State what you expect the builder to supply, including temporary works, waste removal, testing, cleaning, utility coordination and handover documents. If something is undecided, label it as an allowance rather than leaving it to assumption.
Invite questions in writing and distribute material answers to every bidder. This prevents one proposal from appearing cheaper simply because it omits information another builder priced.
Compare the substance of written bids
| Comparison point | What to check |
|---|---|
| Scope | Are demolition, preparation, installation, finishing, cleanup and testing included? |
| Plans and specifications | Does the bid identify the exact drawing revision and finish schedule used? |
| Exclusions | Which permits, utility work, site access, appliances, fixtures or repairs are excluded? |
| Allowances | Are provisional sums or material allowances realistic, and what happens if they change? |
| Materials and labour | Are brands, grades, quantities, installation methods and subcontracted trades identified? |
| Programme | Are start, major milestones, completion and delay assumptions stated? |
| Payments | What event triggers each instalment, and does payment reflect verified progress? |
| Changes | Is written approval required before extra work begins, with price and time impact shown? |
Ask for multiple written estimates and investigate a large price difference. CSLB warns that a substantially low bid can reflect an estimating mistake, omitted work or an intention to cut corners. Ask the low bidder to explain the difference in writing, then check the explanation against the scope line by line. Do not infer quality from price alone, and do not select solely on the lowest total.
Question the schedule and workload directly
Questions that reveal capacity
- What work is already contracted before mine, and what start date is realistic?
- Who is the named site supervisor, and how often will that person be present?
- Which trades are employees and which are subcontractors?
- How many active sites will the supervisor manage at once?
- What events could delay the programme, and how will I be notified?
- How will material-price changes, shortages or substitutions be handled?
- What happens if a subcontractor becomes unavailable?
Require the answers that affect money or timing to appear in the contract. A verbal promise about a start date, a particular supervisor or a “locked” price is difficult to enforce if it is absent from the signed agreement.
Balance flexibility with a written commitment
If your project is not urgent, flexibility may help the builder sequence trades and materials. Agree what flexibility means: a range of permissible start dates, milestone windows or an agreed extension process. Flexibility should not mean an indefinite programme or open-ended payment demands.
Sign a contract that matches local law
Essential contract contents
Before work starts, the agreement should identify the parties and site, describe the work and materials, state the price or pricing method, and set out payment triggers. It should also cover:

Include promises made during discussions if they influenced your decision. Attach the final scope and bid so there is no later argument about which version controls.
Permits and inspections
Ask the local building authority which permits and inspections apply before accepting a proposal. Clarify whether the builder or owner files applications, pays fees and arranges inspections. Never assume that a builder’s licence means your project is automatically permitted; licensing and project approvals are separate issues.
Deposits and progress payments
Do not pay the entire project price before work begins. The U.S. Federal Trade Commission’s consumer guidance states: “Don’t pay the full amount for the project up front.” Check local deposit limits, trust-account rules, statutory warranties and cancellation rights before paying anything.
As jurisdiction-specific examples, NSW Government guidance generally requires a written contract for residential building work above AUD 5,000 and describes specified home building compensation requirements for projects above AUD 20,000. California CSLB publishes California-specific home-improvement deposit rules and exceptions. These thresholds and rules are not universal; verify the current requirements with the authority in your location.
Structure instalments around observable progress—such as completed foundations, enclosed structure, tested services or agreed finish stages—not arbitrary dates. Keep records of invoices, approvals, photos, inspection results and payments.
Recognise warning signs before signing
- The builder will not provide a licence or registration number, or the number belongs to a different entity.
- Insurance proof is missing, expired, materially incomplete or impossible to verify.
- You are pressured to sign immediately because the price or availability is “today only.”
- The quote is a vague one-page total with no scope, exclusions, allowances or schedule.
- A large discount is offered for cash, bypassing permits or avoiding a written contract.
- The builder asks for the full price, an unusually large deposit or payments unrelated to progress.
- The person selling the project cannot name the supervisor or active subcontractors.
- References are unavailable, all come from the same recent period, or clients report unresolved defects.
- The business address, legal name, bank details and contract name do not align.
- Changes are carried out on a verbal basis with no written price or time adjustment.
One warning sign may have an innocent explanation, but several together justify stopping the process and seeking advice from the licensing or consumer-protection authority.

Make a documented decision instead of chasing the cheapest quote
Score candidates against the same evidence so enthusiasm or a low headline number does not dominate. A simple worksheet can use these columns:
| Decision factor | Evidence to record |
|---|---|
| Legal status | Official licence or registration result, category and expiry date |
| Insurance | Policy evidence, limits, dates and project relevance |
| History | Official complaints or discipline checked and outcome noted |
| Relevant experience | Comparable projects and reference responses |
| Bid completeness | Scope, exclusions, allowances, materials and assumptions |
| Price explanation | Written reasons for material differences from other bids |
| Supervision | Named supervisor, site presence and active workload |
| Programme | Start, milestones, completion and delay provisions |
| Contract protection | Permits, variations, payment triggers, defects and termination |
| Communication | Responsiveness during bidding and reference feedback |
Give greater weight to disqualifying failures—no valid licence, inadequate insurance or refusal to provide a contract—than to small price differences. Keep the completed worksheet with your contract records so you can explain why the selected builder met your requirements.
A practical verification sequence
- Define the project. Assemble plans, specifications, finish choices, site information, budget range and required timing.
- Collect leads. Use personal referrals, established directories, trade associations and local review sources, while treating each as unverified.
- Confirm identity. Record each candidate’s legal name, address, contact details and licence or registration number.
- Check official records. Verify licence scope and status, then review available complaints and disciplinary history.
- Verify insurance. Obtain documentary proof, check dates and coverage, and confirm details where possible.
- Request comparable references. Ask the performance and defect questions before inviting a final bid.
- Issue identical bid documents. Give every candidate the same plans, specifications, scope and questions.
- Review proposals line by line. Reconcile exclusions, allowances, materials, labour, schedule and payment triggers.
- Interview the proposed supervisor. Confirm workload, site presence, subcontractor management and communication arrangements.
- Investigate price gaps. Obtain written explanations and correct omissions before comparing totals.
- Check permits and contract terms. Confirm local requirements, deposit limits, statutory cover and cancellation rights.
- Sign only after alignment. Attach the final scope, programme and payment schedule, and keep copies of every record.
How the jurisdiction examples fit together
Consumer protection is local. The following examples illustrate why you must check the authority governing your project rather than importing a rule from another country or state:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Source or jurisdiction | Relevant guidance | How to use it |
|---|---|---|
| U.S. Federal Trade Commission | Obtain multiple written estimates, investigate major differences, avoid full upfront payment and check state-specific contract and cancellation rules. | Use as general consumer-protection guidance; confirm the law of your state. |
| California CSLB | Get at least three written bids on identical scope; verify licence and insurance; its licensing requirement covers covered work costing USD 500 or more in labour and materials, with California-specific deposit rules. | Apply only to California projects and confirm current CSLB requirements. |
| Building and Plumbing Commission Victoria | Check registration and insurance even after a trusted referral; timing flexibility and premium, custom or priority work can affect price. | Use for Victorian projects and verify the current local contract and cover rules. |
| NSW Government | Provides questions for assessing workload and supervision; generally requires a written residential building contract above AUD 5,000 and describes specified compensation cover above AUD 20,000. | Apply only to NSW residential work and verify thresholds and exemptions before signing. |
These examples demonstrate process, not a single national rulebook. The applicable licence class, insurance, deposit limit, warranty, cooling-off period and contract threshold depend on your location and project type.
What to do if something changes after signing
Price or scope changes
Require a written variation describing the changed work, materials, price and schedule impact before authorising it. Ask why the change is necessary and whether a specified allowance already covers it. Do not treat an unexplained invoice as automatic approval.
Delays
Ask for a written explanation, revised programme and mitigation plan. Check the contract’s notice and extension provisions. Keep your own dated record of weather, access restrictions, inspections, late decisions, material orders and builder notifications.
Defects or incomplete work
Notify the builder in writing with photographs, locations and a reasonable correction date. Keep communication factual and continue to follow the contract’s dispute process. If safety, licensing or significant financial issues arise, contact the relevant building authority or qualified local legal adviser promptly.

The decision rule
Choose the builder who can demonstrate current legal authority, appropriate insurance, relevant references, a complete and explainable bid, realistic capacity and a contract that protects both sides. A slower market may improve your ability to discuss start dates, but it does not replace verification. Reliability is established by consistent evidence and enforceable commitments—not by how quickly a builder can begin or how far a quote falls below the others.
